Group suggests teardown rules

As redevelopment trends continue in aging Napervilleneighborhoods, City Council members endorsed a citizengroup's set of aesthetic guidelines for future property owners.

The council, during a workshop session, applauded the20-member Community First's suggestions and directed staffto work with group representatives to begin implementing theplan. The document is geared toward teardowns, the policy oftearing down an existing home and replacing it withanother, usually larger, one.

"I strongly believe we should forget the numeric formulas atthis time. No matter what we do we are going to get somehouses that are unattractive," said Councilman KevinGallaher. "You either go with it all the way or you don't gowith it at all."

The report, completed over the past year, summarizes thegroup's research and offers guidelines and an implementationplan. The guidelines work within the city's existing municipalcodes and go a step further by encouraging owners doing ateardown to adopt the architectural design of theneighborhood.

Past cases show builders or homeowners choosing a designbased on the specifications of the house's lot.

Members said considerations such as windows, the path of adriveway or landscape design , can have a greater impact ona home than setting additional numeric restrictions onaspects of the construction.

"The educational tool that this group has put together canbe put in front of a home builder," said Gerry Cassioppi,secretary and director of Community First.

That is exactly what Community First has in mind. As part ofits implementation plan, the group wants to get the workbookin the hands of real-estate agents, builders, developers andpotential buyers in the early stages of a teardown project.

The earlier all parties involved have an idea of the city's visionfor a neighborhood, the easier the process should flow,according to Naperville builder and Community Firstmember Pete Stefani, who described the workbook as a greattool for builders.

"We know what today's buyers are looking for ... but[teardown projects] are not like building in a subdivision,"Stefani said. "What I have learned is how to look at all the finearchitectural details."

The next step for Community First will be to get the word outabout the workbook.

This month, the council will reopen three Plan Commissioncases that were placed on hold until the report was complete.
