HOA board meeting minutes February 20, 2012 Meeting called 7:01 Attendance: Al, Stacy. Teresa, MaryAnn, & Kenny -Discussed (blank) foreclosure, Al will sign off. January Board Meeting Minutes

January 16, 2012

-7:02 called to order

-went over minutes from November.

*Arc committee in attendance. Russ, Barbara, Darrell, Cheryl (late). Discussed Arc request email

procedures. Arc requests, approval/denial results needs to be emailed to all of Arc committee and

Teresa.

-New member added to Arc Committee. Darrell Creque, 2009 Wynston Way, [email protected] to

replace Mary Ann, please remove Mary Ann from email distribution.

-Asked Arc committee to send along word when homeowner issues that Cecilia has emailed about have

been taken care of. Examples, shutters, mildew, cars, etc...

-Discussed entry signs. Take them down, stone around them, what to do to make them more attractive?

-Get some bids on shortening height and adding stonework around them.

-Beautfication committee is Arc Committee. Picking up trash around the subdivision, replace doggy

bags, pick up old “free” newspapers.

-Kenny is going to see if we can get Children at play signs put. Will contact Butch Lawter.

-See if Cub Scout pak 57 can do trash pick up community service project down in the creek/drainage

down on Dayflower, end of Olive Tree Lane.

-Can we get a map of common areas?

-Kenny will send out email asking neighbors to please pick up newspapers, what is your idea as to how

make our subdivision look nicer.

November Board Meeting Minutes

November 21, 2011

-Hearings-One showed one no show (Executive session)

-Has there been anything received from past due fees? Mentioned in Oct 17th

meeting.

-Discussed cameras at pool. Please look into finding someone that can get access to the footage.

Including pricing as to what it would cost as needed.

-In February put out for bids on pool and landscaping.

-Discussed cost of removing stumps and replacing trees through Yardnique. MaryAnn is going to get a

quote through a friend of a friend, Of course they would insured and bonded.

-There will be no December meeting. Next Meetings Jan 16th

-Try to form beautification committee. Contact the Arc committee and request their attendance at the

January meeting. Would like to discuss them taking on the beautification and opening lines of

communication with the board.

MEETING NOTES FROM SEPTEMBER 2011 IN ATTENDANCE:Al Danielo, Teresa Breeden, Matt Katlen NOT HERE: Kenny Wendel, Ellen Wester Meeting started 6:04pm Executive Sessions: (closed) August Minutes Approved Ok with the raise for 2012 to $35 a month. When sending out, please stress the need for proxies and people to show at the meeting for with the 3 board positions. Yardnique stuff- When they cut down the trees damaged from Irene(or whoever they had cut them down)? Was there a need to cut them all the way down? Instead of just getting rid of the dead areas? Have they deweeded the burms? The one on Wynston towards the end is really? Pepsi- did we get any other payments from them? I will make the slide show for the meeting to have ready for review for October 17th. Saturday october 29

Board of Directors Meeting

August 22, 2011

6:00 pm

Call to Order, establish quorum. In attendance: Al, Ellen, and Teresa.

6:00 pm: Yardnique attended to discuss landscaping issues. They will start maintaining the love

grass berm areas at no extra charge. This maintenance includes cleaning up and weed removal

twice a year (May and September). The first clean-up will be scheduled within the three weeks.

They will send quote to apply pinestraw to these areas. They promised to check the timers on

the entrance lights, repair the broken head in the front mulch area, and apply pinestraw to

common areas where needed.

The Board entered into an executive Session for hearings.

Reading and Approval of Minutes: July’s approved.

Agenda Items:

The Board entered an executive session to review an email from 2001 Softwind

Drive.

2012 budget reviewed. The Board agreed to review draft again at September meeting

with an increase to $35.00/month.

The annual meeting will be October 24th

. Rainbow Lanes ($45) has already been

reserved, but Cecilia will cancel and book at Ellen’s church which is only $10/hour.

The next board meeting is September 19th

and then October 17th

.

The yard sale is October 8th

with a rain date of October 15th

.

The Board entered an executive session to discuss violations.

The Board agreed to have Color Spectrum paint “Wynston” at the entrance signs in black

and keep the light green background. Color Spectrum needs to paint the smaller “W”

signs to match.

The Board asked Cecilia to get quotes from Pool Pros and Aquatic Management Group to

resurface pool and deck. Pool Pros will also be asked to send quote to replace filter in

case it is needed. This information will be used to determine whether the assessments

need to be raised for 2012.

Feb Meeting Notes call to order 709 pm Executive Session: Regular session: January meeting notes- approved remove September from agenda, no notes have been located. Swim Lessions, if they are interested can not contact them nothing to be sent out by us. The stuff that we oked for Pool Professions to do when we signed the contract, when will that work be done? Could they order 2 new tables? No chairs needed? Do they want to attend the April Meeting, PP? HOA Community Meeting Yes send out flyer like last year. Yes put out dates for yard sale. For bands they will not need to sign another rule sheet, since no changes to the rules. If they are getting the same amount of bands as before they will just sign the sheet that they got the bands. If they have an addition to the house then they can add the name to the prior year or fill out a new rule sheet at that time. You will not need to put the rules in the newsletter just mention that the rules are the same as last year. For March meeting(21st) to start scheduling hearing for those 90 days or more behind, so they cant get bands, remember to schedule them in blocks schedule more then 1 at a time since most will not show. Dates for pool bands... some of the work he did was on her property. Paying half is more then reasonable.

Please schedule a time for Yardnique to come out and meet with any board member to do

a walk around so what they will do and what we expect them to do can be discussed.

POOL PRO RECOMMENDS

#1- We thought that was done last year, with the costly inspection to insure it was done.

Is that this? If so why is it needed again? If we have to have it that is fine, but we could

swear this was done last year.

#2- The fence is 6 foot around as we completed that work a summer ago, no work should

be needed on that fence.

#3- No at this time, we know in the next couple of years it will need to be done but not

this year.

#4- Is a yes

#5- Could we instead just repaint existing no diving signs. Then when we need to

resurface the pool do the tile at that time.

#6- We have a working phone at the pool, why would this be needed? How is this

different then the phone we already have.

August 30, 2010

Executive Session: The Board entered into an executive session to review an architectural

appeal from *** Buttonwood

The meting was called to order and quorum established. All Board members were present as

well as community manager.

Reading and Approval of Minutes: July’s minutes were attached

Old Business:

Common area behind Wynston Way and Olive Tree: received 7 yes replies ~ Woody’s

submitted estimate of $50.00 for the first time = $350.00 and then $35.00 per home per

cleaning after initial clean-up. This initial clearing for $350.00 was approved.

New Business:

Landscaping proposals: Woody’s Yardnique, and Sweetwater submitted proposals. The

Board reviewed the proposals and is interested in Yardnique’s proposal because of the

cost savings if Yardnique is willing to extend contract to 2 years. Manager to check with

Yardnique.

Pool proposals: Hammerheads, Covenant, and Pool Pros submitted proposals. Board

agreed to stay with Pool Professionals and will approve the 2011/2012 contract if Pool

Professionals is willing to add a 30 day no cause cancellation clause. Manager to check

with Pool Professionals.

Draft 2011 Budget was reviewed. The Board agreed to raise the dues by 5%. Manager

will update draft budget and resubmit to Board to review again at the September meeting.

The Board discussed moving the replacement fund money or a portion of into a CD

instead of the money market account. Manager will send Board a list of CD options

available.

Ellen reviewed recommended changes from the architectural committee to the

architectural guidelines. Ellen will edit document to include new changes which will be

mailed to the community.

The next Board meeting is scheduled for September 20th

at Al’s house at 7:00 pm.

The community meeting will be October 25th

at Rainbow Lanes.

The yard sale is scheduled for October 2nd

at 7:00 am, the Halloween party is October

30th

, and Holiday Party is tentatively December 18th

or 19th

.

Wynston Board Meeting May 2010 Minutes

all members here.... Talked about the house from Kapok email sent to cecilia Vending machines from Carolina Vending.... a couple more things to look at before deciding. For Pool Professional before they charge they must call Cecilia before they purchase or charge us anything Cecilia over the next two months since both our contracts are up for pool and landscaping please gather a couple other local companies for bids. pressure/painting, kenny send out email. Please post on website(kenny) response to wynston home. Cecilia we need to see who owns the land behind her house, is it Wynston common ground or non owned property. If it is common ground then woody's should handle it. Please let us know before we answer the letter. In the meantine please respond back to email letting her know that we are looking into who official owns the land and will respond officially once we get that info. no hearing showed...

Wynston Spring Community Meeting

March 22, 2010 7:00 PM

Below is the outline of what was discussed at the spring meeting.

Call to order 7:05

Introductions - All boards members were present, 23 residents were present

- Mary Ann leaving ARC

- Tim Bash is stepping down to lead the ARC

- Jennifer Taylor is new board member to take Tim Bash’s spot

until the position is up for election in October 2010

ARC Committee (Architectural Review Committee)

- Meeting in April with current ARC members.

- Shutters fading

- Mold

- Mailbox

- Looking at fining being imposed if you do not submit any

Architectural changes.

Pool Information

- The pool will be open from Saturday May 8th

through Sunday September 19th

- The hours are 9am – DUSK

- New furniture and lounge chairs are ordered

- Selling broken furniture

-Swim lessons offered, see website

- Pool band distribution dates, see website

Yard Sale

-Yard sale will be Saturday April 17h starting at 7am (rain date April 25th)

-There will not be a fee but residents are being asked to donate NO MORE

then $3 per participant that will go to our social events such as pool party

and 740 (if not repaired by 5-1, $10 a day) no shows for hearing. 8pm noshows for hearings(no

pool bands for them)

Reading and Approval of Minutes: March’s attached minutes from March Approved.

Old Business: Cecilia we received the pool chairs and thought we ordered 2 new tables but do

not see those, please advice. Pool signs that we paid for but did not need as the old ones were in

the bathroom, did we ever get reimbursed from PP?

Vending machine-still looking.

New Business:

Pressure Washing: ASAP Spotless offering to block July 1st – 2

nd for Wynston for $95.00

per home again, interested? Yes go ahead and let them know and they can send out or us?

Who will arrange the schedule? You or them?

Architectural Committee discussion current arc- tim, barbara and russ. No other Arc

members needed. Ellen will be board liason to ARC. Cecilia will do drive by for

violations. Then email Tim for letters to be sent. Letters will be sent from Cecilia. Then

Tim will recommend to Cecilia about those needed for a hearing. Will need to

communicate via website and email and possible letter. Cecilia please get with Tim to

schedule a drive by together to calibrate on it.

Insurance ~ proposal emailed to you go ahead with new proposal and add umbrella

policy. Make sure no penalties for cancelling current policy first and any premium

prepaid get prorated back.

Pool money collect will be able to fund party with money collected.

Find a painter to do shudders and or mailboxes?

Pool light- go ahead with the 250 watt(al or Kenny will handle) pointed over the pool even if

it doesn’t change night swimming. There will be no bleed over.

Please bring in Woody’s to talk to the board about their services in the first meeting that is

possible.

budgeted and will be put in communities reserve account.

-Next Meeting 3/24 community meeting- Have Cecilia send letter to community about

3/24 meeting and include 4/17 yard sale date in letter. Also Board agreed to meet at Rainbow

Lanes, cheaper room at $45 with overhead projector. Have Cecilia call 553-4386 and book

largest room we can get for $45. 7pm start. Board will meet Monday 3/22 on agenda (Al’s)

Annual Community Meeting

-Summarized changing Pool companies with the last year

-Back fence was raised

-New color bands will be distributed in the spring, old bands will be collected; dues must be paid

current to receive new bands. You will get the same amount of new bands that you give back the

old bands. Replacement fees will apply.

-Bathrooms were painted before the pool season started.

Vendor Contracts

-We have a 2 year contract with CAS 2008-2010

-Pool Professional and Woodys have 2 year contracts 2008-2010

No increase of prices for 2010 on these contracts

Budget

-No increase for 2009-2010

-Some new furniture needed at the pool

-Reserves 10k right now another 9k projected next year

-Budget was voted on and approved

Social Fund

-All social events are funding though soda machine profits, donations, raffles at the events, no

money is used from the budget.

Presentations

-Wynston named Best Medium Sized Community in NC by the Community Associations

Institute of NC at the 9/25/09 CAI Annual Fall Conferences. Wynston was nominated by CAS.

Board Elections

-There were no nominations to the three open board spots. A motion was made and 2nd

to have

the current board stay on. Next year 2 spots will be open

-Matt Katlen is now president and Ellen Wester is VP, all other members will remain in their

positions.

1. Budget ~ I have attached the revised draft budget for your final

review.

Ellen, as President, you can notify me of the Board's final approval.

2. Annual Meeting Date ~ I am now available October 26th, 28th, or 29th

if you are still interested in the last week. I left a message at Holy

Cross this afternoon to check their availability. I know the 28th will

not work for the church since it is a Wednesday. I can also meet

October 8th if the last week dates do not work. I will follow-up when

I talk to the church.

3. Wynston ~ hearing decision letter stated $5.00 per day after 6/12.

You then gave him until 7/3 to resubmit "official" information. I will

send him a letter that you started fining him as of yesterday since

that is when it was discussed.

Pool Lounge Chairs: PP reported about 13 broken lounge chairs, $85.00 per chair to

replace – Will wait

2016 Day: owner called and left message that she will be removing shed soon, left return

message asking to please send something in writing with a time frame for removal,

nothing rec’d yet, letter sent with extended deadline of 7/3/09, shed removed?

2021 Wynston: letter sent 6/17/09 asking to submit official paperwork by 7/3/09, not

rec’d at my office yet
