Services in Brief..Birth & Death Registrations:

Government is well known in catering the needs of the citizens from “WOMB to TOMB”,

and the registration of Birth and Deaths is the statutory function of the Local authorities

i.e., Municipalities and GPs in co-ordination with Health department, under Birth and

Death Act 1969.

PR services enables any citizen avail ones Birth certificate with in 3 days of SLA through

online which is a paradigm shift in Panchayat administration .

House Tax:

House tax is a major source of income for local bodies especially GPs. Under section 61

and 62 the power of levying tax lies with GPs. Application deals with the collection of

House Tax through GSWS portal.

Trade Licenses:

Another main source of income to the GPs, section 119 and 120 talks about issue of Trade

licences and GOMs no 16 and 430 . All commercial establishments activities are covered under

this and unlike earlier the trades sorted out.

Water Tap Sanction and Fee:

Facility to apply for the Water Tap connection in the Gram Panchayats and also used to collect

the Water Tap Fee

Building permissions:

As Per GO Ms no 67 and and GO Ms no 12 deals with issuing of Building permissions for

construction of any buildings and structures for residential and non-residential purposes, Row

Houses, Group Housing, Apartments etc., with the technical approval of the Director of Town

and Country Planning Department. The Gram Panchayat is alone competent for issuing

permission for the structures and buildings upto (9) meters

No Objection Certificate for Small and Large Scale Industries:

The Gram Panchayat is authority competent to issue permission for establishment of Industries

in the area of the Gram Panchayat

Property Value Certificate:

Gram Panchayat having authority to issue a Property Valuation Certificate for the properties

assessed in the Gram Panchayat to the amount which was recorded in the assessment register as

per rules.

Marriage Certificate:

Panchayat Secretary, Gram Panchayat is the designated as Marriage Officer for registration of

marriages under Section 6(1) of Andhra Pradesh Compulsory Registration of Marriages Act, 2002

within 60 days of celebration of marriage.

The Panchayat Secretary, Gram Panchayat is authority competent to change the entries

in the assessment register as far as the name of the owner is relating to in the case of

change of the title deed of the property.

Layout permissions:

The Gram Panchayat is authority competent to issue permission for forming of Layouts

by making plots upto 6.25 Acres with the technical approval of the Director of Town and

Country Planning Department

Section - 72. Composition of tax payable by owner of a factory or a contiguous group of buildings :Subject to such conditions and restrictions as may be prescribed, a gram panchayat may, on application by the owner of a factory or a contiguous group of buildings, permit him to compound all or any of the taxes payable by him under this Act, by paying in lieu thereof such lumpsum amount as may be agreed upon between him and the gram panchayat. Where there is no such agreement the matter may be referred to the Government in the manner prescribed and the Government shall, after giving to the gram panchayat and the owner of the factory or a contiguous group of buildings concerned an opportunity of making a representation, decide the lumpsum amount payable by the owner of the factory or a contiguous group of buildings under this section. The decisionof the Government in this regard shall be final.

6 Trade Licenses

127. General provisions regarding licences and permissions.Provided that every "application for a licence or permission under this Act shall be disposed of within fifteen days from the date of receipt thereof or from the date of receipt of approvals or completion of other formalities prescribed failing which it shall be deemed that licence or permission is granted.
