General Guidelines

1.1 Requirements for completing the ORB

1. All operations should be carried out as per MARPOL 73/78-as amended Annex I, Regulation 17 (Oil Record Book),Ch 09 Appendix III(form of oil record book) and should be recorded in the Oil Record Book supplied. Please go through ‘Sample entries of items to be recorded in the ORB’.

2. ORB II should clearly and correctly record all operations related to cargo / ballast

operations on Oil Tankers.

3. ORB should be approved by the government of flag state of the vessel and entries

shall follow the instructions of the Flag state.

4. When making entries in the ORB the date, operational Code (letter) and Item (number) shall be inserted in the appropriate columns chronologically.

5. Dates should be entered in dd-MONTH-yyyy format, e.g. 16-MAR-2009

6. It is recommended to record OWS Start , Stop timing and date as per OCM records. This is to avoid any difficulty in reading data while retrieval and storage.

7. All officers and crews on board need to recognize that recording of ORB is required by the rules and that the records are critical.

8. The entries in the ORB shall be in English.

9. Tank nomenclature should be recorded as per the format noted within the IOPP Certificate. Supplement Form A or Form B (for tankers).

10. Immediately upon completion of each operation / job, the proper entries shall be completed in these way errors and omissions are avoided.

11. All entries in the ORB have to be recorded with indelible ink. Entries recorded in

pencil are not acceptable.

12. In case, a wrong entry has been recorded in the ORB, it should immediately be struck through by a single line such that the wrong entry could still be read. No white ink to be used for correction. The wrong entry will be signed by the Officer-in-

Charge, and the new correct entry follows. However, if a serious mistake is discovered at a later stage, contemporaneous evidence is needed to prove that such an entry was wrong.

13. It is not permitted to leave any blank lines between entries

14. Oil record books shall be retained onboard for the period of 3-years from the date of

last entry.

15. In case an entry is missed out and this fact is realized later, a suitable entry has to be

recorded, after the latest entry. Refer to sample entries.

16. Where the vessel has an approved arrangements for discharging engine room bilges to slop tanks, entry must be made both in ORB (Part 1) as well as ORB (Part II) in case of such transfers. In that case it should be discharged to shore reception facilities.

17. Routine internal transfers of bunkers are not required to be entered in ORB.

18. Soot waste generated from economizer/Boiler water washing is categorized as is part

of garbage. Hence it is not required to enter the same in ORB.

19. Weekly recording of quantities retained in bilge holding tank is voluntary and not required by the convention.

20. Recording of general maintenance of the Oily Water Separator (OWS) is voluntary

and not required by the convention.

1.2 Specific guidelines for Masters and Chief Engineers:

1. ORB must be duly recorded and signed after each completed entry by the Duty Engineer and as a confirmation by the Chief Engineer for Part I & III (If applicable) and Chief Officer for Part II. Master must sign the completed pages for all parts. If vessel arrives in port with a partially filled page, it is recommended that the Master should sign at the end of last entry in that page.

2. The ORB Part I & III should be shown to the PSC (or any authorized person) in the presence of the Chief Engineer and all the questions related to the entries

made, must be answered directly by him. Part II may be shown by Master. Photocopies of the ORB may be provided to the PSC Inspector, only if requested.

3. The ORB part I & III are to be kept in the personal custody of the Chief Engineer

and Part II with the Master (or Chief Officer if so delegated) and they are responsible for the proper upkeep of the oil record books.

4. Certificates and instruction manuals of following equipment must be readily

available with the Chief Engineer: i. Oily Water Separator (OWS), Type approval certificate. ii. 15ppm Oil Content Monitor type approval certificate and Last Calibration test

certificate.

iii. Waste Oil Incinerator ,IMO type approval certificate

iv. Auxiliary Boiler (In case used for waste oil incineration)

v. ODMCS (for tanker), Type approval and last calibration test certificate.

5. A copy of the IOPP certificate together with relevant supplements must be

available with the Chief Engineer for his reference. He must go through the

documents carefully and ensure that entries especially made in the ORB with

respect to the following are correct:

6. Tank names and capacities entered in the initial section of ORB should be the

same as that given in section 3.1 and 3.3 of the IOPP certificate and should correspond with the actual tank capacity indicated in the “Tank Capacity Plan”.

7. The receipts obtained after discharging waste oil or dirty water

to shore facilities must be attached to the oil record book.

8. A copy of schematic pipeline diagram for bilge and sludge system should be displayed near the oily water separator (OWS) and additional copy should be available with the chief engineer for his reference.

9. A copy of schematic pipeline diagram for the ODMCS should be displayed

near the unit and an additional copy should be available with the Chief Officer

for his reference.

10. In case flammable waste is incinerated in waste oil incinerator, this is to be

recorded in the “GARBAGE RECORD BOOK” as per onboard “GARBAGE

MANAGEMENT PLAN” As such; this is not to be recorded in the ORB.

11. “Plastics may only be burned in the incinerator if the incinerator is so certified.

But it is preferable to land all plastics garbage ashore.”

12. Disposal of incinerated ash shall be recorded in the Garbage Record Book only.

13. Disposal of Cooking Oil to be recorded in Garbage record book only.

In case of doubt the most stringent rule to be applied.

In case of any doubt with regard to entries, always seek advice from the office in

advance.

1.3 Bilge Discharging

1. Quantity of bilge discharged is to be considered as the quantity decreased from the bilge holding tank.

2. While MARPOL permits direct discharge from the Bilge wells using the OWS,

water should normally be transferred from bilge well to the bilge holding tank. It

can then be discharged overboard through an operational Oily Water Separator.

3. Rate of Discharge of bilge water should not exceed the capacity of bilge

separator / bilge pump registered in section 2.4 of IOPP certificate supplement

and quantity of discharged bilge should be recorded in D15.1.

4. ME Air cooler condensate can be in large quantity especially in tropical climates.

Please ensure that this water is disposed through 15 ppm equipment unless there

is a dedicated clean water tank for collecting this clean water. (IBTS system).

C-11 Manual Collection of Oil Residues

Operator initiated manual collection where oil residue (sludge) is transferred manually or by

a pump into the oil residue tank without the use of Bilge or Sludge pump (s).

This record to be made when oil residues are transferred(by using a pump –including a

portable pump) from a tank which is not listed as sludge tank in the

IOPPCsupplement/section 3.1)to tank which is listed as an oil residue tank in the

IOPPC/supplement/section3.1

Examples of such operations could be:

a).Collection of oil residue (sludge) by draining Aux. engine sump tanks.

b).Collection of oilresidue (sludge) from fuel oil separator drain tanks.

c).Collection of oil residue from bilge water holding tanks- in this case a disposal

entryfor bilge water is also needed.

1. When bilge separator is working or in use, record discharged quantity of bilge as per

quantity reduction remaining of bilge holding tank. Quantity of separated oil from bilge

separator need not be recorded in ORB and increase in the remaining quantity of bilge

Note that ships using refrigerant gases with 0 (zero) ozone depleting potential

(ODP), need not make any entry under code ‘A’, because they will not be

considered as ozone depleting substances (ODS).

Therefore, halon free vessels using only HFCs (e.g. R-134A, R-404A etc.) as

refrigerants, any entry under code ‘A’ is not required.

(Marpol Annex VI Reg-3 and Reg-12 may be referred for further details.)
