Russian Federation Air Traffic reached the pre 1989 level and has the 3rd largest in service fleet worldwide

Most of operations are now with new standard aircraft which require a new approach to be managed and maintained

Air traffic in Russian Federation continue to grow requiring more technical managers and technicians trained to the new standards

The challenge is to insure the adequate level of education for managers and technicians to accompany such growth thus insuring the adequate level of Safety and Economics of Aircraft Operations

A different approach shall be taken for the education of Managers and Technician

Despite the fact that Managers education is not covered by Airworthiness Authorities certification, it is important that such education is performed in a controlled environment to insures the quality of the courses

Training of technicians is performed on certified school but is suffering of the limitation by the AAs to use innovative approaches such as Virtual Reality and Distance Learning Tools

Russian Federation Aviation University system can play an important role in the development of the new Civil Aviation Culture and Education

Such role can be insured by :

Adapting the existing courses to the new standards

Developing specific University courses in Air Transport

Developing Master programs dedicated to Civil Aviation community middle management

Increasing cooperation with European Universities which already offer this kind of education

The « Ecole Nationale de l’Aviation Civile » in Toulouse, France is one of the world leaders in the Civil Aviation education. Since long time ENAC is cooperating with the RF Aviation University system including the MAI

ENAC and MAI are now working to establish and get officially recognized a Specialized Master to provide latest technical and management standards for the maintenance of the Aircraft operated today in RF

The Master is tailored for the middle managers coming form Operators, Aeronautical Industry and the Institutions professionals

The different phases of the type training :

Theoretical

Practical

The type trainings are delivered by approved training

organisations which provide courses on CBT and use

multimedia and virtuality to improve the effectiveness of

theoretical phase and part of the practical courses. A

Working group is dealing with EASA to standardize and

increase the use of Virtual tools to cover up to 70% of

Practical training so to reduce use of real A/C

Distance learning is still only locally accepted, in most of the

cases students have to be in classroom to follow the

complete courses.

There is no automatic link between CBT and Aircraft Technical Publications

The type trainings are delivered by approved training

organizations which provide courses on CBT but only in

classroom, no distance learning is allowed.

Practical part can be used only in replacement of part

of OJT.

There is a technological gap on Russian new aircraft type which don’t use enough the multimedia and virtuality to offer a competitive product compared with western type of aircraft.

There is no automatic link between CBT and Aircraft Technical Publications

Some words on the OJT

The OJT in EASA environment:

Hands on experience in a real maintenance environment.

The OJT is completed in a maintenance organization only for the achievement of first A/C type.

The OJT in RF environment:

Hands on experience in a real maintenance environment.

The OJT is completed in a maintenance organization for all A/C types.

No virtuality is allowed for OJT.

Technical Documentation and CBT on the same platform

Reduce the differences of type training and OJT between EASA and RF

Distance learning to be used with more confidence in a blended learning approach

For the new Russian aircraft (SSJ100, MS21): development of modern CBT and virtual reality tools competitive with the market using off the shelf and not expensive multimedia products.
