Dear Applicant

Thank you for taking the time to read St Gabriel’s CofE Academy Headteacher Candidate Pack. We hope that you find the information within this pack comprehensive and helpful.

The family of 74 Church of England schools and academies across the diocese is a blessing to parishes and communities. 59 of these are judged good or outstanding by Ofsted with 70 judged as good or outstanding for SIAMS.

It is our intention that there will be a strong and distinctive Christian ethos embedded within all strategic and operational aspects of the life of the academy. The Headteacher will be able to demonstrate that Christian leadership is at the heart of their philosophy of education manifested explicitly in an inclusive manner.

Throughout history, Gabriel has delivered God's most important messages to humanity and is associated with those involved in communication - from journalists, postal workers, and telecommunications industry workers to clergy, diplomats, and ambassadors.

The name Gabriel means ‘God is great’ and the Hebrew word from which Gabriel is derived means ‘hero of God’. Gabriel appears to at least three people in the Bible:

• To Daniel when God sent Gabriel to provide explanation and reassurance

• To the priest Zechariah when God sent Gabriel as a messenger with the unexpected good news that Zechariah’s wife, although old in years, was to bear him a son

• To the virgin Mary when God sent Gabriel to tell her that she would conceive and bear a son whom she would name Jesus.

Although the Academy does not open until September 2017 the Headteacher will take up the new post in January 2017 to be at the forefront of preparations, marketing, recruitment (staff and pupils), policies and procedures, etc.

B A C K G R O U N D I N F O R M A T I O N T O T H E A C A D E M YCoventry Diocesan Board of Education (DBE) aims to offer the best possible education for children and young people and their parents in the new community to be established in Houlton, Rugby. Coventry DBE, as an accredited sponsor, has created an academy trust, with Urban&Civic (developers of Houlton) to deliver high quality education.

The opening of a two form-entry Church of England Academy affords the DBE with the opportunity to further expand its family of high performing schools and partnering with Urban&Civic offers further potential to create a vibrant, community-focussed learning hub with two more primary schools (two form entry) and a seven form entry secondary planned across the lifetime of the development.

Our Church of England schools and academies are popular with parents because we have a clear, strong vision and ethos. Our mission statement is: ‘The DBE empowers others to be courageous, equipping them to deliver excellent Christian education so that all will flourish to achieve their full potential.’

Our aim in establishing Diocesan Multi Academy Trusts (DMATs) is to build and oversee the growing family of DBE schools with a core mission ‘to build a better future for all within our Academies who in turn will positively impact their communities.’ The DBE is guided by the following values:

• Educational excellence

• Needs of the individual child at the heart of decision making

• Affording and nurturing dignity with high expectation and challenge

• Celebration of success for all

• All members of the school community valued equally

• Love, forgiveness and reconciliation at the heart of all relationships

• Governance based on mutual consultation and partnership

• Highest moral and ethical standards

• Leadership guided by integrity, courage, humility and service

Urban&Civic is a strategic property development and investment company which takes a long-term interest in the strategic sites which it masterplans and develops. The company is listed on the London Stock Exchange’s main market, with a market capitalisation approaching £400 million.

Urban&Civic is currently master developer across four major strategic sites that will deliver over 22,000 homes, 11 primary schools and 6 secondary schools alongside 6 million sqft of associated commercial accommodation. Group subsidiaries are promoting or developing a further 5,000 units.

ST GABRIEL’S CofE ACADEMY

Alongside Urban&Civic, the design team behind RadioStation Rugby has extensive experience of crafting new places. David Lock Associates as chief masterplanner have been supplemented by residential specialists John Thompson Partners, and the infrastructure and landscape insight of Bradley Murphy Design. The architects responsible for designing the academy are vHH (van Heyningen & Hayward Architects).

Working in collaboration the DBE and Warwickshire County Council, vHH have been selected to deliver an attractive and successful building which, crucially, will work within the setting both of the first phase of the development, and with RadioStation Rugby as a whole.

St Gabriel’s CofE Academy will be a hub for the local community, highly visible and an anchor for this first phase. St Gabriel’s CofE Academy has been located and designed to sit within a soft landscaped setting, rich in habitats to be explored and with green wildlife corridors connecting it to other core functions of the site. This will enable easy and safe movement for both parents and children to explore and integrate with heritage, business and environmental aspects of the wider development.

For most parents, many new to the area, the school will be their first point of communication to access a range of services: a place where they feel listened to, valued and supported.

It is crucial that our new academy is led by those who have a vision for effective parental and community engagement, underpinned by long experience of working with the local community. On both a strategic level and in the day-to-day running, being able to align the school provision with early community development, worker support and community events and meetings, will put the school - and learning - at the heart of the first phase of RadioStation Rugby.

The DBE together with Urban&Civic aim to enable first class and innovative education within the local and global community.

The first primary school is set within Key Phase 1 of the site accessed from the A428 between Hillmorton and the M1.

We commit to an excellent education for every child, an inclusive and generous educational experience that is counter-cultural and protects an holistic vision of education. Where education provision falls short of this benchmark, the DBE would swiftly intervene to work with leaders and governors to implement effective school improvement strategies, quickly achieving good to outstanding education.

KEY PHASE 1A

Our 74 Diocesan schools and academies have a distinctive and inclusive Christian ethos which raises educational standards by providing inspirational, aspirational and holistic education where all children and staff develop and achieve to their full potential. All our schools are:

• Transformational• Aspirational• Sustainable• Motivational• Purposeful

The DBE and schools have established strong international links with schools and communities in Bethlehem, Kaduna and Delhi. Urban&Civic share the DBE’s passion about ensuring the heritage of the site (as a world leader in communications) is upheld. ICT within schools, thus enabling children to enjoy worldwide links, will therefore be a priority.

We set high expectations for ourselves and our schools:• Every lesson will be good or better• Every child will make at least, and for many, above

national expectations in both attainment and progress• Every Academy will be well led and governed• All teachers will feel motivated to self- improve

and aspire to excellence• All Academies will be judged good or better within

18 months

Our key drivers for success are demonstrated in all our schools and for children in the new Rugby Primary school this will mean:

• ‘Children First’ with limitless ambition and wide ranging opportunities

• Relentless determination with a ‘can-do’ mind set and a success culture

• High quality curriculum, teaching, learning, achievement and standards

• Outstanding leadership and management at all levels and in all aspects

• World-class education for all.

A B O U T T H E A C A D E M YIntroductionSt Gabriel’s is a primary academy that will open in September 2017 with a small initial intake anticipated to be 90 pupils. The school will grow each year as the demand for school places increases in line with the surrounding housing developments and local parental choice. The sponsors for this new school are the Diocesan Board of Education (DBE), Diocese of Coventry and Urban and Civic who are also the developers for the extensive housing development that this school will serve.

Plans for the new school building are well underway, with detailed technical specifications submitted to the local Planning Authority, Warwickshire County Council (WCC), and planning permission anticipated later this summer. WCC have worked closely with the developer and sponsors both on the plans for the new school places that will be created and plans for the new school building.

Building a new school in this location is a good news story for all concerned because it will provide:• Much needed additional primary school capacity in

the area• A local school for the growing population of the Mast

Site development• A very high quality and high profile primary school

building that will attract young families into the new houses that are being built

• Another school to join the growing family of DBE schools, increasing the professional networking opportunities for all DBE schools

AdmissionsSt Gabriel’s Primary Academy is an Academy School (as defined in legislation) and so will be responsible for its own admissions. The sponsors have made clear that the new school will co-operate fully with WCC in co-ordinating the admission of pupils to this school. The Admissions Policy will satisfy requirements of the School Admissions Code, the School Admission Appeals Code and related legislation. The Planned Admissions Number (PAN) for the school in September 2017 is forecast to be 90, with 30 pupils predicted in Reception, 30 in Year 1 and 30 in Year 2.

Growing the school over timeAs described above the school will open with 90 pupils and as a one form-entry school. The school building will open with space to accommodate a full two form entry school eventually and there are plans in place to eventually expand the school to three form-entry. Following opening of the school, the filling of the school will be determined by the following factors:• Increased numbers of family homes occupied on the

new housing development• Increased demand from other localities as a result of

parental choice• Increased demand due to a shortage of capacity in

neighbouring schools

It is envisaged that the school will fill in the following way over the first 5 years

September 2017

Reception Year 1 Year 2 Year 3 Year 4 Year 5 Year 6

30 30 30 • • • •

September 2018

Reception Year 1 Year 2 Year 3 Year 4 Year 5 Year 6

60 30 30 30 • • •

September 2019

Reception Year 1 Year 2 Year 3 Year 4 Year 5 Year 6

60 30 30 30 30 • •

September 2020

Reception Year 1 Year 2 Year 3 Year 4 Year 5 Year 6

30 30 30 30 30 30 •

September 2021

Reception Year 1 Year 2 Year 3 Year 4 Year 5 Year 6

90 60 60 60 30 30 30

At this stage it is not possible to exactly predict the scale of demand and the rate of growth of the Mast site housing development. However the new Headteacher will have a vital part to play in promoting and marketing the new school and will work closely with key stakeholders including the local vicar, the new vicarage being one of the first homes to be built on the Mast Site housing development.

Thank you for your interest in the role of Headteacher for St Gabriel’s CofE Academy, Houlton, the newest member of our diocesan family of schools and academies.

It is very fitting that this new venture in education takes its name from Gabriel, the archangel who announced to Mary that something new, wonderful and transformative was about to happen. For this is an important and exciting opportunity to lead a new, innovative educational endeavour on a pristine housing development built on the famous Rugby Radio Mast site which played a significant part in changing the way the people of the world understood themselves and related to each other.

The Academy’s Mission Statement expresses our intention to communicate God’s love and hope through the provision of excellent Christian education so that all will flourish to achieve their full human potential. The successful applicant will take a strategic view to establish, promote, develop and embed the outworking of this mission statement.

I am very proud that our diocesan schools and academies draw upon their historic Church of England foundation which we believe enables transformational learning experiences for all pupils. As a diocese where reconciliation is at the heart of our life, we would expect St Gabriel’s to be a place where all are welcome, relationships are nurtured and positive contributions are made locally, nationally and globally. I would like St Gabriel’s CofE Academy to be characterised by:

• High expectations and aspirations with a genuine belief that success is for all

• Innovative and creative learning that embodies the principles of the Christian Faith and honours the heritage of Houlton

• Relationships that are compassionate, restorative and loving.

It is a tall order, but Gabriel said to Mary, ‘nothing will be impossible with God’!

If you become the Headteacher of St Gabriel’s CofE Academy we will support you in prayer and work with you for the good of all the children and families connected with the school.

Hi - thanks for your interest so far in St Gabriel’s CofE Academy.

I suspect that normally these letters are full of information about the life of the local church and the nature and extent of its relationship with the school. Clearly, that won’t be the case here, because neither the church community nor the school community exists.

However, the incredible opportunity has been gifted to us to be part of growing a whole new community in this place to be known as Houlton. I am the curate within the local parish of Hillmorton, of which Houlton is a part, and I am very lucky to have been invited to lead the church’s local response to this new place being formed over the next few years.

So, I’d like to take the opportunity to lay out a little of the vision I think the church, and its schools, might be being given by God for this new place - and to invite you to discern whether God could be calling you to come and join in.

I believe that all we do here in Houlton must be driven by our understanding of who God is and what he made us to be. The uniquely Christian understanding is that God is, and always has been, community (the community of Father, Son and Spirit), and that we are made in God's image to live in community. I also believe that our church and church school communities are made and called to bless and love the wider communities in which we find ourselves - discerning what God is up to and joining in as co-workers in his mission to bring every person to life in all its fullness.

So, it seems to me, that as we seek to respond to a brand new place, the missional gift we can seek to bring to Houlton is community itself. This desire to build community will be at the heart of all the church seeks to do in Houlton. This makes me incredibly excited that one of the first places of community in Houlton will be a school grounded in the Christian call to build communities of love.

My family is hoping to be among the very first residents on site, in the first homes, so that we can be part of this developing community from the very beginning. We will be located both close to the school and to the early community facilities at Dollman Farm and therefore perfectly positioned to jointly work together in the community spaces of church, school and village green. I hope to be there ready to welcome you in January next year.

My hope is that over the coming years we can work together as leaders of two distinct but very closely related church communities who are a blessing to each other and to the wider communities in which we find ourselves. It would be wonderful to live, work, learn, pray and worship together as we see what God has planned for us and for Houlton.

This is an incredibly rare opportunity to be at the very beginning of shaping a brand new community, one of the 10 largest in the country, where people will live, work, study, play and live life in all its wonderful variety. As school leader and church leader who will find themselves among the very first to call Houlton their place of home and work I believe we jointly have a fantastic opportunity to influence and develop the culture, ethos and way of being of the whole community. Is God calling you to come and join in?

With love

A key tenet of Urban&Civic’s approach is to ensure infrastructure is delivered from the outset to reinforce the establishment of communities early on. Schools are central to this ambition and, from our experience of delivering and establishing successful Academies in Westminster and Chobham (Stratford), we fully recognise that their location, design and management require careful consideration and expert involvement.

Working at this scale requires a holistic view which maximises stakeholder benefits throughout the lifecycle of the development and beyond. On a macro level this combines economic growth, key infrastructure investment, the delivery of social and community benefits as well as consistent environmental gain. As each phase of the development is brought forward, this translates into ensuring the right mix of homes, jobs, schools, green space, transport and community facilities - the fundamentals of sustainable communities. We also take long-term ownership of key assets such as private rented and affordable accommodation as well as establishing robust management arrangements with community stewardship for landscaping, community facilities and other assets that ensure responsive and ongoing maintenance which enhance long term quality.

URBAN&CIVIC’S CORE VALUES

PASSION Our team is structured so that we adopt a hands-on approach to projects with consultants working for us rather than representing us. As such, the entire development team is front facing with senior management, who are fully empowered, attending all key meetings. We are able to deploy different skills across a range of projects with specialists employed on site in community liaison, project management and asset management. We love planning and debate issues at all levels to find the right solution with even the Chairman conceding he doesn’t have a monopoly of good ideas. Our staff retention is high and we are proud that we continue to attract the best people to work with us.

TRUST The market for large scale strategic sites is relatively small and most local authorities deal with one every five to ten years; such sites are also complex and often initially controversial. Building a relationship of trust with the planning authority and other key stakeholders is absolutely vital to their successful promotion. Starting with a reputation of being trusted is a material advantage not only in terms of the bidding process but also in terms of the speed of delivery. We value our reputation in the market as a company that delivers on its promises and crafts places that work both at the strategic and commercial scale.

INSIGHT At Urban&Civic we cherish facts and work hard to generate the best market insight available. Our network of regional offices provides direct access to the local markets and the large strategic sites mean that we have regular discussions with Government departments including the Cabinet Office, local enterprise partnerships and county, district and borough councils, housebuilders and commercial developers. Our executive team are encouraged to hold non-executive positions on local housing associations, research groups and major UK cultural institutions and to serve as parish councillors, school governors and other public roles.

QUALITY The sale of serviced land parcels on strategic sites is a competitive market. As with our focus on quality for commercial developments, our approach is to deliver the best quality parcels available which allow housebuilders to build out as quickly as the market allows and to maximise their returns. To this end, we pay close attention to the landscaping and layout of every element, establish market demand by delivering infrastructure early ourselves and create the highest quality across all sites. We are a business defined by our projects.
