I. Functions
The MOET is the Governmental agency implementing the function of nationwide state
management of pre-school education, general education, professional education, highereducation, continuing education; implementing the function of state management in public
services; acting as the owner of the state capital in businesses within the legal management areaof the Ministry.
II. Responsibilities
1. Submitting to the Government for its approval of school system, category of training fields in
schools, tertiary education institutions;
2. Promulgating regulations for training subjects in professional secondary education and
vocational training, for the establishment of kindergartens, general schools at all levels,professional secondary education and vocational training, program objectives, contents,
education and training methods of all levels;
3. Previewing and allowing the publishing of textbooks and brochures in service of the education
and training work;
4. Formulating regulations for the enrollment and management of pupils and students ofundergraduate and post-graduate levels inside the country and overseas;
5. Formulating criteria for assessment of education and training results, regulations for granting
and withdrawal of certificates and degrees in education and training;
6. Stipulating criteria for providing equipment, usage, infrastructure and facility maintenance in
schools; studying and designing school models;
7. Cooperating with related agencies in establishing criteria and standard number of teachers forpre-school education, primary education, secondary education, professional secondary education
and vocational training and higher education;
8. Guiding and reviewing the implementation of targets, programs, contents, plans and
regulations in education and training and professional regulations for each kind of schools,
classroom model;
9. Organizing unified management in training, nurturing and using teaching staff at all levels in
accordance with targets, programs and contents of training for state, semi-public, people`sestablished and private schools;
10. Submitting proposals to the Government for approvals of regulations on organization,
establishment, amalgamation or dissolution of universities;

11. Implementing the function of educational inspection nationwide;
12. Implementing the above responsibilities through:
+ 16 bodies helping the Minister in state management functions;
+ 64 Education and Training Departments at provincial level with more than 500 Education
Offices;
+ 2 research institutes; and several administration and business agencies under auspices of theMOET;
+ About 100 universities and colleges.
