Don Knudtson of Lake Mills was re-elected to represent District 4 of the Winnebago District, Richard Rosenberg of Saint Ansgar was re-elected to represent District 5 of the Cedar Valley District, and Vince Morische of Osage was re-elected to represent District 7 of the Cedar Valley District. We would like to thank those who served on our Nominang Commiee, as Tellers, and each member who took me to parcipate in the democrac process of vong. Tanya Olsen, Mackenna Pannhoff, and Josie Popp, our 2018 Youth Tour Representaves, gave a presentaon on their experiences in Washington, D.C. last summer. Eight area high school students were also recognized as our scholarship recipients. Board of Directors President Richard Rosenberg and CEO/ GM Jon Leerar provided an update on the cooperave and provided informaon on the year’s acvies. Ronald Torkelson of Forest City was the lucky winner of a subscripon of Heartland Power’s community solar array. Our $50 bill credit aendance winners were Jackson Steiert, Gary Thompson, Carroll Reines, Sorbo Farms, Larry Hovey, Susan Ross, Dorothy Hill, George Olson, Gary Holst, and James Moody. Mail in ballot winners were Linda Saxton, Burton Williams, Dan Langfald, Daryl Tesch, Marlin Rosenberg, and Dale McCarthy. Congratulaons to all! The 21st Annual Meeting of Heartland Power Cooperative was held at the Lake Mills High School Gymnasium in Lake Mills on March 26, 2019 at 6:30 p.m. A catered meal was served before the meeting and members received an attendance gift to bring home. Morgan Kahler provided entertainment for the hour before the meeting.

There was an election for three directors of the cooperative. Don Knudtson of Lake Mills was re-elected to represent District 4 of the Winnebago District, Richard Rosenberg of Saint Ansgar was re-elected to represent District 5 of the Cedar Valley District, and Vince Morische of Osage was re-elected to represent District 7 of the Cedar Valley District. More than 200 employees and directors, representing 36 of Iowa’s rural electric cooperatives, traveled to the Iowa State Capitol on March 20 to advocate for important issues during our annual “REC Day on the Hill” event. The cooperative advocates were briefed on state and federal legislative issues by the Iowa Association of Electric Cooperatives (IAEC) before meeting with local legislators during a dessert social in the Capitol.

Advocates educated legislators on the benefits of the cooperative business model, including local ownership, cost-based rates and democratic governance. Legislators also learned about three priorities important to Iowa’s electric cooperatives:• Ensuring safety and reliability of service through vegetation management• Supporting cost-effective energy efficiency programs for homes and farms• Responsible power generation and delivery through fair treatment of all member-owners and utilization of advanced technology

Many electric cooperatives also displayed booths in the rotunda which provided information on topics including energy efficiency programs, rural broadband efforts, investments in technology and rural economic development.

When you start to plan for a new grain bin, please contact your electric coopera-tive. The electric cooperative will provide assistance in planning for a safe environ-ment for everyone working and living around grain bins. The State of Iowa requires specific clearances for electric lines around grain bins, with different standards for those filled by portable and permanent augers, conveyors and elevators.

The picture to the right shows a drawing of the specific clearances required for both scenarios. If you have any questions concerning the drawings, please contact your electric cooperative.

According to the Iowa Electric Safety Code found in Iowa Administrative Code Chapter 199 -- 25.2(3) b. An electric util-ity may refuse to provide electric service to any grain bin built near an existing electric line which does not provide the clearances required by the American National Standards Institute (ANSI)C2-2017 “National Electrical Safety Code,” Rule 234F. This paragraph “b” shall apply only to grain bins loaded by portable augers, conveyors or elevators and built after September 9, 1992, or to grain bins loaded by permanently installed augers, conveyors, or elevator systems installed after December 24, 1997. (As adopted by the Iowa Utilities Board)

The cooperative is required by the Iowa Utilities Board to provide this annual notice to farmers, farm lenders, grain bin merchants, and city and county zoning officials. If you have any questions con-cerning clearance regulations, please call your local electric cooperative.
