Global Health Council is the world’s largest membership alliance dedicated to saving lives by improving health through-out the world.
The Council’s membership is diverse and global. It includes health-care professionals and organizations – NGOs, foundations, corporations, government agencies and academic institutions around the world.
Together, we work to ensure that all who strive for better progress and equity in global health have the information and resources essential for their success. To achieve this goal, the Council serves as the voice for action and the voice for progress in the global health field.
The world has the means to speed up the pace of progress already under way in improving health, and to ensure that the world’s poorest and most disempowered grow strong from that progress. With the support and participation of thousands of concerned individuals and organizations working together, the Global Health Council strives to see that these means are put into action. We are the voice for global health.

NILS DAULAIRE PRESIDENT AND CEO GLOBAL HEALTH COUNCIL
2005the year that was 2005 marked a sea change in the way the world looks at glob-al health. It was a year in which the Global Health Council moved to a new level of independence in standing for the rights of those who are denied basic health, and in supporting those who work on the front lines of global health.
Global health is no longer the exclusive purview of technical specialists. Today, it shares the headlines with civil conflicts and economic crises; and policy-makers, who do not see its rele-vance to global security, stability and progress, are fewer by the day. 2005 was a year of heightened and enlightening media coverage in print, radio and television, reaching tens of millions. As a vital collection point for the on-the-ground expe-riences of our thousands of professional members, the Global Health Council was regularly – and most often quietly – a source for many of these stories and reports.
Most significantly, our partnership with the producers of the PBS documentary mini-series, Rx for Survival: A Global Health Challenge™ contributed to the depth and quality of a landmark television event. And the culminating Global Health Summit, hosted by TIME magazine, brought to the global health arena many new and powerful partners from the worlds of business, politics and the media. Most of the Global Health Heroes cel-ebrated at that summit were people whose work the Council had highlighted at its annual conferences; again, we could see the quiet reach of our remarkable community.
Within the global health community itself, more than 1,600 of us met at our 32nd Annual International Conference last spring in Washington, D.C., to focus our attention on how to address the urgent need for building robust and sustainable health sys-tems. We heard not only from the Director-General of the World Health Organization, but also from leaders and senior officials in systems analysis, and from the people whose daily
6
job it is to make these systems work and deliver health in the most challenging circumstances. By encouraging participants to think beyond narrow vertical sub-categories of global health to the common systems on which all effective interventions must be built, we contributed to a growing dialogue that will shape global health programs over the next generation.
For the first time in the Global Health Council’s history, 2005 marked our total independence from U.S. government fund-ing. At a time in which U.S. policies increasingly set the tone and direction of global efforts, it is essential that those speak-ing on behalf of global health be free to base our case on sci-entific knowledge and actual experience. We must not be encumbered by the strictures on open discussion increasingly imposed by the government as a condition of funding. While many of our members operate with U.S. funds, the Council is committed to serving as a thoughtful, responsible and inde-pendent voice with policy-makers and the public, and as a forum for global health professionals where facts rather than politics prevail. We will not accept funding from any source which limits our ability to serve that role.
This independence has enhanced our ability to work effective-ly with policy-makers. We found fruitful opportunities to influ-ence legislation and appropriations in a growing range of issues, from neglected tropical diseases to malaria, from AIDS to women’s and children’s health, and from the status of women to the central role of reproductive health as a corner-stone of global health.
2005 was a remarkable year for global health, and a strong year for the Global Health Council as we work to assure that all those striving to improve global health equity have the infor-mation and resources they need.

BILL FOEGE CHAIR OF BOARD GLOBAL HEALTH COUNCIL
2006looking forward In 50 years of interest in global health, I have never been as optimistic in looking forward. It has been a year unlike any pre-vious year. Why the optimism?
The tools have continued to improve. While we expect that to happen it is, nonetheless, a source of great excitement.
The Global Alliance for Vaccines and Immunization received another $750 million from Bill and Melinda Gates. But this time, it was different because Norway and the UK immediately announced they were providing sizeable resources. This is good news for millions of children who need the basic vac-cines. By the end of the year, two new vaccines were poised to enter the field, Human Papilloma Virus (HPV) vaccine and Rotovirus vaccine. HPV vaccine provides the second vaccine against a cancer, this time to prevent carcinoma of the cervix, while Rotovirus vaccine targets a leading cause of diarrheal deaths in the world. This combined with promising news on a malaria vaccine reinforces immunization not only as a founda-tion stone for global health, but also provides a great incentive for improving the immunization infrastructure so that our man-agement capabilities begin to match the science producing the vaccines.
The good news continues with a once-a-day pill for the treat-ment of AIDS about to be licensed, massive field experiences in the treatment of AIDS, and a growing emphasis on develop-ing a vaccine for the prevention of AIDS.
In addition, there is new attention to malaria; there are attempts to develop new drugs for tuberculosis; and, there is even attention to the usually neglected diseases, such as sleeping sickness.

The education of politicians and the public seems at last to be taking hold. In a single week, a six-hour PBS-NOVA special on global health, a global health summit sponsored by TIME magazine, and a lead article by TIME made the case for why this is essential work and not simply another health activity. The selection of Bill and Melinda Gates, together with Bono as per-sons of the year by TIME made this the year of global health.
The interest in global health has reached a point where leaders are able to see some political benefit when they do the right thing. They get recognized, get press time, and they are laud-ed for their actions.
Now, the World Health Organization has had the courage to go beyond what is usually regarded as the purview of health min-istries by forming a Commission on the Social Determinants of Health. They want countries to understand that there are many ways to improve health, including efforts to reduce poverty, to eliminate gender bias, to provide literacy for both females and males, to encourage rewarding employment, to provide a social safety net, to provide for reproductive choice, and to encour-age social inclusion. These are not simply good programs for a caring government. They are also health programs even if administered by non-health ministries. Health indices become a measure of how we treat each other as a society and are a com-pelling measure of civilization.
Our challenge is to build on this momentum and to visualize a time when there is true global health equity. What seemed at one time to be a fine ideal but an impossible goal, now seems possible. Equality in health can never be achieved. But the pur-suit of health equity is possible, desirable and a great reason to get up each morning. As a member of the Global Health Council, you are providing leadership for this ultimate health dream. Thank you.

HEALTH The Global Health Council is the world’s largest membership organization dedicated to improving health quality and equity worldwide. To best serve its diverse membership, the Council’s mission is to be an effective advocate for global health, provid-ing access to the best available evidence and information, and creating a platform for on-going dialogue.
2005 was a seminal and successful year for the Council as new campaigns, expanded outreach, trainings, advocacy briefings and partnerships brought the issue of global health to a wider-than-ever audience and helped to advance the international agenda.
Mobilizing for Global Health The Global Health Council partnered with WGBH/PBS Boston and several civil society organizations to produce a six-hour PBS series on global health called Rx for Survival – A Global Health Challenge™, reaching the homes of millions of Americans. Mobilizing around the series became the center-piece of our new public outreach and communications efforts with a massive 31-city campaign that brought together NGOs, faith-based groups, civic, professional and student organiza-tions, businesses, local and state officials and health depart-ments to advocate for global child health. We partnered with WGBH to facilitate numerous local events, encourage local media outreach, and oversee the development and dissemina-tion of materials, making the local-global connection through comparisons of domestic and international health statistics. Building on our existing networks, we disseminated numerous collateral materials in conjunction with the campaign, including a special edition of Global HealthLink™ on child health that reached more than 10,000 people.

In conjunction with the airing of the PBS series, TIME magazine published a special edition on global health, citing ‘heroes’ in the field – many of whom are Council members – and held a global health summit in New York City, convening leaders and luminaries from the public and private sectors, including Bill Gates, former President Bill Clinton, rock star Bono and several Council board members, such as board chair Bill Foege, Rajat Gupta and Allan Rosenfield, along with Council President and CEO Nils Daulaire. Significant attention was also garnered for global health through a series of NPR stories, a preview screen-ing on Capitol Hill attended by more than 500 people, and a conference for journalists on global health reporting. The Council contributed to all of these events, which were held in conjunction with the airing of the PBS series.
The International AIDS Candlelight Memorial, a program of the Global Health Council, is one of the largest and oldest grassroots mobilization campaigns for HIV/AIDS awareness in the world. On the third Sunday of every May, communities around the globe gather to light candles to remember those who have been affected by the AIDS pandemic and to pro-mote increased HIV/AIDS awareness. In 2005, more than 500 volunteer coordinators arranged local memorials in more than 80 countries – including marches, videos, performances, quilts, rallies and spectacular candle displays. Continuing its work with Miss Universe as the Candlelight Memorial spokesperson to promote HIV/AIDS awareness, a new element was added in Bangkok, the site of the 2005 Miss Universe pageant. Honoring the 2005 theme of the Candlelight Memorial, Turning Remembrance into Action, all the 88 delegates engaged in an interactive dialogue and were educated about global AIDS and given country-specific facts with links to coordinators in their home countries.

Building Advocacy Networks and Coalitions At the core of its work, the Council continues to build and strengthen networks and coalitions to push the agenda for improvements in global health, primarily through coalitions with other international non-governmental organizations. In 2005, the Council continued its role as convener of the Global AIDS Roundtable (GAR), a coalition of more than 80 U.S.-based and international civil society organizations. In 2005, the GAR advocated for increased funding for both the President’s Emergency Plan for AIDS Relief and the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria. Working with our mem-bers, we also assisted in the organization of an advocacy initia-tive to increase support for health-care workers in AIDS-rav-aged countries. In 2005, because of the lack of an organized advocacy effort on behalf of infectious diseases, the Council helped to form a Malaria Roundtable and a Neglected Diseases Coalition. The Malaria Roundtable has been hard at work to increase funding for the disease and ensure proper implementation of the President’s new Malaria Initiative. In addition, the Neglected Diseases Coalition played a key role in garnering $15 million in new allocations to neglected diseases funding in fiscal year 2006 from the U.S. Congress.
Hosted and supported by the Global Health Council, the University Coalitions for Global Health (UCGH) Resource Group supports activities at a growing number of universities. Established in the fall of 2004, the UCGH Resource Group has had an incredibly successful first year. Taking on Rx for Survival as its first major campaign, the Resource Group recruited and trained approximately 70 student leaders to launch mobiliza-tion activities in 40 universities across the United States. In June, the Resource Group held its first ‘Global Health Organizer Orientation & Training,’ simultaneously with the Global Health Council’s annual conference, bringing students to Washington, D.C., for a week of interactive skill-building. In October, the UCGH continued to expand its reach with a second group of student leaders at a retreat center in Maryland for additional training in global health community and media outreach skills.

In 2005, the Council consolidated its event program into an inte-grated Policy Series in order to further the sharing of informa-tion and ideas among members, policy-makers and other part-ners. More than a dozen events were held throughout the year, including several congressional briefings for members of Congress and their staff on important issues, such as child marriage and neglected diseases. As part of the Policy Series, the Council also hosted Partners’ Forums, bringing together our member organizations and others interested in public health to learn about new programs and developments in the field. At the other end of the spectrum, the Council co-hosted three Directors Dialogue Dinners for member CEOs and part-ners to meet with high-level policy-makers including Peter Piot, Carol Bellamy, Sen. Mike DeWine and Ambassador Michel Kazatchkine for off-the-record discussions on topics of mutual concern. In addition, the Council organized three “market-places” on Capitol Hill to give its organizational members the space to display their ‘wares,’ distribute information, attract cus-tomers, and network with members of Congress and their staff.
In April, with support from the Rockefeller Foundation, the Council convened a group of diverse experts on child health and welfare to meet in the Bellagio Center in Italy to consider the critical needs for children’s health. The experts approached this issue with particular consideration of informing the actions of the newest global leaders in child health and made com-pelling recommendations for the international community to move the issue forward as a top priority.
In September, as a follow-up to the study, Faith in Action: Examining the Role of Faith-Based Organizations in Addressing HIV/AIDS (launched in April 2005), the Council brought togeth-er researchers from the six countries who participated in the study with leaders from Hindu, Christian and Buddhist perspec-tives for a week-long dialogue on the challenges and controver-sies raised in the research. The meeting was a powerful and fully

engaging experience. The interaction of spiritual leaders with researchers created an unusual and stimulating dynamic and provided an exceptional opportunity to envision how our research could contribute to transforming policy and practice. The ultimate goal of the meeting was to “optimize” the faith-based response to HIV/AIDS, and the Global Health Council is exploring ways to make the content of this rich dialogue acces-sible to a wider audience.

The special issue of Global HealthLink, focused on child survival, was distributed as a part of the Rx for Child Survival campaign. Disseminating Information Through its flagship publications, Global HealthLink™ and Global AIDSLink™, the Council continues to disseminate infor-mation from different sectors of the global health field. With contributions from researchers, advocates, practitioners, the private sector, UN agencies, people living with AIDS and gov-ernment representatives worldwide – many of whom are Council members – these publications remain at the cutting edge of new developments, current practices and controver-sies in the field. Updated daily, the Council’s website has become a 24-hour virtual meeting place for members to learn about resources, jobs and world news related to health.
In partnership with the US Coalition for Child Survival, the Academy for Educational Development and the CORE Group, the Council worked with GMMB, a Washington, D.C., commu-nications firm, to organize a day-long workshop for members to learn the fundamentals of working with the media and strengthening our global health messaging. The workshop included a panel of global health journalists, presentation of polling data, and conversations with policy-makers, as well as discussion and dissemination of tips, tools and tactics to help build media outreach skills.

Conference participants are able to engage with poster session presenters at the Welcome Reception.
The Council’s Annual International Conference is the ‘must-attend’ premiere event for the global health community to net-work, share information and engage in a robust exchange of ideas. The 2005 theme, Health Systems: Putting Pieces Together, convened leading experts and those on the front lines to think about health from a health-systems perspective. Hosting more than 1,600 participants from 85 countries, the conference was co-chaired by: Dr. Lee Jon-Wook, Director-General of WHO (the World Health Organization); Dr. Jo Ivey Boufford, profes-sor at the Wagner School and clinical professor at New York University Medical School; and Dr. Lola Dare, Executive Secretary, ACOSHED (African Council for Sustainable Health Development) and CEO, CHESTRAD (Center for Health Sciences Training and Research and Development).
In addition to plenaries and workshops, the conference intro-duced a new series of sessions and workshops focusing on U.S. public policy issues. The satellite events also featured a research symposium on bridging the gap between global health research and policy, and inaugurated a new and now ongoing faith-based caucus to explore the role of faith-based organizations in health. Another “first” was the New Investigators in Global Health, a special track for students to feature their original research as well as facilitate opportunities to network.

The Global Health Council each year celebrates those work-ing in global health by honoring remarkable individuals and organizations that have made significant contributions to the field. At our 2005 international annual conference, Health Systems: Putting Pieces Together, the Council honored two organi-zations and three individuals for their exceptional work in improving the lives of the world’s poorest citizens.
Established in 2000 by the Bill & Melinda Gates Foundation and administered by the Council, the Gates Award for Global Health honors an organization that has made a significant and lasting impact on health. The award, which carries with it a $1 million honorarium, recognizes past achievements and the promise of continuing activity and improvement.
This year’s Gates Award was presented to the African Medical and Relief Foundation (AMREF) for its “extraordinary efforts for nearly 50 years to improve health in Africa’s poorest com-munities, build local health infrastructure, and document their success to guide others.” From its early years airlifting sur-geons to perform emergency procedures in communities with-out access to hospitals, AMREF today operates programs addressing HIV/AIDS, TB, malaria, clean water and sanitation, family health, training health-care workers, and emergency relief. One of AMREF’s largest initiatives trains rural health workers who have little or no formal medical education. AMREF regularly conducts evaluation research to guide the development of its programs, and its findings influence health policy worldwide. “Health is the beacon that will lead Africa out of poverty,” said Dr. Miriam Were, AMREF. “We are hum-bled by this award, and we accept it on behalf of the commu-nities we work with.”

The Global Health Council presented the 2005 award for Best Practices in Global Health to Riders for Health. Riders for Health has worked for 15 years on the problem of health-care delivery systems in Africa. It is the only not-for-profit organiza-tion whose practical work is creating a system of transportation infrastructure to allow vital health-care services to reach mil-lions of people in rural communities and those isolated by dis-tance, hostile conditions and poverty. Riders’ mission is to ensure that motorized vehicles used for the delivery of health care and associated development are appropriate and avail-able for the maximum time at the minimum cost.
The Jonathan Mann Award for Global Health and Human Rights was established to honor human rights activist Dr. Jonathan Mann and to call continued attention to the vital links between health and human rights. The award is jointly overseen by Doctors of the World, François-Xavier Bagnoud Foundation and the Global Health Council, along with support from other contributors including John Snow, Inc. The recipient of the 2005 Jonathan Mann Award, Professor Abdel Mohammad Gerais, is an international symbol of the determination required to provide basic health services for women and girls in a war-torn country. For more than 30 years, Dr. Gerais has worked tirelessly to increase access to reproductive health services to those most in need, and advocated on behalf of reproductive rights to often-resistant government officials. His advocacy on behalf of reproductive health has changed atti-tudes and thereby improved the reproductive health and lives of women in the Sudan.

The Global Health Council presented the 2005 Global Health Excellence in Media Award to Michael Specter for his piece The Devastation, published in the October 2004 issue of The New Yorker. The piece looks at the toll HIV/AIDS is taking on the Russian population. Award judges cite Specter’s “brilliant writ-ing and incisive vision” as well as his “masterful handling of detail, fact and anecdote.” Specter won this same award in 2001 for India’s Plague, another New Yorker article that explored the AIDS crisis in India.
The Council recognizes the ability of photography to convey great emotional depth and understanding of issues which are often difficult to discuss, and seeks to highlight the important contributions to understanding and action made by the winner of the award. The 2005 Photography Award was given posthumously to Carmen Urdaneta for her body of work, espe-cially her photographs from Afghanistan. As senior communi-cations associate at Management Sciences for Health, Urdaneta traveled around the world to share the stories of those most affected by poor health. Her photographs epito-mize the values and the spirit of the contest – and that is to give a face to the diseases of global health. The humanity and dignity she captured in even the most humble subjects, speak volumes of the talent she shared, and the passion she had for her work. Carmen and two of her colleagues died in a plane crash on Feb. 3, 2005, while on assignment in Afghanistan.

PSI is a nonprofit organization that provides low-income and vulnerable individuals in developing countries with the tools to lead healthier lives. PSI focuses on measurable health impact. In 2005, PSI programs prevented hundreds of thousands of HIV infections, 6.5 million unintended pregnancies, and 23 million malaria episodes, and provided 14 billion liters of safe drinking water. It works through the commercial private sector making attractive products and services available at subsidized prices, which provide excellent returns on donors’ investment.
Why PSI is a partner of the Global Health Council Our private-sector approach is distinct from other organizations in global health. Membership in the Global Health Council lets us share our market-based approach with others, and to learn from their public-sector-based approach. We are all enriched by the sharing of experience of what works in global health.

THE JOHN M. LLOYD FOUNDATION
The John M. Lloyd Foundation was created in 1991 by John Musser Lloyd to seek solutions to the root causes of AIDS epi-demic ravaging the world, rather than to merely treat its symp-toms. The foundation has carried out John’s vision by support-ing projects to increase funding, improve public policies, and amplify global awareness of HIV/AIDS as well as those that develop leadership of HIV/AIDS organizations and foster col-laborations among such groups.
Why the John M. Lloyd Foundation is a member of the Global Health Council The Global Health Council has worked for more than 30 years to address the inequities in global health – the very same inequities that are at fueling the spread of the HIV/ AIDS pandemic. The Foundation is enormously proud of our support of the Global Health Council in its work convening experts in the HIV/AIDS field to ensure that existing international aid programs are as effective as possible and that they incorporate the concerns and input of those directly impacted by the pandemic.

GLAXOSMITHKLINE BIOLOGICALS
JEAN STEPHENNE
As a multinational company, GlaxoSmithKline Biologicals (GSK Bio) considers it its responsibility to develop and supply vaccines to both the developed and the developing world. One-third of the projects in the pipeline are for diseases prevalent in the developing world, including HIV, TB and malaria. GSK Bio is a major supplier of vaccines to the supranational organizations, including UNICEF and the Global Alliance for Vaccines and Immunization. As part of its business model, GSK Bio has and will continue to provide vaccines to these organizations at pref-erential prices. GSK Bio's objective is not only to develop vac-cines, but also to get these vaccines to the people who need them the most no matter where in the world they live.
Why GlaxoSmithKline Biologicals is a member of the Global Health Council Our collaboration with the Global Health Council enables us to engage with members of the global health community that may otherwise be reluctant to do so. Through its various programs, the Council also provides the opportunity to work with others who share a common vision. Through this engagement, GSK Bio is better able to under-stand, and articulate, its role within the global health commu-nity in finding solutions that will ensure that families around the world have access to quality health care. Thus the Global Health Council helps to bridge the results of our research with the actions necessary to ultimately break the cycle of disease and poverty in the developing world. GSK Bio looks forward to continuing to work with the Council in the years to come.
