2012 DOD Maintenance Symposium 23
How We’re Different • Large Scope - Small Team, Geographically dispersed
– 200 organic employees as opposed to 1000’s CONUS
• Mission Funded Depot Maintenance – PMI and ISR
• Unique ISR – 39 Artisans who work on all currently deployed T/M/S afloat and ashore OCONUS
– Artisans are not T/M/S specific
• All PMI lines are Contractors - 3 of 4 are non-US Contractors – Disclosure, proprietary information limitations
– Language and culture barriers
– No access to Navy maintenance programs
• Complete aircraft line contracting - not components – Detailed specs required for contractor support
– Classification/foreign disclosure/data rights (not who owns, but how to flow required info)
• Forward deployed theater requirements – Aircraft delivered from PMI events are really FMC – all mods and ISR work completed
– Nose to tail inductions
– Little to no WIP

Challenges
• DOD Focus Shift to PACOM – Multiple new aircraft T/M/S
• Locations, numbers • Potential in-theater depot workload (classification, foreign disclosure
concerns)
• CVW-5 move to Iwakuni – FY16-17 – Hangar to be completed Sep ’15 – Potential work shift to new contractor or organic
workforce • Things to consider when planning overseas depot support
– Detailed specs for contractor support – Consideration for foreign disclosure and classification – How to cycle aircraft in/out of theater – Potential cost sharing with partner nations

FORSCOM Programs
• Army Force Generation (ARFORGEN)
– This model allows the Army to not only meet our projected
steady-state requirements, but gives the Army the capability
and flexibility to surge for the most stressing war plan
• Regionally Aligning Forces
– By aligning forces regionally the Army is moving from a
focus on overseas contingency operations to supporting all
GCCs with predictable and dependable capabilities to
support Theater Campaign Plans
• Sustainment Mission Command Center
– Allows the sustainment formations to utilize daily
synchronization as training opportunities; mission
command in training empowers commanders and trainers
to be agile and adaptive in accomplishing their
commander’s intent (Army Training Strategy, 2012)
