Programs aiming at ”High risk-groups”:◆

The High risk-goups are:1.Abused children and elderly, DV[Evidence] People abused at home tend not to talk about the situation and keep it to themselves. It is therefore difficult to find out the situation from outside. Based on the above, children & elderly who are major potential victims of abuse and DV victims have been identified as those in the high risk group.

[Programs] Programs have been conducted under the initiative of the administrative organization against abuse and DV. Awareness of the child abuse problem has also increased in Japan in recent years and the City receives an increased number of reports & consultations. Upon receipt of a report, etc., family investigation is

conducted, and child safety is confirmed. However, as such cases cannot be handled by the City Government alone, a dedicated organization composed of related parties such as the police, judicial, educational, and Kyoto Prefectural organs was established in 2008 to jointly respond to these cases. Also, as for the elderly abuse and DV cases, Kameoka City takes responsive actions in cooperation with many related organizations.

2. People with physical, intellectual, mental, or other disabilities

[Evidence]

In Kameoka City, while the number of people with physical disabilities is approximately a little less than

5,000 and the number has stayed almost at the same level for the past few years, the number of people with

intellectual/mental disabilities has been increasing every year. As people with disabilities are often delayed in

receiving assistance in an emergency and have high possibility to suffer from damage, they have been

identified as a high-risk group.

Service to lend an emergency call unit is available to people with physical disabilities, using which they can

report to a security company in the event of an incident, illness, etc. at home.

With the objective of smoothly carrying out safety check and evacuation guidance in the event of a disaster,

the name list of people with physical disabilities is supplied to neighborhood associations, the fire station, etc.

3. Victims of natural disasters

[Evidence]

Since ancient times, residents of Kameoka have suffered from flood disasters of the Hozugawa River.

Flooding of Heiwaike in 1951 caused 114 deaths. Disaster damages caused by typhoons and heavy rain

continued afterwards. Thanks to completion of Hiyoshi Dam in 2008, occurrence of large-scale flood disasters

has been reduced. However, in consideration of severe damages caused by large earthquakes and massive tidal

waves that occurred in Japan in the past years including the localized heavy rain in recent years that was

named as “Guerilla heavy rainfall”, the Great Hanshin Earthquake in 1995, the Great East Japan Earthquake

in 2011, etc., large earthquakes are most likely to occur in the future. Based on the above, victims of natural

disasters have been identified as a high-risk group.

The City prepared a map that shows the information such as the damaged area, severity of damage,

evacuation routes, and evacuation sites that are anticipated in the event of an earthquake or flood and has

delivered to all households in the City.

In preparation for occurrence of a large-scale disaster, the City has concluded agreements with various

private firms and groups. In the event of a disaster, the rescue operation & disaster recovery are carried out

based on the agreements.

4. Foreign nationals

Many foreign people live in Kameoka City. As they have difficulties even in regular life due to difference in

language & culture, they have been identified as a high-risk group.

Aiming at conveying information, the City Government issues its PR brochure in English.

The City Government and the Kameoka International Exchange Association jointly hold a “seminar on

supporting foreign nationals during a disaster” and work on dissemination of responsive measures in the event

of a disaster.

Surveillance of injuries:◆ The fire station, the police,City administration, etc. who are a member of Surveillance Committee collect date and are supplied to Surveillance Committee. As for matters that cannot be identified based on the existing data are subject to questionnaire surveys conducted by Surveillance Committee to collect information.

Produced Information material:City Newsletter (monthly) Information on SC and ISS activities are provided by the monthly city newsletters. Occasionally, promotional articles on SC and ISS are featured as well.

Safe Community Newsletter The SC newsletter (2,000 copies every two months) have been distributed in the city since June 2016 to promote Safe Community at the community levels.

Pamphlets PR pamphlets have been distributed to all households in the city (around 33,000 households) to increase understanding of the effectiveness of Safe Community.

Websites To share the information on SC activities, programs, injury related data and so on, the Kameoka City website has been well used.
