Particularly noteworthy is the high level of qualification of the employees in the health industry. This strength in human resources as well as technological and organisational inno-vations mean that Austria plays a pioneering role as a health country within Europe, a fact which is repeatedly confirmed by a top ranking in the Euro Health Consumer Index2.

Structure of the health care system in Austria3

The training of doctors and medical staff is of very high priority in Austria. After com-pleting their medical studies, doctors decide either to continue their training as general practitioners or to become specialists. Some physicians pursue a university career and remain employed in a university hospital after completing their specialist training.

It is common for doctors in Austria to have their own practice, regardless of whether they work in a hospital or not. Most of them have a contract with a state health insurance com-pany so that no further treatment costs are incurred for patients who are covered by this insurance. Renowned doctors and well-known professors usually have so-called private surgeries where they treat their patients for a fee.

Both private patients and foreign self-paying patients have the option of being treated by the doctor of their choice, either in a private clinic or in the doctor’s private practice. There are renowned medical specialists who spe-cialise in certain subspecialties within their area of expertise.

Great importance is attached to the safe-guarding of health in Austria. Highest quality standards and continuous controls by the Federal Ministry of Health mean that this health system is one of the best in the world. Patient safety, structural quality, risk man-agement as well as training and further edu-cation of medical staff are the main focuses of the quality strategy.

Как правило, врачи в Австрии имеют свой отдельный приемный кабинет вне зави-симости от того, работают они в больнице или нет. Austrian in-patients are generally treated in public hospitals, while patients with supple-mentary insurance cover and international patients are treated in private clinics. The general standard of quality is very high in both cases, but private patients enjoy additional privileges such as free choice of doctor, exclu-sive care and usually shorter waiting times.

In Austria there are around 265 hospitals, more than 900 outpatient clinics, more than 70 rehabilitation centres, more than 800 old people’s and nursing homes, around 30 geriatric centres and 9 hospices. In addition there are 31 university clinics and 30 highly specialised laboratories throughout the whole of Austria which are amongst the top research institutes in Europe.

There are about 35 private clinics in Austria, 7 of them in Vienna. Public hospitals

Austria has a dense network of medical care facilities and a high density of doctors. With over 140 public hospitals, the efficient medical care of both Austrians and foreign patients is ensured. Approximately 2.5 million hospital stays are registered annually. The 31 univer-sity hospitals alone treat more than 100,000 in-patients and more than 600,000 out-pa-tients every year.

Although many public hospitals also have a so-called “class” ward, where private patients can enjoy a similar level of comfort as to that which they would receive in a private clinic, the public hospitals are primarily reserved for Austrian patients.

Rehabilitation

There are around 70 rehabilitation centres in Austria. The aim of medical rehabilitation is to enable patients to resume their accustomed everyday life. And because the psyche also plays an important role, many of the reha-bilitation centres are located in the beautiful Austrian countryside. These modern centres offer a wide range of treatments.

The main medical reasons why patients are in need of rehabilitation are either of a neurological or orthopaedic nature. Although post-operative rehabilitation is usually within a planned time frame, neurological diseases may call for longer-term rehabilitation thera-pies. That is why it is considered important that patients can be accompanied by their relatives. Some rehabilitation centres even offer exclusive apartments.

MedAustron is a cancer treatment and research centre near Vienna that offers an innovative form of radiation therapy: particle therapy. Charged particles – protons or carbon ions – are thereby used for irradia-tion.

MedAustron is one of only six comparable centres worldwide.

Particle therapy is mainly applied to radio-resistant tumours or tumours which are otherwise difficult to treat due to their anatomical position. The energy of the particles is deposited predominantly in the tumour, which on the one hand means that side effects and long-term damage are mini-mized, on the other the dose of radiation can be increased to treat aggressive tumours.

The Emco Privatklinik is a PRIKRAF-funded private hospital that was established in 1986. It has eleven specialised medical depart-ments providing acute care, two independent outpatient clinics and two medical institutes.

At present the hospital has 31 single- and twin-bedded rooms with superior facilities for inpatient care. The patients are taken care of by 100 employees, including 35 medical specialists and six general practitioners, in two fully sterile operating theatres, a proce-dure room, a recovery area and an intensive care unit with two beds. The specialist areas include: internal medicine, psychosomatic medicine, general surgery, reconstructiveplastic surgery, neurosurgery, trauma surgery, orthopaedics, ophthalmology, urology and dermatology.
