GROWTH MANAGEMENT UPDATE

1. Town Council Appointed Subcommittee and Citizen Group Meetings:
a. Planning Commission: August 25, 2010 meeting agenda and draft minutes are attached. Next regularly scheduled meeting is September 22, 2010.
b. Historic Preservation Commission: July 7, 2010 agenda and approved minutes as well as the September 1, 2010 meeting agenda are attached. Next meeting is scheduled for October 6, 2010.
c. May River Waterbody Implementation Committee: September 2, 2010 meeting agenda attached. Next regularly scheduled meeting is October 27, 2010.
d. Beaufort County Stormwater Management Plan Implementation Committee: August 19, 2010 meeting agenda attached. Next meeting scheduled for September 16, 2010.
e. Beaufort County Stormwater Utility Board Meeting: September 1, 2010 meeting agenda attached. Next meeting scheduled for October 6, 2010.

2. May River Watershed Action Plan Update:
a. May River Watershed Action Plan Update 1: The Old Town Rain Barrel/Rain Garden Project has been revised to accommodate the large number of requests for rain barrels. The new goal is to install 145 barrels and 45 gardens within the May River Watershed. To date, 122 rain barrels and 45 rain gardens have been requested and 38 barrels and 1 garden have been installed. Barrel installations will occur throughout September and

garden installations will commence in October. Maps illustrating installation locations are attached.
b. May River Watershed Action Plan Update 2: Pilot Project - Thomas and Hutton Awarded contract at the end of April. Kick off meeting was held on May 6, 2010. Phase 1 (Preliminary Design) completed at the end of June. Phase 2 (Final Design) expected to be completed by the end of fall, with construction starting in January 2011. Strategy is being developed to address possible land owners and easement acquisition.
c. May River Watershed Action Plan Update 3: Code Overhaul Project - First Draft is prepared and undergoing internal review by Town of Bluffton Code Overhaul Team. The organization, code structure and Table of Contents was presented to Town of Bluffton Planning Commission on August 25, 2010. Specific components such as the watershed elements intended to address stormwater management, site design, impervious surfaces and other sustainability measures are integrated into zoning and land development regulations. The Table of Contents is attached.
3. Current Environmental Initiatives by the Town and County: This spreadsheet of current environmental initiatives is produced monthly and posted on both the Town’s and County’s website. It highlights the environmental improvement activity conducted by the Town and County in Southern Beaufort County. The update for August is attached.
4. International Beach Sweep/River Sweep: The Town of Bluffton will again serve as a site captain at
Oyster Factory Park in the 22nd Annual International Beach Sweep/River Sweep Cleanup held September 18, 2010 from 9 am to 12 pm. Supplies are provided as well as snacks and drinks. Volunteers are needed both on land and on water. For more information contact Kim Jones at 706-4593.
5. Wayfinding: The design phase of the project is complete. SC DOT Encroachment permits are pending for placement of wayfinding signs in State-owned public right-of-way. The Town will release an Invitation for Bids later this month for the construction and installation of wayfinding signs later this month.
6. Buckwalter Place Greenway Trail: The Town has received final drawings for the Surveying and Design/ Engineering of the Buckwalter Place Greenway Trail by Witmer, Jones, Keefer- a local Landscape Architecture firm. The project is now moving through the Development Review Committee process. Once the DRC process is complete, an Invitation for Bids will be released for the trail construction will begin this fall. The construction must be complete before and the grant closed out by March 15, 2011.
7. Emergency Preparation:
a. The Town of Bluffton Incident Command Team was convened on August 20, 2010 to conduct a Tabletop Exercise/Drill of the Emergency Operations Plan.
b. Staff coordinated with Beaufort County to provide training for the Web Emergency Operations Center program on September 1, 2010. The program allows staff to share Emergency Operations information, file requests for aid, and complete disaster recovery forms electronically.
8. Urban and Community Forestry Grant: Closed out American Recovery and Re-investment Act Urban and Community Forestry Grant.

9. Land Acquisition/Affordable Housing: Staff received comments from the State on July 22nd and 23rd which addressed the cost estimates and the status of the Wharf Street Redevelopment Project. Below are the actions that have taken place as a result of the State’s comments.
a. Received approval of construction estimates from SCSHFDA.
b. Executed Development Agreement with Beaufort Housing Authority on August 20, 2010. This action allowed the Town to obligate all of its NSP1 Grant funds before the August 27, 2010, 100% obligation deadline.
c. Received official notice on August 22, 2010 from SC State Housing Finance & Development Authority (SCSHFDA) to move forward with the land acquisitions of 48, 50, and Parcel 307 Wharf Street. Staff anticipates completion of the land closings this week.

McCracken motioned to adopt both the June 23, 2010 and July 14, 2010 meeting minutes. Frazier seconded. All were in favor and the motion passed.
VI. PUBLIC COMMENTS
County resident Jimmy McIntire stated that Beaufort County Council added two representatives to serve on the Southern Corridor Review Board in place of other Beaufort County appointees when projects from within the May River Community Preservation District were to be reviewed. Mr. McIntire stated that the Town of Bluffton should be consistent with that of the County.

Wilson presented. Questions and answers ensued regarding the parking area and property screening. McCracken made a motion to recommend approval for the Seventh Day Adventist Church, Site Development Plan. Blair seconded. All were in favor and motion passed.
2. VC.10.08.013 & HC.10.08.089 – Certificate of Appropriateness, 129 Burnt Church Road, Choo Choo BBQ Woodruff presented. Questions and answers ensued regarding the screening and buffer requirements. Gray made a motion to recommend approval for the Certificate of Appropriateness for 129 Burnt Church Road, Choo Choo BBQ. Frazier seconded. All were in favor and the motion passed.
3. ZI.08.09.157 – Amendment to Sections 2.1 and 3.8 of the Unified
Ordinance, Establishment of Southern Corridor Review Board
Discussions ensued regarding regionalism and the selection/inclusion of members from the May River Community Preservation Group. Blair made a motion that the SCRB be approved by council and that the membership of the board consider the addition of two participants from the May River CP District to the meetings when projects are being considered from that district. Gray seconded the motion. All in favor and the motion passed. Regarding related business, McCracken made a separate motion for council to task staff to review earlier efforts with respect to corridor review beyond the limits of Bluffton and Beaufort County, and to come back to Council with a recommendation on regional coordination regarding corridors and transportation issues. Frazier seconded. All in favor and the motion passed.

I. CALL TO ORDER Hamilton called the meeting to order at 10:05 a.m.
II. ADOPTION OF AGENDA
Anderson made a motion to approve the August 12, 2010 Town of Bluffton Affordable Housing Subcommittee agenda. Wirth seconded the motion. All were in favor and the motion passed.
III. ADOPTION OF MINUTES – August 12, 2010 Anderson motioned to approve the July 15, 2010 meeting minutes. Wirth seconded the motion. All were in favor and the motion passed.
IV. PUBLIC COMMENTS No Public Comments. V. OLD BUSINESS
1. Community Development Update & Statistics
A Brush With Kindness White reported FY2011 Memorandum of Understanding was executed on Tuesday August 10, 2010. Haney mentioned that she applied for a roof repair grant. Discussion ensued on how the Town of Bluffton would incorporate the grant in tandem with the A Brush With Kindness.
2. Neighborhood Stabilization Program Grant Update White reported that the Town of Bluffton received a response from the South Carolina State Housing Finance and Development Authority (SCSHFDA) regarding the Wharf Street Redevelopment Project. SCSHFDA asked that the Town revise & resubmit its construction cost estimates and submit a stick built construction estimate.

Wirth mentioned that Habitat for Humanity is entering their annual fundraising season and may have to delay the Wharf Street Redevelopment fundraising efforts until January 2011. White mentioned that the Town of Bluffton plans to designate Habitat for Humanity as the project’s developer in an effort to help with the procurement process under NSP Guidelines. Wirth mentioned that if Habitat is designated as developer, the project’s program income will go back to Habitat to invest in more affordable housing and not back to the Federal Government. White mentioned that Beaufort Housing Authority is proposing to designate the NSP Grant’s program income for an Affordable Housing Loan Fund. White will provide more details as they become available.

MAY RIVER WATERSHED ACTION PLAN
1. May River Watershed Action Plan
The Town of Bluffton and Beaufort County have agreed to work together to develop a plan to improve conditions in the May River. The plan will address water quality issues throughout the watershed to be implemented in a phased approach. Setting out clearly defined and measurable goals and milestones are critical to this plan's successful implementation. This plan will also serve as a template for the Okatie and New Rivers.
Town of Bluffton and Beaufort County Staff developed a Scope of Services that will be utilized to address current and future May River water quality improvement initiatives. A Deliverables list has been created for each project within the Action Plan. More detailed information on current initiatives of the May River Watershed Action Plan is below. Town is exploring option of utilizing a consultant (private and/or non-profit and/or agency) to aid in the completion of document to provide 3rd party input and validation. Goal is to develop document by January 2011. Council has given authorization to pursue consultant and advocacy group team.

2. May River - SCDHEC Section 319 Grant for Nonpoint Source Pollution Control Projects
Administer and implement a $483,500 stormwater quality retrofitting grant through the use of Best Management Practices (BMPs). The grant is incorporated into the May River Watershed Action Plan and extends for 3 years (July 2009 to July 2012).
Current Initiatives discussed below. The first annual site visit with SCDHEC officials was held June 29, 2010 and included project updates and site visits. An amendment request to alter the original work plans has been developed and will be submitted to SCDHEC for their consideration .

3. Section 319 - Unified Ordinance Overhaul
Overhaul of the Town's existing Unified Ordinance to allow for better watershed-level planning. Updates to include land use principles, zoning, thoroughfare standards, tree standards, stormwater standards, and development of a wetlands ordinance. Supported by $50,000 SCDHEC-OCRM Nonpoint Source Pollution grant and Town General Fund.
First Draft is prepared and undergoing review by Town of Bluffton Code Overhaul Team. Organization, Code Structure and Table of Contents was presented to Town of Bluffton Planning Commission on August 25, 2010. Specific components such as the watershed elements intended to address stormwater management, site design, impervious surfaces and other sustainability measures are integrated into zoning and land development regulations.

4. Section 319 - Pilot Project
Town is funding design work for approximately $545,000 worth of structural BMPs that will directly reduce fecal coliform loading to SCDHEC shellfish station 19-19 in the May River. Funding for construction is through the Section 319 Grant.
Thomas and Hutton Awarded contract at the end of April. Kick off meeting was held on May 6, 2010. Phase 1 (Preliminary Design) completed at the end of June. Phase 2 (Final Design) expected to be completed by the end of fall, with construction starting in January 2011. Strategy is being developed to address possible land owners and easement acquisition.

5. Section 319 - Community-Based Environmental Sustainability Awareness Campaign
One BMP detailed in the Section 319 Grant is to craft and launch a community-based social marketing campaign to promote adoption of practices and behaviors in targeted segments of the local population, including but not limited to pet owners, horse owners and septic system owners, which will reduce ambient sources of fecal coliform in the May River watershed.
The revised RFP is under internal review with an anticipated release of late August/early September 2010.

6. Section 319 - Rain Barrel/Rain Garden Retrofit Program
The Rain Barrel/Garden Program will provide greater Bluffton businesses and residents with free assistance (up to a $650 value) for rain barrel equipment and installation, as well as materials to plant a rain garden. This highly visibleproject is designed to reduce stormwater runoff and its impact to the May River, as well as demonstrate how individuals can reduce stormwater leaving thier property. Goal is to install 145 barrels & 45 gardens.
First rain garden installed at May River Montessori in May. Eighteen rain barrels were installed July 17, 2010. Another 17 barrels were installed on August 21, 2010. Rain garden installations will resume in October 2010. To date, 108 rain barrel and 45 rain garden applications have been received.

8. Section 319 - Construction Site Inspection Program
Monthly inspection of sediment and erosion control Best Management Practices at residential and commercial developments under construction within the Town of Bluffton.
Continuing program to ensure proper sediment and erosion control measures are used at construction sites to prevent pollutants from entering the river. 57 inspections were conducted in July 2010.

9. Section 319 - Septic System Maintenance Program
Combined with the Town's Community Development program, this initiative is aimed at identifying failing septic systems and targeting them for repair, replacement or connection to public sewer, as well as developing a Septic System Maintenance Ordinance. These efforts are coordinated with Beaufort County and the Okatie River Section 319 Grant septic initiatives.
High and low priority target areas have been delineated and a post card survey will be performed by November 2010. Additionally, a Master Services Agreement is being prepared for septic system repairs both within the May River Watershed and the Town's jurisdictional limits that lie outsideof the watershed.

OKATIE RIVER - SCDHEC SECTION 319 GRANT FOR NONPOINT SOURCE POLLUTION CONTROL PROJECTS
10. SCDHEC's Section 319 Grant for Nonpoint Source Pollution Control Projects
Beaufort County, Town of Bluffton and Jasper County, working with the Lowcountry Council of Governments (LC COG), received a $392,018 SCDHEC Section 319 Grant to address the Okatie River Total Maximum Daily Load (TMDL) for Fecal coliform. This is a three year project to assist the Okatie River.
Kickoff meeting held July 14, 2010 with SCDHEC officials and project partners. Individual project meetings occuring. MOU's between munis and LOCOG being developed.

11. Beaufort County update to ZDSO to a Smart Code
All river overlay districts to be reviewed for purpose of stormwater volume updates.

12. Beaufort County update to Tree Ordinance
Received SC Forestry Commission grant to overhaul tree ordinance which will include changes to be adherent to the impending Smart Code. The grant has also been extended until December 21, 2010.
The County has selected Davey Resource Group to develop a new tree ordinance that coincides with the form based code. Davey recently came toBeaufort and held a public meeting and a stakeholder meeting to gather information. Davey is currenty working on a Draft ordinance.

13. SCDNR development of a Statewide Low Impact Development (LID) Manual
A group consisting of SCDNR, SCDHEC, SCDHEC/OCRM, Town of Bluffton, Beaufort County, Town of Hilton Head, Clemson, Habersham Land Co., and Coastal Conservation League are collaborating on development of a LID manual that will focus on the SC coast to provide technical information as well as a planning process for implementing LID.
As a result of the meeting held May 18, 2010, the group is soliciting more input/participation from the Georgetown area. Additionally, the group is identifying potential grants to fund the project.

14. Step 2 of Stormwater Volume Control - "Lots of Record but not built"
County initially developed a strategy that involved two levels of stormwater runoff volume control, depending whether a site is in a Volume Sensitive Water Area or not.

18. Water Quality Technical Advisory Committee
Committee charged with evaluating the Town's water quality monitoring program by evaluating the data and trends exhibited to date and provide guidance for future studies and course of action.

19. Together for Beaufort
This committee meets as needed to promote water quality efforts throughout Beaufort County. 20. Water Quality Monitoring Working Group
This committee meets every-other-month to coordinate water quality efforts throughout Beaufort County. Representatives from Beaufort County, the Town of Bluffton, the Town of Hilton Head, City of Beaufort and Sun City participate.
Next meeting scheduled for August 31st and will include discussion on fecal coliform and entercocci regrowth in biofilm.

WATER QUALITY-VOLUME CONTROL STUDIES
21. Statistical Analysis by SCDNR
Analyze existing water quality sampling data to determine if statistically significant changes in water quality have occurred since the 2002 Baseline Study and to recommend future water quality monitoring needs. The analysiswill benefit both the Town and County with future water quality monitoring studies as it will identify gaps in the data to target with future sampling, thus being more cost-effective.
Coordinate with Palmetto Bluff and the USCB Water Quality Lab based upon the report's recommendations. Palmetto Bluff will utilize the USCB lab for sample collection and analyzation, thus achieving the similar protocol method DNR recommended. The Town is restructuring its sampling program to adopt the recommendations.

22. USCB Lab Weekly Bacteriological Testing by Town & Beaufort County
Oversee the analysis of water quality samples taken in the May River watershed. In addition to the Town's collection of ten fecal coliform samples per week in the May River watershed since February 2009, Beaufort County has collected weekly fecal coliform samples since June 2009 at an additional ten locations within the unincorporated sections of the watershed. Results are updated on the May River webpage each month.

23. Flow Volume model for residential developments
Continuous collection of surface stormwater flow data in Eagles Point. The data will be used to create a model to identify pre-development impervious changes and will fit into hydrology study. Analysis expected by December 2009.

24. Long-term monitoring on Stoney Creek and Rose Dhu Creek
There are 2 long-term (ten years) monitoring locations at Stoney and Rose Dhu Creeks, BECY 1 and 2 respectively, as they enter the May River. Their purpose is to identify the effect of changes in upstream impervious surface area with continued development. They sample 12 rainfall events per year for bacteria, nitrogen, phosphorus, etc. Metals are sampled once per quarter.

25. Retrofit Water Quality Controls in existing developments study
A county-wide initiative that could eventually include the May River. Eight sites have been identified to date.
Project has been divided into two phases and first phase (eight regional sites) has been authorized and is proceeding. Second phase (non regional retrofit) has had its scope finalized and Natural Resources committee approved at their August 10, 2010 meeting. New regional site in the Okatie has been identified and will be evaluated.

26. Developed vs. Undeveloped Watershed Basins Fecal Load Comparison
County has identified two similar watersheds in Beaufort county. One is developed with controls and the other is a natural, relatively undisturbed watershed. Plan on monitoring for FC and Flow to see if load and flow are changed by development.
Proposal received from SC DNR to assist County in watershed comparison has been approved by Natural Resources committee. Work will start after council approval. One watershed is in Okatie and the other in New River basins. Will be presented to County's Natural Resources Committee at theirAugust meeting.

30. Sewering of Buck Island/ Simmonsville Roads Phase I
The Town was awarded a $500,00 Community Development Block Grant (CDBG) in July 2008 for Phase I of a public sewer connection project in the Buck Island Road neighborhood. Additional financial contributions are from the Town ($750,000), Beaufort County School District ($150,000) and BJWSA ($400,000+). The grant award is for a 2-year period and will serve 200-300 residents.
Contractor completed main sewer trunk line in Twin Oaks, Ballfield, and Centerfield Rds. Started sewer on Buck Island Rd and has worked on water in multiple locations.

32. Old Town - Maiden Lane/ Bruin Rd. Sewer
As part of the CIP program, sewer is being constructed and low-to-moderate income (LMI) families in this area of the Old Town Historic District are receiving assistance to connect to public sewer.
Bruin Rd. LMI hook ups to sewer are complete and staff is supporting others with capacity credits as they hook up. On Maiden Lane, BJWSA has commissioned a trunk line. Sewer connections are being bid. All residents on Maiden Lane should be connected to sewer under this contract.

33. Streetscape Project
As part of the Old Town Master Plan, the project is intended to provide pedestrian access, on-street parking and a revitalization of Old Town while installing stormwater runoff retrofits to treat runoff prior to reaching the May River.
The construction phase is completed. SCDOT is conducting the environmental review required for the Transportation Enhancement Grant. The Participation Agreement is being prepared by SCDOT. After the Town enters into the Participation Agreement, plans can be finalized and the project can be bid.

34. Oyster Factory Park - Wharf Street Stormwater Improvements
Road/Drainage: The Wharf St. road surface (Bridge St. to the May River) will be improved, including adding a vegetated swale to receive, treat and transport stormwater runoff to an underground detention system which will provide further treatment before infiltrating the runoff.Bluff Stabilization: Currently, the bluff is covered with a highly invasive species, privet, which provides poor ground stabilization. The privet will be removed, Geoweb erosion control system will be installed and re-vegetation with native plants will occur.
Contract has been executed and all permits are in place. Construction on the road and drainage set to begin early August.

35. Buckwalter Place - Stormwater Improvements
A public/private partnership between the Town, Beaufort County and the Land Owner to develop a stormwater treatment solution for Parcel 6 within Buckwalter Place on the Buckwalter Parkway.
MOU has been created with Town, County, and Parcel 6 and 50 K has been pledged from each entity for a total of 150 K. Design and construction drawings expected in the next couple of weeks to be used in construction bidding process.
