NotesfromtheChair
DespitetherecentstormsandregularfloodingoftheHemingfordmeadow,we’vehadarelativelymildwinter,andthefirstsignsaspringaredefinitelyevidentaroundthevillage.
Whilewehavebeenluckysofarintheparish,withonlylimitedimpactfromtherecentweatherconditions,otherpartsofthecountryhavefaredlessfavourably.Likeparliamentandmanyotherlocalauthorities,HemingfordGreyParishCouncildeclaredaclimateemergencyatourFebruarymeeting.
Wehavealsoestablishedaclimatechangegroup,asasub-setofourenvironmentgroup,toidentifychangeswecandeliverlocallytomitigateclimatechange.Thegroupalreadyhassomeideas,butwouldbedelightedtoreceivesuggestionsoroffersofhelpfromanyone.Oneofthefirstthingstheywillbeorganisingisthenextphaseofourvillagetree-plantingprogrammeaspartoftheparish’sspringlitterpick.
Inasimilarvein,Iwouldliketothankallthoseinvolvedwithourrecentbird-boxproject,especiallytheHemingfordscoutsandcubs,andallthosewhokindlysponsoredthebirdboxes.I’mlookingforwardtoseeingjusthowmanynewnestingresidentswehavesettinguphomearoundthevillageduringthenextfewmonths.

Hemingfordresidentwhodiscoveredlife-savingtreatmentByEstherHarrodDrJohnWalshe,whocelebrateshis100thbirthdayon24April,isrenownedforalife-savingdiscovery.HefoundatreatmentforpatientssufferingfromWilson’sDisease–agenetic,terminalillnessaffectingpeoplewithhighlevelsofcopperintheirbody.DrWalshedescribesthesymptomsas“similartoParkinson’sDisease,butmuchworse”.Hetestedthemedicationonhimselfbeforeitwasgiventopatients!
Hehaslivedinhis17thcenturyHemingfordhomefor62years,andabirthdaygreetingfromtheQueenwillrecognisehimasoneofthevillage’soldestresidents.
HemovedfromLondonwithhiswife,Ann,andbroughtuptheirchildrenhere.DrWalshestudiedatTrinityHall,Cambridge,from1939.HewentontoworkatLondon’sUniversityCollegeHospital.Hewasfollowinginthefootstepsofhisfather,SirFrancisWalshe,whowasaworld-famousneurologist.
DrWalshewasacaptainintheRoyalArmyMedicalCorpsandlaterworkedintheUS.HecareerspannedmanyyearsasaconsultantphysicianatAddenbrookes,retiringaged80.DrWalshewrotemedicalpapersintohis90s,andtothisdaycontinuestobereveredbyformerpatientsfromallovertheworld.
HiswifeAnn,whopassedawayin2011after55yearsofmarriage,wasalsowell-knowninthevillage.ShetypedupLucyBoston’smanuscriptsforherchildren’sbooks,manyofwhichwerebasedonstoriesabouttheManorHousewhereshelived.
DrWalshe’shobbiesincludetakingbrassrubbings,photographingchurchesandmedievalstainedglasswindows.Healsoenjoyswatchingcricketandrugby.HeappreciatesthecaregivenbyhisdaughterSusanandson-in-lawPhil,aswellashisotherdaughterClareandhisthreegrandchildren.
Hewillbecelebratingquietlyathomewithhisfamily.Happy100thbirthdaywishes,DrWalshe.
FloodingbringsbackpennywortthreatFloodshavesubmergedthepileofpennywortweedexcavatedfromtheOusebytheEnvironmentAgency(EA).Itwasdumpedontheriverbank,whereitshouldhavewitheredanddied.Butrecentweathereventsmeanwecouldhaveanotherflare-upofthisinvasivewaterweed.Itonlytakesaminusculefragmenttorestartitsrapidgrowth,resultinginchokingthe
naturalflowoftheriver,drainagesystemswithathreattofloraandfauna.

AnEnvironmentAgencyspokespersonsaid:“Floatingpennywortcaneasilybespreadbyfloodeventsasitcanre-growfromverysmallfragments.Recentlyremovedmaterialcouldstillbecapableofre-growthifwashedbackintothewaterbeforeithaddriedout.“TheEnvironmentAgencyhasafive-yearstrategytocontrolfloatingpennywortontheGreatOuse,whichwearecontinuingtoimplementthisyear.”Shesaidthatanyonewithwater-basedactivityexperienceinterestedinleadingalocalRivercarevolunteergroupintheHemingfordGreyareatomonitorandcontrolthefloatingpennywortshouldsendtheirdetailstoanglian-invasive@environment-agency.gov.uk.
BepartofourclimatechangegroupTheparishcouncil’senvironmentgrouphassetupaclimatechangeandrecyclinggroup,headedupbyCllrSarahJakes,ouryoungestparishcouncillor,toaddresshowwecanhelppreventtheravagesforecastforourfuture.Sheisputtingtogetheraplan,andwelcomeshelpandadvicefromthosewhowouldliketobepartofthisimportantdrivetoimprovetheeco-healthofthevillage.Wehopemoreyoungpeoplewilljointhisgroup,whichhashugeimplicationsfortheirfutures.Thefirstinitiativeisavillagetree-plantingprogramme.

Birdboxesselloutintwohours,raising£150JohnCrippsoftheRoyalSocietyfortheProtectionofBirdsandCllrMarkSheridanwerejoinedbycubsJamesandJoetoerectbirdboxeson11January.All26boxes,madebythescoutsandpaintedbythecubs,receivedsponsorshipwithintwohoursattheReadingRoom.Theyarespreadaroundthevillagetoencouragenestingbluetits,greattitsandrobins.

Marchlitterpick,tree-plantingandpruningTheparishcouncilspringlitterpickandtree-plantingwilltakeplaceonSaturday21March,10am–12noon.Theparishcouncilhasboughtacherrytreeandawhite-stemmedbirchforthecemetery,tworowansforGlebeRoad,acherryforMitchellCloseandacommonoakfortheYESestate.TheparishwouldliketothankEmmaClichyofCambridgeshireCountyCouncilforreplacingGreenClose’sdeadtreewithtwobirches.

MemoryLane’ssingalongsareabighitwithseniorsEstherHarrodandSteveHerringputtogetheradifferentmusicalthemethattapsintoseniorresidents’memoriesfromyoungerdayseachmonththroughtheirMemoryLanesingalong.

Astroturfsite–WhyHAGswantstostopalterationtoanoldplanTherehasbeenagroundswellofopinionfollowinganapplicationtoaltertheoldplanningpermissionforthesmallparcelofland,adjacenttotheformerandlargerHemingfordgolfclub.ThisoldplanningpermissionwasforanAstroturfrecyclingsite,whichhistoricallyhasnotmetplanningconditionsnoractedasawastemanagementbusiness.BothHemingfords’parishcouncils(andGodmanchesterTownCouncil)haverecommendedrefusalforrestartingthisplanwithoutgoingthroughupdatedplanningapplicationprocedures.Alsoanon-sitebusinesshasregisteredacomplaintaboutthethreattotheemploymentofits55staff.
HemingfordsActionGroup(HAG)expectsthisitemtobeontheCCC’splanningcommitteeagendainMarchorApril,andwouldbegratefulforHemingfordresidents’attendance.TheEnvironmentAgency(EA)hasrefusedtograntanenvironmentalpermitfortheAstroturfsite,whichstillneedstobecleanedup.HAGhasmadeHDCawarethatthegolfclub’scarparkisstillbeingusedwithoutplanningtostoreskips.
Meanwhile,thenewdraftwasteandmineralslocalplanforCambridgeshireisholdingapublicinquiry,takingplacebetweenMarchandJune.HAG’ssolicitorshaveregisteredtheirwishtogiveoralevidenceatthispublicinquiry,concerningthepossibleinclusionofthe24-football-pitch-sizepieceofland,formerlyHemingfordgolfclub,asawastemanagementsite.
IfthepublicinquiryintotheWaterbeachincinerator,reportingonMarch15,decidesinfavourofallowingthiswastesite,thiswillbenefittheHAG’scaseastherewillbeplentyofcapacityintheregion.TherehasalsobeenameetingwithHDCtoapplyfortheHemingfordconferencecentre,golfrangeandgolfcoursetobegrantedcommunityassetstatusasamajorgamesandspectatorfacility.

HemingfordHubtosendoutleafletsinvitingyoutoparticipateTheHubhasfinallytraineditsfirstgroupofbefrienders,andmatchedthemupwithnewfriendsandneighbourlytasks.Ourleafletsareabouttobedistributed,invitingyoutofindoutmoreabouttheGoodNeighbourscheme.Ourmainaimistomakesurewecontactandbefriendpeoplewho,foronereasonoranother,findithardtogetouttojoininvillageactivitiesorhavecontactwithothersduringlonelierdays.
Wehaveanewchair,DrJoWills,whohasbeeninformallyhostingteapartiesforherelderlynear-neighboursinHemingfordAbbotsformanyyears.Shehasbeensupportiveofouraimssincewefirststarted.WelookforwardtoworkingalongsideherandbuildingtheHub’sactivitiesinbothvillages.WewouldliketoextendourhugegratitudetoEdwardByam-Cook,ourformerchair,whokeptusfocusedanddrovethisinitiativethroughthestart-upphaseofHemingfordHub—definitelythehardestpartofanynewsocialenterprise!

Meanwhile,theNationalAssociationofLocalCouncils(NALC)hasjoinedforceswiththeLocalGovernmentAssociation(LGA)toraiseawarenessoflonelinessandgiveguidanceonhowtoalleviateit.
Lonelinessisoneofsociety’smostsignificantchallenges.Itreducesthequalityoflifeandhasanimpactonhealthandwellbeing.Itcanaffectanyoneofanyage.Lonelinessisnotjustaboutolderpeople.
CllrSueBaxter,chairmanofNALC,said:‘Totakeforwardthenationalstrategy,wemustrecognisethatlocalactivityisalreadyunderway.Butwemustredoubleoureffortstoworkmoreeffectively,andinpartnershipacrosslocalgovernmentifwearetoseearealchangeintacklingloneliness.’ThisisoneofHemingfordHub’skeyobjectives.

InDecember2019thecommitteeconsideredtheCambridgeshireandPeterboroughMineralsandWasteLocalPlanandsubmittedcommentsincludingquestioningthecontinuedinclusionoftheAstroTurfsiteduetoitssmallsizeanditslocationinaruralarea.ArepresentativefromtheAbbeyGroupgaveapresentationonitsproposalsfortheVindissiteattheJanuarymeeting.Itsintentionistobuildover90flatsandninehousesonthesite.Thecompanyrespondedtoawiderangeofcommentsandquestionsfromcouncillorsandresidentswhoraisedtheplanningcommittee’sattentiontotheclearanceofsomelandbehindoldLondonRoadandtheirconcernsoftheimpactonwildlifeandthepossibilityofaplanningapplication.ThishasbeenfollowedupwithHuntingdonshireDistrictCouncil(HDC).ApplicationsrelatingtotreeswithaTreePreservationOrder(TPO)arevisitedbythetreewardensandareportissubmittedtoHDC.Forfurtherinformationcontactanne.meredith@hemingfordgreyparishcouncil.gov.uk.
