I am glad to know that Directorate of Economics and Statistics, Odisha is bringing out

the report "Gross Fixed Capital Formation, Odisha (Public Sector), 2011-12 to 2015-16". Gross

Fixed Capital Formation (GFCF), also called "investment" in fixed assets drives production of

goods and services, leading to growth in GSDP. In the year 2017-18, GSDP of Odisha grew at

an impressive 8.4 per cent compared to 7.2 per cent of previous year. This rising trend in

growth of GSDP is mainly attributed to higher Government investment, growth in domestic

consumption, higher investment in private sector, etc.

I extend my appreciation to the officers and officials of DE&S for bringing out this

publication.

Foreword

Capital formation is key to develop productive capacity of an economy. Higher the rate

of capital formation, higher the productivity. Directorate of Economics and Statistics, Odisha

has prepared estimation of Gross Fixed Capital Formation in Odisha (Public Sector) which

tracks Government investment in fixed assets from 2011-12 to 2015-16. Besides, the report

presents growth in capital formation by broad economic activities like Agriculture & Allied

activities, Industries and Services as well as growth in type of assets like land, buildings,

machinery & equipment, software etc. GFCF (Public Sector) as a ratio of GSDP represents an

average of 9.95 per cent in the State and contributes around 3.3 per cent to all India GFCF

(Public Sector).

State's Economy has registered an impressive growth of 8.4 per cent in the year 2018-

19 compared to 7.4% in the year 2017-18. Similarly, the State has also improved its ranking

to 16th in 2016-17 in per capita income compared to 25th in 1996-97. A lot of Government

initiatives like Make-in-Odisha Conclave, Start-up Policy, Ease of Doing Business framework,

investment in infrastructures etc. have impacted significantly leading to higher growth of

economy.

With focus on 5Ts, Technology, Transparency, Teamwork, Time and Transformation in

administration, Government is committed to effective policy planning in every sector, ensure

good governance and efficient implementation of welfare programmes for development of

the people and the State.

Preface

The report on “Gross Fixed Capital Formation(Public Sector), 2011-12 to 2015-16,

Odisha is based on analysis of budget reports of General Government including local bodies,

Autonomous bodies, annual reports of Non-departmental Commercial Undertakings (NDCU)

and Departmental Commercial Undertakings(DCU) from 2011-12 to 2015-16. The data

sources include National Accounts Division, Government of India for central government

institutions, Finance Department of Odisha, Non-departmental Commercial Undertakings and

Autonomous Institutions of the state.

The report highlighted that the GFCF of the state grew at 29.11% annually from

2011-12 to 2015-16. The average share of GFCF to GSDP stood at 9.95%. Services sector

constituted highest share of 56.85% in 2015-16.

The report contains two chapters with annexure. Chapter 1 gives an overview of

Gross Fixed Capital Formation, i.e. meaning, approaches and coverage of GFCF.

Chapter 2 narrates main findings with analysis on GFCF by kinds of economic activity,

by types of assets, by types of institutions and GFCF as a percentage of GSDP. Besides this

chapter also contains comparison with all India GFCF and conclusion. The concepts and

definitions on GFCF are placed in Appendix and all summery tables are given in Annexure.

Any suggestion for improvement of the report is welcome.

Highlights

Gross Fixed Capital Formation (Public Sector)

1) The Gross Fixed Capital Formation (GFCF) of the State grew at 29.11 percent annually

from 2011-12 to 2015-16 and reached at Rs. 46,909 crore in 2015-16 from Rs. 17,641

crore in 2011-12.

2) The average share of GFCF to GSDP during the period stood at 9.95 percent.

3) The share of Agriculture and allied, Industries and Services sectors to total GFCF

accounted for 7.97 percent, 35.18 percent and 56.85 percent in 2015-16 respectively.

4) The Agriculture and allied sector grew at an average annual rate of 25.06 percent

whereas Industries sector grew at 21.15 percent and Services sector at 38.65 percent.

5) The year on year growth rate reflects that the growth in Agriculture & allied and

Industries sector remained more volatile as compared to Services sector, which is due

to lower capital expenditure in crops, electricity, gas & water supply and manufacturing

sub-sectors.

6) The sub-sector level contribution to GFCF revealed that crop proper under Agriculture

and allied, manufacturing and electricity gas & water supply under Industries sector

and public administration under Services sector play a dominant role in impacting

growth of GFCF.

7) The GFCF by type of assets depicted that the share of DOBS was 63.54 percent, and

that of M&E was 35.55 percent in 2015-16. The CBR and IPP constituted a meagre

share of 0.01 percent and 0.90 percent in 2015-16.

8) The GFCF of General Government has taken up a dominant share of 53.02 percent in

2015-16 followed by NDCUs with 33.77 percent and DCU with 12.69 percent. The

Autonomous bodies constitute as little as 0.52 percent only.

9) The GFCF as share of GSDP, which is treated as fixed investment rate has grown from

8.01 percent in 2011-12 to 15.4 percent in 2015-16.

10) The share of General Government to GSDP accounted for 8.17 percent in 2015-16,

as against 5.20 percent for NDCU. The share of Autonomous bodies and DCU to GSDP

in 2015-16 was as low as 0.08 percent and 1.29 percent respectively.

11) The share of GFCF by type of asset to GSDP indicates that the share of DOBS and

Machinery and equipments constituted 9.79 percent and 5.48 percent respectively in

2015-16, which was much higher compared to CBR and IPP with 0.001 percent and

0.14 percent respectively.

CHAPTER - I

Gross Fixed Capital Formation (Public Sector): An Overview

1.1 Introduction Investment measured by Gross Capital Formation (GCF) comprises Gross Fixed

Capital Formation (GFCF) and Change in Stock (CIS). Gross Fixed capital Formation

(GFCF) measures expenditure on non-financial assets from both the public and private

sectors. More specifically, it measures the acquisitions less disposals of fixed assets such as

land, buildings, software, transport equipment and machinery, cultivated biological resources

(including animal resources trees and plants) used in the production process for more than

one year, which is otherwise refers to creation of physical assets.

Change in stock primarily measures the inventories i.e. the working capital. But GFCF is an

important factor within an economy as it captures the productive capacity of the economy and

measures its potential growth. Thus GFCF is the barometer of economic development and

growth potential of the economy.

(a) Acquisitions less disposals of new or existing tangible fixed assets are sub-divided by

type of asset into :

Dwellings,

Other buildings and structures;

Machinery and equipment;

Cultivated assets – trees and livestock-that are used repeatedly or continuously

to produce products such as fruit, rubber, milk etc.

(b) Acquisitions less disposals of new and existing intangible fixed assets sub-divided by

type of asset into:

Mineral exploration;

Computer software

Entertainment, literary or artistic originals;

Other intangible fixed assets;

Major improvements to tangible non-produced assets including land;

Costs associated with the transfers of ownership non-produced assets.

The various components of acquisitions and disposals of fixed assets as referred to in

categories (a) and (b) above are listed below:

(a) Value of fixed assets purchased

(b) Value of fixed assets acquired through barter,

(c) Value of fixed assets received as capital transfers in kind;

(d) Value of fixed assets retained by their producers for their own use including the

value of any fixed assets being produced on own account that are not yet

completed or fully mature;

(e) Value of existing fixed assets sold;

(f) Value of existing fixed assets surrendered in barter;

(g) Value of existing fixed assets surrendered as capital transfers.

1.2 Approaches

As per SNA-2008, there are three approaches used for estimation of capital formation.

Hence, capital formation can be prepared by any one of the following three approaches.

Production or commodity flow approach:

In this approach the estimates for entire country/states/regional economy is prepared

on the basis of commodities flowing into various types of assets of the capital formation namely

construction, machinery, software etc.

Saving and flow of funds approach:

In this approach the estimates of saving are prepared and then the net capital inflow

from outside the region/state/country is added to get the total estimates of capital formation.

Expenditure approach:

In this approach the expenditure incurred on acquiring various types of fixed assets

namely construction, machinery & equipment, cultivated biological resources and software is

estimated and Gross Fixed Capital Formation (GFCF) is arrived at. To this change in stocks is

added to obtain capital formation.

At national level, all the three approaches are currently adopted by the CSO. But at the

State level, estimates of GFCF is compiled by using expenditure approach only since

movement of various assets and the estimation of change in stock is not conceptually viable

or feasible at the state level due to open boundaries of the states.

1.3 Coverage

For the purpose of estimation of GFCF, the economy of the State has been classified

into 11 industry groups of use Viz., 1. Agriculture (including Animal Husbandry, Forestry and Fishing)

2. Mining and Quarrying

3. Manufacturing

The Public sector GFCF of each industry group is further classified into the following

four Institutional sectors:

1. General Government

2. Departmental Commercial Undertakings (DCUs)

3. Non-Departmental Commercial Undertakings (NDCUs)

4. Autonomous Bodies

1.4. The General Government contains central and state govt. administration including local

bodies, central govt. DCU and central govt. autonomous bodies. The DCU covers only state

govt. departmental commercial undertakings. NDCU covers both state and central

undertakings. Autonomous bodies include only state autonomous institutions.

1.5. The GFCF of state institutions has been analyzed using expenditure approach. The

GFCF of all central institutions has been analyzed at CSO level and share of the state is

allocated. The GFCF of local bodies for 2011-12 has been allocated by CSO on the basis of

transfer of funds to local bodies and accordingly the GFCF of subsequent years has been

arrived at using the ratio of capital transfer to local bodies in those years as per government

budget report.

1.6. The report depicts pattern of growth by various sectors of the economy. It contains

highlights of the GFCF analysis. Chapter-I deals with the overview of GFCF, its coverage and

approaches. The Chapter-2 explains main findings including the composition and trends of

capital formation in the State.

CHAPTER – II

Main Findings Gross Fixed Capital Formation (Public Sector)

2.1. Value, Growth and Share of GFCF to GSDP

The Gross Fixed Capital Formation (GFCF) of the State grew at 29.11 percent annually

from 2011-12 to 2015-16 and reached at Rs 46,909 crore in 2015-16 from Rs 17,641 crore in

2011-12. The average share of GFCF to GSDP during the period stood at 9.95 percent,

although it slipped to 6.97 percent in 2012-13 from 8.01 percent in 2011-12. From 2013-14

onwards, the share showed rising trend with 8.26 percent in 2013-14, 11.1 percent in 2014-15

and 15.4 percent in 2015-16. The reason of declining share in 2012-13 was due to lower public

fixed capital expenditure in electricity, water supply & sanitation sub-sector and railways.

According to kind of economic activity, the total GFCF of the state is divided into three

broad sectors, i.e., Agriculture and allied, Industries and Service Sectors.

The Agricultural Sector consists of Crop, Livestock, Forestry & Logging and Fishing &

Aquaculture. The Industries Sector comprises of Mining and Quarrying, Manufacturing,

Electricity, Gas and Water Supply and Construction. The Services Sector comprises of Trade,

Hotels and Restaurant, Transport, Storage and Communication, Financial Services, Real

Estate, Ownership of Dwelling & Professional Services, Public Administration & Defence and

Other Services.

The share of GFCF by kind of economic activity is given in Figure-2.1. Agricultural and

allied Sector contributed 9.38 percent, while Industries Sector has a share of 45.84 percent

and Services sector has 44.79 percent during the year 2011-12. However in 2015-16, the

Agriculture and allied Sector and Industries sector share shrinked to 7.97 percent and 35.18

percent respectively, whereas Services sector share rose to 56.85 percent. The higher public

fixed capital expenditure in services sector particularly in public administration impacted on the

declining shares of agriculture and industries, although both sectors rose in absolute terms.

Thus over the years, structural changes have taken place with Agricultural and allied

and Industries sectors has been reduced and it has been replaced with rise of share in Services

sector.

The Service Sector has a highest share with 56.85 percent in 2015-16. On the other

hand the contribution of Industry Sector has decreased to 35.18 percent in 2015-16 from 45.84

percent in 2011-12. The share of Agricultural Sector has also decreased from 9.38 percent to

7.97 percent during the same period.

The growth of GFCF by kind of economic activity from 2011-12 to 2015-16 is given in

Figure-2.2. Over the periods, the Agriculture and allied sector grew at an average annual rate

of 25.06 percent whereas Industries sector grew at 21.15 percent and Services sector at 38.65

percent. The year on year growth rate reflects that the growth in Agriculture & allied and

Industries sector remained more volatile as compared to Services sector. In 2012-13, the

growth in Agriculture and allied was 6.68 percent, while it increased to 35.81 percent in 2014-

15 with a dip in 2013-14 (-2.81 percent). But it again rose to 60.57 percent during 2015-16.

Similarly, Industries sector exhibited a negative growth of 1.38 percent in 2012-13, but it

jumped to 32.01 percent in 2013-14 and again slipped to 5.83 percent in 2014-15. During 2015-

16, the sector showed all time high growth of 48.12 percent.

Like Industries sector, the Service sector also witnessed fluctuating growth during this

period; registering a very high growth rate of 76.57 percent in 2014-15. Initially the growth rate

was negative at 3.53 percent in 2012-13, then rose to 43.36 percent and 76.57 percent in

subsequent two years and has finally fallen to 38.22 percent in 2015-16.

The negative growth of GFCF in Agriculture and allied sector during 2013-14 was due to lower

capital expenditure in state govt. DCU in crop and forestry sub-sectors. Similarly lower capital

expenditure in electricity, gas and water supply sub-sector in 2012-13 and mining & quarrying

and manufacturing sub-sectors in 2014-15 impacted on declining growth in industries sector.

The sub-sector level contribution to GFCF revealed that crop proper under Agriculture

and allied, manufacturing and electricity gas & water supply under Industries sector and public

administration under Services sector play a dominant role in impacting growth of GFCF

(Figure- 2.3). Public administration has highest average share of 41.1 percent followed by

manufacturing with 24 percent, electricity & gas with 11.5 percent and crop proper with 8.2

percent.

During the period from 2011-12 to 2015-16, the share of above four sub-sectors

showed fluctuating trend. The share of crop proper was 8.73 percent in 2011-12; it rose to

10.01 percent in 2012-13 but then witnessed a declining trend of 7.39 percent and 7.09 percent

during subsequent two years; finally registered a marginally high growth rate of 7.78 percent

in 2015-16. The share of manufacturing sector shows a continuously decreasing trend from

31.79 percent in 2011-12 to 28.8 percent in 2013-14 percent and 12.64 percent in 2015-16.

On the other hand the share of electricity, gas and water supply sub-sector showed an

increasing trend from 2013-14 onwards. Initially it was 8.02 percent in 2011-12, then

decreased to 7.35 percent in 2012-13. In 2013-14, it rose to 10.16 percent and thereafter

reached a level of 16.58 percent in 2015-16. Public administration has a share of 36.29

percent in 2011-12 and it rose to 47.48 percent in 2014-15. But in 2015-16, it decreased to

46.49 percent.

In terms of growth in sub-sector components (Table-2.2), crop proper recorded a strong

growth 57.03 percent in 2015-16 over 2014-15. Manufacturing sub-sector posted a growth of

23.57 percent in 2015-16, while electricity, gas and water supply leaped to 54.25 percent.

Transport & communication sector recorded an impressive growth rate of 139.70 percent in

2014-15, but it slipped to 0.90 percent in 2015-16. Public administration registered a very high

growth rate of 40.21 percent in 2015-16 from a meagre 2.62 percent in 2011-12. Due to lower

fixed capital expenditure in Railways in 2012-13 and high expenditure in 2014-15 as allocated

by CSO, the growth rate in transport & communication sub-sector remained volatile.

(CBR) and (iv) Intellectual Property Products (IPP). The Figure-2.4 below shows that Dwelling

and Other Building Structure (DOBS) is the largest contributor with a share of 63.54 percent in

2015-16. Besides that, Machinery and equipments contributed 35.56 percent. The share of

Intellectual property products constituted 0.90percent and that of cultivated biological

resources was only 0.01 percent.

The pattern of share of GFCF by type of assets from 2011-12 to 2015-16 depicted that

(Figure-2.5) the DOBS, being the major contributor to GFCF registered an increasing trend

from 53.29 percent in 2011-12 to 57.16 percent in 2013-14 and 66.19 percent in 2014-15. But

in 2015-16, it declined to 63.54 percent as the share of M&E has risen to 35.55 percent from

32.86 percent in 2014-15. The M&E has a share of 42.94 percent in 2011-12 and after showing

fluctuating trend of 39.07 percent in 2012-13 and 39.26 percent 2013-14, it decreased to 32.86

in 2014-15 due to higher share of DOBS.

In terms of growth, the DOBS registered highest average growth of 35 percent followed

by CBR with 30.8 percent and M&E with 24.2 percent. But the IPP showed a negative growth

of 0.28 percent. The year on year growth reveals that each asset has a fluctuating growth

trajectory. In 2012-13, the CBR, being the highest share grew at 5.23 percent and it reached

to the level of 37.44 percent in 2015-16 after having high growth of 63.74 percent in 2014-15.

In case of M&E, it recorded a negative growth of 10.5 percent in 2012-13, but it rose to the

level of 54.9 percent in 2015-16 after showing a fluctuating growth of 34.1 percent in 2013-14

and 18.4 percent in 2014-15.

2.4: Gross Fixed Capital Formation (GFCF) by type of institution

The GFCF by type of Institutions comprises of General Government (GG) including

local bodies, Departmental Commercial Undertakings (DCUs), Non-Departmental Commercial

Undertakings (NDCUs) and Autonomous Bodies (AB). The estimates of GFCF by type of

Institution from 2011-12 to 2015-16 are shown in Table-2.3.

The GFCF of General Government has taken up a dominant share of 53.02 percent in

2015-16 followed by NDCUs with 33.77 percent and DCU with 12.69 percent. The Autonomous

bodies constitute as little as 0.52 percent only.

The share of General Government has been steadily growing from 38.44 percent in

2011-12 to 43.22 percent in 2013-14 and 51.72 percent in 2014-15. At the same time NDCUs

showed deceleration with 45.05 percent in 2011-12 and 44.88 percent in 2013-14 and 33.91

percent in 2014-15. In contrast to this, share of DCU has been fluctuating with 14.21 percent

in 2011-12 and 11.24 percent in 2013-14 and 14.02 percent in 2014-15. The share of

Autonomous Bodies has decreased from 2.3 percent in 2011-12 to 0.35 percent in 2014-15.

2.5: Gross Fixed Capital Formation (GFCF) as a share of GSDP

GFCF as share of GSDP, which is treated as fixed investment rate has grown from

8.01 percent in 2011-12 to 8.26 percent in 2013-14 after having dipped to 6.97 percent in 2012-

13. It further increased to 11.10 percent in 2014-15 and touched 15.4 percent in 2015-16. Thus

the fixed investment rate has been increased by 7.4 percentage points from 2011-12 to 2015-

16, although it declined to 1 percentage point between 2011-12 to 2012-13. The trend of

increasing rate of GFCF to GSDP will play critical role in growth of GSDP. Due to lower capital

expenditure in electricity, gas and water supply and railways sub-sector in 2012-13, the share

of GFCF to GSDP has declined.

Figure-2.7 below shows the share of GFCF by type of institution to GSDP. The share

of Autonomous bodies and DCU to GSDP in 2015-16 was as low as 0.08 percent and 1.29

percent respectively. But the share of General Government accounted for 8.17 percent in

2015-16, as against 5.20 percent for NDCU. During 2011-12, share of General government

was 3.08 percent and it declined to 2.78 percent in 2012-13. But it again increased to 3.58

percent in 2013-14 and 5.74 percent in 2014-15. In case of NDCU, it was 5.23 percent in 2011-

12 and it declined to 4.91 percent in 2012-13 and further declined to 4.75 percent in 2013-14

and 3.76 percent in 2014-15.

Figure-2.8 shows the share of GFCF by type of asset to GSDP. The share of GFCF in

case of DOBS and Machinery and equipments constituted 9.79 percent and 5.48 percent

respectively in 2015-16, which was much higher compared to CBR and IPP with 0.001 percent

and 0.14 percent respectively. Although the share of DOBS was lower than M&E in 2011-12

and 2012-13, but it trended to increase with 4.67 percent in 2013-14 and 7.35 percent in 2014-

15. The share of M&E was 5.41 percent in 2011-12, but it continued to decline from 2012-13

to 2014-15 with 4.70 percent in 2012-13, 4.54 percent in 2013-14 and 3.65 percent in 2014-

15.

2.6: Gross Fixed Capital Formation-Odisha and India, A Comparison

The GFCF of Odisha registered a negative growth of -1.59 percent in 2012-13, but it jumped

to 33.46 percent in 2013-14 and thereafter registered an increasing trend with 41.41 percent

in 2014-15 and 43.18 percent in 2015-16. In comparison to Odisha, the all India GFCF

registered a growth of 8.85 percent in 2012-13 and it increased to 14.17 percent in 2013-14.

But then it slipped to 9.48 percent in 2014-15 and later touched 15.68 percent in 2015-16. The

share of GFCF of Odisha to all India stood at 2.75 percent in 2011-12 and it fell to 2.49 percent

in 2012-13. From 2013-14 onwards, it experienced an increasing trend with 2.91 percent in

2013-14, 3.76 percent in 2014-15 and 4.65 percent in 2015-16.

2.7: Gross Fixed Capital Formation by Sectors

2.7.1. Crop and Livestock:

The total GFCF under this sector was Rs.1, 53,998 lakhs during 2011-12, out of which,

the construction activities (DOBS) accounted for Rs.1,53,680 lakhs constituting 99.8 percent

of the GFCF. It increased to Rs.3, 64, 885 lakhs in 2015-16 out of which, DOBS (Dwelling and

Other Building Structure) accounted for Rs.3,64,314 lakhs constituting almost 100 percent.

The State Government DCU contributed 99.84 percent in 2011-12 and 96.80 percent in 2015-

16 to this sector.

2.7.2. Forestry and Logging:

The GFCF of Forestry & Logging was Rs.11,399 lakhs in 2011-12, but it decreased to

Rs. 9,129 lakhs in 2015-16. The DOBS accounted for Rs.11,389 lakhs in 2011-12 and

Rs.9,054 lakhs in 2015-16 respectively. The major contribution to this sector GFCF was from

State Government DCUs, i.e., almost 99 percent.

2.7.3. Fishing and Aquaculture:

The GFCF under this sector was Rs.21 lakhs in 2011-12 and it decreased to Rs. 9

lakhs in 2015-16. The NDCUs contributed the whole amount of GFCF in this sector.

2.7.4. Mining and Quarrying:

The GFCF under this sector was Rs.98,661 lakhs during 2011-12 out of which, DOBS

accounted for Rs. 27,088 lakhs, Machinery & Equipments (M&E) was Rs.5,184 lakhs,

Cultivable Biological Resources (CBR) was Rs.35,124 lakhs and Intellectual Property Products

(IPP) accounted for Rs.36,450 lakhs. However, during the year 2015-16, the total GFCF under

this sector fell to Rs.50,236 lakhs, out of which, DOBS accounted for Rs. 14,948 lakhs,

Machinery & Equipments (ME) Rs.20,800 lakhs and Intellectual Property Products (IPP)

accounted for Rs.14,488 lakhs. The NDCUs contributed the whole amount of GFCF during this

period.

2.7.5. Manufacturing:

The total GFCF under this sector was Rs.5,60,823 lakhs during the year 2011-12 in

which DOBS accounted for Rs.58,717 lakhs, M&E accounted for Rs.4,90,230 lakhs and IPP

accounted for 11,876 lakhs. But it increased to Rs.5,92,762 lakhs in 2015-16, out of which

DOBS has a negative growth and declined to Rs.4,18,145 lakhs, M&E accounted for

Rs.10,03,379 lakhs and IPP accounted for 7,528 lakhs. The NDCUs contributed more than 95

percent to the GFCF.

2.7.6. Electricity, Gas & Water Supply:

The GFCF under this sector was Rs.7,77,936 lakhs in 2015-16 as against Rs.1,41,405

lakhs in 2011-12. The major contribution to this sector is from NDCUs. Out of the total GFCF

of Rs.1,41,405 lakhs in 2011-12, DOBS accounted for 45 percent and M&E accounted for 55

percent. Similarly during 2015-16, both DOBS and M&E constituted equal share with 50

percent to GFCF.

2.7.7 Construction:

The GFCF under construction sector was Rs.7,694 lakhs in 2011-12, out of which

DOBS accounted for 91 percent and M&E contributed with 9 percent. Similarly in 2015-16, the

total GFCF was Rs.2,29,383 lakhs, out of which DOBS accounted for 99 percent and M&E

accounted for only 1 percent. The major contribution to this sector was from Non-departmental

Commercial Undertakings, i.e., almost 100 percent.

2.7.8 Trade, Hotels & Restaurants:

The GFCF under this sector was Rs.1,201 lakhs in 2011-12, out of which DOBS

accounted for Rs.655 lakhs constituting 54.54 percent and M&E accounted for Rs.545 lakhs

constituting 45.46 percent. Similarly during 2015-16, total GFCF was Rs.1,919 lakhs, out of

which DOBS accounted for 63.98 percent and M&E accounted for 35.07 percent. The entire

contribution of GFCF under this sector was from Non-departmental Commercial Undertakings.

2.7.9 Transport, Storage & Communications:

The GFCF under this sector was Rs.2,41,682 lakhs in 2015-16 as against Rs.1,01,278

lakhs in 2011-12. During 2015-16, DOBS accounted for 58.59 percent of GFCF as against

56.19 percent in 2011-12. On the other hand, M&E accounted for 41.37 percent in 2015-16 as

against 43.74 percent in 2011-12. The major share of GFCF comes from Supra-Regional

sectors i.e. Railways & Communications (95 percent) and NDCUs (5 percent).

2.7.10 Financial Services:

The total GFCF of this sector during the year 2015-16 was Rs.37,831 lakhs as against

Rs.22,698 lakhs in 2011-12. The M&E accounted for a major share with 70.57 percent followed

by DOBS with 27.46 percent in 2015-16. The whole amount of GFCF was contributed from

Supra-Regional Sectors.

2.7.11 Real Estate, Ownership of Dwellings and Professional Services:

The GFCF of this sector was Rs.235 lakhs in 2011-12 and Rs.798 lakhs in 2015-16.

The entire amount of GFCF was from Non-departmental Commercial Undertakings.

2.7.12 Public Administration:

The GFCF of this sector was Rs.21,80,808 lakhs in 2015-16 as against Rs.6,40,122

lakhs in 2011-12 registering an average growth rate of 38.16 percent from 2011-12 to 2015-

16 The whole amount of GFCF is from State Government Administrative Departments, Local

Bodies, Quasi Govt Bodies and Central Govt. Administration.

2.7.13 Other Services:

The GFCF under this sector was Rs. 24,533 lakhs in 2011-12 and it increased to

Rs.2,03, 544 lakhs in 2015-16. The contribution to other services GFCF was from State

Government Administration (97 percent) and Autonomous Bodies (3 percent) during 2015-16.

2.8: Conclusion

The GFCF reflects expenditure on non-financial fixed assets for public sector in the

State. The private sector GFCF has not been covered due to paucity of data. The GFCF

registered an average annual growth of 29.11 percent from 2011-12 to 2015-16. The

Agriculture and allied sector has contributed 7.97 percent, while Industries and Services Sector

contributed 35.18 percent and 56.85 percent respectively to total GFCF. In terms of type of

asset, Dwelling and Other Building Structure (DOBS) is the major contributor to GFCF for all

the years followed by Machinery and Equipments (ME). The other two types of assets are

negligible. During 2015-16, DOBS contributed 63.54 percent followed by M&E with 35.55

percent and IPP with 1 percent.

Appendix

MEANING AND CLASSIFICATION OF ASSETS

1. Meaning and Definition

The System of National Accounts (SNA) defines an economic asset as “an entity

functioning as a store of value:

(a) over which ownership rights are enforced by institutional units individually or

collectively; and

(b) from which economic benefits may be derived by its owner by holding it or using it over

a period of time.

The first restriction in this definition serves to limit the concept of assets to items that

are effectively claimed by an economic agent excluding for instance, international waters or

wild birds and the second restriction says that only items with an economic value are taken

into account.

Many assets come into existence as outputs from production processes. They are

called non-financial produced assets. However, there are further conditions. People often think

that produced assets should be tangible, i.e., they are “goods.” However, this is not the case:

the SNA classifies cost on mineral exploration, computer software and the value of produced

entertainment, literary or artistic originals also covered under the group of produced assets

when they are actually traded on markets.

The second classes of asset which may be distinguished consist of non-financial non-

produced assets. This group includes, among other things, land and water resources, mineral

deposits, virgin forests and non-cultivated fisheries provided that ownership rights over them

are enforced. Certain intangibles are also included such as patent rights (including those

brought about by research and development activities), transferable contracts and purchased

goodwill.

The third and last group consists of financial assets. These assets arise out of

contractual relationships between two institutional units under which one unit is entitled to

receive a payment or series of payments from the other unit. Also included are monetary gold,

Special Drawing Rights (SDRs), shares and other securities in corporations and financial

derivatives.

Except monetary gold and SDRs, every financial asset has a counterpart liability

representing the obligation of the debtor to pay the amounts specified in the contract. The

balance sheet records both non-financial assets and financial assets and the counterpart

liabilities. The difference between the aggregate value of the assets of all types owned by an

institutional unit and the value of its liabilities is called its net worth. Net worth is an indicator of

wealth.

2. Classification of Assets

2.1 Non-financial assets:

A. Produced assets:

a. Fixed

i) Tangible: dwellings, other buildings & structures, machinery & equipment,

cultivated assets

ii) Intangible: mineral exploration, computer software, entertainment etc.

b. Inventories

c. Valuables

B. Non-produced assets:

a) Tangible: land, subsoil assets, non-cultivated biological resources, water etc.

b) Intangible: patents, leases, goodwill

2.2 Financial assets:

a. Monetary gold and SDRs

b. Currency and deposits

c. Securities other than shares

d. Shares and other equity

e. Loans

f. Insurance technical reserves

g. Accounts receivable/payable.

The broad classification of assets distinguishes first between non-financial verses

financial assets. The first group is further broken down between produced assets and non-

produced assets.

Non-financial produced assets

It consists of fixed assets, inventories and valuables. Fixed assets are those which are

used repeatedly or continuously in production processes for more than one year. Not included

are small, inexpensive tools, such as hammers and screwdrivers. Included are for instance,

dwellings occupied by their owner, livestock or trees used repeatedly to produce other goods

and services, mineral exploration, computer software and artistic originals if ownership rights

have been established over them. Inventories comprise materials and supplies, work-in-

progress, finished goods held by the enterprise that produced them, and goods for resale.

Valuables are goods primarily as stores of value in the expectation that they hold their value

in real terms in the long run, e.g. precious stones and metals, works of art, and antiques. But

monetary gold held by the authorities responsible for the management of foreign reserves is

not included. It is rather classified as financial asset.

Non-financial non-produced assets

These are broken down into tangible assets and intangible assets. Tangible assets are

land, natural water resources and other biological reserves which are not under the direct

control, responsibility and management of an institutional unit but are economically exploitable

(such as virgin forests which are used for collecting firewood. The intangibles consist of

patented inventions, transferable leases and purchased goodwill. The value of goodwill

includes anything of long-term benefit to an enterprise that has not been separately identified

as an asset.

Financial Assets

These assets are broken down between monetary gold and SDRs, currency and

deposits, securities other than shares, shares and other accounts receivable or payable.

Monetary gold is gold that is held as a financial asset as a component of foreign reserves.

SDRs are international reserve assets created by the IMF to supplement other reserve assets

of official holders. Currency and deposits are financial assets used to make payments, such

as notes and coins, and checking accounts. Securities other than shares are assets that are

traded in financial markets and usually give the holders the unconditional right to receive a

stated fixed sum on a specified date. Examples are bill, bonds, and bankers’ acceptances.

Shares and other equity are instruments that acknowledge claims on the residual value of

incorporated enterprises. Included is the net equity of the owner in quasi-corporations. Other

accounts receivable or payable are trade credit, receivable taxes, receivable wages, etc.

3. GFCF Estimate by Types of Assets:

Estimation of GFCF by Types of Assets implies gross addition less disposal of various

types of fixed assets (whether tangible or intangible), except land during the accounting period.

As per System of National Accounts 2008, GFCF estimates in the new series (i.e. with base

year 2011-12) are compiled for the following broad categories of assets:

I. Dwellings and Other Building Structures (DOBS) This category of asset includes building outlay residential (BOR), building outlay non-

residential (BONR), other construction outlay (CO), land improvement (LI) and roads & bridges

outlay (RO) as explained below:

Dwelling (BOR): Dwellings are buildings, or designated parts of buildings, that are used

entirely or primarily as residences, including any associated structures, such as garages, and

all permanent fixtures customarily installed in residences.

Examples of Dwelling: Residential buildings for communities, Retirement Homes (Old

Age Home), Hostels, Orphanage, Houseboats, Mobile Homes and Caravans (used as principal

residences of households not for commercial purpose)

Buildings other than Dwelling (BONR): It includes whole buildings or parts of buildings not

designated as dwellings. Fixtures, facilities and equipment that are integral parts of the

structures are included. For new buildings, costs of site clearance and preparation are

included.

Examples of Buildings other than Dwelling (BONR): Warehouse, Commercial

Buildings, Hotel, Restaurants, School, Hospitals, Prison, Industrial Building, Library, Rest

House etc.

Other Structure (CO): Other structures include all the structures other than buildings, e.g.

Waterways, Harbours, Dams, canals, Flood control works, water channel drainage system,

playground, swimming pools, ponds, gas pipe lines, cable lines etc.

Land Improvements (LI): Land improvements are the result of actions that lead to major

improvements in the quantity, quality or productivity of land, or prevent its deterioration. It

includes expenditure on following activities like land clearance, land contouring, creation of

wells, watering holes etc.

Roads and Bridges (RO): It includes various expenditures incurred on construction of Roads

and Bridges. Examples: Highway, streets, roads, Railway and airfield runway, bridges,

elevated highway, tunnel, subways, foot over bridge, culverts etc.

II. Machinery & Equipments (M&E) This category of asset includes information, computer & telecommunication

equipments (ICT), other machinery & equipment outlay (MO) and transport equipment outlay

(TRO) as follows:

ICT Equipments (ICT): Information, computer and telecommunications (ICT) equipment

consists of devices using electronic controls and also the electronic components forming part

of these devices. In practice ICT equipment pertains mostly to computer hardware and

telecommunication equipment. Example: expenditure on mobile phones, fax machines, radio

communication, internet, wireless, electronic printers etc.

Other Machinery & Equipment (MO): Other machinery and equipment consists of machinery

and equipment not elsewhere classified. It includes for e.g. Power generating machinery,

furniture and fixtures, stone crasher, boilers, office equipment, medical appliances, optical

instruments, nuclear reactors, electrical machinery and equipment etc. Tools that are

inexpensive and purchased at relatively steady rate such as Hand tools are excluded.

Transport Equipment (TRO): Transport equipment consists of equipment for moving people

and objects. It includes for e.g. motor vehicles, trailers and semitrailers; ships; railway and

tramway locomotives and rolling stock; aircraft and spacecraft; and motorcycles, bicycles, etc.

III. Cultivated Biological Resources (CBR)

This category of asset includes animal stock outlay (ASO) and cultivated asset outlay

(CAO) as explained below:

Animal resources yielding repeat products (ASO):

It covers animals whose natural growth and regeneration are under the direct control

and management of institutional units. They include breeding stocks, dairy cattle, sheep or

other animals used for wool production and animals used for transportation.

Tree, crop and plant resources yielding repeat products (CAO):

They include trees (including vines and shrubs) cultivated for fruits and nuts, for sap

and resin and for bark and leaf products. Trees grown for timber that yield a finished product

once only when they are ultimately felled are not fixed assets, just as cereals or vegetables

that produce only a single crop when they are harvested cannot be fixed assets.

IV. Intellectual Property Products (IPP):

It consists of computer programs, program descriptions and supporting materials for

both systems and applications software and database. It also includes Research &

Development outlay and expenditure on mineral exploration.
