Africa, one of the world’s biggest mobile phone markets with 650 million subscribers, bigger than the United States or the European Union, might be the most innovative not only in terms of how this technology is used, but specifically because telecommunication companies or “telcos” are becoming the major provider of all-kind of services in Africa, challenging traditional institutions such as banks and Governments. As a matter of fact, those sectors of population traditionally aside from any service, might now have access by means of a SIM card. Indeed, the significance of mobile phones in Africa has produced a substantial literature within the modernization and “leapfrogging” paradigm that equates the use of technology with economic growth and development. However, literature on how Africans are shaping their identity by the use of the mobile phone is slowly emerging. According to the latest research, at least 48 African countries have made the registration of personally identifiable data compulsory in order to activate a mobile SIM card. My experience as a civil servant warned me about the unintended danger of this scheme, since it requires the active participation of the individual with immediate consequences for failing to comply (i.e. loss of access). I would like to explore how concepts such as personhood, citizenship and state are shaped by these schemes on those citizens living afar either in terms of distance, such as rural areas, or in terms of legal status, such as those unidentified or living at the margins of their society. Notably at those Sub-Saharan African countries where “telcos”, on the State’s behalf, play their role due to their stronger bureaucratic infrastructure.
