Quirk (1924-1994) into the Frost Valley Hall of Fame. Quirk’s son, Allen, accepted the honor in his father’s memory. An induction into the Frost Valley Hall of Fame is awarded to individuals who have been instrumental in service and leadership to the organization. For his commitment to volunteering his time, supporting Frost Valley’s mission, and remaining actively involved with partnering foundations, Howard Quirk makes an ideal addition to the Frost Valley Hall of Fame. Before volunteering at Frost Valley, Quirk led The Victoria Foundation from 1968 to 1989. The Victoria Foundation is a non-for-profit driven by its mission “to improve the lives of children and families in need in Newark, NJ and to protect water resources and preserve precious open space statewide.” “In the world of foundation grant-making,” Quirk wrote, “there is no direct correlation between effort and success.” Still, he contended, “we must try and make the supreme effort.” Yet Quirk did more than try—he succeeded. In the years before his passing, Quirk had become, as former Frost Valley Director Halbe Brown once put it, “the heartbeat of Frost Valley.” He worked full-time as a volunteer, directed the camp’s endowment fund, and served as liaison with the Tokyo-Frost Valley YMCA Partnership Program. By the time Quirk retired from the Victoria Foundation, it was awarding $10 million in grants each year. Quirk’s leadership enabled the Foundation to sponsor projects such as Tri-City, North Ward Education & Cultural Center, Kids Corporation, Unified Vailsburg, and PCCI (Protestant Community Center Inc). Through these projects, Frost Valley brought children to summer camp whose families could not afford the tuition but who needed time away from the inner city. Before passing, Quirk was able to make certain that his impact at Frost Valley would live on. Today his legacy is felt through his talented successors at the Victoria Foundation, through the high-level volunteerism at Frost Valley that he inaugurated, and through Frost Valley’s various urban partnerships that allow countless children who would never have the chance to set foot in the woods the opportunity to explore the Catskills and sleep under the stars.
