The economic, p o li ti c a l and ope ratio nal li ai so nhas been fu rt he r sub-div ided in to two typ es : German and foreigncollaborat ionist agencies .

    86. Wehrmacht-QT (Germany) Liaison.

    At the present time a l l the co nstruction f a c i l i t i e s of the Wehrmacht have been pu t a t the dis po sa l of th e OT. The working arra ngements are discussed in detail in sections below.

    The l ink between Amt Bau-OTZ and t he OKW is established throughthe Rttstungaamt des Reichsministeriuma fttr Rtlstung und Krie gspr oduktion .

    (Armament Bureau of the Ministry fo r Armament and War Production) a lsoca l led th e SPEEEt M in is tr y . The Armament Bureau was cre atedin May 1942 to ac t as a co-o rd in at ing agency between the c iv i l i a n SPEERM in is tr y and th e now dissolve d War Economy Bureau of th e Armed ForcesCommand (Wehrwirtschaftsam t des OKW).

    The Armament Bureau Triiich started out as an agency of a militarycha rac te r , under th e same command as th e War Economy Bureau (Generalder i n f a n t e r ie THOMAS, l a t e r succeeded by Gen eralleutna nt WAEGER, and

    f in a l ly by General STAFF, has since been made pa rt of th e Zentralamt(C en tra l Bureau) of the M in ist ry , and has lo st much of it s or ig in alm il it a ry cha racte r as far as the composition of i t s personnel is concern ed. The presen t head of the Bureau is likew ise repo rted to be ac i v i l i a n . Much the same may be said of the reg io na l off ice s of th eArmament Bureau -which are ca ll ed Rttstungsinspektionen (Armament Inspecto ra te ). I t is these Inspecto rates which are responsible for continuedeff icie ncy in armament and war production in th e ir in div idu al reg ionsof co nt ro l. These Ins pec tora tes controlled regions which, ori gin allybased on Wehrkreis bo un da rie s, were re ce n tl y modified to roughly comp r i s e t he are a covered by two Gaue.

    The regional production programme arid problems involving priorityof manpower atii m at e ri al are discussed and dec isio ns made at s i t t i n g sof Rttstungskomnissionen (Armament Conm issions), the composition ofwhich con tain s regio nal key o f f ic ia ls , both civ il ia n (Gau and Land)and m ilit ar y (Wehrkreis of fi ci al s) and includes OT re pr es en tat iv es .The m il ita ry personnel i s divided int o thre e repr es en tat ive groups-.Army, Navy and Air Fo rce. After the boundaries of th eArmament Inspectorates (which incidentally coincide with the boundariesof the va rio us 03? E in sa tz e ), were modified, however, to conform rough lywith the boundaries of two P ar ty G-aue, a sub-comnission was e st ab li sh ed(August 19Vf fo r each Armament Commission, ca ll ed Rt tstu ngsunte rin spe ktion (Armament Sub-Commission).

    At the present time, the re fo re , the re s i t s in each of the two Gauewhich toge ther make up an Armament Ins pec to ra te a re a , e i th e r anArmament Commission or an Armament Sub-Commission, the l a t t e r be ingco nt ro lle d by the former. Each OT Ei ns atz gr up pe nle ite r (OT Chief ofEinsatzgruppe ) i s th e appointed OT member of the v ar io us ArmamentCommissions in the a re a covered by h is Eins atzgru pp e. The Chief ofEinsatzgruppe normally acc re dit s h is subordinate Chiefs of Ei ns atz ash is re pr es en ta ti ve s to the ap pro pria te Armament Commissions.     at the sittings of the Sub-Commission, the delegate usually being oneof th e four OT Con struction Deputies (E insatz l e v el ; accr edited to theReichsverteid igungskom missar (Reich Defence Commissioner) of t he compe te nt Gau.     The chief adm inistra tive army of fi ci a ls in the one-time E in sa tzgruppe West were the m ili ta ry conmanders, or ra th er ad m ini str at or s, of

    France (STtfLPNAGEL) of Belgium and N.W. Prance (v . PALKENHAUSEN) and ofHolland (CHRISTIANSEN). Their main concern with the OT consis te d i ncirculating and supervising regilations which had already been laiddown by ex is t ing government ag en ci es . The most common obje ct of concern was OT manpower.     The supervision of these regu latio ns was lef t to the loc al Fe ldkomnandarrturen, the geographical sphere of authority of which in Franceroughly corresponded with the French Departements (Prance i s divid edin to 35 Departements ) . The Feldkommandant'3 di sc ip li n ar y au th or ity i n

    Sc al F es tungspion ierstab, (Portress Engineer Staff).OT work de ta il s have occa siona lly been als o assigned t o dig tren ch es,lay minefields and prepare demolition charges for blowing up bridgesand other key poin ts of conmuni ca t ions under orders of the Armyengin eers, from d iv is io n upwards. The primary de fensive ta sk s of the

    OT, however, are skilled construction and salvage work in the rearzone or at most in the rear lines of the front zone.

    The basic and most caramon contact with OT in the construction ofdefence work is made by the Fortress Construction Engineer Staff competen t in the pa rticu lar s ec to r where the OT personnel is at work. Ifthe area is sufficiently stable to allow anOT administrative HQ, suchas an OBL, to be se t up , the execu tion of th e ta sk i s supervised bythe OT-firm execu tive and h is superv isory s ta ff to whom the sp ec if icpie ce of con struction has been ass igned. The equipment used i s l i k ewise owned or at l eas t rented by the firm. An overwhelming majo rity

    of individual workers in rear zone construction has up to recently beencomposed of foreigners, and indications are that the Germans have evennow very conside rable fore ign a ssis tan ce - w il li n g or otherwise - ati t s d isp os al. The Fortress Construction Engineer Staff con trols theproper carrying out of sp ec if ic at io ns. I f, on the other hand, the areais considered too dangerous for stabilisation, firm equipment is transported to the rear along with most fore ign personn el, and a l l Germanfemales and males are eit he r di re ct ly d eta iled to the Fo rtre ssConstruction Engineer s ta ff s or are s p li t up int o mobile un its attachedto Division, Corps or Army (Engineers, or Transport, or Services ofSupply) depending on the fl u id it y of the situ at ion and loc al fa ct o rs .

    In such ca se s, the OT formations, devoid as they are of the grea terpart of foreign OT elements, are termed B&utrupps (ConstructionDetachments).

    OT's fa c i l i t i e s were in cre as ing ly employed i n France in emerge*ncyand even permanent repair of air-raid damage to transport andcommunication systems, to power plants and other sources of supplyes se n tia l to a m ilita ry machine. The best q ualified personnel in theorganization, amounting to about ten per cent, of the total number,was assigned in May 1944 to a manpower pool for air-raid emergencyre pair . After D-day, OT's en tire remaining f a c i l i t i e s in France were

    used for th is purpose. (See IA13).

    89. Air Force Liaison.

    The Air Force, u n ti l June/July 1944, was operation ally in clos eliaison with the OT, but retained control over its own constructionag encie s. For example, the cons truction corporation Strassenbau AktienG esells chaft (trade name Strabag) which i s sa id to be con tro lled by theG0RING- in te re st s devoted p ra ct ic al ly i t s en tire f a c i l i t i e s to repairand const ruct ion work for the German Air Force in France and the Low

    Countries until the spring of 1942.Strabag and similar construction firms were administratively con

    trolled by the Luftwaffe Feldbauamt (Air Force Field ConstructionBureau) competent in the particular sector where such constructiona c t iv i ty was going on. The pmftwaffe Feldbauamt furthermore hadauthority to sign building contracts directly with private firms,provided the basic terms such as pay scales and the tariff for hiringequipment conformed with ex is t in g governmental re gu la tion s. TheLuftwaffe Feldbauamt was in turn con tro lled by a higher echelon theBezirk sbau leitung. This was the high est GAP organiza tion sp ec ia lly se t

    up to supervise con struction lo ca ll y . Beyond the Bezirksbauleitung,regio nal constru ction was administered by control s ta ff s i . e .Luftgaukomnando (Air District HQ) Verwaltun^B (abbreviation for Bauor Construction) under command of the Luftgauintendantur . D iscip linaryord ers were handed down from the Luft gaukanmando through the F e ld lu f tgaukonmando (Field Air D is t r ic t HQ), the Fluffiafenbezirke (Air PortArea) and the Flughafenkoaniandanturen (Air Port Regional Command)acting as administrative channels respectively for the Bezirksbaule it u ng and the Feldbauamt. Around April 1942, when the OT

    As A lli ed a i r r a id s on ta r g e ts in Germany increased in scope andef fec tiv en es s, the task s of the OT became increasing ly id en tifi ed witha i r ra id pr ot ec tio n and hence under the di re c ti o n of the GAP.     1 . All pe rsonn el of the former Bureau of Navy Constru cti on (BNC)and i t s sub ordinate a ge nc ie s, except the pe rso nn el commandeeredto the Abteilung Betrieb (Admin. Section, see Supplement at theend of this Decree) are placed under the-GNC.

    The DAP may with some j u s t i f ic a t io n be termed the LabourMorale and Indoc tr inat ion Service of the NSDAP- By the same token,the basic emphasis remains on i t s functions as a p o li ti c a l ratherthan as an economic o~gan. Dues were au tomatica lly deducted fromeach German OT man's pay for the Gefolgschaftsbetreuung (OTMembership Welfare) as adm inistered by the FroTvtftlhrung, actingfo r the DAP. Thus every GermanOT man automatically became amember of th e DAP. Fore ignOT workers who belonged to collaborationist labour organizations at home, such as were set up by theDAP Aualandsorganiaation i n the various occupied and s a t e l l i t eco untr ie s, when tra nsfe rred to Germany, of nec es si ty became DAPmembers. Other fo re ign OT workers in Germany except Poles, Russians,Czechs and anall national minorities, are organized in specialnational groups and are represented in the Central Department ofthe DAP by li a is o n of fi ce rs , one to each n atio na lity.

    The bu ildin g organisation, which F r it z TODT evolved fo r thesp ec if ic ta sk of rushing tine West Wall t o completion and which wasso s uc cessful in tha t task th at i t became the construction arm ofthe Aimed Fa rces, has retained the ba sic ch ar ac ter istic of cooperation between the German Construction Industry and theGovernment to th is day. The Construction Industry made theinvestment in the form of individual firms with their equipmentand cl er ic a l and technical st a ffs , including their executives.The Gezman Government, through th e Wehrmacht, inves ted th e manpower and the bu ilding m ate ria l, as w ell as the adm inistrativestaffs control l ing the ent i re OT personnel including fizms anda f f il ia t e d se rv ic es , such as the N5KK-0T. This personnel carried(and s t i l ca rr ies ) a Dionstbuoh (pay and Id en tity book) and was

    permitted t o carry aims when the OT was put on a war foo tin g inSept. 1939.

    When F r i tz TQDT took over th e task of completing the Siegfr iedLine from th e Army engineers in June 1938, he developed, in thespace of somewhat over two months, a building organisation of afrfli-P m il li o n men. This orga nisation co ns ist ed , i n round fig ur es ,of 350,000 OeimanOT workers, 100 ,000 RAD (Reich sarbeitsdiens t orReich Labour Service) personnel and 100,000 Axmy Festungspioaier(F or tres s Bngineer) person nel. Genera lly speaking, the RAPpersonnel performed the unskilled labour tasks, while supervisorytask s and the sk il le d con struction work were entrusted t o 0Tperso nnel. (Most of the workers co ns isted of the same personnelwhich had previously worked on the Reichsautobahnen (Reich HighwaySystem)).

    The 0T and RAD personnel were popularly known as "West WallArbeiter1* (West Wall Workers). Such m ate ria l comforts as weredeemed over and above those essential for existence were providedfo r them by the DAP (Deutsche Arb eitsfron t or German Labour F ron t) .

    In September 1939 the entire OT was put on a war fo ot in g . I tWas attached to the Wehrmacht as "Wehrmachtsgefolge" (Armed ForcesA ux ilia ry ). The adm inistrative con trol continued to be exer cisedby the General Inspektor fu r das Deutsche Strassenwesen (in sp ecto ra te General fo r German Roadways) u n t i l some time in 1941 whenOT-Zentrale (OTZ) KffiLIN took over tha t funct ion. With the o utbreak of war, the term Fro ntar be ite r (Front zone worker) wassub stituted fo r the e a rl ie r designation Westwall Arbeiter.     108. DAP/Frontftihrung

    The DAP's Socia l Servic e was absorbed at the outbreak of warby a newly crea ted department^ in the OT, th e Frontftihrung, (Fron tArea Personnel S ec tio n ). I t s lead er, the Frontfuhrer, however,continued to represent in h is person the DJiF s in te r es ts in th e OT,inasmuch as he remained an o f f i c i a l in the former o rga niza tion .(See IIG94i).109. "Mobile" period 1940/42 (inclusion of foreign,at the expense

    "of German,elements).

    The personnel of th is ear ly OT organisation were graduallyabsorbed in to the German Armed Forces during 1941 /42 . Only thoseremained who did not meet physical or mental requirements, or weredeferred because of essential occupations, such as OT-firmex ecu tiv es , tech ni cia ns and administra tive ch ie fs . The Germanworker personnel with physical shortcomings became a supervisorycadre over fore ign worker u n it s, as soon as the l a t t e r becameav ai lab le en masse aft er the campaigns of 1939/1941.

    110. "Mobile" period 1940/42 (OT-Firms, Bautrupps, Ser vi ce s, SK,OBL HQ personnel).

    When sne "West Wall11 was completed at the end of 1940, the OTpersonnel moved out of Germany following the German armies inPoland, the West and the Ba lkans. (OT d id not engage i n con stru ction work, to any large extent, in Norway until the winter of1940/41) Their f i r s t tas ks were the res tor ing of communicationsof a l l typ es and assu ring the safe flow o f army su pp lies t o thevarious fr on ts. In fa ct , up to w ell in to 1941, OT personnelexecuted its tasks more in the mobile manner of rear echelon azmyengineers than in that of a separate organisation with a oentralisedadm inistration of i t s own. The fizms constru cting the Channeldefences along the North Sea coa st in 194 0/4 1, for example, in so faras they were controlled from BERLIN, were administered by the semiautonomous Construction Industry through large building corporationssuch as Strabag, rather than through the "mother 11 administration,the General Inspektor fttr des deutsche Strassenwesen (in sp ec to ra teGeneral fo r German Roadways) .

    In relation to the OT, therefore, the picture which generallyhe ld un t i l about mid-year 1941 in Po land , Norway, th e Balkans andeven to some exten t in the West, was one of con stru ction firms inthe form of comparatively small units specialising in bridge construction, harbour construction, road and canal construction andso fo rth . These firms worked in cl os e li a i s o n with the axmy. Thwere mobile w ithin the li m it s of th eir own opera tional s ec to r andconsisted of the firm executive and h is cl er ic a l and techn icals taff . The firm execu tive w as, at th e same tim e, the OT Construction Executive with a correspondingOT rank, normally that of a2nd or 1 s t Lieutena nt. H is s ta ff lik ew ise were members of th e OTbut moved w ith th e ir employer from job to job . H is sphere assuperv isor of c onstru ction included the s up ervision of a l l OTworkers w ithin h is Ba us telle (con struction si t e ) . As alreadyst at ed , moat of the Facharbeiter ( sk il le d labourers) in thebeginning were s t i l German. They were divid ed in to "Bautrupps"

    of higher echelons (Einsatz HQ and upward) on the basis of a construction programme as agreed upon between the OT and Army or AnnyGroup HQ. The number of such personnel on any one c onstru ct ions i t e depended on the si ze o f the job . (The term Bautrupps f e l linto gradual disuse, due to the mass influx of foreign workersin to the OT afte r the German v ic to r ie s of 19 40/41, but i t wasrevived shortly before D-day.)

    Unsk ille d manpower was provided in the form of e it herpr isoners of war, lo ca ll y hired or impressed, or oc casio na lly RADpersonnel. Mention i s made in secondary sources of Stellungsbau,Tie fba u, Feldbahn and Strassenbahn B ata ill one (Constructionbatta lions sp ecia lising in the building of fo rt i f ie d po sit io ns ,tu nnel s, highways and ra il ro ads) . No documentary evidence hasbeen found te s ti fy in g to the existenc e of such un its in the OT,however, and i t i s be lieved th at the units invo lved were armyconstruction units and RAD units working with the OT.

    Not much is known of the early organisa tion of the Servic essuch as transp ort , medical and so fo rth . I t may be sa fe ly assumedthat they were both mobile and, to some extent, improvised to meet

    changing requirements. Pr otectio n to in st a lla tio n s and personnel,part icu la rly in Russia and the Balkans, was afforded by the Schutzkomnando (SK: Security Guard) composed of very small mobile contingents , so disposed as to be capable of quickly forming largerdefence u n it s . L iaison was a ls o maintained with Army and SS li n eof communications regiments in case of emergency.

    Local sectors, consisting of one or more construction sitesand hence of one or more construction firms, were controlled bythe local sector OT HQ - usua lly an OBL. In the ear ly days of theQT, th e contr ol of firms and firm personnel was much loos er thanat pr esen t. The main reason lay in the economic pr otec tionafforded OT-f irms by th e powerful German Construction Industry ascontrasted with the comparatively lax administration by the GeneralInspector des Deutsche Strassenwesen (Inspectorate General ofGerman Roadways). The period from mid-year I941 t o mid-year 1942was a period of t ra n si tion in respect to composition of personnel.The Balkan campaign and the f i r s t phase of the Russian campaignresu lt ed in the employment by the OT of a vast number of Russiansand a proport ional number of Se rbs, Greeks, and so fo rth; inaddit io n Hungarian and Rumanian Engineer, or more ap tly , Labourb a t ta li o ns , provided another source of manpower in Russia . WhenSFEER took over c ontr ol of the OT uponTODT' s death in February1942, he incorporated h is Baustab SPEER with a s tren gth of100,000 into the 0T9 in the Crimea. (The Baustab had been bu ildingaerodromes for the German Air Force. Subsequently i t had movedin to the Crimea to perform task s sim ila r to those of the OT). TheNSKK-Transport Brigade TODT was al so activate d in order to takecare of transp ort. The en tir e OT manpower strength in March 1942i s estimated at approximately one million men.

    111. "Stable" Period, 1942/44 (Foreign Labour, Kolonnen,Hundertschaften or Bereitschaften and Abteilungen).

    About the middle of 1942 a defensive po li cy became evident inGerman m ilit ar y st ra teg y. F or tif ic a tio ns on a vas t s ca le began tobe b u i l t in Russia, Norway and Western Europe.     Contractual re la ti on s between the OT and OT-f irms weres t a b il is e d , and uniform reg ula tion s were isau ed on a comprehensivesc al e which the firms were expected to follow . By t h i s time th eproportion of Germans to fo re igner s had dropped to l e s s than lO^S,and a uniform pay t a r i ff , app licable to a l l OT personnel exceptZirangsarbeiter (Forced Labour), was issued in June 1942, *o becomeef fe ct iv e Jamary 1943.     By D-Day the shortage of 0T personnel had become such that,w ith the exce ption of (1) and (7) (se e above), fore ign personnel,notably Dutch, Flemish, Danish and Frenchmen, were entrusted withthe other assignments, as enumerated above, in the followingproportions res pe ctiv ely : (2) almost ex clu siv ely ; (3) to a verylarge extent; (4) to a great extent as assistant or deputy incharge; (5) mostly confined to female clerks; (6) very smallprop ortions; (8 ) mostly confined to female cl er k s; (9) i n a somewhat larger prop ortion than ( 6 ) ; (10) in a very sn ai l proportion,i f any. The s ig n a ls coonunication systems are run by detachmentsof exc lu si ve ly German 0T Nachrichtenna'dels (Comnunication g i r l s ) .Higher administrative eohelons naturally were exclusively Germanas was 0T liaison personnel - always conceding the presence ofthe fore ign element in cl er ic a l st a ff s. Indications are that thegreat majority of H ilfs po lie re (male co lla bo ra tio ni st labour gangleaders) were evaouated into Germany.
