FOREWORD
Micro Small and Medium Enterprises Development Institute, Cuttack , a field office of Micro Small
and Medium Enterprises Development Organisation, Ministry of Micro, Small and Medium Enterprises,
Government of India, plays an important role for the promotion and development of micro, small and
medium enterprises in the state of Odisha. This Institute provides techno-economic and managerial
services in the field of economics, statistics, glass & ceramics, mechanical, electrical & electronics,
chemical & food, leather & hosiery to the micro, small and medium entreprises to improve their productivity
and quality of product, promoting marketing and export including training facilities to the educated
unemployed youths & in guiding them in setting up of new enterprises.
Every year this Institute conducts different programmes in dispersed locations in the state to fulfill
the need of prospective entrepreneurs to enable them to set up enterprises and also to keep the existing
units functioning in an effective manner. Micro and Small scale units are small in terms of investment,
production but play vital role in country's economy by providing large-scale employment. The MSME sector
contributes a significant percentage of industrial production as well as in earning foreign exchange for the
country by exporting various products manufactured in this sector.
Keeping in mind the overall growth of this vital sector of the economy, this Institute conducted
various programmes starting from motivating the educated unemployed youths to providing the training and
handholding support to become self-employed by starting some enterprise, and in providing support to the
existing units to continue to function in an up to date manner. This Institute has tried its level best to cover
the nook and corner of the state by conducting different programmes for the educated unemployed youths
with special emphasis to cover more number of beneficiaries from weaker sections. In this connection, this
Institute has organized 111 One Day Industrial Motivational Campaigns(IMCs), 39 Entrepreneurship
Development Programmes(EDPs), 89 Entrepreurship-cum-Skill Development Programmes(ESDPs) and 26
Management Development Programmes(MDPs) under Action Plan and Special Programmes on
Sensitization Programme on Intellectual Property Rights(IPRs(1 No.)), Two Days Workshop on IPRs(1 No.),
Seminar on Bar-Code(15 Nos.) under NMCP Schemes etc for the benefit of existing and prospective
entrepreneurs of the state.
There is a growing importance of this sector as it works as ancillary to various large industries by
fulfilling the requirement and also to economise the product cost. Keeping this in mind, this Institute has
also organized two National Level Vendor Development Programme-cum-Industrial Exhibition at Cuttack
and Balasore and 16 State Level Vendor Development Programmes including Business to Business (B2B)
Meets and One-to-One Interaction Meets at different locations for the benefit of the MSME sector in the
state.
This Institute has also prepared technical reports to disseminate information among the MSME
entrepreneurs to get acquainted with the latest technology available and suitable for controlling waste and
conserving energy. This Institute has undertaken District Industrial Potentiality Survey Profiles of six
districts of the state by incorporating therein relevant information which would enable the entrepreneurs to
select a product for setting up of such industries in the state. Common Facility Centres have been

functioning to render value based services to the MSME entrepreneurs either in job work or in providing
technical assistance and product development work. This Institute has also worked for rehabilitation of sick
MSME units. In the present context of more emphasis on development of industries through cluster
approach work, this Institute co-ordinated the development and progress of the Automobile Cluster at
Bhubaneswar and the Rice Mill Cluster of Balasore.
This Institute has undertaken concerted efforts for promotion of flagship schemes including NMCP
schemes such as Bar Code, ISO 9000, TEQUP, Marketing Assistance & Technology Upgradation (MATU),
Business Incubator etc., In this regard, various awareness programmes have been organized for scheme
promotion at different locations of the state for the benefit of MSME sector.
This Institute with a team of dedicated manpower is working with commitment and providing time
bound and continually improving techno-economic managerial services and training facilities as a policy
decision of Development Commissioner (MSME), Ministry of MSME, Government of India, New Delhi to
enhance the satisfaction of existing and prospective entrepreneurs with an objective to accelerate the
promotion and development of MSME sector to compete globally and to ensure self-employment in this
state. The significant features of this Institute is that a large number of prospective and existing
entrepreneurs have shown their keen interest for the reports as well as project profiles (updated and new)
prepared by the officers of this Institute.
I am pleased to record my appreciation for Sh. Sachidananda Dash, Asst. Director (E.I) of this
Institute for his concerted effort to bring out this Annual Report 2013-14 incorporating various activities and
functions of this Institute on different aspects in a systematic way. I am sure, entrepreneurs, professionals

CHAPTER – I
INTRODUCTION AND GEOGRAPHICAL COVERAGE OF THE INSTITUTE AND ITS BRANCH OFFICES
The Micro, Small and Medium Enterprises Development Institute, Ministry of Micro, Small and
Medium Enterprises, Government of India, Cuttack along with its two Branches at Rourkela and Rayagada
has been functioning under the Micro, Small and Medium Enterprises Development Organization
(MSMEDO), Ministry of Micro, Small and Medium Enterprises, Government of India, with an objective to
promote and develop MSME sector in the state by rendering various services. Workshops at Cuttack,
Rourkela & Rayagada are providing common facility services to the units as well as imparting training to
candidates to sharpen their skills to improve the productivity in their concerned units.
The main activities of this Institute includes rendering techno-economic and managerial consultancy
to the existing as well as new generation entrepreneurs in the field of chemical, mechanical, metallurgy,
leather and Footwear, glass & ceramics, electrical, electronics, hosiery, industrial management, economics
& statistics etc. besides providing training facilities under ESDP, EDP & MDP programmes. Conducting
Industrial Potentiality Survey of Districts and specific Cluster Studies to have a stock of information
regarding various inputs and facilities available including surplus resources and demand pattern of the
people enabling an entrepreneur to set up industries, recommendation under NSIC Registration of MSME
units to facilitate participation in Government purchase programme, Joint capacity assessment for
distribution of scarce raw materials, Vendor Development Programme for Ancillary Development,
preparation of State Profile with exhaustive information on industry, preparation of project profiles & Detail
Project Reports, Upgradation of Technology, Census & Sample Survey of MSMEs, Conducting seminars/
workshops on different themes to create awareness on ISO-9000/TQM, Intellectual Property Rights (IPRs),
export promotion etc., revival of sick units, preparation of Project Profiles and technical reports,
implementation of NMCP Schemes, Cluster development etc. are also the important activities of MSME
Development Institute, Cuttack.
This Institute and its Branches are equipped with techno-economic & managerial manpower in
different disciplines to render various services. Having a look on the backwardness of the state particularly
in the industrial sector, there is a need of giving more specialized services, training and creates awareness
among the people for developing a congenial industrial atmosphere for speedy development of MSME
sector by utilizing resources and skill available with the ultimate objective of furthering the economic growth
and employment generation.

At present, the state of Odisha consists of 30 districts. All the districts have been covered under the
administrative jurisdiction of this Institute and its Branch Institutes to make the services available in an

C H A P T E R – II
ACTION PLAN ACTIVITIES OF MSMEDI, CUTTACK DURING THE YEAR 2013- 14 DETAILED REPORT
1) Odisha State Industrial Profile Odisha State Industrial Profile was prepared/ updated once in a year up to 2003-04. As per the
guidelines of O/o DC (MSME), New Delhi this report is being prepared/updated in every alternative year
from 2005-2006. The current issue of Odisha State Industrial Profile has been updated under Action Plan
2013-14. The next issue will be brought out during 2015-16 for the benefit of the MSME entrepreneurs. The
report works like a manual to the entrepreneurs, promotional agencies, financial institutions including
banks, academic institutions and researchers as a stock of information/data on various aspects like
availability of natural resources, raw materials, human resources, financial assistance, technical services
including infrastructure facilities and scope of setting up new industries, role of promotional agencies and
incentives given and schemes operated, growth of MSMEs, its pattern and other relevant information of the
state are systematically incorporated in the report. The broad objective of preparation of this report is
i) To analyze the availability of human and material resources in the state
ii) To assess the infrastructural facilities available to plan for industrial development
iii) To evaluate the progress of industrialization achieved so far in the state depending upon the
available resources and infrastructure.
iv) To explore the scope of setting up of units in the MSME Sector.
v) Role of promotional agencies and Financial Institutions in promoting MSMEs.
vi) Schemes and incentives given for promotion and development of MSMEs.
2) District Industrial Potentiality Survey Profiles During the year 2012-13 as per the instructions issued by O/o DC(MSME), New Delhi, this Institute
has prepared Brief District Industrial Potentiality Survey Profiles of all the thirty districts of the state with a
focus on the following aspects viz; physical and geographical features, availability of natural, human
resources and the present status of industrial development as well as availability of infrastructural facilities
for further industrial development in the district & scope of new industries. In the year 2013-4 as previously
prepared, District Industrial Potentiality Survey Report of 06 districts has been prepared and this report has
been undertaken with the following objectives.
• To explore the natural and human resources and skill.
• To assess the available infrastructure for industrial development.
• To evaluate the existing industrial activities of the district, utilizing the resources and also
catering to the local demand.

• To identify some of the viable projects in MSME sector which can come up in the district in
the ensuing years based upon the locally available surplus resources and the demand factor.

3) Preparation of Project Profiles The core competency of MSME DeveIopment Institute, Cuttack is preparation of project profiles for
the prospective entrepreneurs as well as the PMEGP target groups. This Institute explored all possibilities
and put concerted efforts for meeting the demand of PMEGP beneficiaries by providing various assistance
in preparation of project profiles on continuous basis.The Project Profiles work like a preliminary guide to
the entrepreneurs to go ahead in the process of setting up an unit.
The technical officers of this Institute as well as Branch Institutes have prepared the project profiles
as per the guidelines & instructions of DC(MSME), New Delhi under the Action Plan 2013-14. Some of the
project profiles have also been prepared as per the local demand. Under Ancillary Development, the
technical officers of different divisions have also prepared the project profiles as per the potentiality and
need.

In the year 2013-14, this Institute has prepared a total no. of 11 project profiles which includes 03
new and 08 updated ,04 nos. of All India Status Report,Technological Study Report and 05 nos. of Data
Bank on selected Products under its Annual Action Plan.
Besides, 991 project profiles on new and updated project profiles were prepared including existing
project profiles as per the local demand during the year 2013-14. The details of the project profiles prepared
during the year 2013-14 are given in the table below.

4) Industrial Motivational Campaigns (IMCs) During the year 2013-14 this Institute has conducted 111 Industrial Motivational Campaigns at
different places of the state by giving special emphasis on conduct of such campaigns at rural and
backward areas. This year also maximum number of Programmes have been allotted for SC and ST
category.This Institute in coordination with State Govt. has organized the programmes at the Block level so
as to reach people of every corner of the State. The objective of the campaign is to propagate the message
of Entrepreneurship among educated unemployed youths by providing them with first hand
knowledge/information in respect of facilities & assistance available from various promotional agencies,
Banks and Financial Institutions to enable them to plan for setting up of their own ventures and become

5) Entrepreneurship Development Programme (EDPs) Micro, Small and Medium Enterprises Development Institute, Cuttack along with its branches at
Rayagada & Rourkela have conducted 39 Entrepreneurship Development Programmes (EDPs) for the
benefit of the educated unemployed youths. These programmes were spread out in both urban and rural
areas including the backward and KBK region of the state to extend the benefit to the educated
unemployed youth for self-employment. Besides, this Institute has conducted some Specialized EDPs for
women and other weaker sections of the Society.
The objectives of conducting such EDPs are to promote entrepreneurship among various target
group of society by imparting practical training & demonstration to develop skill, management ability as well
as to get acquainted with the latest information on the item and procedures related to setting up of MSME
units to enable them to become self-employed and create employment opportunities for others.
a) Entrepreneurship Development Programmes(EDPs) for Weaker Sections 39 EDPs were conducted out of which 33 EDPs were specially designed for the weaker
sections and women and the remaining six were organized for the General youths. In these EDPs, the
procedure for setting up of enterprises were taught in detail to the trainees by the experts drawn from different
promotional agencies, bankers etc. of the state. An amount of Rs.14,650 /- was collected as course fees from
the participants.

The Candidates and Revenue per programme has been diminished during the year due to the fact
that this Institute has taken efforts to spread out the message of entrepreneurship in the nook and corner of
the state as well as special care has been taken to bring weaker section of the society in to the fold of
entrepreneurship by giving some financial concession in terms of course fees.

8) Follow-up of Training Programmes by MSMEDI, Cuttack Last year MSME Development Institute, Cuttack prepared a Directory of Successful
entrepreneurs/ex-trainees of this Institute (Two volumes (200 nos.) ) and this year also this Institute is going
to publish a Directory of Successful Entrepreneurs. Constant follow-up has been undertaken after training
to sort out the problems of the ex-trainees in the process of setting up of their units. The ex-trainees and
prospective entrepreneurs have been provided all sorts of assistance/guidance like selection of item, issue
of provisional registration, availability of raw material, supplier of machineries and also facilities with regard
to finance etc.
9) Assistance/Consultancy to Prospective and Existing Entrepreneurs This Institute along with its Branch Institutes at Rourkela and Rayagada have extended assistance
to the prospective & existing entrepreneurs in the process to set up their units by providing training,
technical consultancy/counseling, including selection of item, location, technology, availability of raw
materials, supplier of machinery, market prospects, preparation of project profiles, economic information
and data, viability of the project, etc. A total of 1784 persons have been given consultancy and 991 persons
were provided with project profiles during 2013-14.

A one day Awareness cum Sensitisation Programme on “INTELLECTUAL PROPERTY RIGHTS”
was held at Conference Hall of Hotel Sakti International Puri in association with Bargarh Rice millers
Consortium Pvt Ltd on DISTRICT SMALL SCALE INDUSTRIES ASSOCIATION,PURI AND D.IC,PURI ON
14-08-13.The objective of the said programme was to sensitise the entrepreneurs of Rice Mi on different
tools of IPR and necessary amendment made from time to time thereon. 60 Participants from different
units participated in the Workshop. General Managers of DICs of four districts including Baragarh District
and their officers besides representative of line Department also participated in the programme.

The inauguration of the said workshop was held on14-08-13 at 10.00 A.M.At the outset, Sri
S.K.Rath, Asst. Director (IMT) MSMEDI, Cuttack welcomed all the Guests, participants, print and electronic
media and distinguished resources persons to this workshop. Sri P.K. Gupta, Dy. DirectorI/C,
MSMEDI, Cuttack inaugurated the programme. Sri R. P. Patnaik Asst. Director (E.I.) MSMEDI, Cuttack
briefed the house about the aim and objective of the programme. Sri P.K. Gupta, Dy. Director I/C, MSMEDI,
Cuttack in his inaugural address appealed all the entrepreneur present to take the benefit out of the
programme as it would help them to be more competitive in this liberalisation and globalisation era. Sri S.S.
Mohapatra, Prof , NIT, Rourkela attending as Guest of Honour thanked MSME-DI, Cuttack for arranging
this workshop at Puri for the benefit of entrepreneur as there are no of innovative entrepreneur. Sri
S.Mohanty, President, DSSIA, Puri attending as Guest of Honour informed some issues relating to the area
of Puri and appealed all the entrepreneur to take benefit out of the programme. Sri D.S. Mishra attending
as Guest of Honour General Manager, DIC, Puri highlighted the present scenario of MSMEs in Puri
District and the relevance of IPR. Technical Session started after inaugural session. Prof S.S. Mohapatra,

for MSME Sector. Sri A. Chakraborty, Asst Prof KIIT School of Law delivered on How IP can be leveraged
as tangible Assets for MSMEs Cluster with special reference to Puri District and on Patentable and non
patentable invention in key jurisdiction harnessing innovation. He also delivered on “Importance of Patent
in the competitiveness of SMEs. Sri R.P. Patnaik, Asst. Director (E.I.) MSMEDI, Cuttack delivered on
Various schemes of DC( MSME)- Reimbursement Scheme on IPR and on scope of GI.
After that, feedback and valedictory session was held. At last the programme concluded with a vote
of thanks to the chair and participants.

reason District Collector, Bargarh who consented to attend the inaugural session as Chief Guest could not
attend the meeting. Sri P.K.Gupta, Dy.Director I/C, MSMEDI, Cuttack inaugurated the programme. Sri

R.P. Patnaik Asst. Director (E.I.) MSMEDI, Cuttack briefed the house about the aim and objective of the
programme. Sri P.K.Gupta, Dy. DirectorI/C, MSMEDI, Cuttack in his inaugural address told that with
the liberalisation and globalisation of the Indian economy, the micro and small enterprises in India have
many opportunities on the one hand, and face serious challenges, on the other. Government of India is
fully aware of the challenges arised out of globalisation and has taken appropriate measures for preparing
the Micro & Small Enterprises (MSEs) to meet the challenges of liberalisation and globalisation. He
appraised that this programme is to sensitise the entrepreneurs of Rice Mill cluster on different tools of IPR
to make them competitive. Sri S.L. Agrawal, President, All Odisha Rice Milling Association attending as Guest of Honour thanked MSMEDI,Cuttack for arranging this workshop at Bargarh for the benefit of
Rice Millers. He requested all entrepreneur to take full benefit out of this programme in a competitive
situation. Sri J.P. Lath, President, Baragarh Rice Milling Association attending as Guest of Honour informed some issues relating to this sector and told that time has now come to diversify and to set up
downstream industries where there is vast scope. Sri P.C. Pande, General Manager, DIC, Sambalpur highlighted the present scenario of rice mill in Odisha with special reference to Bargarh Cluster. He also
informed about recently announced Food Processing Industries policy in Odisha . Technical Session
started after inaugural session. In absence of Prof S.S. Mohapatra, NIT, Rourkela, Sri R.P. Patnaik, Asst. Director (E.I.) MSME-DI,

Recent case studies on IPR with special emphasis on Rice cluster and success story on Trade Mark and
also on Various schemes of DC( MSME)- Reimbursement Scheme on IPR and on Impact of Copy Rights
and related Rights on SMEs cluster.

12) Briefs of One Day Sensitization Programmes on Bar-Code organized by this
Institute during 2013-14
BRIEF OF BAR CODE SEMINARS ORGANISED BY MSME-DI,CUTTACK DURING 2013-14
As per instructions of O/o. DC (MSME),New Delhi, One day Seminars on Bar Code were organised as part
of market development assistance under NMCP Scheme in the state of Odisha during the year 2013-14.
The objective of the said Seminars were to make Micro and Small Enterprises to understand the
importance of Bar Coding, its relevance in present context, its registration procedure & economic benefits
and the reimbursement procedures of O/o DC (MSME), New Delhi. In this direction, a total of 15
programmes were organised in 15 districts of the states as follows:
1. At Angul on 25.07.2013: MSME Development Institute,Cuttack under Ministry of MSME, Government of
India has organized one day seminar on Barcode at Hotel Rajalaxmi, Angul on in association with District
Industries Centre, Angul for the benefit of existing entrepreneurs of Angul. 30 persons representing various
MSME’s interested in implementation of Barcode situated in and around Angul attended the programme.
Apart from the existing Entrepreneurs, official representatives from DIC, KVIB, etc are also participated in
the seminar. Rs.3,000/- collected as course fee @ Rs.100/- per participant representing MSME units and
remitted to Govt account. Shri P.K.Gupta,Dy. Director,I/C,MSME-DI,Cuttack inaugurated the Awareness
Programme and Sri N.Mishra,GM,DIC,Angul joined as Guest of Honour.C.P.Reddy, Asst.Director (G&C),
MSMEDI, Cuttack gave presentation on Barcode reimbursement scheme and procedure for applying for
reimbursement.
2. At Cuttack on 26-7-2013: Another Sensitisation Programme on Bar Code was
organised at MSME-DI, Cuttack on 26-7-2013 in association with Directorate of Industries,Odisha
wherein Sri P.K. Behera, Addl.Director of Industries, Government of Odisha inaugurated the
programme which was presided over by Sri P.K. Gupta, DD(I/c), MSME-DI, Cuttack. A total of 24
entrepreneurs from consumer goods manufacturing sector from Cuttack district attended and took
the benefit out of it. Sri S.K. Senapati, DD(Mech) spoke on the benefits of Bar Code Scheme and the
presentation was made by Sri R.P. Patnaik, AD(E.I) and Sri B.B. Panigrahi, AD(E.I), MSME-DI,

Cuttack which was followed by Interactive Session.A course fees of Rs.2400/- collected was
remitted to Govt. account.
3. At Bhubaneswar on 27-7-2013: One State Level Awareness Programme was organised
at Hotel, Kalinga Ashok, Bhubaneswar on 27-7-2013 in association with MSME Department, Govt. of
Odisha which was inaugurated by Dr. Damodar Rout, Hon’ble Minister, Health, Family Welfare and
MSME, Government of Odisha. Sri P. Dash, Secretary, MSME Department, Government of Odisha
presided over the inaugural session. At the outset, Sri P.K. Gupta, DD(I/c), welcomed the
dignitaries, guest and participants and at the end, Sri B. K. Das, Director (EP&M), Government of
Odisha, Bhubaneswar proposed the Vote of thanks. This programme was attended by General
Manager, DICs of Coastal Districts, Officers of MSME Department, Government of Odisha,KVIC,Coir
Board,Handicrafts Deptt.,Govt. of Odisha and DC(Handicrafts),Govt. of India etc. More than 50
entrepreneurs including the office bearers of leading Industry associations and officers of MSME-
DI,Cuttack attended this programme. A Course fees of Rs.3,400/- collected was deposited in Govt.
account.
4. At Baripada on 1-8-2014: In this direction, a One day Sensitisation Programme on Bar
Code was organised at Baripada on 1-8-2014 in association with District Industries Cetre,
Mayurbhanj and Mayurbhanj District Industries Association. Sri P.K. Gupta, DD(I/c), MSME-DI,
Cuttack inaugurated the programme and Sri Yosabanta Sahoo, General Manager, DIC, Baripada,
Lead District Manager, Lead Bank, Mayurbhanj, District Coordinator, SBI, Mayurbhanj, General
Manager, Odisha Gramya Bank, Baripada, President, Mayurbhanj District Association, Sri B.B.
Panigrahi, AD(E.I), Sri S.K. Rath, AD(IMT), MSME-DI, Cuttack attended the programme and
addressed the participant. Sri R.P. Patnaik, AD(E.I) coordinated the programme. A total of 44
participants including 34 from different MSEs mostly from food and chemical sector participated in
this programme. A course fees of Rs.3400/- collected and deposited in Govt. account.
5. At Keonjhar on 2-8-2014: One such programme was organised at Keonjhar on 2-8-
2014 in association with District Industries Centre, Keonjhar. A total of 32 participants including 22
from MSE units participated in the programme and took the benefit. Sri K.C. Mohanta, General
Manager, DIC, Keonjhar inaugurated the programme. Among others, Lead District Manager, Bank of

India, Keonjhar, Sri B.B. Panigrahi, AD(E.I), Sri S.K. Rath, AD(IMT), MSME-DI, Cuttack attended the
programme and addressed the participant. Course fees of 2200/- collected and deposited .
6. At Sambalpur on 14.8.2013: MSME Development Institute, under Ministry of MSME,
Government of India has organized one day seminar on Barcode at Hotel Panthanivas, Sambalpur on
14.8.2013 in association with Regional Industries Centre, Sambalpur for the benefit of existing
entrepreneurs of Sambalpur. 25 persons representing various MSME’s interested in implementation of
Barcode situated in and around Sambalpur attended the programme. Apart from the existing
Entrepreneurs, official representatives from DIC, KVIB, and MSME associations etc functioning in
Sambalpur are also participated in the seminar. Rs.2,500/- collected as course fee @ Rs.100/- per
participant representing MSME units and remitted to Govt account. While inaugurating the programme Shri
P.K.Gupta, Dy. Director I/c MSME-DI has emphasized the need for Barcode implementation in MSME
units. Shri P.C.Pande, GM, RIC, Sambalpur while addressing the participants explained the need of
adopting Barcode and to avail all types of assistance under NMCP of Govt of India.
7.At Jharsuguda on 20.8.2013: MSME Development Institute, under Ministry of MSME,
Government of India has organized one day seminar on Barcode at Hotel Micro Continental, Jharsuguda on
20.8.2013 in association with District Industries Centre, Jharsuguda for the benefit of existing entrepreneurs
of Jharsuguda. 25 persons representing various MSME’s interested in implementation of Barcode situated
in and around Jharsuguda attended the programme. Rs.2,500/- collected as course fee @ Rs.100/- per
participant representing MSME units . While inaugurating the programme Shri P.K.Gupta, Dy. Director I/c
MSME-DI has emphasized the need for Barcode implementation in MSME units. Shri Kerketa, GM, DIC,
Jharsuguda while addressing the participants explained the need of adopting Barcode for their business
development through retail sector.
8. At Rourkela on 21.8.2013: ihas organized one day seminar on Barcode at the conference hall of
OYEA, Rourkela on 21.8.2013 in association with Regional Industries Centre, Rourkela for the benefit of
existing entrepreneurs of Rourkela. 25 persons representing various MSME’s interested in implementation
of Barcode situated in and around Rourkela attended the programme. also participated in the seminar.
Rs.2,500/- collected as course fee @ Rs.100/- per participant representing MSME units .While inaugurating
the programme Shri P.K.Gupta, Dy. Director I/c MSME-DI has emphasized the need for Barcode

implementation in MSME units in todays scenario. Shri Hota, GM, RIC, Rourkela, Shri R.K.Giri, Dy.Director

Shakti International, Puri in association with DIC,Puri and NSIC,Bhubaneswar which was inaugurated by Sri
P.K. Gupta, DD(I/c.). Sri D.S. Mishra, General Manager, DIC, Puri, Sri P.C. Nayak, Deputy Zonal General
Manager, NSIC, Bhubaneswar, Sri S. Padhi, LDM, Puri attended this programme as Guest of Honour.
About 30 entrepreneurs from Handicraft Sector, Handloom, Spices, and Cashew Processing Industries
attended this programme.A course fees of Rs.2400/- collected and deposited in Govt. account.
10.At Nawarangpur on 29-10-2013: Another District Level Programme on Bar Code at DRDA
Conference Hall, Nawarangpur in association with DIC,Nawrangpur on 29-10-2013 which was inaugurated
by Sri D.P. Dash, President, Chamber of Commerce & Industry, Nawarangpur in presence of Dr. B. Dash,
Deputy Director Incharge, Branch, MSME-DI, Rayagada, Sri S.C. Padhi, General Mangar, DIC,
Nawarangpur, and two officers from MSME-DI, Cuttack. This programme was attended by 22
entrepreneurs from Rice Mills, Cashew Processing, and other food products. A course fees of Rs.2100/-
collected and deposited in Govt. account.
11. At Balasore on 15-11-2013: Another District level Programme on Bar Code Awareness was
organised at Udyog Bhavan, Industrial Estate, Balasore on 15-11-2013 which was inaugurated Sri H. Das,
President, Balasore Chamber of Commerce and Industry and Sri P.K. Gupta, DD Incharge, MSME-DI,
Cuttack presided over the function. Sri P. Rao, General Manager, DIC, Balasore and Sri S. Somani,
Secretary, Rice Milling Industry, Balasore attended as Guest of Honour. A total of 24 entrepreneurs from
Rice Milling Industry, Food Processing, and Chemical Products attended the Awareness Programme. A
course fees of Rs.2400/- collected and deposited in Govt. account.
12.At Berhampur on 18-12-2013: Another District Level Programme on Bar Code was organised at
DIC, Berhampur on 18-12-2013 which was inaugurated by Sri P.K. Gupta, DD Incharge, MSME-DI,
Cuttack. Sri B.N. Patra, General Manager, DIC, Berhampur, Sri B. Das, Manager, NSIC, Berhampur, Sri R.
Rao, officer incharge, Technology Support Centre for Kewra and LDM, Andhra Bank, Berhampur joined as
Guest of Honour. A PowerPoint Presentation on Scheme of Bar Code, its benefits and its reimbursement

13.At Paralakhemundi on 19-12-2013: Another District Level Programme on Bar Code was
organised at DRDA Conference Hall, Paralakhemundi on 19-12-2013 which was attended by General
Manger, DIC, Gajapati, LDM, Andhra Bank, Gajapati, NABARD, AGM/DDO, NABARD, Gajapati as Guest
of Honour. The officers of MSME-DI made a PowerPoint Presentation on the scheme and its
reimbursement procedure. A total of 24 entrepreneurs from different areas of the district from Rice Milling
Industries, Cashew Processing and other food processing industry attended this Awareness Programme.
14. At Bhawanipatna on 23-12-2013: One such programme was organised at Bhawanipatna in
association with District Industries Centre, Kalahandi on 23-12-2013. A total of 40 participants including 22
from MSE units participated in the programme. Among others, President, Chamber of Commerce, Kesinga,
Sri B.B. Panigrahi, AD(E.I), Sri B.N. Guru, AD(E.I), MSME-DI, Cuttack attended the programme and
addressed the participants. Sri R.P. Patnaik, AD(E.I), MSME-DI, Cuttack coordinated the programme.
15. At Bolangir on 24-12-2013: One such programme was organised at Bolangir in association
with District Industries Centre, Bolangir on 24-12-2013. A total of 42 participants including 23 units from
MSE units participated in the programme. Sri Garuda Bag, General Manager, DIC, Bolangir inaugurated
the programme. Among others, Assistant General Manager, NABARD, Bolangir, Sri B.B. Panigrahi,
AD(E.I) and Sri P.K. Mishra, AD(IMT), MSME-DI, Cuttack attended the programme. Sri R.P. Patnaik,
AD(E.I), MSME-DI, Cuttack coordinated the programme.

16) Performance on NMCP Schemes (Support for Entrepreneurship and Management of SME Incubator) : MSME Development Institute, Cuttack identified various proposals and the host institutions for
Support for Entrepreneurship and Management of SME Incubator and the date of vetting of proposals
under the scheme. The proposal of Synergy Institute of Engineering and Technology, Dhenkanal has
been approved as business incubator by O/o DC (MSME), New Delhi during 2013-14 taking the total
institute approved as Incubator in the State to 12. During the year 2013-14, Deputy Director(Incharge) of
this Institute have attended the MC meeting of 04 approved Business Incubator i,e
KIIT,Bhubaneswar,KIST,Jatni, ITER,Bhubaneswar & MEMS,Balasore for Vetting of Proposals. Total 27
nos. of Proposals have been selected and forwarded to the O/o Dc(MSME) for approval.Out of 27
proposals that have been forwarded to the National Selection Committee, 07 proposals(KIIT-04,KIST-02 &
MEMS-01) have been approved by O/oDC(MSME),New Delhi during the year.
Dr.Sunita Chhiba, ADC & EA had visited KIIT-TBI, Bhubaneswar on 05th & 06th November 2013 and
reviewed the progress of the Scheme in the State. She had interacted with the approved Incubators &
Incubatees in the State and also had visited some successful units. 10 Incubatees of KIIT-
TBI,Bhubaneswar, ITER,Bhubaneswar & NIST,Berhampur had participated in the National Vendor
Development Programme at Cuttack and Showcased their Innovative Products there.
17) Handholding Service on CGTMSE Scheme
In order to create awareness among the prospective entrepreneurs this Institute is providing service
on CGTMSE by preparing, appraising and forwarding viable projects to different banks. As on March
2014, this Institute has forwarded 39 viable cases to different banks which are being processed by

18) Common Facility Services
During the year 2013-14, three workshops attached to this Institute at Cuttack, Rourkela and
Rayagada provided common facility services to the micro, small and medium scale units for different job
works, developing new products, helping the entrepreneurs to understand different products design,

19) Skill Development Training(SDP) The three workshops attached to this Institute are conducting 6 months duration skilled development
Training Programmes for the unemployed Youth & Semi-skilled, untrained personnel of SSIs to sharpen
their skill in different disciplines like turner, welder, fitter and Machinist. Preference has been given to the

20) Management Development Programmes (MDPs)
This Institute and its Branch Institutes have conducted 26 MDPs on various topics like Marketing for
Managers, Modern Office Practice, Financial Management etc. at different urban/semi urban areas in the
state as per the need of the area under Action Plan 2013-14. The programme modules have been designed
in capsule forms to provide a brief idea on different aspects of management in the respective spheres.
Preference has been given to the candidates attached to MSE sectors with an objective to equip them with
the latest tools and techniques of the subject to help the concerned MSMEs to overcome the problem and
bring excellency in their respective spheres of activity. The details of the programme are given in the Table

22) Co-ordination with DICs MSME Development Institute, Cuttack and its branches at Rayagada and Rourkela have been
endeavouring for balanced industrial development in an industrially backward state like Odisha. There
are 31 DICs at present in the state and officers of this Institute as well as Branch MSMEDIs have been
assigned to different DICs for attending Task Force Meetings, District PMEGP Committee meetings,
DLC meetings, organizing different programmes and extending other services to existing as well as
prospective units through DICs in the district. Besides, this Institute as well as Branch MSMEDIs are
having regular correspondence with DICs for exchange of information.This year 2251 nos. of letters
have been issued to DICs/RICS/DI/MSME Dept. on policy and other matters in comparison to last years
1137. Also, Officers of this Institute have visited DICs/RICs/DI in the State 82 times on various matters.
58 nos. of cases of Joint Capacity Assessment has been conducted in co-ordination with DICs. For
IIP-MSME officers of this Institute have visited 17 nos. of DICs during the year 2013-14. Also the Deputy

Director I/c has attended Monthly video conferencing under the Chairmanship of Secretary, MSME,
Govt. of Odisha where there is video interaction with all 31 GM DICs.
23) Ancillary Development Activities/Organization of National Level Vendor Development Programme-cum-Industrial Exhibition and Marketing Support
In the State of Odisha there are good number of public sector undertakings and medium & large
scale industries functioning which has created the scope for the promotion of Ancillary and down stream
Industries in the state. So these industries need regular attention for their survival by fulfilling the
requirement of mother plants. In an endeavour to promote ancillarisation this Institute had organized some
programmes and extended collaboration/co-operation dispatched by others, rendered consultancy and
assistance to ancillary units for Quality improvement and diversification. This Institute also provided
marketing support to assist the SMEs for registration with PSUs/Defence/Railways as vendors. The briefs
of the ancillary development activities of this Institute during 2013-14 are as follows-

ORGANISED AT BALIYATRA GROUND CUTTACK FROM 20 - 23RD OCT,2013. MSME Development Institute, Ministry of MSME, Government of India, Cuttack in association with MSME Department, Government of Odisha, Central Tool Room and Training Center, Bhubaneswar and Orissa Industries Association, Jagatpur, Cuttack has organized a 4 days National Level Vendor Development Programme cum Industrial Exhibition &Buyer-Seller Interaction meet,“ ENTERPRISE ODISHA-2013” held at Baliyatra Ground (Killa Maidan), Cuttack from 20th to 23rd October, 2013. The Objective of the programme was to focuses on the following areas:
• To bring buyers and sellers together on common platform for forging business tie-ups for mutual benefit.
• To understand each other’s capabilities, capacities and technical competency level by way of displaying products and interaction.
• To showcase the technology levels and the quality aspects of products
• To identify prospective vendors to help in achieving the 20 % annual procurement target as
envisaged in New Government Procurement Policy under MSMED Act 2006.
• To develop typical components and indigenize, for import substitutes
The programme was inaugurated by Dr. Damodar Rout, Hon’ble Minister of MSME & Health and
Family Welfare, Government of Odisha by lighting the ceremonial lamp. In his inaugural address he
emphasised on the need of optimum utilising of States Mineral resources for the growth of the State by
developing MSME Sector in this Sector. He highlighted various initiatives and policy measures under
taken by the State Government, especially new Food Mission policy, he advised the entrepreneurs and
Association to take advantage of these measures for the growth of MSME Sector and also advised all the
Stake holders and Promotional Organisation to cooperate and support the State Governments endeavour.
Speaking on the ancillarisation and Vendor Development Issues, he told that at present there are 243

large and public sector undertaking functioning in the state besides around 11Lakh Micro, Small and
Medium units. Government of Odisha is providing land, water, raw material and other infrastructural
facilities for setting up of mother plants as per the MOUs signed with them, but these mother plants are not
providing whole hearted support for ancillary development of MSMEs as promised by them, as a result of
which the MSMEs of the state are lagging behind in comparison to states like Punjab, Karnatak,
Maharastra, Andhra Pradesh etc. He also told that support should be spontaneously emanated from the
large and public sector undertaking towards MSMEs as they co-exist. There is also a need of
entrepreneurship to explore the opportunities provided by both Central and State Government. Zero
inventory control is the goal of just-in-time inventory management which can reduce the cost of products by
adopting new technology, methodology, machinery etc, which is the need of the hour.
Sri Panchanan Dash,ISS, Secretary,MSME,Govt. Of Odisha, in his presidential address
highlighted various initiatives taken by MSME department for the inclusive growth of MSME sector. New
State Govt procurement Policy, Food Policy and Rationalising VAT and other Taxes some of the measures
taken up by the State Government to boost the Growth of MSME Sector. He emphasized on the need of co-
existence of Large Industries and MSMEs. He advised CMDs/CEOs of all the PSUs and Large Industries
to have a consideration of the MSME Sector in the procurement and give priority to local MSMEs, similarly
he emphasised on the need of change in attitude towards cash crunch MSMEs. He complimented the
Organisers for organising this type of Exhibitions and interaction meets as marketing tool, which will be
essential for the growth and Development of MSME sector.
Sri Abani Kanungo, President, Orissa Industries Association, Jagatpur, highlighted the importance of MSME Sector as the engine for economic development of a country and emphasise on
the need of implementation of new procurement policy for the growth of MSEs. At the outset Shri P.K Gupta Dy.Director Incharge, MSMEDI, Cuttack welcomed all the dignitaries on the Dias, audience,
MSME Entrepreneurs, senior executive, Press and briefed about the aim and objective of the programme.
He also hoped that there will be a good deliberation between the PSUs/ Large Industries and MSMEs
during these three days and business tie will be made after interaction with each other.
Vote of thanks to all,was proposed by Sri S. Maity, General Manager, CTTC, Bhubaneswar.
A total number of 24 PSUs/ Large Scale industries/ Government organizations and 110 Micro,
Small & Medium Enterprises participated in the mega event by exhibiting their products for 4 days. There
was a one to one interaction meet with NACLO, MCL, PPT, NTPC, East Coast Railway, TATA Steel,
IFFCO,OCL,CTTC,SBI,UCO Bank, SIDBI, IDBI, Corporation Bank,Canara Bank,Bank of India and Central
Bank of India. Total 113 business enquiries have been generated. Around 25,000 visitors visited the
exhibition during these 4 days.
BRIEF OF SEMINARS CONDUCTED ON THE OCCASION OF NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME:
On this occasion two Seminars were also organised on 22-10-13 and on 23-10-13 at the same
venue. Seminar on”Credit Flow to MSME sector in Odisha-Problems &Prospects” was organised on Dt.22-
10-13 from 4 p.m. to 6 p.m. wherein Sri N.Swain, Chief Manager from SLBC,UCO Bank, Odisha spoke on
the present scenario in financing to the MSMEs in Odisha and requested the present entrepreneurs to

maintain their balance sheets upto date and keep their documents ready and upto date for any financial
transactions with the Bank. He told that most of the time the delay is on the part of some new
entrepreneurs who do not have the ideas on documentation procedures for which we need to run to the
banks very often which kills our useful times and make the entrepreneurs demotivated. This should be
avoided.He admitted that due to increasing work pressure and decreasing number staffs, in some cases it
takes a longer time in financing a project but such cases are few.
Adding to this ,Sri Behera,LDM,UCO. Bank, Lead Bank office,Cuttack expressed his happiness and
thanked MSMEDI and other associates of this event to have organised such interactions which would add
to the knowledge and information of the entrepreneurs at present. He gave a statistical outline on the credit
flow to the MSME sector in Odisha with reference to the district of Cuttack.
At the end there was a Question-Answer session where some entrepreneurs wanted to know the
banking practices and procedures in financing which were replied to on the spot.Shri B.B. Panigrahi AD(EI)
gave presentation on CGTMSE Shemes.
At the outset Sri B.B.Panigrahi, Asst. Director(EI) welcomed the Guests and at the end Sri
G.V.R.Naidu, Asst. Director(Elect) proposed vote of thanks.Sri R.P.Patnaik, Asst. Director(EI) worked as
rapporteur in this seminar.
The second seminar on “Prospects of Food Processing Industries in Odisha” was organised on
Dt.23.10.2013 from 11 a.m. to 2 p.m. where the experts from the following organisation presented on the
scope of food processing industries in their respective sectors and provided information on the schemes of
assistance/support being provided by their respective organisations for promotion of food processing
industries in Odisha.
1.Two officers from National Mission on Food Processing from Directorate of Industries,Odisha,Cuttack
presented on the recent Food processing policy of Govt. of Odisha besides the schemes of support
provided by Ministry of Food Processing Industries,Govt. of India.
2.Sri B.K.Parida,Asst. Director from Directorate of Animal Hiusbandry &Veterinary Services ,Odisha made a
presentation on his Deptt. role and facilities provided in this regard.
3.Sri Aniruddha Panigrahi, Joint Director,Fisheries(Coastal) from Directorate of Fisheries,Govt. of Odisha
presented on the role and schemes of his department for facilitating the prospective entrepreneurs in this
regard and he also spoke on the achievements made in the State in this sector.
There was an interactive session with the entrepreneurs wherein a lot of queries were mde by the present
entrepreneurs on the possibility of different food processing industries in different areas of the state which
were clarified thereon by the experts. Sri S.K.Sahu,Asst. Director(Chem) worked as rapporteur in this
seminar and Sri G.V.R.Naidu,Asst. Director(Elect) welcomed the resource persons at the beginning and Sri
B.B.Panigrahi , Asst. Director(EI) proposed the vote of thanks at the end. DC(MSME)
VALEDICTORY FUNCTION: The Valedictory function of the said mega event was held on 23rd October,
2013 at 6.00 PM.
Sri Niranjan Sundaray, Executive Director (Material) NALCO attended the closing ceremony as
Chief Guest. Appreciating the efforts of the organisers he said this type of Vendor Development

programme would go long way in improving the market potential of MSMEs and also the PSUs and Large
Industry would benefit immensely by getting the details of Suppliers which would ultimately ease the
process of Vendor Development. He highlighted the various steps taken up by NALCO to encourage the
MSEs especially in the background of New GOI, Public Procurement Policy
Sri G.K.Dash, Regional Manager, State Bank of India, Cuttack Region attended the closing
ceremony as Guest of Honour and emphasised on the need of strengthening of MSME Sector and
adequate financing for this Sector. State Bank of India plays a catalytic role in establishment of MSMEs and
also encouraging existing industries, launch more liberal schemes to finance small industries in
collaboration with state-level institutions. He highlighted that the SBI has taken a lead role to operationalise
the CGTMSE scheme by waiving out the guarantee fees and annual service charges from the customer up
to Rs.1.00 Crore.
Sri A.K.Tiwari, DGM and Zonal Manager UCO Bank highlighted the UCO banks contribution in
the growth of MSME Sector and reiterated the commitment of UCO Bank for inclusive growth of this Sector.
At the outset Sri Abani Kanungo, President, Orissa Industries Association, Jagatpur in his
welcome address told that Large Scale Industries and Public Sector Enterprise should extend their motherly
support to MSEs units of the state by procuring 20% of purchase from the MSME sector. In this context he
requested the Principal Secretary to Government, MSME Department to extend their institutional support
through a strong policy mechanism for implementation of the scheme
Sri P.K.Gupta,Dy.Director Incharge, MSMEDI, Cuttack summed up in nutshell the proceeding of
the events organized during these 4 days programme. He also announced that next such kind of event will
be organized at Balasore by this Institute during January, 2014.

State Level Vendor Development /Mother plant Speific Vendor development Programme MSME Development Institute, Govt.of India, Cuttack in association with Large Units / PSUs and
Industry Associations of (MSMEs )in the State organized, total 16 No. of Mother Plant Specific,” State Level
vendor Development Programmes(SVDPs) cum Buyer-Seller interaction meets and two NVDPs for the

benefit of Micro,Small and Medium enterprises of Orissa, during the financial year 2013-14, as per the
following details.
A. SVDP-Target-16 Nos.
The prime objective of these programmes were to facilitate business fusion between Individual
Mother Plant (Large Unit/PSU) as Buyer and MSME’s as Vendors for mutual benefit and to provide
appropriate market linkages & to facilitate a business tie-up between them. The thrust of the programme
was on the Requirements of Mother Plant, Purchase Policies & Procedures, and Indigenization of Core and
Strategic items, Vendor Registration, Rating of Vendors & public procurement policy of Government of
India.
All the Programmes, comprised of two sessions: Inaugural & Business Session in which the
respective Mother Plant representatives High Lighted the Over View of the Vendor Development
Programmes of Their Unit, Purchase Policies, Vendor Registration Process, Details of the items procured,
Prospects of Ancillary and Down Stream industries/Modification/Diversification and Import Substitute
prospects. Also the flagship schemes of MSME like NMCP,CGTMSE,CLCSS and ISO and LLP,Ware
highlighted by the officers of MEME-DI,Cuttack and NSIC’s Marketing Assistance Scheme by the Officials
of NSIC. There were presentations on public procurement policy by officers of Directorate of Industries,
Cuttack & officials of MSMEDI, Cuttack.
During Interaction Session the Representatives of Purchase Department and HODs of different
Departments i.e Mechanical. Electrical Project, IT ets, interacted with the Participants and also resolved
certain long pending issues pertaining to Purchase Order/Payment ets.This followed by the visit of
Entrepreneurs to THE Plant /Central Store for Physical Demonstration of Process and Spare Parts on the
Spot.
A Total 905 Entrepreneurial Participants from across the State, from all the segments of
manufacturing / Services. Officials of various State Industry Promotional Organisations / officials of Mother
Plants including HOD’s, participated in the inaugural and Business Session.
The Programmes ware covered by both Print and Electronic media and have been given wide
publicity.
Outcome of the Programme:
1. Out of 905 SME Entrepreneurs participated in the Programme, around 421 numbers of
business/enquiries generated.
2. The Entrepreneurs have been taken to Plant, where items were displayed and demonstrated. The
Technical Details of some of important Spare parts, procured on regular basis, have been provided
to the entrepreneurs.
3. The Problem of delayed payment /Purchase order have been discussed and some of the problems
could be resolved with the intervention of the Chief Executives present during Programme.

4. Almost all the Buyers agreed and emphasized on the need of visiting some of the prominent
MSMEs by their representatives for further exploration of ancillarisation Vendor Development and to
meet and interact at regular intervals.
5. Future course of Action by MSME-DI,Cuttack.
This office has prepared a compilation of the common list of items procured by the these buyers
with complete details annual requirement and Value etc which will be circulated to all the Prominent
Industry Association/Entrepreneurs for wider information. On the other side the List of Participant
MSMEs shall be circulated to each Mother Plant for their ready reference. This will be followed by a
vigorous follow up Programme with close interaction and co-ordination with the officials and
concerned Departments for yielding actual result of vendor Development.
b) PSEs/LMEs visited
For the promotion and development of ancillary units, the officers of this Institute as well as
Branch MSMEDIs have visited IOCL,MCL, NTPC, HAL, ITR, East Coast Railway, NALCO etc. to
have consultation and taking appropriate action for development of ancillary industries.
c) Assisting MSEs for Vendor Registration
MSME Development Institute, Cuttack has taken up the challenging task of assisting and
guiding MSEs for Vendor registration with the Mother Plants in order to get ancillary status. In
this regard, this Institute has initiated the process of vendor registration for these units with the
Mother Plants.

this Institute have been sourcing information on technology, market etc. through website and other
sources to supply it to entrepreneurs and also use while preparing project profiles and technical
reports both under the Action Plan and as per the local demand. Officers and staff members have
been trained, phase-wise to utilize the computer network to fulfill the requirement of entrepreneurs.
Information and data bank has been created to solve the need of information of officers, promotional
agencies as well as entrepreneurs.
The facility of Broad Band Internet Connection is available at present. A strong data base has been
built up to meet the information need of all concerned. The entrepreneurs and trainees of the
Institute have been using the website of this Institute to get different information from time to time.
The website of this Institute is being updated from time to time to make it a vibrant and dynamic one.
Sky Pe connection has been installed in the computer of Director for online chatting for official
purposes with Hrqs. Office.
The Information Counter of this Institute has been renamed as Information Facilitation Centre (IFC)
as per the instruction of the O/o DC (MSME), New Delhi. It has been modernized with a computer

having facilities of Internet and Website. All the project profiles available at this Institute have been
computerized for easy accessibility of the visitors. A suggestion book has been kept at the Centre to
receive the comments and suggestions of the visitors for further improvement of the services. The
website of this Institute has been updated frequently with regards to training calendar, tender
enquiries, e-tenders uploaded in CPPP and various activities undertaken by the Institute during the
year 2013-14 updated in the website.
25) Collection of Information for Index of Industrial Production (IIP)
During the year this Institute co-ordinated the work on IIP-MSME with Directorate of Industries, Cuttack
and DICs to send the Frame Register containing list of MSMEs from where monthly data can be collected.
E.I officers of the Institute have visited 17 DICs for the purpose of collection of information on IIP-MSME.
Also, E.I officers of this Institute have visited several enterprises for collecting information on pre-testing
survey under IIP-MSME.
26) Compilation and Forwarding of Database on Entrepreneur Memorandum (EM-II) in respect of MSMEs MSME Development Institute, Cuttack has been assigned with the task of compiling and forwarding the
database on Entrepreneur Memorandum(EM) received from various DICs and DI. Accordingly, this year
2013-14 this Institute has forwarded till March 2014 data received on EM-II from the DICs/DI in respect of
various units as follows viz; (1) Micro Enterprises(Manufacturing & Service) – 229 , (2) Small
Enterprises(Manufacturing & Service) – 22 and (3) Medium Enterprises(Manufacturing & Service) – 04 .
The Dy. Director(I/c) and Asst. Director(EI) of this Institute participated in the meeting organized by State
Government for designing of software and online implementation for filing of EM-I and EM-II.From this year
onwards, in the state online filing of EM-I and EM-II is in progress.
27) Progress Report of MSEFC Council of Odisha
The MSEFC constituted by the Government of Odisha has started functioning after notification of rules and
constitution of the new Committee Members of the Council with its 1st Meeting held on 20-3-2010. The
Council functions in the state for speedy disposal of cases filed by various industries segments with the

28) National Awards to MSMEs – 2012 & Complements to Entrepreneurs for their Achievements and Glory to Odisha Like every year, this year also this Institute coordinatied 6 different categories of National Award to MSMEs,
2011 (i) Outstanding Entrepreneurship (Manufacturing) (ii) Outstanding Entrepreneurship (service) (iii)
Quality Products in certain selected product groups(10 nos.), (iv) R & D Efforts in MSME Sector and (v)
Innovative Efforts in Process/Products, (vi) Lean Manufacturing Techniques. In this connection,
correspondence had been made by this office to all GM, DICs (31 nos), all leading industries
associations(16 nos) and to about 82 eligible MSME units of the state to apply for such awards. Apart from
this, wide publicity has been given in different print and electronic media of the state to encourage and
motivate the eligible MSME units to apply for six categories of awards. The debut National Award -2012 for

Lean Manufacturing Techniques in Small Enterprise has been conferred to M/s Jagdamba Polymers (P) Ltd., 25 &
25A, Ganeshwarpur Industrial Estate, Balasore- 756 019. The unit manufactures plastic moulded furniture products,
plastic house-ware, kitchenware and PET performs by adopting all the LM techniques such as 5S system, SOP, ERP,
Poka-Yoke besides ISO 9001/14000 and Barcode system. This is a great honour to Odisha and its entrepreneur
fraternity which are proud to uphold the sprit in the coming years. This award not only brought glory to the state
of Odisha but would also be inspiring examples for the SMEs of the state.

National Award -2012 for Lean Manufacturing Techniques in Small Enterprises to M/s
Jagdamba Polymers (P) Ltd., Balasore Ministry of MSME, Government of India has launched various schemes to enhance competitiveness of
MSMEs including Lean Manufacturing scheme. The objective of Lean Manufacturing scheme is to enhance
the manufacturing competitiveness of MSMEs through the application of various Lean Manufacturing
Techniques, thereby reducing waste, increasing productivity, introducing innovative practices and imbibing
a culture of continuous improvement. Therefore, for the first time the Ministry has introduced National
Award -2012 for Lean Manufacturing Techniques in Micro, Small & Medium Enterprises.
The rigorous method of selection includes the 1st level scrutiny and physical verification of the EM-II
registered eligible enterprise jointly by officials from MSME-Development Institute, Cuttack, and officials

from concerned District Industries Centre (DIC). Then the applications would be placed before the State
Level Selection Committee (SLSC) headed by Secretary, Dept. of MSME, Govt. of Odisha and finally the
National Level Selection Committee (NLSC) headed by Addl. Secretary & Development Commissioner
(MSME), Ministry of MSME, Govt. of India would finalize the list of winners.
The debut National Award -2012 for Lean Manufacturing Techniques in Small Enterprise has been

has also won the National Award in the year 2005 & 2009 for Outstanding Entrepreneurship along with
National Energy Conservation Award in 2011.
29) Submission of Monthly Progress Report As a part of the Action Plan activities, this office is entrusted with the task of sending the MPRs to O/o
DC (MSME), New Delhi by stipulated date every month. During the year 2013-14, this Institute has
dispatched all the MPRs (12 nos.) within the stipulated date for information of the Headquarters office.
30) All India Status Report and Technology Study Reports This office has been assigned by O/o DC (MSME), New Delhi to prepare status reports and
technology study reports of various segment of industries. These reports give the detailed picture on the
functioning of the particular industry in the state. During the year, this Institute has prepared the following

31) Assistance to weaker Section of the Society through different programmes
As per the policy decision of the Government of India for the upliftment of the weaker section of the
society, this Institute has paid adequate attention in encouraging them to undertake activities in the small
scale sector through different training and other programmes organized during the year 2013-14.The
weaker section comprises women, scheduled caste, scheduled tribe and physically handicapped members
including Minority Communities. The training programmes were organized with the objective to provide
them techno-economic and managerial inputs besides practical training to develop the skills in setting up of
their ventures.
A total no. of 10,620 candidates were trained in EDPs, ESDPs, MDPs & Skill Development Courses
out of which 3065 women, 4007 SC, 3477 ST, 6 PH and 72 Minorities. Besides, the officers of this
Institute rendered technical assistance to existing and prospective entrepreneurs at their unit premises and
at this office.

It may be mentioned here that in an Industrial backward state like Odisha, there is a good and
encouraging response to different programmes conducted by this Institute in general. The weaker sections
of the society are coming forward in these activities. This Institute is trying its level best to accommodate
more candidates from weaker section as per the criteria fixed by the Government.
Officers of this Institute attended different Task Force Meetings of DICs in connection with PMEGP

35) Publicity Work The Institute has got a wide publicity through electronic & print media during the year 2012-13 for
various programmes. The programmes like EDPs, ESDPs, BSDPs, MDPs, IMCs, SDPs, PD Account
Programmes, Vendor Development Programmes – A National Level Vendor Development Programme-
cum-Industrial Exhibition, Sixteen State Level Vendor Development Programmes, Awareness Programmes
on IPRs, Bar Code conducted by this Institute during the year had been covered in different Electronic and
Print Media.
The News item on various programmes published in different media have been mentioned in
Annexure-I in “Newspaper Clippings of Programmes of MSMEDI, Cuttack and Br. MSMEDIs. Officers of
this Institute have attended the Monthly Inter Media Publicity Co-ordination Committee Meetings (IMPCC)
conducted at different places and talked on the necessity of publicity of different programmes organised by
the Institute from time to time through different media.
36) Library Work
Various books, journals relating to different disciplines have been purchased from the
allotted funds under Library Head amounting to Rs. 1,99,819/-(Rupees One Lakh Ninety Nine Thousand
Eight Hundred Nineteen) only.
37) Letters Received and Despatched
During the year 2013-14, there were 7,732 letters on various matters received from Head Office,
Other Central and State Government Offices, Organisations, Associations and Others and 11,077 replies/
reminders had been sent from this office. The details are given in the table below.

38) Success Stories of MSMEDI, Cuttack & its Branches in Odisha During Last Five Years Officers of this Institute have rendered various assistance to both prospective as well existing entrepreneurs
of this state. Large number of entrepreneurs with the assistance of this Office have set up their units and
started production. This office has compiled last year two volumes of success stories containing total of 200
nos. of Entrepreneurs and in process of compiling another two volume of success stories this year too.
There are many more participants who did not submit feedback and hence the actual figures would be more
than reported above.
39) Cluster Development Programmes/Activities undertaken during 2013-14
The following cluster co-ordination and related activities have been undertaken during 2013-14 by this
Institute as follows viz;
(i) Cashew Cluster, Brahmagiri, Puri
Technical support was provided to the SPV in revision of the DPR of CFC and compliance was also
provided to SIDBI, Bhubaneswar & SIDBI, Kolkata for appraisal of this DPR. SIDBI has apparised the
DPR and Director of Industries is onlinefiling the DPR for CFC to be taken up in the next streeing
committee meeting.
(ii) Spices Cluster, Cuttack
This Institute has organized several round of meetings with members of Spice Cluster and officials
of state and central Govt. for setting up of the CFC. Also, a meeting has been arranged, where in
the Secretary, MSME,Govt. of Odisha had interacted with the members of the Cluster.
(iii) Rice Mill Cluster, Bargarh
This office has attended to regular co-ordination for purchase committee meetings for setting up of
the testing laboratory of the Cluster.The two days workshop on IPR also has been organized for the
cluster members of Bargarh.
(iv)Rice Mill Cluster,Balasore
This Institute has undertaken the Rice Mill Cluster of Balasore. 30 numbers of Small scale
entrepreneurs have alredy registered in the Consortium, Out of which 20 nos. have formed their
SPV.The DSR of the said cluster has been prepared by this Institute and Valediated in a meeting
organized at Balasore and attended by Sri Srinivas A.,Principal Scientist,CFTRI,Mysore,CSO,Balasore
,members of NPC and members of the SPV. Mr. Srinivas A., Principal Scientist, CFTRI,Mysore has
given very useful inputs in this regard. The scientist of CRRI, Cuttack has been their valuable inputs in

preparing the DSR of the Cluster. The DSR has been approved by O/DC(MSME),New Delhi.
BCCI(Balasore Chamber of Commerce and Industry) has already applied for the Soft/hard intervention
of the cluster to O/o Dc(MSME).,New Delhi.
(v)Automobile Cluster,Bhubaneswar
51 enterprises (Automobile repairing) of Bhubaneswar have formed the cluster. Among them one
entrepreneur is a woman entrepreneur.Already, the DSR has been prepared and submitted to O/o
DC(MSME), New Delhi after valediction .The valediction meeting has been attended by
Secretary,MSME,Govt. of Odisha,Dy. Director(Incharge),MSMEDI,Cuttack and members of the Cluster.
The DSR has also been approved by the O/oDC(MSME),New Delhi and this Institute has applied for the
soft intervention in the cluster.
• Assistance through Project Report: The core competency of MSMEDI, Cuttack is preparation
of project profiles for prospective entrepreneurs in general and PMEGP target group in
particular. This Institute explored all possibilities and put concentrated effort for meeting the
demand of PMEGP beneficiaries providing/assisting in preparation of project profile on a
continuous basis. 991 project profiles have been prepared during 2013-14 by involving officers
from the level of Investigator to Deputy Director.
• Directory of Success stories of EDP/ESDP Trainees: Under Compilation . This office is in
process to publish two volume of Directory of Success Stories (200 nos.) of EDP/ESDP trainees
as per feedback received from the trainees from time to time.

40) Revenue earned by the Institute During 2013–14
Now it has become inevitable to generate revenue from various possible sources by providing
various qualitative and time bound services to the entrepreneurs in order to recover some recurring
expenses. The office of the Development Commissioner (MSME), New Delhi is also laying emphasis on
enhancing the revenue earning from all possible sources. Targets have also been assigned under different
activities. MSME Development Institute, Cuttack and its Branches are making all out efforts to generate
revenue from different sources like job works in workshops & skill development training programmes, IMT
training programmes both under Action Plan and PD Account. Seminar fees, Joint Capacity Assessment,
Sale of Project profiles and Reports, NSIC Registration, SCX, VDP, Project Appraisal etc. The total revenue
earned by MSME Development Institute, Cuttack and its Branch Institutes during the year 2010-2011,
2011-2012, 2012-13 & 2013-14 from various sources is given in detail in the table below:

CHAPTER – IV
REVIVAL OF SICK MSME UNITS 41) Revival of Sick MSME Units The MSME units are facing a rough weather in the state due to growing sickness in the sector.
There are many inter related factors both externally and internally making the units sick. From January
1981, the Govt. of Odisha formulated the policy to grant assistance to sick small-scale units as an important
part of the Industrial Policy. Through various IPRs (selected), including IPR – 2007, Government of Odisha
has also taken note of extending revival assistance to sick MSME units. These are known as IPR benefits
to sick MSME units like sales tax exemption both on purchase of raw materials & sale of finished goods,
octroi exemption, exemption of electricity duty & other statutory duties like state investment subsidy, soft
loan, sales tax loan etc. The financial institutions are also making some sacrifice by relaxing outstanding
dues, waiving interest etc. From the central government side assistance like MMA, NEF,SLA through the
state Govt. are also given. The workshop of this office located at Khapuria have been extending the service
to many units in the process of their revival by doing job work, developing products.
42) Role of MSME Development Institute, Cuttack in Revival of Sick MSME Units
At present there is a three-tier system to discuss and finalise the cases for revitalization of sick
MSME units. These are as follows:

i) District Level Committee (DLC) ii) Sub-committee of the State Level Inter Institutional Committee (Sub-SLIIC)
iii) The State-Level Inter Institutional Committee (SLIIC)
The District Level Committee has been entrusted with the task of receiving applications from the
MSME units claiming to have gone sick. It examines the cases on a prima facie basis after undertaking
quick studies at grass root level and recommends to the Sub-Committee of SLIIC for revival. The DLC is
constituted under the Chairmanship of GM, DIC and other members of the committee are Branch Manager,
OSFC – Branch Manager of concerned bank and representative from other organizations.
At the Sub-Committee of SLIIC Level the MSME Development Institute, Cuttack is the member
convener of the sub-committee. The sub-committee of the SLIIC constitutes the core committee of the
system and has been entrusted with the vital function of examining the cases referred by the DLC with
professional expertise. The sub-committee is constituted with the membership of the Managing Director,
OSIC, Director, EPM, Deputy Chief Officer, RPCD of Reserve Bank of India and the representatives of
financing banks under the Chairmanship of Director of Industries, Government of Odisha and Director,
MSME Development Institute, Cuttack as Member-convener. MSME Development Institute, Cuttack
receives the applications and the report after duly scrutinized by the District Level Committee, undertakes
appraisals for determining the suitability of the cases as per norms, co-ordinates the action of the members
for further appraisal and devising package of assistance for the revival of the units as per norms. The
MSME Development Institute, Cuttack prepares Desk Study Report on each of the eligible cases
embodying the quintessence of information and decisions in respect of the unit and pilot the deliberations
for each case and recommends to the State Level Inter Institutional Committee for approval for giving
various assistances for revival.
The State Level Inter Institutional Committee (SLIIC) is the apex body to deal with matters of
sickness and flow of credit to MSME sector and related matters. The sick unit cases recommended by the
Sub-Committee are finally approved by SLIIC and it also formulate/changes policies with regard to the
revival of sick MSMEs. Secretary InCharge of Industries, Government of Odisha is the Chairman of the
Committee and RBI State Office is the convener.
As a member of the committee and member convener of the Sub-committee, the MSME Development
Institute, Cuttack feeds information while decisions are taken in respect of cases as well as participate in
the deliberations in taking decision by the Committee. During 2013-14, Deputy Director(Incharge) of this
Institute have participated SLIIC Meetings organized by RBI 21/05/2013,03/09/2013,10/12/2013 and on
11/03/2014 for revival of sick MSMEs.

Relief and Concessions extended The following reliefs, concessions and facilities are generally extended to potentially viable sick
MSEs under rehabilitation. (1) Sanction of margin money assistance to sick MSE units which is financed by
the Central and State Government, (2) Sanction of soft loan assistance to sick MSE units with concessional
rate of interest & (3) Benefits and concession offered under Industrial Policies of Government of Odisha in
deserving cases.
Any other concessions which the participating Departments, State Government can suitably offer.
