The two Single Buoy Moorings (SBMs) off the port of Sikka in Gujarat alone now handles one third of the total POL traffic handled in the 12 major ports. Sikka port is the largest liquid bulk port in India is terms of volume of traffic, handling 47 million tonnes of crude oil and petroleum products in 2001-02. Sikka Port comes under the jurisdiction of Gujarat Maritime Board. GMB is the maritime organization of the State of Gujarat. GMB is an initiate of Government of Gujarat and was established in 1987. Post liberalization PPP model was adopted by GMB to promote modernization of ports. Under this initiative Sikka port is captive port following BOMT model. The following is the list of captive ports of Gujarat.

Under the BOMT model full operational freedom are given to private parties as well as port charges are also of concessional in nature. The lease period of BOMT model is for a period of 25 years and during which the parties are also given expansion rights of the existing structures to suit their need.

The Captive Port of Sikka is operated by following private parties:

Ammonia Jetty – Gujarat State Fertilizers Ltd. SBM Crude – Reliance Petroleum Ltd. Product Jetty – Reliance Petroleum Ltd. Tanker Berth 4 in number – Reliance Petroleum Ltd. Light Wharf – Shree Digvijay Cement Ltd.

The Reliance Group, with its world class oil refinery in Jamnagar accounts for nearly 60 per cent of the total cargo traffic, with 30 million tonnes of crude oil imports and another 15 million tonnes of petroleum product exports and coastal movement handled through Sikka port.

THE Reliance Jamnagar Marine Terminal (RJMT) is located in the Gulf of Kutch at Sikka and is under the jurisdiction of Gujarat Maritime Board. It is located about 23 kms from the city of Jamnagar. RJMT is India's largest all-weather petroleum terminal. On an average, the terminal handles 145 crude and 700 product (total 845) ships, annually. It handles about 31 MMT crude and 22 MMT products annually (total 53 MMT). It is expected to cross 100 MMT post commissioning of 2nd Reliance refinery. The terminal provides 9 berths in total, which consists of 4 berths and 5 single point moorings (SPM).

SPM

SPMs are located approximately 15 kilometers from shore. Three SPMs are for importing crude oils and two SPMs are for exporting petroleum products (diesel & gasoline). The crude SPMs are connected to the shore tanks via 48 inch subsea pipelines and the product SPMs are connected via 30" subsea pipelines.

Crude SPM berths are designed for vessels of maximum LOA of 345 meters. Dead weight 350000 mt, and a draught up to 22.5 m. Largest tanker takes about 40 hrs to offload the crude cargo. Product SPMs can accommodate a tanker of maximum LOA of 300 meters, deadweight 150000 mt and draught up to 18.5 m.

Pilotage

The approach to RJMT is marked by a fairway buoy and approach channel is marked by sets of buoys. Leading lights are provided to assist navigation from turning circle to tanker berths.

Pilotage is compulsory for all vessels using the RJMT facilities. For vessels berthing at jetty, pilot boards the vessel near fairway buoy and for SPMs at the respective designated areas. The pilots are trained in-house on the guidelines of IMO/Indian Major Ports and are approved by GMB.

Berthing/unberthing operations can be carried out 24x7 bases round the clock. On an average, turnaround time for vessels at jetty berths is 24 to 36 hours depending on the parcel size.

The following petroleum products can be handled at the jetty berths:

Paraxylene, Benzene, TAME, Diesel, Motor Spirit, Kerosene, Naphtha, LPG, LSWR.

The terminal is equipped to take care of Oil-Spill (Tier 1) as per statutory requirement. Reliance owned tugs are also fitted with pollution control equipments like - skimmers, absorbent pads, oil spill dispersants, and OSD spray arm. The terminal conducts joint mock drills with Indian Coast Guard for oil-spill response.

SDCC AND GSFC Jetty:

Gujarat State Fertiliser Corporation imports 0.6 million tonnes of ammonia, phosphoric acid and LPG for its fertiliser plant close by. Digvijay Cement imports coal and clinker for their cement plant through Lighterage operations. The company also loads cement for coastal exports. Both Digvijay Cement and GSFC have their own captive jetties.
