Post of Community Liaison Officer

APPLICATIONS are invited from suitably qualified persons for appointment to the post of

Community Liaison Officer within the Basic Needs Trust Fund (BNTF) Office for its Fifth Programme. Applicants should note that the successful candidate will/may be employed with the impending Social Development Fund.

The Officer will:

Report to and work under the direction of and report to the Project Manager;

Be required to respond whenever necessary to the Chairman of the Project Steering Committee and Permanent Secretary of the Ministry of Social Transformation, Public Service, human Resource Development, Youth and Sports and the Operations Officer of the Caribbean Development Bank (CDB); and

Interface with independent consultants so engaged by the CDB.

Duties and Tasks:

Meet with the Community Develop-ment Department (CDD) or any other appropriate Ministry/agency, Non-Governmental Organisations (NGOs),

Community-Based Organisations (CBOs) or other social partner, peri-odically to inform them of the project and to secure from them ways in which communities could participate and ben-efit from project resources with their assistance.

Assist in training and sensitisation within the community and assist in problem analysis and preparation of requests in the form of BNTF sub-projects. The CLO will pay particular attention to constraints experienced by poor women and depressed/deprived communities and will assist in preparing proposals to be submitted to Government, the PSC and CDB.

Work closely with the PM, and the Ministry for Social Development, NGOs and CBOs and any other social partners to identify appropriate sub-projects for consideration under the project.

Assist the PM in processing applications from sub-projects for submission to the PSC for funding under the project.

Organise community meetings in collaboration with stakeholders and prepare appropriate briefs for project officials to discuss with members of the community, the community’s contribution to the design and implementation of prospective sub-projects.

Develop public relations programmes along with the CDB, NGOs and CBOs to educate community members about the project and motivate them to become actively involved in sub-projects.

Monitor the involvement of community groups in identification, implementation and operation of sub-projects via field visits, reports and surveys.

Facilitate community participation to encourage “ownership” of sub-projects.

Minimal trading was recorded on the eCSe over the review period. 3997 shares of eCFh traded firm at $12.50. St.Kitts

Nevis Anguilla National Bank traded at $3.74, an increase of 24 cents while Dominica

electricity Services fell one cent to close at $3.49.

In bond news, The Government of Grenada raised eC$2.5 million via a 5 year, 7% treasury note auctioned on the eCSe.And in other news, on October 11th, CMMB will present its ninth seminar of its Intelligent Investing series. The presentation entitled ‘how Investment Savvy Are You?’ will equip participants with the tools necessary to make better investment decisions and is open to the general public.

Trinidad:

Volumes traded on the TTSe totaled 1.9 million units with a total value $28 million. Guardian holdings and JMMB emerged volume leaders for the period. The advance decline ratio was 7 to 8 with Guardian holdings, RBTT and Sagicor leading the advancers while

the major decliners were Ansa McAl , Unilever and Trinidad Cement. Twenty years after Royal Bank of Canada gave up control of its Trinidad operations, it re-entered the Trinidadian market by buying the RBTT Group for TT$13.8 billion. RBTT Financial Group announced that it did not anticipate any job losses as a result of its acquisition by RBC.

Jamaica: The JSe Select & Composite indices both recorded declines of over 3% each, while the market index advanced 2%. Losers outnumbered winners 23 to 9. Cable & Wireless, which declined 3 cents, was the volume leader; followed by Jamaica Broilers and NCB Jamaica, which recorded declines of 84 and 90 cents, respectively. Guardian holdings and RBTT were the top advancers Jamaica Money Market Brokers Limited plans to launch a commercial bank in Jamaica. The financial house has already completed its market analysis to identify niche markets. The Jamaican commercial banking sector has had no new entrants since Trafalgar Commercial Bank was relaunched as FirstGlobal Bank in 2002.

Barbados:

Four stocks advanced and 2 declined on the Barbados Stock exchange as all three indices

closed in positive territory. The winners were Cable & Wireless, Sagicor, FCIB and Cave Shepherd; while the losers were Sunbeach & BICO. Barbados Shipping, Sagicor & Neal and Massy were the more popular stocks, accounting for 93% of total trading activity. The last financial year was a significant one for Cable and Wireless (Barbados) as the company consolidated its position three years after the opening up of the Barbados market to competition. The company’s 2007 financial statements, showed improved results, especially higher revenues from the mobile side of the company’s business.

International:

On the international front, U.S. stocks rallied on news that job growth exceeded forecasts, sending the S&P 500 Index to a new record, increasing by 2%. They Dow gained 1.2% and the Nasdaq advanced 2.9% for its steepest weekly increase since March. Asian & european stocks also closed in positive territory after former Fed Reserve Chairman Alan Greenspan suggested that losses in US credit markets will abate. And in currencies news, the dollar posted the biggest weekly gain against the euro in more than a month

Child safety The minimum age to register an ac-count on MySpace is 14. Profiles with ages set to 14 or 15 years are automati-cally private. Users whose ages are set at 16 or over have the option to restrict their profiles and the option of allowing certain personal data to be restricted to people other than those on their friends list. Ac-cessing the full profile of, or messaging someone when their account is set to “pri-vate” (or if under sixteen) is restricted to a MySpace user’s direct friends. MySpace will delete these profiles if the victim verifies their identity and points out the profile via e-mail. Recently, MySpace has been the focus of a number of news reports stating that teenagers have found ways around the restrictions set by MySpace, and have been the target of online predators. In re-sponse, MySpace has given assurances to parents that the website is safe for people of all ages. Beginning in late June 2006, MySpace users whose ages are set over 18 could no longer be able to add users whose ages are set from 14 to 15 years as friends unless they already know the user’s full name or email address. Some third party Internet safety companies like Social Shield have launched online com-munities for parents concerned about their

child’s safety on MySpace. In June 2006, 16-year-old American Katherine Lester flew to the Middle East, to Tel Aviv, Israel, after having tricked her parents into getting her a passport in order to be with a 20-year-old man she met through MySpace. U.S. officials in Jordan persuaded the teen to turn around and go home. Though MySpace has established rules on child safety, they were not enforced until January 17, 2007. In December 2006, MySpace an-nounced new measures to protect children from known sex offenders. Although pre-cise details were not given they said that “tools” would be implemented to prevent known sex offenders from the USA creat-ing a MySpace profile. In February 2007, a U.S. District Judge in Texas dismissed a case when a family

sued MySpace for negligence, fraud and misrepresentation; a girl in the family had been sexually assaulted by a man she met through MySpace, after she had misrep-resented her age as 18 when she was 13. Regarding his dismissal of the case, U.S. District Judge Sam Sparks wrote: “If any-one had a duty to protect Julie Doe, it was her parents, not MySpace.” In July 2007, a study conducted by Sa-meer Hinduja (Florida Atlantic Univer-sity) and Justin W. Patchin (University of Wisconsin-Eau Claire) concluded that most adolescents use MySpace responsi-bly: “When considered in its proper con-text, these results indicate that the prob-lem of personal information disclosure on MySpace may not be as widespread as many assume, and that the overwhelming majority of adolescents are responsibly using the website,” they say

Hugh Morris and Mike Gatting have beeShoaib Akhtar has been banned for 13 games by the Pakistan Cricket Board over an incident in which he struck team-mate Mohammad Asif with a bat. The seamer was sent home from the World Twenty20 in South Africa and has also been fined £28,000 after an inquiry. Disciplinary committee chairman Shafqat Naghmi said he had been found guilty of five breaches of the code of conduct. Naghmi added that the controversial 32-year-old paceman’s behaviour would be monitored for the next two years.

Crystal Palace have appointed former Sheffield United boss Neil Warnock as their new manager as a replacement for Peter Taylor, who was sacked on Monday. Warnock, who had been out of work since resigning from the Blades at the end of last season, said: “This will be my last job. And I can offer a lot. “The chairman Simon Jordan and I are ambitious people who want to achieve.” Jordan added: “I chose Neil because he is a winner, he has a desire to be successful and he leads.” The 58-year-old Warnock has enjoyed six promotions during his 21-year managerial career.
