The Hanseatic Parliament has been working actively in the interests of small and medium enterprises since 1994 and was officially established as an association in St.Petersburg in 2004. The registered office is located in the Free and Hanseatic City of Hamburg.

Network of more than 50 chambers of commerce, industry and crafts as well as similar associations around the Baltic Sea, representing more than 470.000 SMEs

Objectives of the Hanseatic Parliament are: to develop a strong, innovative economic region of world standing

to promote small and medium-sized businesses

to initiate outstanding qualifications

to deepen networking and co-operation

to strengthen sub-regions and their diversity

to establish a Hanseatic identity beyond national borders

Lack of qualified staff is a) main reason for SMEs to not being enough innovative. b) limited growth of SMEs.

At the same time the available human resources are not fully employed.

The employment rate of women ranges from 53% in Poland

to 74% in Norway, the rate of older people from 32% in Poland to 70% in Sweden.

IGA Target groups and levels

Four Levels Individually: boost motivation and workability, thus increasing the

rate of women participating in work-life, through qualification of consultants and the development of a manual.

Enterprises: supporting working conditions suitable for womens’ needs and personnel development through the transfer of Best Practice, qualification and coaching.

Organisations: Competences and commitment of 50 chambers and 15 universities to support innovation and equal opportunities.

Policy: development of a strategy programme, 5 regional agreements and 2 action programmes to promote equal opportunities and innovation in SMEs.

TOP 2: Goals and Tasks

Specific Goals Developing and transferring working cultures and structures that supports the

labor participation of women and elders and increases the innovation capacities of SMEs

Adjusting the employment rate of women and elderly in BSR regions. Implementing identified Best Practice solutions -adapted to specific regional

conditions- in the BSR regions and realization of a north-south transfer. Developing further education and coaching programs for SME-promoters as

well as a handbook for the promotion of innovation through improving the working work environment for women and elderly.

Elaborating a BSR wide strategy for strengthening the innovation capacities of SMEs through higher labour participation of women + elderly

As part of the BSR-QUICK flagship project this strategy programme will be proposed for the EU strategy for BSR.

Transfer of promotion measures to 45BSR regions.
