    Green Bilding Index (GBI) is Malaysias green rating tool for bildingsand towns, created to promote sstainability in te bilt-environmentand raise awareness of environmental isses amongst Developers,Arcitects, Engineers, Planners, Designers, Contractors as well as tePblic, so tat we can look forward to a brigter and greener ftre forgenerations to come.

    WHY GREEN FACTORIES?

    The industrial sector consumes over 40% othe nal energy use in Malaysia. In terms oelectricity, this sector consumes almost 50%o the national electricity production whichis equal to the combined consumptiono the commercial and domestic sectors.These statistics point to the importance andneed or greening the actories to achieve asustainable built environment.

    Since the successul launch o GBI two yearsago, industrial players have expressed keeninterest to green their actories. To cater orthis demand, GBI worked with the Federationo Malaysian Manuacturers (FMM) todevelop a rating tool with fexibility to suitall types o actories prevalent in Malaysia.The resultant Industrial New Construction(INC) Tool includes the assessment o

    industrial resources and processes, unlike

    other international rating tools which tendto only evaluate the sustainable aspects obuildings.

    WHAT ABOUT OLD FACTORIES?

    Existing buildings constitute more than 90%o the building stock and this statistics alsoapplies to the industrial building stock.

    GBI recognises that Company CorporatePolicy and demand by Importers areincreasing the pressure to green existingactories. To meet this need, GBI is launchingboth the INC and IEB simultaneously arst by any global green rating tool.

    The global eects o carbon emissions and climatechange are clear. Buildings, cities and the builtenvironment are the products o civilization. Itis also clear that such development contributessignifcantly to climate change and the increase incarbon emissions. However, with the Green BuildingIndex, it will allow us to undertake development in amore environment-riendly way.

    The challenges our planet aces particularlyclimate change and sustainable economicdevelopment are global in nature and so requireglobal solutions.

    The building sector, which consumes as much as40 percent o the worlds energy, 12 percent o itswater and contributes 40 percent o the waste sent tolandfll, is a major part o this global problem.

    However, the building sector can be an even biggerpart o the solution.

    As we live in one world, we have a collectiveresponsibility to work together to achieve changearound the globe. The World Green Building Councilis working within the Asia-Pacifc region to promotethe benefts o sustainable building practices, andMalaysia has embraced the potential o greenbuilding.

    International research confrms that green buildingsconsume less energy, less water and generateless waste, and create a healthy and productiveenvironment or employees.

    Green building practices can reduce a buildingsoperating costs by as much as 9 percent, increasebuilding values by 7.5 percent and realise a 6.6percent increase in return on investment. So, greenbuildings dont just make sound ecological andenvironmental sense they make sound economicsense too.

    As the Ministry which is responsible or the policiesin green technology o the country, we are proud to besupporting this signifcant initiative. With a commonlanguage and standard measurement or building

    perormance, property developers and ownerscan now work towards achieving buildings withgreater emphasis on this Green Building Index,and tenants are properly guided in the selection oenergy efcient premises.

    THE GBI BUILDING ASSESSMENT PROCESS

    Complete and submit the GBI Application Form with the Applicantscontact details, project inormation and supporting documents toGreenbuildingindex Sdn Bhd (GSB). The Registration Fee will be setdepending on the size o the project. Upon payment o the ees, a GBIregistration number will be given and the GBI Terms and Conditions willbe signed between the Applicant and GSB. A GBI Certier will then beappointed or the project.

    Upon completion o the project, the Applicant should submit or theCompletion and Verification Assessment (CVA). This is to be donewithin 12 months ater the completion o the building or when thebuilding becomes 50 percent occupied, whichever is the earlier. Thenal GBI award will be issued by the GBIAP upon completion o thisCVA assessment. Buildings are awarded GBI - Platinum, Gold, Silver orCertied ratings depending on the scores achieved. Buildings will haveto be re-assessed every three years in order to maintain their GBI ratingto ensure that the buildings are well-maintained.

    When the Applicant is ready he may then submit the project or GBIDesign Assessment (DA) either directly or through an appointed GBIFacilitator. Submission should be done when all key criteria o the designare nalised and preerably beore the commencement o construction soas to enable the project to be monitored and assessed in its entirety. TheGBI Certier will then undertake the Design Assessment for GSB. This mayinvolve a presentation by the Applicant and their Project Design Team orby the GBI Facilitator. The GBI Certier will upon completion, table theassessment report to the GBIAP to register and award the certication.The provisional GBI Design Assessment certication will then be issuedwith the accompanying GBI score sheet to show the scores achieved.*GSB = Greenbuildingindex Sdn Bhd

    1) GBI ACCReDITATION PANeL (GBIAP)

    The GBI rating system will be regulated by the GBI AccreditationPanel (GBIAP), an independent committee consisting o seniorbuilding proessionals that will be reviewing and awarding theGBI rating to qualied projects.

    The GBIAP comprises leading industry proessionals recognisedor their contribution in sustainable developments in Malaysia.They have been actively involved in every step o the ratingsystems development, ensuring that the rating system is ullyested and compliant to both local and international standards

    and best practices.

    2) GBI CeRTIFIeRS

    The roles and responsibility o GBI Certiers are to perormhe detailed assessment and accreditation o building projects

    submitted to the GBI Accreditation Panel or GBI Certication.

    3) GBI FACILITATORS

    The roles and responsibility o GBI Facilitators are toprovide services to enable building projects to achieve GBIaccreditation.

    INCENTIvES FOR BUILDINGS OBTAINING GBI CERTIFICATEA) TAX eXeMPTION

    Any person who incurs Qualiying Expenditure (QE) to obtain GBIcertication or a building used or his business qualies or taxexemption. This tax incentive provides exemption on the statutoryincome which is equivalent to 100% o that expenditure.

    Qualiying Expenditure means an additional expenditure (known asthe Green Building Cost Sum) incurred in relation to construction oa building, alteration, renovation, extension or improvement o anexisting building. The exemption can be up to 100% o statutoryincome or each year o assessment.

    Any unutilised QE can be carried orward to subsequent years oassessment until the amount is ully exempted. This tax exemptiononly applies once or each building certied rom 24 October 2009until 31 December 2014.

    The types o tax incentive mutually exclusive to this tax exemptionare addressed in the guidelines issued by Lembaga Hasil DalamNegeri Malaysia (LHDNM).

    B) STAMP DUTY eXeMPTION

    The stamp duty exemption provides exemption on instrumentso transer o ownership o buildings and residential propertiesacquired rom property developers and awarded GBI certicate. Theexemption is on the additional cost o the property incurred to obtainthe GBI certicate. The exemption is only given or the rst transero ownership o the building and or sales and purchase agreementsexecuted from 24 October 2009 until 31 December 2014.

    Once certifed, applicants can claim or the tax exemption or stampduty exemption in their annual Income Tax return Forms. The GBICertifcate has to be kept or audit purposes by LHDNM.

    The Green Building Index, irstlaunched on 21 May 2009, wascreated to provide a commonand veriiable building industrymechanism to benchmark buildingswithin the Malaysian context.
