The University Grants Commission

Act, 195622 (1) The right of conferring or granting degrees

shall be exercised only by a University

established or incorporated by or under aCentral Act, a Provincial Act or a State Act oran institution deemed to be a Universityunder section 3 or an institution speciallyempowered by an Act of Parliament to confer

or grant degrees.

(2) Save as provided in sub-section (1), no personor authority shall confer, or grant, or hold himselfor itself out as entitled to confer or grant, any

degree.

(3) For the purposes of this section, degree means

any such degree as may, with the previousapproval of the Central Government, be

specified in this behalf by the Commission bynotification in the official Gazette.

These universities are competent to award degrees as specifiedby UGC under Section 22 of the UGC Act and with the approvalof the statutory councils. Wherever the approval of the statutorycouncil is not a pre-requisite to start a programme, theuniversities are required to maintain the minimum standardsregarding academic and physical infrastructure as laid down bythe concerned statutory council.

It is also informed that private universities cannot affiliate aninstitution/college. They cannot establish off campus centre(s) beyondthe territorial jurisdiction of the concerned State. However, they can

establish off-campus centre(s) within the concerned State after theirexistence of five years and with the prior approval of the UniversityGrants Commission. So far, UGC has not approved any off campuscentre(s) of any Private University.

Approval letters for course under distance mode should clearly statethat the course has been approved by the Joint Committee UGC,AICTE and DEC and the approval letter should be jointly signed bySecretary UGC , Member Secretary, AICTE and Director, DEC as perthe provision laid down under clause 9 of the MOU signed by UGC,

AICTE and DEC.

Students/Public at large are advised to go through this websitecarefully before taking admission in any of the above State PrivateUniversities and report the matter to Secretary, UGC on finding any

violation of the above provisions.Secretary
