Notice

Invitation for Expression of Interest (EOI) to arrive at the rates for

components involved in surge protection equipment at Singur Head

works Telangana Drinking Water Supply Project.

EOI is invited from the Manufacturers/Suppliers for the components involved

in surge protection equipment by the Chief Engineer-IV, TDWSP, Hyderabad-

500 082, Ph No: 8978442344, Telangana State. The same shall be submitted

on or before date 14.11.2017 , up to 12 PM. The details of the components

along with specification would be available in the detailed EOI document.

1) This EOI is purely to arrive at the rates only.

2) It is the sole discretion of the authority for placing purchase orders.

3) The Authority reserves the right to cancel, revise or amend this

notice fully or partially at any time.

4) Date of EOI Document available on the web site is from 04.11.2017.

5) The submission of an EOI by Manufacturers/Suppliers implies that

he has read the detailed EOI and Terms and Conditions.

EXPRESSION OF INTEREST (EOI) DOCUMENT

Mission Bhagiratha is one of the Flagship Projects of the Government of Telangana

with an objective to provide safe potable Drinking Water on sustainable basis at household

level in all the Rural and Urban Habitations by 2017-18 in the Telangana State (Excluding

the area within the Outer Ring Road).

The Manufacturer/Supplier satisfying the minimum eligibility criteria should

submit the application to the Chief Engineer-IV, TDWSP, RWS&S,Hyderabad.

. The objective of Expression of interest is to discover the rate of surge protection

equipment at Singur Head works from clear water pump house to OHBR at Filter beds of

Medak and Sangareddy segments.

EOI will be received by CE-IV,TDWSP,Hyderabad from manufacturers/suppliers

meeting the eligibility criteria as detailed in the document through sealed cover.

1. Eligibility, Terms and Conditions :

Manufacturers/Suppliers of Surge protection equipment are eligible to participate in

the EOI.

Documents to be submitted for EOI.

1.1 Mandatory documents:

i. Filled in application form by the Participants.

ii. VAT registration Certificate copy.

iii. PAN card copy.

1.2 Other documents required:

i. Copy of Latest IT returns filed for the year 2016-17. Otherwise Nil

declaration should be submitted.

ii. Tax Identification Number (TIN) registration.

iii. The PAN Card of the firm .

iv. Income Tax returns for the FY 2016-17

v. Latest GST registration certificate from competent authority.

vi. Latest GST clearance certificate from competent authority or GST returns for

last quarter.

vii. Central Excise Registration .

viii. A "Self Declaration" stating that "We have gone through all the conditions

and accepted them without any pre-conditions"

ix. Filled in application with Self declarations in the prescribed format attached

(Annexure-IV) with this document.

x. The participant shall enclose the experience with respect to supply of similar

equipment in the past.

Note:- All Copies of documentary evidences shall be self-attested.

The RWS&S Department reserves the right to verify the authenticity of the

documents.

Application without the above listed documents shall be summarily rejected.

2. SUBMISSION OF EXPRESSION OF INTEREST

1) The manufacturer/supplier shall submit the EOI on or before date 14.11.2017 , up

to 3:00 PM.

2) The Authority reserves the right to cancel, revise or amend this notice fully or

partially at any time.

3) The Authority reserves full rights to accept or reject any application without

assigning any reason.

4) The rate shall be inclusive of Cost of materials, Manufacturing, Supply, Delivery

including loading and unloading, stacking, transit insurance, transportation charges

and all other applicable taxes etc.

5) The manufacturers/suppliers shall quote the rates only for the items manufactured

/Supplied by them.

6) The offer shall be signed by the “Authorized signatory with seal”.

7) All the enclosers shall be self attested.

3. LANGUAGE OF EOI:

The EOI Document prepared by the Department and all correspondence and documents

relating to the EOI shall be in English language only.

4. PLACE FOR SUBMISSION OF EXPRESSION OF INTEREST & METHOD OF

DELIVERY

The Expression of Interest (EOI) in the prescribed form duly completed and signed

shall be submitted in a sealed cover. The sealed cover shall be Super-scribed as “EOI

document to discover the rate of surge protection equipment at Singur Head works,

TDWSP. The Expression of Interest should be addressed to the Chief Engineer-IV,

TDWSP, RWS&S, Hyderabad and shall be sent by Courier/Registered Post/Speed post

or handed over in person at the office of the Chief Engineer-IV, TDWSP, RWS&S,

Hyderabad. The RWS&S Department will NOT accept facsimile, Internet or email

responses. The RWS&S department does not take any responsibility for the loss or

delay in transit.

5. DOCUMENTS AND INFORMATION THEREIN

Up on submission of Expression of Interest (EOI), the documents will become the

property of RWS&S Dept. upon submission.

6. NO CONTRACTUAL OBLIGATION

The RWS&S Department is not bound contractually or in any other way to any

applicant to this Expression of Interest. The RWS&S Department is not liable for any

costs of compensation in relation to the consideration of this Expression of Interest. It

is the sole discretion of the authority for placing purchase orders.

7. AMENDMENT TO EOI DOCUMENTS

At any time prior to the deadline of submission of the offer, the EOI inviting Authority

may for any reason whether at his own initiation or in response to the clarification

requested by any participant, modify the EOI documents by issuing a suitable

Addendum/ Erratum.

The amendment will be notified in RWS&S website http://rwss.telangana.nic.in

and the bidders have to bind on them.

B. CONDITIONS OF EOI

1. The participants who withdraw their offer within the validity period, the department

will not allow them to participate in future.

2. If any further necessary information is required, the intending participant may

contact the Office of the Chief Engineer-IV, TDWSP, Hyderabad during office hours on

working day for clarification.

3. The offer received by the Department shall be valid for a period of 90 days from the

last date of receipt of offer. However, due to any reason if the department requests

the participant to extend the validity of the offer beyond 90 days, the paerticipant

may extend the validity.

4. The Department shall not entertain any claim, right, or any plea by the participant

for any sort of modifications of the conditions, based upon or arising out of any

alleged misunderstandings or misconceptions or mistakes.

5. The Chief Engineer-IV, TDWSP, Hyderabad reserve the right to accept or reject all

offers without assigning any reasons thereof. No participant shall have any right to

challenge the same.

6. All the rates shall be quoted both in words and figures. In case, if there is variation

between the rates quoted in words and figures, the rate quoted in words will be

taken into consideration.

7. The rates quoted for the item by the participants shall be compared and the lowest

rate among all is arrived.

Design, fabrication, supply, erection and commissioning of air vessel, sensor shell, air

receiver including procurement of Boiler Quality Steel plates, cutting of plates, Handling ,

Rolling ,Fit up, pressing of rollig, tack welding, pressing of dished ends, assembling, Full

welding, Dye penetration test during welding, full radiography (10%) of welded joints.

Hydraulic testing to the test pressure, cleaning of the air vessel, sand blasting to the

interior surface and painting of two coat of primer for both inside & outside surface. Two

coats of food grade epoxy paint for inside surface average painting DFT 250 microns and

two coats of aluminum painting to the outside surface average painting DFT 80 microns,

handling charges, cost of electrodes charges, gas, consumables, water for testing, labour

charges etc, complete to meet the following conditions for Sangareddy segment :

Discharge : 1.159 m3/sec

Head : 162 m

Volume of Air vessel : 60 m3

Pumping main dia : 1200 mm
