(i) Earnest Money Deposit and Security Deposit should be paid by

Crossed Demand Draft drawn on any Nationalized bank in favour of

the Company at its any branch. Earnest Money Deposit may be

The rates are excusive of Service Tax. However, the works are covered under

“partial reverse charge mechanism” vide notification no.30/2012 Dt. 01/07/2012

issued by GOI. Thus, 75 % of order value of service tax shall be paid by Service

receipitent (i.e. GSECL) & remaining 25 % of order value of service Tax shall be paid

by Service provider (i.e. contractor).

SSCCHHEEDDUULLEE „„AA‟‟

SSPPEECCIIAALL TTEERRMMSS AANNDD CCOONNDDIITTIIOONNSS

01. The contract will be initially for a period of three months from the date of

starting the assignment, subject to further extension for nine months or as per

requirement of the Company. The Company can terminate the contract by

giving fifteen day‟s Notice over during the currency of the contract, if the

performance of the Contract is found unsatisfactory and also if the Contractor

violates any of the conditions of the contract mentioned herein.

02. The Contractor upon receipt of the order shall have to supply all the Guards

as per order. In case Contractor‟s failure to provide the guards as per order. In

case Contractor‟s failure to provide the guards as per order, ____________ %

shall be deducted as a penalty and the same shall be continued till he

supplies all the Guards as per the order.

Nature of duties to be performed by Security Guards provided by the

Contractor shall be as under.

“To provide security at different points to safeguard Company‟s properties,

buildings, materials, installations etc., situated at various area of the premises,

as per the directives of the Security Head / Office Head.

03. The Contractor has to engage personnel from the group of ex-servicemen as

specified by DGR. New Delhi, retired personnel from Indian Army, Indian Air

Force, & Indian Navy only. Agency is expected to provide 100 % Ex-army

personnel, however in the event of non-providing the same, as per admissible

limit Prescribed by DGR the Bidder / agency will be paid the rates and service

charge as per type of Guards (i.e. Paramilitary Guards and Civil Guards)

provided for Security.

Note : The offering party quoting lesser than the above prescribed rate of

Wages, shall be automatically disqualified from the Tender process.

Payment of rates of various categories shall be applicable as declared by

above Agencies from time to time. The Agency shall be reimbursed the

difference of rates in case of increase by the Appropriate Authority.

Deployment and payment of category of other than Ex-Army personnel as

admissible limit by DGR shall be subject to prior approval of the Competent

Authority of the Company.

The DGR Agency shall have to provide minimum / maximum Guards as

follows.

(i) Minimum 60 % of Ex-servicemen.

(ii) Maximum 40 % of Ex-police / Paramilitary men.

(iii) Maximum 10 % of Civil Guards

Any DGR Agency fails to provide minimum 60 % Ex-Service man, such

Agency shall be imposed penalty @ 15 % deduction of the entire bill till the

Agency completely provides 60 % Ex-Service man.

04. Physical Fitness & Age Criteria :

For Ex-service men as specified by DGR (New Delhi)

Age Limit : Minimum 20 Years, Maximum 60 Years

Height : Minimum 5‟-6”

Weight : Not less than 50 Kg.

Chest : Minimum 32”

Education : Minimum 8th Std. Pass and should be able to read & write

Gujarati Language

Eligibility : Ex-servicemen as specified by DGR. New Delhi are

retired personnel from Indian Army, Indian Air Force &

Indian Navy only.

BMI : i.e. Body Mass Index – Maximum 26.

They should be physically fit and mentally alert and should be able to run a

kilometer in three minutes.

Appointment Order :

The agency shall provide the personnel meeting with the Company‟s

requirement as shown herein and the Agency will have to furnish a copy of

appointment order issued by them to the individual ex-service Security

Guards as and when deployed for the assignment of the Company.

The Contractor should also submit Character Certificate of all personnel at the

time of engaging and Police Verification for each personnel within one month.

Discharge Book of all ex-servicemen should be submitted duly verified before

starting the Security Contract.

05. Payment to Contractor : Payment will be made on monthly basis upon

raising bill by the contractor which shall be recorded in MB and RA bill by

Authorized Officer of the Company. Payment will be made by the concern

office of the Company after fulfillment of above.

06. All the persons engaged by Contractor shall be on the Contractor‟s Payroll

and the Contractor shall have to disburse wages through Banks to the

personnel engaged as per prevailing rates applicable to various categories

like DGR, GISF, Civil Guards DGR, New Delhi. The Contractor should also

indicate the names along with the wages paid to them and submit one copy of

the payment sheet and Xerox copy of the Register as proof for record.

07. The Agency shall provide the daily attendance sheet of such Guards to the

Authorized officer of the Company. The Contractor will be paid only for the

period his staff remains present as per the attendance statement given to the

Company‟s responsible officer. The charges of the staff will have to be

reduced for the number of days of absence from duty.

08. The Contractor shall have to make his own arrangement for residential

accommodation, conveyance, furniture, etc., for his Security Staff. The

Company will not make any payment for such arrangements during the stay of

the personnel at the Headquarter. However, accommodation will be provided

wherever it is available at the existing rates of the Company.

09. Security Deposit : The Contractor shall deposit with the Company an

amount equivalent to 5 % of the total order value as Security Deposit bny DD

or by Bank Guarantee of any of the Nationalized Banks as per Govt. GR No.

EMD-SD/102006/108/DMO dtd. 30.03.2012 and also have to submit an

indemnity Bond in the prescribed format within one month of receipt of order,

as per Company‟s rules.

10. The Company shall be at liberty to deny the entry to the contractor‟s persons /

persons in the premises of the Company if there is complaint against person /

persons for whatever reason including non-integrity, misconduct, non-

committing, misbehavior displayed, and in that case, such type of person /

persons should be withdrawn immediately from Company‟s assignment on

written requires from the Authorized Officer of the Company.

11. The Company shall not be able to pay any charges other than agreed upon in

this Contract. Weekly off reliever or substitute or overtime or any kind of

financial burden will not be paid by the Company whatsoever it may be. All

such payment i.e. overtime etc. as per statutory provisions of the Act should

be borne by the Contractor, if the Contractor engages any security personnel

for more than eight hours on any day, no any escalation will be paid by the

Company.

12. The Contractor shall deploy his staff as per requirement, which may vary from

time to time.

13. The Contractor shall have to reduce or increase the security personnel as per

the requirement of the work for the duration indicated from time to time and

the payment will be made to the Agency for the actual number of personnel

deployed at the same rates agreed by the Company against this Tender.

14. The Contractor shall have to provide security uniform, badges, clubs (Lathi),

torches, shoes and required kits etc. in consultation with the Authorized

Officer of the Company for proper identification.

15. All other general terms and conditions of the Company‟s General Terms &

Condition of contracts shall be applicable to this contract also.

16. The Contractor should provide copies of Discharge / Release Certificate of ex-

army personnel. Personal bio-data with photographs of all such ex-service

personnel to be deployed before starting the contract activity.

17. The Security Head / Head of the concern office / Dept. concern, only will have

to the right to check the physical standards, educational qualifications and age

limit, service records and antecedents before allowing a particular person

retained by the Contractor for security. The party shall hand over copies of

such records of security men at the commencement of the contract.

18. The Agency shall provide full information, to the Company of the personnel to

be deployed, which shall include….

(i) Tamper proof photo copy of PAN Card

(ii) Full name (Photo copy of Ex-serviceman Card or Photo copy of

Retirement / Release order)

(iii) Bank Account Number - &

(iv) Declaration of Guard that he was not dismissed from Military / Police

Department.

Along with antecedents of each person as well as local Police Station where

he was posted.

19. As the matter of Security Department is a crucial the Contractor‟s security

men shall be deployed at given points after prior permission from the

Company. No Contractor security men will be shifted or inducted without prior

permission and consent of Authorized Officer of the Company.

20. Neither part of the Contractor nor any share of interest therein, shall in any

manner or whatsoever, be transferred or assigned or subject to any person,

firm or corporation, by the Contractor directly or indirectly.

21. (a) The Contractor shall be responsible for proper behavior of the persons

employed by him and exercise control over them. He shall also be

bound to prohibit and prevent his employees for taking any direct or

indirect interest and / or support, assistance, maintaining or helping any

person or persons engaged in any anti-social activities,

demonstrations, riots, agitations, which may in any way be detrimental

or prejudicial to the interests of the Company community, proprietors or

occupiers in the neighborhood. In such events the Contractor not

jeopardize the interest of the Company in any manner, i.e. by any

commission and the Company shall be indemnified by the Contractor

against any consequential claims, action, suits, proceedings, loses or

damages on any grounds whatsoever. The Contractor shall be solely

responsible and liable for any commission / commission by hs

personnel, which may lead to any proceedings in the Court of Law

against the Company or claim for payment of damages / loss of

property of any citizen.

(b) All persons of the Contractor entering in the work premises shall be

properly and neatly dressed and shall wear badges while working in

the Company premises, including work site.

22. Any failure on the part of the Company at any time of enforcement of strict

observance of the performance of any of the terms and conditions of this

Contractor, exercise of any rights mentioned in the contract, shall not

constitute a waiver of such terms and conditions of rights and shall not affect

or deprive the Company of exercising the same at any later date.

23. The Contractor employing more than ten workmen on any day of the

preceding six months as contract labour shall be required to obtain requisite

License at his cost from the appropriate Licensing Officer before undertaking

contract work. The Contractor shall be solely liable and responsible for short

compliance with the requirements under the Contractor Labour (Regulation

and Abolition Act) 1970. and Rules therein.

24. The Company shall not be liable in any respect for damages or compensation

for any injury or for any occupational disease particular to the employment to

any person engaged throughout the contract and the Contractor shall keep

the Company indemnified thereof by obtaining insurance of his security men.

25. The Contractor shall ensure that all persons are provided with the protective

clothing like helmets, gloves, safety shoes etc., as may be required from

safety point of view, and all his persons shall follow the instructions issued by

the Company from time to time in connection with Safety and Security.

26. Each Security Guard provided by the Contractor should display Photo Identity

on his chest and should bear ex. army badge on both arms and the same

Pattern worn by guards of regiments.

27. In case of any default for more than three days in respect of supply of ex-

servicemen in accordance with the requirements specified by the Officer in

charges, the Company will have the right to engage the required number of

persons from other sources at the risk and the cost of the Contractor or

terminate the contract and forfeit the Security Deposit etc. The Contractor

shall be liable to the Company for all consequential losses / damages /

additional expenses etc. incurred by the Company on account of breach of

contract.

28. Final payment will be made only after satisfactory performance of the Ex.

Servicemen provided by the Contractor. Monthly bills shall be paid as per

provisions contained in and subject to tender terms.

29. For any reasons whatsoever and of which the Company shall be sole judge,

the Company may terminate his contract by giving the Notice of FIFTEEN

DAYS and the Contractor and his personal shall vacate the site / work place

on the expiry of such period. In the event of such termination of contract, the

Contractor shall be paid, for all the work executed up to the period of

termination, including refund or Security Deposit, subject to deduction of any

dues penalties, other recoveries etc. within a period of two months at the

direction of the officer in charge.

30. The Contractor shall be liable to compensate for making good all the

damages / losses arising out of theft, breakage, pilferage of any office

furniture, equipment, fittings and fixtures whatsoever as may be caused

directly or indirectly by the persons engaged through him.

31. Contractor shall exclusively be liable for non-compliance of any Acts, Laws,

Rules and Regulations having over engagement of workers directly or

indirectly or execution of work and Contractor hereby undertakes to indemnify

the Company against all actions, suits, proceedings, claims, losses, damages

etc, which may arise under Payment of Wages Act, Workmen‟s

Compensation Act. Fatal Accident Act, Employees Provident Fund Act, Family

Pension Scheme, Deposit Linked Insurance Scheme, or any other Act or

statue herein not specifically mentioned, but having direct or indirect

application for the persons engaged in this contract.

32. During the period of contract, Contractor himself or his authorized

representative shall be required to remain present at site, so that he can be

contracted in case of emergency.

33. In case of any incident arises, pertaining to security, the Contractor‟s Security

Staff has to lodge police complaint, i.e. FIR and carry out other police station

procedures on behalf of the Company and simultaneously the matter should

be reported to the local officer in charge. Security staff has to give details of

incident and police complain along with copy of FIR to the DOS & CVO under

the jurisdiction of the concerned Police Station area and other areas which

are governed as notified areas.

34. Contractor has to produce attested copies of the following documents in the

name of the Agency issued by the Competent Authority.

(1) Registration Number

(2) Provident Fund Code Number

(3) Income Tax Number

(4) Professional Tax Number

35. Contractor should possess PF Code Number in the name of the Agency.

Contractor who does not possess PF Code will not be considered for

acceptance of Tender.

36. EXTENSION / TERMINATION OF THE CONTRACT : This is the rate

contract for one year. The Company reserves the right to terminate the

contract at any time or to extend for further period from time to time on the

basis of same terms, conditions and rates of the original contract and it will be

binding on the Contractor. The performance of the Agency shall be observed

for initial 03 (Three) months and if would be found not up to the required

standard, the same will be brought to an end by giving one month‟s notice in

writing.

37. The Company will release the payment of bill only after the Contractor makes

payment of wages through Bank to the security personnel and submits

evidence thereof to the security personnel, deposits the Provident Fund and /

or produces the Challan for the respective periods and performance certificate

issued by the Competent Officer, so authorized by the Company every month.

38. The Contractor rates shall include any incidental and contingent work,

although not specifically mentioned in the contract, but is necessary for its

completion in an efficient and workman like manner.

39. ARBITRATION : In case of any dispute arisen in this Contractor, the

Arbitration can be nominated by the Chief Engineer of the Company, which

will be binding to the Security Agency.

40. All other general Terms and Conditions of the Company Agreement shall be

applicable to this Contract also. During the tenure of the order, the Company

may impose terms and conditions for safety of the Company‟s asset and men

power.

GGEENNEERRAALL CCOONNDDIITTIIOONN OOFF CCOONNTTRRAACCTT

01. Wages to be paid through banks to the employees deployed by the

Contractor :

(a) The Contractor shall pay minimum rates fixed under the DGR norms or

at the applicable rate depending upon the category of Guards. The

wages shll be paid by him before the expiry of 7th day of the last day of

the month in respect of which the wages are payable. (i.e. wages of a

month have to the paid by him in the first week of the next month). The

payment shall be disbursed to the Guards through Banks. The Agency

shall have to submit the copy of a letter given to the Bank Advising for

crediting wages in individual Account of the Guard along with photo

copy of the enclosed Cheque showing total payment to be made to all

such Guards, whose Accounts are operated in that Branch. (If there is

more than one Branch, the Agency will have to submit separately for

each Branch).

(b) The contractor shall give his telephone number and address to the

Company so that in case of labour trouble etc. the Contractor can be

contacted. The Contractor shall arrange to have his office outside the

factory premises and the Contractor shall keep himself present

through-out the working hours.

02. LABOURS LAWS :

(a) Person below the age of 18 years shall not be employed for the work.

(b) No. female worker shall be employed in the night shift between 07-00

PM. To 06-00 AM.

(c) Contractor shall maintain a valid labour license under the contractor

labour (Regulation and Abolition) Act for the employing necessary

manpower to be required by him in the absence of such license the

contractor shall be liable to terminated without assign any reasons

thereof.

(d) The contractor shall at his own expense comply with all Labour Laws

and keep the Company indemnified in respect thereof. Some of the

major liabilities under various Labour and Industrial Laws which the

Contractor shall comply which are as under.

(01) Payment of contributing of way of Employer‟s contribution

towards Provident Fund, Family Pension Scheme, Deposit

Linked Insurance Scheme, Administrative Charges etc, at the

rates made applicable from time to time by Government of

Gujarat / Government of India or other Statutory Authorities.

(02) Payment of deposit in respect of each contract labour at the

applicable rate with the office of Commissioner of labour as per

Contract Labour (Regulation and Abolition) Act.

(03) License as prescribed under the Contract Labour (Regulation

and Abolition) Act, and Rules farmed there under depending

upon the number of workman employed by the contractor

License is compulsory if ten or more Labours engaged die date.

(04) Identity Cards as prescribed under the Factories Act / Shops &

Establishment Act (as the case may be) with photo affixed there

to the same for identification.

(05) Payment of retrenchment compensation, Notice pay and other

liabilities as per Industrial Disputes Act. Payment to the

Contractor‟s employees arising out of any claim or disputes

under the industrial Disputes Act. 1947 or any other Labour

Laws.

(06) Payment of compensation in case of accidental injury.

(07) Provision of creche if female labour employed is more than 30

numbers.

(08) Maternity leave as per the provision of the Maternity Benefit Act.

(09) Provident Fund and Family Pension Scheme : The contractor

shall submit along with his bill (month wise) a statement

regarding deduction against employee provident fund and family

pension scheme in respect of each concerned employees,

provident fund and Family pension scheme at the rate

applicable time to time by the Government from time to time of

Wage. The contractor‟s and his workers contribution towards

provident fund and family pension scheme shall be deposited by

the contractor with Regional Provident fund commissioner

Ahmedabad.

(10) Deposit Linked Insurance Scheme : The contractor shall have

to deposit ½ % of the wages in respect of employees who is a

member of the provident fund as the contribution to the Deposit

linked insurance Scheme with Regional Provident fund

Commissioner Ahmedabad.

(11) Administrative Charges : Administrative charges for

maintaining Provident fund account shall be deposited by the

contractor with regional provident fund commissioner

Ahmedabad at the rates applicable.

(12) Paid Leave Facility : Paid leave facility at the rate of one day

for every 20 days worked by the Contractor labour shall be

provided by the Contractor to his workers. He shall maintain

Leave Records / Leave Cards for individual labourers which

shall be duly verified, approved and certified by the Authorized

Officer of the Company.

(13) Workmen‟s Compensation Fud and Employer‟s Liability

Insurance : The contractor shall cover all his employees under

workmen‟s compensation fund and under the liability Insurance.

(14) The contractor shall employ adequate number of experienced

staff at site for daily supervision and for maintenance of various

registers and records required under the law and contract. No

payment for supervision shall be admissible.

(15) Contractor to Indemnify the Company : The Contractor shall

indemnity and keep Indemnified the Company every member,

officer and employees of the Company, also Engineer in charge

and his staff against action proceeding claims, demands, costs

and expenses whatsoever arising out of or in connection with

the matters referred in above clauses and elsewhere and

against all actions, claims, demands, cost and expenses which

may be made against the Company by any workmen /

employees of the Contractor or any sub-contractor and / or

Contractor from any liability any wise workman employees of the

Contractor or sub-contractor under any Laws, Rules or

Regulation having the force or low including but not limited to

claims against the Owner Workmen Compensation Act 1923.

The employees‟ Provident Fund 1952 and or / the Contract

labour (Abolition and Regulation) Act. 1970 the Company shall

not be liable for in respect of or in consequence of any accident

or injury to workmen of other person in the employment of the

Contractor or his sub-contractor and the Contractor shall identify

workmen in the Company against all such damage and

compensation and against all claims, demands, proceedings

costs, charge and expenses what so ever in respect thereof or

in relation there to.

(16) Workman‟s Compensation & Employer‟s Liability Insurance

: Insurance shall be affected for all the Contractor‟s employees

engaged in the performance of these Contractors. If any of the

work is subjected, the Contractor shall require the sub-

contractor to provide workman‟s compensation and Employers

Liability Insurance for the letter‟s employees are covered under

this scheme.

(17) The Company reserves the right to terminate this rate contract

at any time during contract period without giving notice of

termination of any reasons thereof.

If any Agency found having involved n any kind of malpractices

such as under payment to its employees, irregularity in

computation of duty hours, less deduction of Provident Fund and

default in other statutory compliances or in maintaining required

manpower as per Contract or failure in employing Leave

Reserve Supervisor, the Company will have the right to

terminate the contract of such Agency immediately without

giving any notice.

03. The Company will be entitled to deduct directly from the bills, to be paid to the

contract or for any sum of sums payable by the contractor and which sum /

sums the Company is required to pay as a principal employer on account of

Contractor default in respect of all liabilities referred to in above clauses.

workman employees of the owner are placed obligatory, liability in respect of

06. Office Correspondence will be carried out in English and if any time to

facilitate the Contractor, Gujarati Translation may be furnished if deemed fit.

The English version will be the contract one and the same only will held good

for legal matters.

07. Contractor will be responsible and liable to pay difference in wages if any or

observe the revised Service Conditions that may be awarded by the

Honorable Industrial Tribunal effective from the dated directed in the award.

08. In case of delay in execution of work the penalty as Clause No. 3 of Tender

All the contractors working at Sikka Thermal Power Station shall have to strictly

observe the following safety rules. The contractors shall be responsible for informing

and observing these rules by their supervisors / employees / labours as well as the

supervisors / employees / labours of their sub agencies / sub contractors engaged, if

any. Prior to commencement of the work, contractor shall have to submit a written

assurance on their letter head to the concerned sectional heads / Engineer In charge

that they have thoroughly gone through these rules, have educated their employees /

employees of their sub contractor and will strictly observe the said rules while

execution of work under work contract awarded to them. They will have to indemnify

the Corporation for any loss or damage / accident / injury to the Corporation‟s

property / employees or employee of their own in default of non observing these

rules.

Persons to be employees for carrying out the work shall possess required

qualification, be fully trained and conversant for works to be done. All persons should

have gate pass, register consisting the full details [i.e. address, phone no. details of

nearest relative etc] of all persons is to be maintained. During the work execution,

one trained and competent supervisor should always remain present at site.

The contractor shall take all the required safety measure prior to commencement of

work on dangerous substances, machineries or area at which cautionary notice is

displayed and obtain “Line Clear” or “Work Permit” through the concerned

department / section.

Prior to carry out welding, gas cutting, furnace heating or any other hot work job, the

contractor shall remove al the inflammable material lying at or nearby worksite or

cover it properly by suitable protective covering. Also, special care shall be taken

before carrying out such job and see that all possible contributing factors to set fire

shall be removed / vanished prior to commencement of the work. Advance intimation

shall be given to concerned section / fire section to commence the work in fire prone

areas. They should also keep ready all the first aid fire extinguishers / equipment and

fire extinguishing media / material like sand / water buckets or other appropriate

equipment at such place.

While carrying out work in confined space or inside vessel, the contractor shall

obtain necessary “Confined Space / Vessel Entry Permit” from concerned

department prior to commencement of the work. Fire lighting in such areas, only 24

volt [ISI certified and with proper guard] hand lamp shall be used.

For taking care of the persons working inside the confined space / vessel, a

supervisor / person capable to keep continuous watch on person [s] working inside,

assist them in case of emergency or arrange to get immediate outside help, shall

remain present at entry joint and shall use full body safety belt without fail.

While working inside sewage, trench, or in depth, a person to warn outsiders /

entrants / passers etc. shall remain available near entry point or the entry point shall

be cordoned by a barricaded tape with a cautionary notice. After completion of the

works, all the lids / covers / grills / grits opened, shall be re-fixed / replaced in the

original position as it were prior to commencement of the work and leave the work

place in safe condition in all respect, so as to prevent accident to fellow workers.

The contractor shall see that he / his persons do not block [by stacking materials,

spares parts, tools-tackles, equipment etc] any passages / walkways / gangways /

aisles / staircases / ladders / lifts or any other approaches / roads / leading to plant or

its auxiliaries, on which there is a traffic movement or possible traffic movements in

case of emergency. Such passages are meant for safe escape in the event of

emergency. If it is utmost necessary to carry out work in such area with blocking.

Passage, prior permission of competent authority or the Engineer-In-charge shall be

obtained. To demarcate / declare the area of UNSAFE, cordon it using barricading

tape and display suitable caution notice or keep a person to restrict / divert the traffic

on this route through other safe passage

Prior to use power electrically operated hand tools / equipment / machines / gadgets

like welding machine, hand grinder, hand drill etc. ensure for its safe operation and

use it only if it is found safe to use. Do not use defective, unsafe or improperly

maintained equipment.

The electrical power supply required to run such equipment shall not be taken

directly at their own, but shall be obtained through concerned electrical maintenance

departments, or their authorized persons or under their observation / guidance only.

The electrical section shall provide temporary electrical connection up to contractor‟s

mains board on which it is compulsory to install mains switch, ELCB and fuses of

adequate capacity. All such equipment‟s shall invariably be earthed adequately to

prevent electrical shock, sparking, short circuit etc. Power cord to be used shall be of

adequate capacity, without any joint and shall consist of earth wire also. Hence, it is

necessary to use adequate capacity 3-wire power cord for single and 5-wire power

cord for three phase power connections. The plugs, receptacles pins, holders etc.

shall be of adequate capacity and safe to use.

All electrical / mechanical equipment / tools – tackles viz. welding machine, cutting

machine, grinder, drill, chain pulley blocks, hook, chooks, etc. required to be used

during work execution shall be of standard make and bear ISI certification mark on it.

The consumables like welding electrodes, grinding wheels / discs etc. which has

specific life span shall not be used in any case if its expiry dates is over.

It is compulsory to use standard make Personal Protective Equipment [PPEs] as per

the job requirement. Do not work without use of required PPEs. Contractor is

responsible to provide standard make [ISI approved]. Personal Protective Equipment

/ Safety gadgets suitable to give sufficient protection against hazards involved in

their work / job to their staff, as per the job requirement and insist / enforce their staff

to put on the same while at works.

The ongoing work is liable to be stopped at any time if the contractor‟s staff is found

working without PPEs. Following is the list of various PPEs to be used for various

works / worksites.

Before using lifting machines / tackles like [C.P.Bs, Hooks, chooks, winch, forklift,

mobile crane, EOT crane etc. and its attachments [like D-shackles, slings, U-clamp,

eye bolts or any fixtures] it shall be checked and used only if found safe to use. Also,

ensure that, these are tested, examined and certified in form no.9 / 10 by competent

person as per the Factory act 1948 and its validity is not expired. Further, it shall be

fixed properly and firmly prior to lifting he weight.

Scaffoldings to be used for working at height shall be adequate size and capacity.

Obtain the work permit when working at height. While climbing on such scaffolding or

working on any structure at height, use of full body safety belt and helmet is

compulsory. It is also necessary to fasten chinstraps of the helmet.

Contractor or their employees shall not interfere n day to day routine plant activities /

works except the work assigned to them, shall not loiter in the areas other than their

work jurisdiction, as well as shall not temper / operate / touch the machineries /

equipment / auxiliaries with which they are not concerned. Also, the contractor shall

strictly instruct their staff not to sit or take rest at / near / below running plants,

auxiliaries, system or any place which is risky, hazardous and prone to accident.

The cylinders containing poisonous / toxic or inflammable / explosive gas like

Oxygen, Acetylene, LPG, Hydrogen, Ammonia, Chlorine, CO2 etc. shall be handled

safely taking due care. To handle / shift such cylinders a special trolley / cage meant

for it must be used but in no case it should be rolled. Domestic LPG cylinder shall not

be used / permitted.

On completion of the work, cotton waste, spilled oil / grease, pieces of welding rod

and other waste material shall be removed from work site and the area shall be left

safe, neat and clean.

In case of any injury / accident while working, it shall immediately reported to Safety

Department through concerned sectional head / engineer. The prescribed form no.21

may be obtained from concerned section or Safety officer. For any incident

occurred, but have no injury to any person should also be informed to Safety Officer

as “Near Miss Incident”.

In all risky jobs, before starting the work, contractor should obtain General safety

works permit from concerned section well in advance.

In case of noticing smoke or fire during their work execution, they shall make

immediate efforts to extinguish / control it and simultaneously inform the Fire Brigade

on phone no. 444 / 421, shall shift the casualty to nearby hospital after rendering first

aid in case of accident

Over and above these, contractor shall have to follow all the safety requirement /

rules and regulations / norms and legal provision laid down in various statutes,

particularly the provisions of the Factories Act 1948 and the Gujarat State Factories

Rules 1963 [amended up to date] shall be followed strictly. The contractor shall also

obey the rules / regulations / instructions of the local competent authority for safety

requirement.

No women or young person shall be allowed to clean, lubricate or adjust any part of

primer mover or of any transmission machinery, while the rime movers or

transmission machine is in motion. Examination or operation of motion machinery

shall be made or carried out only by a specially trained adult male workers wearing

tight fitting clothing as per section 22 of factories act 1948.

No women or your person shall be employed or permitted to work in Lead

Compound area like battery room etc. as per schedule –IV of Gujarat Factory Rule

1963.

All the relevant labour and industrial laws shall also be followed compulsorily.

It is felt necessary to deploy safety officers / safety supervisors by contractors /

agencies involved in carrying out hazardous activities / operations inside TPS to

have better and constant supervision in terms of Health, Safety and Environment

activities.

In case, it comes to the notice of GSECL Sikka TPS management that, the safety

guidelines / safety rules / safety norms are not being followed then a minimum sum

of Rs.1,000/- [Rs. One thousand only] shall be penalized on the contractor / agency

and for subsequent such violation, a severe penalty / action as deemed fit shall be

imposed which may please be noted.

The above rules shall be scrupulously followed and where required, they may

contact the Safety Officer for any ambiguity / further guidance in this regard.

For performance evaluation of contractor, safety factors of work, accident, first

incident and near miss accident will be considered. Steps can be taken to review the

job assignment up to cancellation for negligence.
