1. Introduction to User Manual

Rural Development and Panchayat Raj department of Karnataka launch a unique scheme,

Panchayat Bapuji Seva Kendra, to help rural people avail themselves of different utility

services on their doorstep. It was a novel scheme in the country and it will help rural

people avail of different services of the RDPR and other departments. Delay in delivery of

services to the common people amounts to corruption and harassment. This particular BSK

will help the people to avail of social, economic and commercial services on their doorstep.

The government had installed such centres in gram panchayats and they will help rural

people procure land documents located in any part of the State.

The manual contains all essential information for the user to make full use of the

information of Bapuji Seva Kendra (BSK) system. This manual includes a description of the

system functions and capabilities, contingencies and alternate modes of operation, and

step-by-step procedures for system access and use.

1.1 Audience for this manual This manual is prepared for the Citizens users who use the Bapuji Seva Kendra (BSK)

system.

2. Background

The Department for the rural people or Citizens serve the various services like Building

Related, Individual Beneficiary Related, Trade Related, Maintenance Related and others.

The existing Govt. may not be sufficient to give all services in panchayat office therefore

department launch BSK online portal to provide services to public. It is necessary to

establish a platform to provide career guidance to the rural citizens.

On this background, the Rural Development and Panchayat Raj Department requested the

National Informatics Center (NIC) to develop the application software for online services.

As a result, NIC developed Rural Development and Panchayat Raj Department Bapui Seva

Kendra (BSK) application as per the requirements.

Bapui Seva Kendra (BSK) is application that meets the requirements of the citizens. It

facilitates capturing all the valid applicant information. This application is developed,

keeping in mind the understanding and knowledge of the government officers in

performing the operations on the computer system.

3. About the National Informatics Center

The National Informatics Centre (NIC), Department of Information Technology (IT), Ministry of Communication and IT, Government of India (GoI), is a premier organization in the field of Science and Technology. It provides state-of-the-art solutions to, dissemination, e-Governance and decision support requirements of the Government and corporate sector, with its Nationwide -of-the-art technology, computers, communication, is well rooted and is, State/capitals and Central Government and helping information exchange of vital nature. With its ‘Master Earth Station ‘at New Delhi, micro earth station now have been established in all the State capitals, District selected commercial centers.

The NIC provides various services, design, coding, testing, training, software maintenance and hand holding support.

The following are some of the e-Governance systems for the GOK designed and developed by the NIC:

4.1 Project Objectives

The aim of this project is to create an integrated IT platform to deliver the department

services online. The use of IT is envisioned to provide quality services, increase information

quality, improve overall efficiency and effectiveness in the department processes with all

services.

The objectives of the project are as below:

1. To make department services more accessible, cost-effective and transparent.

2. Providing required awareness and assistance on government schemes and

procedures to the citizen through effective information dissemination.

3. Online status tracking facility for various applications submitted to the

government by the people.

4. Seamless integration of the services of related departments.

5. To streamline the procedures of the Department by time consuming and non-

value adding steps/processes of the department so as to provide better services

to the citizens.

6. To provide the online workflow based IT solution and infrastructure to the some

of the departments who are not using the IT system.

4.2 FEATURES

1. Web based system – The World Wide Web has opportunity for control the

application through the internet and can be accessed by the officers from

anywhere.

2. User friendly system – This system is user friendly with local language support. It

facilitates the officers and user with minimum computer skill to use the system.

3. Work flow based system – It has been built with some rules where user and officers

have to follow the procedure defined in execution of the work by the government.

4. Uploading of the documents and photos user – The application need to upload the

photo and related documents then officers can process it easily and fast

5. System control – It has been built with system control, wherever it is possible, so

that officers/applicant cannot do the mistakes/error entries into the system

6. Built in business rules – IT has been built with business rules of the work execution.

4.3 Major Expected Benefits

1. Anytime and Anywhere Access : The online system for requesting the services and

tracking the status of the requests will enable the citizens to demand for the services

from anywhere and at any time without visiting the concerned office.

2. Enhancing the quality of the services: By the introduction of the online system, the

quality of various services provided to the community will improve and the delivery

of the service will be faster and efficient. The citizens will receive proper

acknowledgements for all the online applications for government services made by

them and thus can track the status of these applications. People can also scan and

upload important documents thus avoiding the manual process of sending the

documents to the concerned departments. The users can also get good quality prints

of various forms/documents.

3. Reducing the service cost for the citizens: The online system can help the citizens to

save on the expenses involved in availing the department services by saving on the

amount spent on traveling to the offices. People can also save on the time, to avail

the services and also can avoid frequent visits to the offices to check the status of

their applications. The loss of daily wages of the labor class people can also be

avoided.

4. Minimizing the public interface to the offices: This project will eliminate the need of

multiple visits to the government offices by the citizens for their

requirements/services as the services are going to be available 24/7 online and at

the citizens’ neighborhood service delivery centers. It also helps in improving the

efficiency of the staff as they are not being disturbed by the citizens. As the process

is going to be online for the staff, they can perform their duties from anywhere and

anytime.

4.6 Process Flow for officer

and forwards to PDO for necessary action

5. Accessing BSK-Services

To visit the application goes through the following steps

1. Enter URL in the address bar with https://bsk.karnataka.gov.in/ to open Bapuji Seva Kendra

(BSK) application.

2. If you are applicant then click on the required service category

3. When applicant selects online service category the applicant will get service list.

4. Applicant needs to select the service from the list. Applicant should be ready with all the

scanned copy of documents to be uploaded to get this service.

5. When applicant clicks on a particular service, OTP verification page will be displayed, where

in the Applicant has to enter his 10 digit mobile number to get OTP number for Authentication.

Then applicant has to click on GO button.

6. When the Applicant clicks on “GO” button, after entering his/her mobile number, pop up

message is displayed saying “OTP” number has been sent to your mobile number, Please check

and enter. Click on “OK” button.

7. Applicant has to enter the OTP number which was sent to his mobile, Click on verify button.

8. Applicant has to click on new application. Service Request Page will be displayed, which

includes Applicant Details, Location Details, Disability Details, Other Details, Upload Documents

major tabs. Applicant Details page will be active by default.

9. The applicant needs to select the District, Taluk, Panchayat, Village and property details.

10. The building tab contains details of building proposal.

11. Upload document contains the entire documents of the applicant, details of each and every

document like document type, description of the document

12. After all the details are field the applicant needs to click on “save” button

13. Applicant will get acknowledgement copy after saving.

19. Applicant has to pay application trough online payment method. After click on online

payment option web page will redirect to payment gateway.

20. After successful payment of application fee, applicant will get copy of payment paid receipt.

21. When applicant submits the application to BSK, panchayat office data entry operator (DEO)

verifies the application details and then forwards to Panchayat Development Officer (PDO)

along with comment, PDO verifies application and decides whether to accept or reject it. If PDO

accepts the application, then PDO enters service fee, if applicable, for selected service.

Applicant will get an SMS notification to pay service fee.

22. Applicant needs to visit BSK website to pay service fee. To pay service fee, click on “Online

Services” and click on the application category like “Building Related” and then select the

service. After OPT verification, BSK displays pending service fee details. Applicant should pay

service fee via online payment.

23. When applicant clicks on online payment website will redirect to payment gateway to pay

service fee.

24. After receiving the service fee, application moves to PDO for Digital Signature. After PDO’s

digital signature, applicant will get an SMS notification to download the certificate through the

BSK site.

25. After PDO DSC sign, applicant can download certificate from BSK site. To download the

certificate from BSK site, applicant needs to select service category, service name, GSC

Number/Ack Number and mobile number to download the certificate.

Instructions to pay property tax

To visit the application goes through the following steps

1. Enter URL in the address bar with http://bsk.karnataka.gov.in/ to get Bapuji Seva Kendra (BSK)

application.

2. Click on icon “ಆಸ್ತಿ ತೆರಿಗೆ” to pay property tax

3. When applicant clicks on “ಆಸ್ತಿ ತೆರಿಗೆ” option OTP verification page will be displayed, where in

the Applicant has to enter his 10 digit mobile number to get OTP number for Authentication

and click on GO button.

4. When the Applicant clicks on “GO” button after entering his/her mobile number, pop up

message is displayed saying “OTP” number has been sent to your mobile number, Please

check and enter. Click on “OK” button.

5. Applicant has to enter the OTP number which was sent to his mobile, Click on verify button.

6. Applicant has to click on new application. Service Request Page will be displayed, which

includes Applicant Details, Location Details.

7. Applicant has to select District, Taluka, Panchayat, Village and Property details then pending

demand details will appear on screen.

8. Once applicant clicks on Select and then on Payment button, he/she will be redirected to payment

gateway. Applicant has to make the payment in the Payment Gateway.
