Physical Activity, Sport and Outdoor Recreation have the power to transform lives and communities.
Our intention is to deliver the holistic benefits of being active to all corners of Berkshire.
Over the next 5 years we will support and deliver programmes that positively enhance:

We are one of a national
network of County Sports
Partnerships across England
and we have a wide variety of
partners including Sport
England, national governing
bodies of sport (NGBs) and
their clubs, local authorities,1 Registered charity No. 1150486
school sports partnerships, public health and NHS organisations, other charities and community and economic development agencies.
We recognise the collective and individual health (mental and physical) and social and economic benefits which are the outcome of involvement in regular sport and physical activity
We are therefore dedicated to working to increase participation in all demographics of the county’s population.
We are committed to delivering the intent of HM Government’s Sporting Future: A New Strategy for an Active Nation2 and Sport England’s 2016-2021 strategy3 ‘Towards an Active Nation’ here in Berkshire and supporting Public Health in achieving their vision of ‘Everybody Active Everyday’.
Working with our partners and stakeholders GBA will inspirethe Berkshire population to become more active. In building the Berkshire Legacy we will ensure that we provide equity of opportunity for all social groups to participate,
but we will focus our resources and efforts where we can impact upon those who are under-represented such as women and girls, those with social and economic barriers to participation and people with disabilities.
This strategic plan will enable us to maximise the impact and quality of traditionalsporting provision across Berkshire, as well as developing and delivering innovative new ways of providing sport and physical activity programmes.

We will especially target those who are currently inactive and, within this group, most specifically those traditionally underrepresented in Sport and Physical Activity such as: Women and girls, those from a low socio-economic background and disabled people

Who We Work WithSport
Sport England
We will work closely with Sport England to deliver their objectives,
locally in Berkshire. We will fulfil our commitment to them to deliver on
the Core Contract Specification for which they fund us. We will
provide them insight on Berkshire to help them make appropriate
investment decisions. Together we will help build capacity in Berkshire
to get more inactive people from every background regularly active.
County Sports Partnership Network (CSPN)
The CSPN are our national partner and advocate and we will work
with them wherever possible to uphold the reputation of the CSP
network. Where applicable we will deliver locally any nationally
agreed / funded programmes sourced by/through CSPN.
National Governing Bodies (NGBs)We have strong relationships with around 20 NGBs working in Berkshire and we aim to influence these and other NGBs to invest greater resources in the county and work with us on our own developments for growing sport and physical activity.
Sports ClubsThrough our existing Club Forum, e-communication and one-to-one contact we will gain insight into the needs and growth potential of clubs in Berkshire and how our services and programmes can best support them to get more people playing, coaching and officiating.

Who We Work WithPublic Sector
Local Authorities (LA)
We have a Memorandum of Understanding with
the 6 Berkshire LAs which outlines the special
relationship we have with them. This is based
on working closely together, supporting each
other to build capacity in their areas to deliver
greater impact targeted where it is needed
most. We will help facilitate the spread of good
practice and shared ideas.
Local politicians and dignitaries
Develop relationships with MPs, Lead
Councilors and dignitaries that support the flow
of resources into sport and physical activity
within the county.
Who We Work WithHealth
Public Health
Working through our growing network of
Public Health colleagues we will influence
the emerging Health and Wellbeing Boards
to prioritise physical activity and ensure
that sport and physical activity are well-
positioned in the sub-group structure of
each Board. In line with the government
review of sport – we will work to
encourage Health and Wellbeing Boards to
include physical activity as a specific
priority in HWB plans.
Clinical Commissioning Groups and NHS (Sustainability &
Transformation Plans)
Provide expertise, insight and knowledge related to physical activity
to local CCG / NHS groups. As CCG’s become more involved in
prevention and management of conditions using Physical Activity,
GBA will provide support and input as required. GBA can provide
interventions and programmes to support CCG / NHS outcomes.
GBA are integral members of the NHS STP working groups for
Prevention and we will use our expertise and knowledge to
influence their work around increasing physical activity and
decreasing sedentary lifestyles.

Who We Work WithThird SectorDisability Organisations
Building on the strong base created by the
Berkshire Disability Sport Group we will develop
a strategic approach to Disability Sport, which
includes a central support function that feeds
resources into three delivery hubs across the
county. On-going commissioning of disability
sports work to expert organisations.
National Charities
Youth Sport Trust, Ambition, YMCA, Mind,
Macmillan Cancer Support, AgeUk, Mencap,
Alzheimer’s Society, Blind Society (Berkshire
Vision). Work with local branches to provide
opportunities to client/user groups. Work with
local branches to deliver programmes jointly.
Housing Associations
Targeting programmes in areas with communities where individuals
experience significant social, economic and personal hardship to
help build resilience amongst local people. Using our resources to
support partners / individuals and providing our services to
commissioners to deliver community development outcomes.

Leisure, fitness and activity

Develop links between private leisure

‘first-port-of-call’ for commenting on
issues relating to sport and physical
activity.
Berkshire-based companies
Enable and support investment in sport in Berkshire by local
companies both in cash and in-kind through schemes such as
employee volunteering. Work with sporting partners to develop
work-based sport and physical activity and connections to local
sporting opportunities. Deliver HWB products and services for
employers and promote the use of the Workplace Challenge.
Regeneration & LEP
Partnering community regeneration programmes to add value in
tackling socio-economic exclusion.
Who We Work WithEducation
School Sport Networks
We have positive relationships with the many
stakeholders working in sport with children
and young people and will develop a county-
wide strategic plan for children and young
people to inspire a future generation of
athletes, enable better planning and
integration between School Sport Networks
(Primary and Secondary schools), FE, HE,
local authorities, NGBs and clubs.
Further Education CollegesIntegrate FE Colleges into the Berkshire sporting networks to ensure that links between colleges and NGBs deliver increases in participation. Connect FE Colleges to their local sporting networks.
Higher Education Institutions (Reading University)Support Reading University to grow their community sport offer (particularly work with 55+) and create pathways for students into volunteering and community clubs.
How We Work
Get Berkshire Active is the primary strategic lead for the development of community sport and physical activity in Berkshire.
We work in partnership with a range of organisations to increase the quality and range of sports and physical activity provision across the county and build the Berkshire legacy.
We define what we do through 4 main areas of work
We will:
• Be the leading voice in Berkshire for raising awareness of the benefits of Sport and Physical Activity; advocating and campaigning for physical activity and sport with key influencers
• Provide the platform that brings key stakeholders together (the ‘glue’ that helps bind)
• Be at the forefront of creativity and innovation
• Influence decision-makers to maintain and wherever possible increase the level of resources available to sport and physical activity in the county
• Benchmark great practice from around the country and bring the best to Berkshire
1 Lead
Making Physical Activity and Sport happen
We will:
• We help others to improve and thus deliver more and better outcomes
• Provide a mix of information, advice and training to a variety of sporting and physical activity stakeholders across the county
• Identify the need for and deliver new services which support the development of clubs, coaches, volunteers and officials in sport
• Identify the need for and deliver new services which support the strategic development of sport and physical activity in Berkshire
• Develop or support new services which enable innovation in sport and physical activity
• Provide support and guidance on funding opportunities
• Be the central source of insight on sport and physical activity in the county supporting our partners to make the right decisions

Making things better
We will:
• Commission and fund other organisations to deliver impact on our
behalf
• Provide a commissioning service to organisations that wish to
provide funds in Berkshire to increase PA and Sport
• Ensure value for money
• Ensure the highest quality of delivery and safeguarding
• Ensure those that we commission place equality of opportunity and
diversity central to their plans
• Focus Commissioned work on those individuals and areas with the
most need
3 Commission
Enable others to deliver
We will:
• Deliver national programmes in a way that is most effective for
growing participation in Berkshire.
• Involve our local partners and stakeholders in planning for the
delivery of programmes and projects in the county.
• Develop new projects and programmes that target increases in
participation in sport and physical activity by Berkshire residents.
4 Deliver
Getting More People Involved
• Develop new projects and programmes that target increased
participation in the most inactive by target groups such as women
and girls, BME residents, people with disabilities and those with
limited access to sport for socio-economic reasons.
• Develop a sports and physical activity leisure offer that general
public users are willing to pay to access
• Develop saleable products to supply to a wide range of sectors
such as workplaces, leisure, education, CVS, local authority and
health

GBA is governed by a Board of Trustees who also act as the members and directors of the company.
GBA aspires for the highest standards of governance in line with Company and Charity guidelines and the direction of Sport England.
We will be a Level 3 organisation as defined by the new Code of Governance for Sport.
Board members help define, protect and champion the vision, mission, values and reputation of the organisation.
They ensure that the Board’s decisions take full consideration of the environment in which it operates and that those decisions are made in the best interest of the organisation.
The Board meets quarterly with an AGM in September.
The accounting year for Get Berkshire Active runs between 1st April and 31st March.
The Board has established a Finance & Governance sub-group to monitor financial position, governance and risk management.
