Dear Sir, STAFF SUPERVISING PROVISION OF FURNITURE & FIXTURE NEW SCHEME In terms of Rule 25(3) of SBI Officers Service Rules 1992, the Bank is providing essential furniture to eligible officers at its discretion on such scale as may be prescribed from time to time, subject to recovery of a monthly rental of 0.40% of the pay in the first stage of the pay in which the officer is placed. In addition to this, certain essential fixture items (viz., almirahs, fans, tube-light fitting, geysers etc.) are also being provided with the accommodation. 2. In the present scheme of supply of furniture/fixtures at the residence of officers in our Bank, cost is involved in supply, upkeep, storage and maintenance of furniture/fixtures. In addition to this, the Bank has to hire costly storage space for unused furniture and has to guard against pilferage also. Further, there is large scale dissatisfaction amongst the officers because of the quality of supply and the time taken in actual delivery of furniture. Officers who are posted in semi-urban or rural areas are the worst affected. Therefore, it was felt that a new scheme should be introduced which should reduce the burden of unproductive work at various levels, minimize the recurring maintenance cost to the bank, release the costly storage space and increase the employees satisfaction level. Accordingly, in its meeting held on the 12th January 2007, the Executive Committee of the Central Board has approved a new scheme for officers in SMGS V or below which seeks to eliminate unproductive work, reduce maintenance cost, release manpower resources for productive work and address the concerns of the officers. 3. SALIENT FEATURES OF THE NEW SCHEME i. The new scheme shall apply to all confirmed officers, including officers in specialist category in JMGS I to SMGS V who are governed by the SBI Officers’ Service Rules 1992. Accordingly, officers who have joined the Bank on contract and/ or whose remunerations have been fixed on CTC basis will not be eligible for availing of the facility. ii. Under the proposed scheme, officers will henceforth be allowed to purchase from reputed dealers, at the place of residential accommodation/nearest big centre if the

residential accommodation is at rural and semi-urban centre, the essential i tems of furniture/f ixture of their choice. However, the items that may be purchased shall be from the standard l ist of i tems prepared by the Bank for different grades.

i i i . Monetary ceil ings for purchase of furniture/ f ixtures for

various grades wil l be as under:

The proposed ceil ings have been fixed after taking into account the addit ional cost of f ixtures, curtains etc. and some increase in the cost on account of inflation. At present, we are providing curtains to off icers every three years and f ixtures. After the implementation of this scheme, this facil i ty wil l be withdrawn because the amounts of el igibi l i ty mentioned above also include reimbursement for curtain, f ixtures and all other misc. i tems. The above monetary ceil ings wil l be reviewed after f ive years.

iv. The off icers wil l be responsible for maintenance of furniture/f ixtures supplied to them. No repairs of the furniture/f ixtures, minor or major, wil l be undertaken by the Bank. However, the off icers wil l be eligible for reimbursement of expenses on account of repairs, annual maintenance charges, charges for washing of curtains, insurance (including transit insurance, whenever furniture/f ixtures are required to be transported for any reason), etc. as under:

JMGS I - Rs 9000/- p.a.

MMGS II & III - Rs 10000/- p.a. SMGS IV - Rs 11000/- p.a. SMGS V - Rs 12000/- p.a.

The off icers wil l have to claim this amount on a certi f icate basis every year in July and no carry over of such claim to the next year wil l be permitted. However, no reimbursement of this amount wil l be made within one year from the purchase and the off icer shall have to arrange for the repairs/ insurance at his own cost during that period.

v. The off icers who have already been provided with the

Bank’s furniture at their residence wil l not be permitted to surrender the same. However, their entit lement for purchase of furniture/f ixtures under the new scheme wil l be decided by reducing the original cost of furniture/f ixtures/curtain which they are holding. The off icers, in such cases, can purchase new items of furniture etc. as per their choice within their residual fresh entit lement. Further, in case some of the items of furniture/f ixtures which they are holding are more than 10 years old, the original cost of such items wil l be reduced from the aggregate original cost of furniture which they are holding while working out their fresh entit lement.

Details of the scheme alongwith l ist of standard items, have been provided in Annexure I to IX to this Circular instruction.

4. MERITS OF THE SCHEME: The new scheme wil l have the fol lowing merits:

(a) The Bank wil l be absolved of the responsibil i ty of supply, upkeep, storage and maintenance of furniture/f ixtures. Consequently, i t wil l save cost, voluminous administrative work and wastage of manpower resources.

(b) It wil l release costly storage space. (c) The satisfaction level of the off icers wil l be high because

they wil l purchase the items of their own choice (to be selected from a standard l ist of i tems).

5. The Scheme wil l come into force with immediate effect and the old scheme for this purpose shall stand withdrawn. 6. On receipt of this Circular, the branches/off ices shall advise the l ist of i tems (inventory) supplied to the off icers to him alongwith the date of purchase and original purchase price of each item, on the basis of which the fresh entit lement wil l be calculated. 7. ANNEXURE I

SCHEME FOR PROVIDING FURNITURE/FIXTURE TO OFFICERS IN SCALE I TO V

i) The scheme is for providing furniture/ f ixtures at the residence of al l the off icers upto SMGS-V (Bank’s residence/ leased residence/ residence owned by the off icers and/ or residence taken by the off icers on rent).

i i) All confirmed off icers, including off icers in specialist

category, in JMGS I to SMGS V who are governed by the SBI Officers’ Service Rules 1992 wil l be eligible for avail ing of the facil i ty. Accordingly, off icers who have joined the Bank on contract and/ or whose remunerations have been fixed on CTC basis wil l not be eligible for avail ing of the facil i ty.

i i i) Officers in TEG Scales VI and above wil l continue to be

governed by the existing provisions.

iv) Under the proposed scheme, off icers wil l henceforth be allowed to purchase the essential i tems of furniture/ f ixtures of their choice within the cost prescribed herein for each grade from reputed dealer at the place of residential accommodation/nearest big centre if the residence is at rural and semi urban centre. However, the items to be purchased shall be from the standard l ist of i tems permissible by the Bank.

v) The Officers who have already been provided with the

Bank’s furniture at their residence wil l not be permitted to surrender the same. However, their entit lement for purchase of furniture/f ixtures under the new scheme wil l be decided by reducing the original cost (original purchase price) of furniture/f ixtures which they are holding from the new monetary ceil ing f ixed for their respective grade in clause (vi i i) below. The off icers in such cases can purchase new items of furniture as per their choice within their residual fresh entit lement. Further in case some of the items of furniture/f ixtures which they are holding are more than 10 years old, the original cost of such items wil l be reduced from the aggregate original cost of furniture which they are holding while working out their fresh entit lement.

vi) Once the off icer purchases the essential i tems of

furniture/ f ixtures as per his choice, he wil l not be permitted to surrender the same to the Bank. He wil l carry the furniture/f ixtures on his transfer to the new place of posting within his el igibi l i ty of transportation of household goods and no addit ional claim for transportation of Bank’s furniture/ f ixtures wil l be entertained.

vii) Various ceil ings for metro/ non-metro wil l be removed and there wil l be only one ceil ing for a particular grade because an off icer may move from one kind of a centre to another.

vi i i) Monetary ceil ings for purchase of furniture/ f ixtures for

The off icers wil l have to claim this amount every year in July and no carry over of such claim to the next year wil l be permitted. x) On promotion, an off icer may become eligible for higher

ceil ing for purchase of furniture/ f ixtures. In such an eventuality, he may purchase the addit ional i tems of furniture within the ceil ing prescribed for his new grade and claim that addit ional amount from the Bank. However, i f an off icer continues to remain in the same grade and the entit lement of that grade is enhanced for any reason e.g. price rise, he wil l not be entit led to claim the enhanced amount.

xi) After purchasing the furniture/ f ixtures from reputed dealer, the off icers wil l have to use the same for 10 years. Thereafter, the ownership of the furniture / f ixtures wil l be transferred to the off icers. They would be eligible for avail ing of the facil i ty for second time, subject to the condit ion that this facil i ty would be given a maximum of three t imes in entire service career. However, every subsequent t ime they avail this facil i ty, their el igible amount for this purpose shall be reduced by the residual book value of the furniture/f ixture supplied last t ime. If the off icer is promoted to TEGS VI at any stage, this facil i ty of reimbursement of the cost of essential furniture/ f ixtures wil l not be available to him thereafter and his entit lement for physical supply of furniture/ f ixture in his new scale of TEGS VI wil l be reduced by the book value of the furniture/ f ixtures provided to him when he was SMGS-V off icer.

xi i) An off icer joining Bank’s service, and on his el igibi l i ty for

supply of furniture, wil l give an application for purchase of furniture and fixture as per the specimen placed at Annexure “II”. The off icer wil l then be paid the amount as per his entit lement by debit to Suspense A/c. Thereafter, within a fortnight, the off icer wil l give a certif icate to the Bank on a standard format (annexure “III”) enclosing therewith the cash memo(s)/receipted challan(s) indicating the purchase and delivery of the those items. On receipt of this certi f icate, the advance given to him earl ier wil l be adjusted by debit to Bank’s Fixed Assets Account. A copy of this certi f icate and the enclosed l ist/ cash memo(s)/ receipted challan(s) wil l be kept in his service f i le and the date of purchase and the amount of the items should be noted in the service sheet also. If the off icer does not buy the furniture/f ixtures within a month from the date of advance taken by him for this purpose, i t wil l be deemed that he has misuti l ised the fund and the amount wil l be recovered from his salary in 10 instalments together with interest at the prevalent rate for clean overdraft and the off icer wil l not be given the benefit of this Scheme in his entire service. Furniture purchased by an off icer wil l be verif ied by the Branch Manager/Designated off icer and a certi f icate to the effect wil l be kept on record at the branch/off ice. An off icer may be designated for the purpose by the GM(CS)/DGM & CDO, LHO/DGM (Module) for CC/LHO/ZO establishment respectively.

xi i i) The furniture/ f ixtures, provided at the off icers’ residences

under the scheme, wil l be Bank’s property.

xiv) The off icers shall not let out or otherwise part with the possession of the furniture/ f ixtures to any one in whole or in part t i l l the t ime the ownership thereof is transferred in their names.

xv) Once the off icer has been paid the amount for purchase of

furniture/f ixtures from the next month onward, 0.40% of the pay in the f irst stage of the scale of pay in which the

officer is placed wil l be recovered from his monthly salary toward the rent.

xvi) As on the 1st March every year, every off icer shall submit

the possession certi f icate (Annexure IV in duplicate duly signed in token of acknowledgement) to the branch/ off ice where he is posted. On transfer of an off icer, the book value of furniture/ f ixtures provided to him wil l be debited to the transferee branch/ off ice and the amount of reimbursement for furniture/ f ixtures and the date of reimbursement wil l be mentioned in the LPC. This wil l also be mentioned in the service sheet.

xvi i) At the t ime of retirement/ voluntary retirement/ exit/

removal/dismissal of the off icer, i f an off icer has put in more than f ive years of service from the date of reimbursement for furniture/ f ixtures, no recovery shall be made from him and the ownership of Bank’s furniture/ f ixtures wil l be transferred to him. However, i f an off icer is retired/ voluntari ly retired/ removed/ dismissed or al lowed to exit from the service within 5 years from the date of reimbursement for furniture/ f ixtures, the book value of the furniture/ f ixtures wil l be recovered from his terminal dues. In case of death of the off icial while in service, the family of the deceased off icer wil l be given the furniture/ f ixtures already purchased by that off icer free of cost and the book value of the same wil l be written off from Bank’s book.

xvi i i) The new scheme of providing furniture/ f ixtures wil l come

in force and the old scheme for this purpose shall stand withdrawn with immediate effect for off icers in SMGS-V and below.

ANNEXURE II

Dear Sir, ADVANCE FOR PURCHASE OF BANK’S FURNITURE/ FIXTURES FOR USE AT MY RESIDENCE With reference to the Bank’s circular letter no.____________________________ dated _________________, please grant me an advance of Rs ______________________ (Rupees __________________________________________________________) equivalent to my entitlement for purchase of furniture/ fixtures on Bank’s behalf for my own use at my residence. In this connection, I submit as under:

iv) I undertake to purchase the items of furniture/ fixtures of my choice

of my entitlement for this purpose.

v) I undertake to give certificate within two week’s time from the date of advance taken to the Bank in confirmation of having purchased the furniture/ fixtures together with a list containing the particulars of

each item, viz. the name of the item, price etc. together with the relative cash memo(s)/ receipted challan(s).

vi) I understand that if I do not purchase the furniture within a month

from the date of advance being given to me for this purpose, it will be deemed that I have misutilised the fund and the amount will be recovered from my salary in 10 (ten) instalments together with interest at the prevalent rate for clean overdraft and I shall not be given the benefit of this Scheme in my entire service.

vii) I undertake to obtain insurance cover (including transit insurance

whenever Bank’s furniture/ fixtures are required to be transported for any reason whatsoever) for the book value of the furniture/ fixtures in the name of the Bank at my own cost in first year and from the amount payable to me towards insurance and repairs of furniture every year thereafter. The policy issued by the insurance company will be kept with me. As I shall myself be insuring the furniture/ fixtures provided to me by the Bank, in case of any loss of any kind, it will be my responsibility to get the amount of claim from insurance company and I shall not raise any claim with the Bank to replenish the loss.

viii) I understand that if I do not purchase the furniture and fixtures and

submit a false certificate regarding purchases made, I shall be liable to be proceeded against under the relevant service rules.

PURCHASE OF BANK’S FURNITURE/FIXTURES FOR MY RESIDENTIAL ACCOMMODATION Further to my application dated ________________ on the basis of which I was granted an advance of Rs _______________ (Rupees _____________________________ only), this is to certify that on behalf of the Bank, I have purchased furniture/ fixtures worth Rs __________________ (Rupees _________________________________only) of my choice for my residential accommodation. The statement giving details thereof is enclosed together with the cash memo(s)/ receipted challan(s). I acknowledge that the furniture/ fixtures purchased by me are Bank’s property which I shall possess and take good care of as a bailee. 2. I have obtained insurance cover for the book value of Bank’s furniture/ fixtures in Bank’s name and the insurance policy is in my possession. I shall always keep these Bank’s furniture/ fixtures insured for the Book Value in future also. In case of loss of any kind, it will be my responsibility to obtain the amount of claim from the insurance company and whether the insurance claim is paid or not paid at all, I shall not make any claim with the Bank for any replenishment of the loss. 3. I know that the furniture/ fixtures provided to me by the Bank shall remain with me for at least 10 (ten) years and I shall have to carry them wherever I am transferred within my eligibility for transportation of household goods on transfer. I shall not make any additional claim separately for transportation of Bank’s furniture/ fixture provided to me for my residential use. 4. I also know that I shall not get any additional reimbursement for a purchase of any furniture/ fixtures for my residential use within 10 (ten) years from the date of purchase i.e. _______________(date), except when my entitlement increases on account of my promotion. Even if there is any upward revision in future, in the entitlement for my present grade, I shall not be eligible to
