As redevelopment trends continue in aging Naperville neighborhoods, City Council members endorsed a citizen group's set of aesthetic guidelines for future property owners. The council, during a workshop session, applauded the 20-member Community First's suggestions and directed staff to work with group representatives to begin implementing the plan. The document is geared toward teardowns, the policy of tearing down an existing home and replacing it with another, usually larger, one. The guidelines work within the city's existing municipal codes and go a step further by encouraging owners doing a teardown to adopt the architectural design of the neighborhood. Past cases show builders or homeowners choosing a design based on the specifications of the house's lot. Members said considerations such as windows, the path of a driveway or landscape design , can have a greater impact on a home than setting additional numeric restrictions on aspects of the construction. That is exactly what Community First has in mind. As part ofits implementation plan, the group wants to get the workbookin the hands of real-estate agents, builders, developers andpotential buyers in the early stages of a teardown project.

The earlier all parties involved have an idea of the city's visionfor a neighborhood, the easier the process should flow,according to Naperville builder and Community Firstmember Pete Stefani, who described the workbook as a greattool for builders.

"We know what today's buyers are looking for ... but[teardown projects] are not like building in a subdivision,"Stefani said. "What I have learned is how to look at all the finearchitectural details."

The next step for Community First will be to get the word outabout the workbook.

This month, the council will reopen three Plan Commissioncases that were placed on hold until the report was complete.
