Biography

Dr Hok-Lin Leung is an architect-planner. He is the author of Economy, Land, Cities: Thoughts and

Methods (2008),Towards a Subjective Approach to Policy Planning and Evaluation (1985), Land Use Planning Made Plain (1989, and 2nd edition, 1999), and City Images: An Internal View (1992). He also has articles and monographs

on redistribution of land value increases, developer behaviour, urban design, housing for the elderly, residential density standards. He is currently working on environmental infrastructure planning, the transfer of planning know-hows to China, and cultural DNA of Western society, economy and politics.

He is the co-founder of the National Executive Forum on Public Property, at Queen's. Founded in 1998, the Forum's

mission is "to promote the development and sharing of knowledge and techniques for managing public property, by providing a neutral venue and a collegial environment for networking by senior executives responsible for the management of public property at all levels of government across Canada." It now has 19 sponsors from all three levels of government across Canada.

He is the founder (2003) and Convenor of the Ambassadors' Forum. It is a forum for the 20 ambassadors and high

commissioners to Canada from the Asia-Pacific. The purpose is to share ideas and perspectives of informed and thoughtful Canadians on issues that are of interest to the group, as well as to provide a venue for international dialogue. It meets every three months.

He is also the director of the China Projects Office at the School. The office has training, exchange and research

projects funded variously by CIDA, Canadian Donner Foundation, and the Chinese Ministry of Land and Resources. Currently he does two lecture tours in China annually covering the following places: Development Research Center of the State Council, the Ministry of Land and Resources, the Ministry of Urban and Rural Construction and Housing, the China Executive Leadership Academy at Pudong, the China Academy of Urban Planning and Design, Tsinghua University, Peking University, the Central University of Finance and Economics, Fudan University and Tongji University.

Research Interests

His research areas include physical infrastructure (standards and financing ), housing (especially for the elderly),

urban design (environmental perception), history of planning ideas, policy evaluation methods, and comparative study methods. His current focus is on public policy analysis, Western cultural DNA and the development of Chinese planning theory.

Land Use Planning Made Plain is a practical guide for planners, administrators,

politicians, developers, property owners, and the general public on how to make

and implement land use decisions. It seeks to develop a set of coherent planning

principles by drawing out useful and generally applicable elements from various

systems and approaches.

Hok-Lin Leung's focus is on planning at the city level, and he has organized the text

according to the logical sequence of plan-making: justifications for making a land

use plan, a plan for plan-making, planning goals, information, analysis, synthesis,

and implementation. He addresses major debates in land planning today, including

controversial material, and concludes with suggestions on the qualifications and

qualities of a land use planner. By encouraging a shared understanding of the

purpose, analytic skills and substantive considerations of plan-making as well as

the ways and means of plan-implementation. This book helps the planner to

become more responsible and responsive to the many issues surrounding land use

and its important role in addressing human needs.

In 1919, the Town Planning Institute of Canada (TPIC) brought together the
