SPECIFICATION FOR TIMBER FRAMED MODULAR BUILDINGS SPECIFICATION: MBS/RM 875/TF SCOPE 1.1 This Specification covers the requirements for the supply (purchase or hire),

delivery, off-loading and erection of timber framed prefabricated portable units to any location within the UK. The units will be complete individual prefabricated structures, capable of being transported to a specified location.

2.2 Structural Requirement

a The units are to be designed in accordance with the recommendations of BSEN 1995-1-1:2004 + A1:2008 - Structural use of timber.

b BSEN 1991-1-1:2002 & BSEN1991-1-7:2006 The minimum imposed loads are as follows:-

i. roof 1.5 KN/m2

ii. floor 5.0 KN/m2 2.3 Stability The units shall be designed to withstand any lateral or, overturning movements

due to the action of a basic wind speed of 54 m/s in accordance with BSEN 1991-1-3:2003

2.4 Thermal Insulation Floors, walls and ceilings shall be insulated to comply with all current and

pending building regulations. In particular, with Building Regulations 2010 Part L -“Conservation of Fuel and Power”.

2.5 Sound Insulation The units shall provide a minimum sound insulation value of 27 dB in

accordance with BS 8233: 1999, Code of Practice for Sound Insulation and Noise Reduction for Buildings.

2.6 Structure 2.6.1 General

Spruce (or suitable alternative timber) to be used for floor and roof elements, contract quality for framing of panels. Window frame trimmings, door frames and all skirtings and other trimmings to be good quality softwood timber.

2.6.2 Walls a. Internal All internal walls to be pre finished 12.5mm foil backed vinyl faced

plasterboard. b. External Plastic Coated Steel

Externally clad with 0.7mm thick galvanised plastic coated steel galvanising to BS EN 10143: 2006) which is bonded to 9mm WBP plywood under a pressure of 13.5 MN/m2.

Resin Based Texture Paint 9 WBP Plywood nailed and glued to timber frame. Joints to be scrim

taped and all nail holes to be filled. Walls to be coated with primer and finished with a single coat of resin based texture paint to any single BS 4800 colour specified.

2.6.3 External Doors To be solid core external flush type suitable for painting if required. To be

fitted with: closer (Briton) or equivalent) with 1 1/2 pairs 100mm steel butt hinges. 3 or 5 lever lock and aluminium lever furniture. Floor mounted door stops to be fitted for all internal opening doors. Timber drips to be fitted above all external doors and finished as per door.

2.6.4 Windows UPVC frames with neoprene glazing gaskets and anodised glazing beads

which hold 4mm sheet glass which is to BS 952-1:1995. Window casement stays and holding studs to be anodised aluminium to match window frame. Style to be top hung sash.

2.6.5 Roofs To consist of timber joists and other timber members to provide a strong

and rigid component and comply with the requirements of BSEN 1991-1-1:2002 & BSEN1991-1-7:2006 as previously specified in 2.2(b).

Decking is to be covered with a monolithic weatherproof membrane.

Fascia boards, to be WBP plywood and decorated as per customer's requirements.

An approved method of rainwater disposal shall be incorporated. Internally

the roof is to be lined with 12.7mm thick foil backed plasterboard. Joints between sheets to be fitted with a PVC extruded jointing section.

2.6.6 Floors To consist of timber floor joists and other timber members to provide a

strong rigid component and be capable of carrying minimum imposed floor loads as specified in 2.2(b). Flooring to consist of 15 WBP plywood or 15mm moisture resistant particle board, fixed to the joists.

2.6.7 Floor Covering To be 2mm heavy duty vinyl sheet. All joints to be factory welded. 2.6.8 Jack-leg Supports (if required) To be adjustable jacking type frame, made from rolled hollow section steel

which can be used to level the building on an uneven surface. 2.6.9 Trims Skirting to be fixed after vinyl has been laid. 2.6.10 Partitions All to be full height from floor to ceiling. To be clad on both sides with 12.7mm pre finished plasterboard, fixed to

timber framework and incorporating insulation for sound reduction purposes.

2.6.11 Internal doors Door furniture to be 3 lever lock with aluminium handle and fitted with kick

plates on each side. Floor mounted door stop to be provided with each internal door to prevent damage to wall linings.

If a 30/20 fire door is fitted it must have a Briton 2003 or equivalent door

closer.

2.7 ELECTRICAL INSTALLATION 2.7.1 General Cables, luminaires, heating appliances, protective devices and all other fittings

and materials used in the installation shall be manufactured to the relevant British Standards. All cables shall be BASEC approved.

The work shall be carried out by approved craftsmen and shall comply with the

17th Edition of the IEE regulations. The consumer unit usually located at a high level adjacent to the entry door shall

incorporate an RCD with an earth leakage sensitivity of 30mA. Final circuits shall be protected with MCBs.

2.7.2 Lighting The luminaires are to be controlled from multi-gang switches as required to

BSEN 60669-1:1996 Fluorescent lights to be complete with prismatic controller. Bulkhead luminaire to be individually controlled from a switch to BSEN 60669-

1:1996. 2.7.3 Heating To be 2kW or 3kW Dimplex DX range or equivalent and individually controlled

from switched fuse spur outlets with neon indicators to BS 5733: 2010. 2.7.4 Power Points Single or double 13A switched socket outlet to BS 1363: Part 3:1995. 2.7.5 Earthing All pipes, metalwork (including fixtures and fittings) are to be electrically bonded

to each other by a continuous conductor and the bonding conductor taken to the main earth terminal in the consumer unit. The chassis and super structure steel framing are to be similarly bonded to the mass of steel cladding.

All metallic surfaces, to be permanently earthed as previously described.

2.7.6 Testing On completion of the work the contractor is to carry out tests in accordance with

the IEE 17th Edition. Test Certificate to be issued when tests are completed. 2.8 PLUMBING Plumbing installations must comply with all Building and Water Authority

Regulations. All waste pipework from the sanitary fittings is to be UPVC to BS 4514: 2001.

The waste pipe-work is to be located above floor level and terminated into an air admittance valve/drain connection.

Floor outlets located within the ablution areas (if required) of the building must be

suitably capped and connected into either the main drainage system of the individual gulley.

On completion of the plumbing installation, the necessary tests are carried out to

ensure that all joints are complete and leak free.

SPECIFICATION FOR SINGLE CLASSROOM – TYPE A MBS/RM875/SC-A

1. INTRODUCTION This Performance Specification was prepared for a typical Design & Build Contract of a single storey freestanding modular “classroom” building. This specification shall be read in conjunction with the drawing mentioned above. The Contractor shall allow for all necessary detailed site investigation, and design and construction to satisfy the requirements detailed within this contract. The design of the classroom and all associated works shall demonstrate that it is safe, functional and be equipped with energy saving attributes to Building Regulations Part L, to be environmentally sound and that it will remain this way with nominal normal maintenance for its intended design life and complies with all relevant legislation and regulations.

2. SCOPE OF THE WORK

The modular building is to have a minimum twenty five (25) year life and be certified to assure this life. Suppliers are to tender based as close to the sizes shown on the drawing. It is recognized that it may be economically desirable for the bidder to offer slightly different module sizes and bidders shall not be expected to provide the precise sizes indicated, but should tender based upon achieving an economical floor area close to the size of the modular building indicated upon the drawing. It is to be assumed that the Modular building is to be in place for longer than 2 years and is therefore subject to all Building Regulations. The Provider, shall include the cost of making a “full plans” submission to the Local Authority building control prior to commencement. Included in the works are the ramps, connecting to services; detailing and railings. The site, mechanical services and a suitable base shall be provided by others. The bidder is to provide all manuals and periodic maintenance

schedules associated with the building and fittings. The bidder is to make provision within the overall cost of on-site supervision of the installation works to liaise regularly with the customers agent. The bidder is to meet in full any expenses associated with the health and safety and welfare requirements of the works which are not specifically mentioned in the tender documents but which nevertheless are health and safety measures that are normal practice and/or are required to conform with all Health and Safety Legislation.

3. BUILDING REQUIREMENTS

To provide a modular building as per the drawing and specification and allow for delivery, offload and erection on to a prepared (by others) site. Connect to mechanical and electrical services provided by others. Provide disabled ramps to locate with building entrance(s) and prepared (by others) paths. Internally fitting out the building as set out in the specification. Provide window and doors as specified. New building to be suitable for children aged 2.9 to 3.6 years old and to include the following accommodation. 3 toilets for the children plus an adult accessible toilet. Tea / coffee making area which must be secure from the main classroom whilst simultaneously designed to allow users the ability to see and supervise children whilst using this area ensuring adult to child ratio is maintained, - use half height partition walls. Provision for storage 5m2 floor space minimum Classroom accommodation of 65sqm minimum.

Unit to comply with Building Regulations and all applicable Building Bulletins and in particular:

BB100 – Design for Fire Safety in Schools BB101 - Ventilation of School Buildings Works to include all associated costs in connection with delivery, erection and commissioning modular classroom and on completion leaving building fully functional.

4. FIRE RATINGS:

6. DELIVERY & ERECTION Make whatever arrangements necessary for craning of the building or sections.

Allow for temporarily moving and reinstating existing site features such as fences gates and roadside barriers and the like to facilitate access. Include for all liaison with Highway Authority and costs of any licenses etc as may be required.

7. ERECTION:

Lifting, positioning, fixing: Lift units from manufacturer's designated points only. Provide temporarily support, as required

8. ASSEMBLY: Fixings: Size and pattern as determined by structural calculation. Anchor bolts and straps: Correctly positioned at all locations shown on the drawing.

9. ACCURACY OF ERECTION: Alignment of modules: Offsets on plan or section to vary by not more than manufacturers specified tolerances. Finished appearance: Notwithstanding specified tolerances, modules must be square, regular, true to line, level and plane.

10. SUB-STRUCTURES – assume to be provided by others to standard as below The foundations shall be designed to suit the ground conditions encountered. The foundations are to have a maintenance free design life and be designed to be compatible with the proposed modular building system as manufactured by the bidder including specific additional loading. Foundation finishes are to be brick wall infill to match existing brick work to adjoining building.

The foundations to be designed in accordance with the relevant British Standards including the NHBC Standards Chapter 4.2 ‘Building near trees’. Foundation design to be based on a safe bearing capacity. When siting foundations care needs to be taken to ensure no adverse loadings are imposed on existing underground services. See engineers report for details of anticipated services. Positioning of foundations must be agreed with the engineers prior to laying.

11. EXCAVATIONS– assume to be provided by others to standard as below

The sides of all excavations to be adequately supported at all times and shall be kept free of water. Any soft spots at formation level to be removed and replaced with suitable compacted material. Excavations must not undermine any adjacent building or structure.

12. EXTERNAL RAMP STEPS AND RAILINGS Construct a platform, steps and concrete ramp as shown on the drawing. Externally finishes are to be non slip concrete grano chips or similar with brick retaining wall with 100 mm upstand; all to comply with Building Regulations 2010 Railings to ramp as shown. Q clamp or similar system

13. FRAME GENERALLY The structural frame including all structural fixings and all joints shall be designed to have maintenance free design life and be adequately protected against corrosion

or deterioration. The frame must support its self weight and all dead and imposed maximum loads safely and transfer them to the foundations as well as resisting movement caused by thermal and live load factors, as indicated in the relevant British Standards.

14. WATER PENETRATION: Requirement: Under site exposure conditions moisture must not penetrate onto internal surfaces, or into cavities not designed to be wetted.

15. ROOF STRUCTURE The roof structure including all structural fixings and joints shall be designed to have a maintenance free design life and be adequately protected against corrosion or deterioration. The roof must support its self weight and all dead and imposed maximum loads safely and transfer them to the foundations as well as resisting movement caused by thermal and live load factors, as indicated in the relevant British Standards. Roof is to be fully insulated to current building regulations.

16. ROOF CRITERIA: The whole of the roof is to be designed to: (a) Prevent rain/show/wind penetration. (b) Prevent condensation and interstitial condensation. (c) Prevent cold bridging. (d) Accommodate wind loads. (e) Accommodate general maintenance loading. (f) Adequate protection against snow run-off/damage to building fabric or persons must be provided to eaves. (g) The roof shall be designed to minimise the noise transference of heavy rain to the inside of the building.

17. ACCESSORIES TO ROOFING: The roof shall include any necessary trims and flashings, ridges, end caps and drip flashings which are compatible with roof covering and be of the same colour and finish as the roof sheeting.

20. FLOOR STRUCTURE The floor structure including all structural fixings and joints shall be designed to have a maintenance free design life and be adequately protected against corrosion or deterioration. The floor must support its self weight and all dead and imposed maximum loads safely and transfer them to the foundations as well as resisting movement caused by thermal and live load factors, Any timbers used must be suitably treated and be moisture resisting. The floor must incorporate insulation to comply with the Building Regulations.

21. FLOOR FINISHES GENERALLY Floor finishes shall be level and the floor of the entire building is to be flush without trip hazards on thresholds with welded joints. Lay all finishes in full lengths as piecing-in with small sections will not be accepted. Allow for all movement joints, cover strips and thresholds.

23. EXTERNAL WALLS CRITERIA: The external walls are to be designed to:

24. EXTERNAL WALL CONSTRUCTION

External walls to be frame construction with external cladding of a composite board weather tight externally, and fully insulated to current building regulations

25. SHEET CLADDING Shall include any necessary trims and flashings, ridges, end caps and drip flashings which are compatible with the sheet cladding and be of the same colour and finish as the sheet cladding. Include for the provision of a skirt between external walls and ground level in a material and finish compatible with wall finish and material of modular unit. Skirt to include ventilation with vermin screens to meet the requirements of building control and any necessary vapour barriers to floor as may be required due to underside of building being enclosed. Include also for suitable locked access points to the area beneath the building.

EXTERNAL DOORS: One and a Half Leaves Doors to be aluminum extruded profile with thermal breaks to match external windows a lower insulated panel with abottom rail, to be high enough to receive standard size kick plates. 29. GLAZING TO DOORS AND WINDOWS GENERALLY Integrity: Glazing must be wind and watertight under all conditions with full allowance made for deflections and other movements. Panes/sheets to be clean and free from obvious scratches, bubbles, cracks, rippling. All glazing to comply BSEN 12600:2002 for safety and security. One pane of each double glazed unit should be laminated for security purposes.

30. INTERNAL- WALL. CONSTRUCTION Smooth finished composite board wipe clean boarding ready finished faced vinyl type. Walls finish boarding internally must have the required moisture resistance to mould growth, impact resistance, sound absorption and fire rated to current Building Regulations. Partitions should be structurally suitable to have fixtures and fittings i.e., shelves, mirrors etc fixed to them. All internal walls finishes are to have flush joints. There will be matching skirting and architraves to all rooms and corridors securely fitted. Colours to match, or complement the wall boarding.

31. INTERNAL DOORS Internal doors are to be proprietary manufactured doors with hardwood lipping and solid core. The minimum thickness of any internal door shall be 44mm with vision panels (with the exception of WC’s which will not have vision panels) top and bottom and noise reduction should comply with the relevant standard. Each door and frame will comply with the requirements for fire resistance. Such certification must cover door and frame materials, glass and glazing materials where fitted and their installation, essential and ancillary ironmongery, hinges and seals.

32. INTERNAL DOOR IRONMONGERY All internal doors are to be fitted with the stainless steel ironmongery 1 and a half pairs compliant with the relevant regulations. All doors to be provided with kick plates both sides. Lock to be the same as the schools schedule of locks. SPECIFICATION FOR SINGLE CLASSROOM – TYPE B MBS/RM875/SC - B

1. Introduction

This modular building is to comply with the Building Regulations 2010, including Part L - “Conservation of Fuel and Power”. The scope of work is to include manufacture, delivery, offload, erection, install and commission on a prepared site with all external mechanical and electrical services provided.

Timber materials and products manufactured from timber must be sourced from legal and sustainable forests, further information can be obtained from the link below.

1.1 In addition to compliance with The Building Regulations Part M, wheelchair

accessible W.C’s, changing and hygiene room facilities must comply with Department of Education document “The Provision of Wheelchair Accessible W.C, Changing and Hygiene Room Facilities Within Schools”

1.2 All timber and wood-derived products must be from independently verifiable legal and sustainable sources. A list of assessed certification schemes that currently meet the government’s requirements can be found at www.forest.net/cpet or:-

1.3 The modular portable building supplier shall be responsible for all liaison and co-ordination with school management and statutory authorities required to complete the works.

1.4 Each building to have an identification plate mounted in the lobby/cloak area. Identification plate to display manufacturer, manufacturer’s identification number and date of completion.

1.5 At practical completion of the works the contractor must provide full handover documentation to the school authority.

1.6 All commissioning certificates, test results, system manuals, as installed drawings etc. shall be enclosed and presented to the school as part of the operating and maintenance (O & M) manuals with all relevant contact postal addresses and telephone numbers listed.

1.7 A complete set of as built drawings, schedules, O&M manuals etc is be included and presented to the customer school and where appropriate, a second copy issued to the relevant Local Authority Education department.

2. GENERAL WORKS

The bidder shall incorporate in the tender (price) provision of the following:

2.1 Provide all necessary external ramps and steps to meet external ground and services preparations.

2.4 Provide all necessary attendances and liaison as required by services providers.

2.5 Carry out all necessary reinstatement of surrounding surfaces as a consequence of the new building.

2.6 Agree the building layout, site layout, finishes schedule, etc. with the school's representatives.

3. BUILDING LAYOUT AND PERFORMANCE REQUIREMENTS

3.1 Design life of all building elements including structure, floor, roof, external

envelope, doors, ironmongery, partitions, internal finishes, external finishes, fixtures and fittings, sanitary ware, services etc to be 25 years minimum.

3.2 Bidders may make modest adjustments to the layout to suit their manufacturing methods and to provide the most economical design. Such adjustments shall not adversely affect the spatial and operational design amenity of the building.

3.3 When designing Fenestration of elevations manufacturers are asked to consider alternative window design from traditional rectangular portable building design.

3.4 Units can be designed to be steel, aluminium, or timber framed. Whichever material is utilized for the building framework, the material, design of construction and methods of working shall comply with the relevant British (BS) and BS EN Standard. External wall, roof and floor construction and each module of the building shall be suitable for disassembly and be economically recoverable where required to be moved to another site. Each building module to have, within the thickness of the external wall construction, four structural columns with integral lifting eyes together with side beams at roof and floor levels. Roof and floor joists to be fixed to side beams and span each module from side to side forming a rigid three dimensional structural frame. Design of the frame in the material of choice is the responsibility of the Provider.

3.5 Provider to propose suitable floor covering patterns and colours. Final choice to be agreed with the school.

3.6 All classrooms to have minimum 12 sq meters of display board.

3.7 Ramps and steps shown only required to allow unit design to comply with Building Regulations. Bidder may provide an alternative design.

3.8 Bidders heating system to comply with DfES Building Bulletin 87 and be automatically controlled.

3.9 Electric lighting to be in accordance with guidance given in DfES Building Bulletin 90.

3.10 Ventilation strategy to be in accordance with guidance given in DfES Building Bulletin 101.

3.11 Ventilation openings shall be designed to effectively ventilate the occupied space throughout the school year without causing excessive thermal discomfort. Store rooms do not require windows but must be ventilated.

3.12 All teaching spaces to have an average daylight factor 4-5% with uniformity better than 0.4 or greater in accordance with guidance given in DfES Building Bulletin 87.

3.13 Partition acoustic performance between spaces to be in accordance with guidance given in DfES Building Bulletin 93.

3.14 Fixtures, fittings and finishes are to be proposed by the Bidder. Final patterns and specifications to be agreed by the customer school.

4. SPECIFICATION ESSENTIALS

Note: - All references to suppliers are on an equal or approved basis.

4.1 Under-building to be vermin proof. Junction between building plinth and adjacent ground surface to be constructed as to prevent vermin gaining access below building.

4.2 External finishes – All external finishes for roof, fascia, soffit, gutter, downpipes, walls, window frames, doors, doorframes and plinth to be prefinished in uPVC, plastisol or similar to reduce external maintenance. Painted surfaces externally to be avoided.

4.3 Windows-Thermally broken uPVC framed units with double glazed panes and trickle vents. Window opening light mechanism to be lockable and be DDA compliant. Teaching spaces should have an average daylight factor 4-5% with uniformity better than 0.4 or greater. Daylight factor calculation to be provided to demonstrate compliance. Windows should have opening lights at high and low level to provide adequate natural ventilation.

4.4 Blinds- Efficient dim-out blinds to be fitted to each window on elevations likely to receive direct sunlight during school hours. Fittings must be flame resistant, easily cleaned and operated. Contact with services and work surfaces must be avoided.

4.5 Doors-All internal doors to be solid cored, soft wood, paint grade veneer with pencil rounded H/W lipping at all 4 edges or sapele veneer with varnished finish. Where required doors to have fire rating of FD30S or FD60S when tested in accordance with BS476:Part 222 and certificate/test report for each doorset provided confirming rating. All external oors to be exterior quality solid cored timber doors. External doors to be clad externally with external wall cladding material. All internal and external doors must have 800mm effective clear width unless required to be wider by the Building Regulations. The main entrance external door shall have a 200x1500mm double and safety glazed vision panel 300mm from FFL.

All internal doors with the exception of the Disabled WC shall have a 200x1500mm GWPP and safety glazed vision panel 300mm from FFL. Stiles to be 150mm. External door ironmongery to be in stainless steel. Door closers to comply with EN1154 1996 and A1 2002 and be capable of delayed action in entrance areas and corridor situations. Lock cases to comply with EN12209 2003. Cylinders to comply with EN12209 2003. Lever handles to be 22mm dia. Kick plates to be 300mm satin anodised aluminium. Main entrance door kick plate to be stainless steel.

4.6 Coat Hooks-Primary school cloaks to have 30no.coat hooks per classroom as

by AJ Binns Limited (or similar) mounted at 150mm centres along an elliptical Variset rail.

4.7 Wall Finish- Internal wall and ceiling finish to be vinyl faced board. Pattern and colour to be agreed with the school.

4.8 Anti-Slip Floor Covering-Anti-slip flooring in toilet and wet areas shall extend 150mm up walls in single piece over proprietary cove formers. All joins to be hot welded with matching style weld rods.

4.9 Shelving- Provide Spurlok (or similar) adjustable shelving to Store with one shelf 600mm deep, 900mm from F.F.L. with other shelves 300mm deep. All shelves to be 19mm thick WBP plywood faced all surfaces and edges with 0.9mm thick Formica Plastic Laminate in light grey.

4.10 Noticeboards -all noticeboards shall be Sundeala FRB Colourboard (or similar) in colour as selected by Client. Boards must be framed with trim to match architraves being used.

4.11 Fitted furniture- Floor units shall have 18mm thick WBP bonded plywood carcass including gable divisions, bottoms and shelves, all covered with 0.9mm thick Formica Laminate to all faces and edges in colour as selected by Client. All doors and drawer fronts shall be proprietary kitchen type moulded doors in colour as selected by Client. Vertical edges to be rounded. Floor unit backs shall be 12mm thick WBP bonded plywood covered on the front face with 0.9mm thick Formica Laminate in colour as selected by Client. Back should be fixed to framing and gable divisions in a rebated channel. Floor unit plinth shall be 100mm high in 18mm thick WBP bonded plywood covered with 1.2mm thick Formica Laminate all faces and edges in colour as selected by Client. All doors shall be hung on 1no. pair of solid metal 180º spring loaded and self-closing Blum hinges. Hinges to have solid metal

fixing plates bolted and screwed to the units. Each door shall be fitted with HEWI 548.13.96.13 diameter solid nylon handles, colour as selected by Client. All shelves shall be supported on Newman Tonks adjustable shelving strips. Worktops to be minimum 30mm thick moisture resistant postformed chipboard faced with 0.9mm thick Formica Laminate. Worktops to have once radiused front edge. Lateral joints to be kept to a minimum but where they do occur they are to be glued and clamped together with BZP dog-bone type connectors. Worktop height 750mm from FFL.

5. SITE WORKS – MECHANICAL SERVICES 5.1 The contractor shall undertake a site survey to ensure that all mechanical and

electrical services such as main water supply, heating, sewage drainage, storm drainage etc can be connected into the new modular building.

6. HEATING

6.1 Heating system shall maintain the following air temperature at 0.5m above FFL when external air temperature is –1deg.C:

Classrooms - 18deg. C. Medical/sick rooms/ Special Needs – 21deg.C. PE/toilets/circulation – 15deg.C. 6.2 The room temperature optimum start accuracy for heating by radiators and air

handling the desired room temperature is to be achieved within 30 minutes of occupation start on 60% of occupied days in the heating season.

Fan assisted convection heaters are not acceptable. 6.3 Water filled radiators, where used to have low surface temperature covers

with rounded corners. Above temperatures to be maintained by compensated, optimised and

sequenced controls. Heating controls are to be operable by school facilities management and staff within the building provided.

7. SANITARY WARE

7.1 Height of sanitary-ware to be appropriate to pupil age group.

8. VENTILATION

8.1 Room ventilation to be achieved in accordance with requirements stated above, statutory requirements and CIBSE, BB87, BB101, BB93 guidance.

8.2 Natural ventilation or hybrid ventilation are the preferred methods of

ventilation in schools and must be capable of easily control by the occupants. As far as reasonably practicable each occupied space shall be naturally ventilated.

8.3 Ventilation openings in windows shall be designed to effectively ventilate the occupied space throughout the school year without causing excessive thermal discomfort.

8.4 Monitoring of Co2 (only) is a standard provision in all teaching spaces. Concentration of carbon dioxide in teaching spaces when measured at seated head height to be less than 1500 parts per million averaged over whole day (9.00-15.30).Visual CO2 indicators to be provided in teaching areas.

8.5 Mechanical ventilation systems servicing teaching spaces and medical rooms to provide minimum 8L/s/p fresh air. Ventilation systems servicing toilet areas to provide minimum 6L/s/p fresh air per W.C.

9. POTABLE WATER SERVICES

9.1 Identify any required services and the means of economical operation. Direct mains water is considered appropriate throughout the entire school, complete with remote isolation at all entry points to the building, serving classroom sinks and other specific areas. Classroom sinks to have separate taps for hot and mains water. Mains water to have drinking water sign. All external pipe work must be enclosed to prevent vandalism.

10. HOT WATER SERVICES

10.1 All local electrical hot water heaters, water temperature, shall not exceed

43deg. C. All local electrical under sink or under wash hand basin

hot water heaters to be enclosed in lockable cupboards or

vanity units to prevent tampering.

11. GAS

Gas installations shall comply with the Gas Safety (Installation and Use)

Regulations 1998 and the associated approved codes of practice.

11.1 All external gas pipe work, and the lockable cut-off valves, are to be enclosed

to prevent vandalism.

11.2 Gas detection and isolation system to be complete with:

13.1 Storm drainage from the building roof and paths to be connected into existing storm drainage system.

14. ELECTRICAL SERVICES

14.1 Electrical design layout drawings and specifications shall be submitted for approval prior to fabrication. Sufficient time shall be allowed for DE consideration of the proposals submitted.

15. SITE WORKS

15.1 The contractor shall undertake a site survey to ensure that all mechanical (water, gas etc.) and electrical services such as mains electric supply, fire alarm, security alarm, class change etc can be connected into the new modular building. All interconnecting cabling shall be taken via 100mm upvc underground ducts provided by others. Earth and warning tape in accordance with CIBSE standards. Cable segregation within the ducts should be in accordance with current edition of BS 7671.

16. LIGHTING

16.1 Classroom: A lighting intensity of 350 lux should be provided at the working

plane.

16.2 Lobby/Toilets: A lighting intensity of 200 lux should be provided at floor level.

16.3 All fluorescent luminaires shall have a 2 amp fuse incorporated within its

housing, and shall be of the high frequency or low loss type. Light fittings

should incorporate high frequency control gear and lamps which provide

good colour rendering properties (Ra of 80 or better).

16.4 Only high efficiency lamps and luminaires shall be used. Lamps, luminaires

and control gear shall be selected for long life, low maintenance and

optimum colour rendering. Luminaires shall have a light output ratio greater

than 0.6. T5 fluorescent lamps shall be used.

16.5 Fittings should be rigidly supported from the building fabric.

16.6 Light switches shall comply with BS 3676 in all respects. Mounting height for

light switches shall be in accordance with DDA requirements. Light switches

shall form matching units with other accessories such as socket,

connection units etc.

16.7 The lighting installation shall be wired utilising LSF insulated single core

cables drawn into galvanised trunkings and/or HGSW galvanised steel

conduits flush mounted in the fabric of the building. Lighting circuit wiring

shall be a minimum size of 1.5mmsq with separate 1.5mm sq CPC.

17. LIGHTING CONTROL

17.1 Lighting control system shall be provided which operates via movement (PIR)

and dimming (Photo-cell) detectors within classrooms. Toilets shall be

provided with movement (PIR) detectors.

17.2 A two position maintenance keyswitch shall be provided to permit the

automatic switching arrangement to be over-ridden to give a hand/auto

switching arrangement.

17.3 In general lighting controls shall be:

• Fully compatible with the luminaires and lamps. • Designed and commissioned to create an acceptably lit environment

under all control situations. • Easily adjusted and maintainable.

17.4 Switches shall be: • Mounted at appropriate heights and accessible positions • Incorporate large pattern rockers • Provide colour contrast between rocker switches and mounting plates.

18. EMERGENCY LIGHTING

18.1 An emergency lighting installation shall be provided in compliance with BS

5266: 1981 to 1999.

18.2 Generally the emergency lighting installation shall be provided throughout all

circulation/emergency escape routes, ramps and other high risk locations.

Emergency lighting shall generally comprise of self contained emergency

luminaires complimented by suitably located illuminated signs and external

weatherproof fittings. All emergency fittings shall incorporate Nickel

Cadmium battery packs capable of maintaining the luminaire for 3 hours in

the event of a mains failure.

18.3 External maintained emergency light fittings shall be provided at exit and

emergency exit doors including ramps.

18.4 The emergency lighting installation shall incorporate a test facility to allow

statutory tests to be carried out by operation of a single switch by

authorised personnel.

18.5 Power supplies to emergency luminaire circuits shall be maintained during

testing.

18.6 Completion certificate and logbook shall be provided together with

instructions on how the

system should be maintained and periodically tested by the end-user.

19. SMALL POWER

19.1 Classrooms: 1 number 2 gang general purpose switched socket outlet

labelled ‘For Cleaners’ Use Only.

19.2 Primary School Classrooms: 7 number 2 gang clean power switched socket

outlet. Socket outlets should come complete with a dual earth for high

integrity earthing purposes to comply with BS 7671; 2008 17th edition.

Circuit limit of 6 two gang clean power switched outlets.

19.4 Lobby: 1 number 2 gang general purpose switched socket outlet labelled ‘For

19.5 Clean power socket outlets shall be fed via 32amp miniature circuit breakers

(MCB) protected with 30mA earth leakage tripping device and be wired

as ring circuits enclosed in HGWS steel trunking/conduit and/or

aluminium dado/skirting trunking. Wiring shall be a minimum of 2.5mmsq

PVC stranded cables with 2.5mmsqPVC stranded circuit protective conductor

(CPC). Each leg of the CPC shall be connected in separate terminal holes in

the distribution board earthing bar. There should be a maximum of six double

socket outlets per circuit.

19.6 Socket outlets not mounted within skirting/dado trunking shall be mounted at

a height to satisfy DDA requirements.

19.7 Switched socket outlets shall form matching units with the other accessories

such as light switches, fused connection units etc.

20. DATA/VOICE

20.1 Primary School Classroom: 7 x single data points (RJ45). Exact positions to

be agreed with school authority.

20.2 1 number single voice point (RJ45) shall be provided at teacher’s end of

room.

20.3 All data/voice outlets for computer and telephone points shall be RJ45 type

and wired in the current standard UTP cabling from each wiring closet

allowing total flexibility for the end-user.

20.4 Modular building data/voice system shall be linked into the schools main

data/voice system.

20.5 All data/voice points shall be labelled for identification purposes with a unique

reference number.

20.6 1 Number analogue telephone handset shall be provided at each classroom.

21. DADO / SKIRTING TRUNKING

21.1 Surface mounted multi-compartment aluminium dado or skirting trunking shall

be provided where a concentration of electrical socket outlets or IT points is

recommended or, where justifiable, to provide for increased flexibility.

The trunking shall be suitably sized for present use with at least 25% spare

capacity allowed for future use. Trunking shall comply with the relevant

British Standard and all trunking accessories (bends, tees etc) shall be from

the manufacturers range.

22. STEEL CONDUIT

22.1 All conduits shall be heavy gauge, welded, screwed steel and hot dipped

galvanised inside and outside complying in all respects with BS 4568 class 4.

22.2 The smallest size of conduit permitted shall be 20mm external diameter.

22.3 All conduits shall terminate in bushed boxes or boxes fitted with brass

bushes, or shall be otherwise bushed in an approved manner to prevent

damage to the wiring.

22.4 Couplings and accessories etc shall be heavy gauge. Light gauge couplings

as provided with conduit lengths will not be acceptable. Conduits shall

be securely fastened in position by galvanised saddles spaced not further

apart than 1.2 metres. The use of crampets or clips will not be permitted.

Distance saddles shall be used where conduits are run outdoors. Spacer bar

saddles shall be used where conduits are run indoors, except that where they

are concealed in plaster ordinary saddles may be used. Multiple saddles

shall be used where required. Slotted holes are not acceptable.

23. TRUNKING

23.1 General purpose cable trunking shall be single/multi-compartment heavy duty

galvanised steel pattern to BS 4678 part 1.

23.2 Trunking, covers, bends, tees and other accessories shall be constructed out

of mild steel, not less than 1.5mm thick, galvanised after fabrication. The

trunking shall have two inturned flanges and the covers which shall have

overlapping flanges shall be fastened thereto by OBA mushroom headed

brass screws of length accurately chosen to prevent damage to the wiring

within the trunking.

23.3 Manufactures bends, tees, offsets, reducing pieces etc must be used except

where specials are required.

23.4 Conduits shall be coupled to cable trunking by means of flanged couplers,

bronze cutter washers and smooth bore brass bushes.

23.5 Trunking shall be suitably sized for present use with at least 25% spare

capacity allowed for future use.

24. FIRE ALARM

24.1 A fire alarm system shall be provided within the modular building if deemed

necessary by a risk assessment. If a system is required system design should

be in accordance with a category L4/M system as defined by BS 5839 1998 to

2003.

24.2 The modular building fire alarm system should incorporate a fire alarm panel

of its own and be linked into the schools main fire alarm system. This link

should allow a 2 way communication between the panels i.e. main school

system activates modular building system and visa versa.

24.3 It is the responsibility of the modular building provider to confirm what type of

fire alarm sounder or bell unit operates in the existing school to allow him to

provide the same type/grade of sounder or bell unit within the modular

building. Type of sound from fire alarm system should be consistent

everywhere throughout the school including the modular buildings provided

under this contract.

24.4 Fire alarm system shall be equipped with an internal power supply unit which

shall be fully monitored by the local control panel. The internal power supply

shall have a capacity of 72 hours.

24.5 Fire alarm system shall be fully commissioned to ensure correct operation

with certificates provided to school authority.

25. INTRUDER DETECTION SYSTEM

25.1 The schools existing Intruder alarm system shall be extended into the

modular building in order to provide protection within this area.

25.2 The modular building provider shall confirm that the schools existing system

can be extended into the modular building at planning stage.

25.3 Upon completion the intruder alarm system shall be commissioned to ensure

correct operation with certificates provided to school authority.

26. CLASS CHANGE

26.1 Class change bell or sounder units shall be provided within the modular

building and then linked into the schools existing system.

26.2 Class change system, sound level should be audible throughout all areas of

the modular building.

26.3 Class change system shall be fully commissioned to ensure correct operation

with copy of all test and completion certificates provided to school authority.

27. CALL FOR ASSISTANCE ALARM

27.1 A call for assistance alarm shall be provided within all toilets which are

suitable for wheelchair users.

27.2 The system shall comprise all components necessary for correct operation

such as power supply unit with reset button, indicator lamp and

sounder, pull cord with reassurance lamp etc. The call for assistance

alarm shall transmit directly outside the toilet and to the adjacent

classrooms by way of an indicator lamp/sounder.

27.3 A dedicated electric supply shall be installed for the call for assistance alarm.

27.4 Call for assistance alarm system shall be fully commissioned to ensure

correct operation with copy of all test and completion certificates provided to

school authority.

28. INTERACTIVE WHITE BOARD (IWB) & PROJECTOR

28.1 An interactive white board (IWB) shall be provided together with a suitable

projector. The dimensions of the IWB shall be 1500 mm wide by 100 mm high

(or nearest practicable).

28.2 All necessary power and data points required for the IWB and projector shall

be provided by the bidder.

29. DISTRIBUTION BOARDS

29.1 Lighting and general power shall be supplied from one distribution board.

29.2 A separate distribution board shall be provided for the clean power sockets

only.

29.3 All distribution boards shall have local isolation.

30. MAIN ELECTRIC SUPPLY TO MODULAR BUILDING

30.1 The modular building provider shall ensure that a power supply can be taken

from the main school building switchboard via a separate and dedicated

switch (MCCB, fuse switch or equivalent). Consideration shall be given

to the additional electrical load which is to be connected onto the main

electrical supply for the school. Appropriate action shall be taken if the

schools existing supply is not adequate.

30.2 The electrical installation shall comply with BS 7671: 2008 17th Edition.

31. COMMISSIONING

31.1 All electrical systems shall be fully commissioned with operational training

given to the school on each system. The maintenance requirements of

each system shall be fully explained to the school authority.

31.2 All commissioning certificates, test results, system manuals, as installed

drawings etc shall be enclosed and presented to the school as part of the

electrical operating and maintenance (O & M) manuals with all relevant

contact postal addresses and telephone numbers listed within these

manuals.

31.3 The O & M manuals shall include:

It is representative in nature only, and is unlikely in its scope and form to comply fully with customer requirements. In general, Healthcare buildings are bespoke in nature and invariably involve specific design. Customers are advised therefore, to carry out a Further Competition in order to fully satisfy their requirements.

MBS/RM875/Healthcare “Operating Theatre” Unit

1. Scope

This specification relates to the provision, installation and commissioning of a

modular operating theatre to be supplied with all the related mechanical & electrical

plant. The facility is to be designed with floor and wall areas to accommodate all of

the plant and equipment set out below in order to afford such space as is compliant

with HASAW regulations and other relevant codes of practice in force. The complete

facility will comprise of an operating theatre, and attendant changing rooms

manufactured and supplied to the following performance specification and an

adjacent plant room to be supplied by the customer.

2.1Structural Frame

2.1.1 Roof frame: Shall consist of cold rolled steel beams with cold rolled joists at

max 1 .200m centres. All members to bolted together utilising proprietary

cleats to form a rigid steel frame.

2.1.2 Floor frame: Shall consist of cold rolled steel beams with cold rolled joists

set level to top beams. Main structural members to be bolted together

utilising proprietary cleats to form a rigid steel frame. End beams to be

strengthened to minimise damage when being moved.

2.1.3 The roof and floor frames to be connected together at the extreme four

corners of each module using 100mm x 100mm RHS columns, these being

internal to the fabric of the structure.

2.2 External / Internal walls

Wall panels shall consist of a plastisol steel faced plywood outer skin, an

insulation core of rockwool, and an inner lining of either vinyl faced gypsum board

or hygienic Corus CES steel sheet cladding. The inner lining to depend on the room

schedule and will suit room application.

2.3 Roof

Roof will be a warmdeck (or similar) construction comprising proprietary steel faced

composite panels fixed to and supported by the steel roof frame.

2.4 Ceiling

The ceiling shall consist of a suspended ceiling grid system with either Armstrong

Orcal (or similar) metal pan tiles to hygienic areas or Armstrong Bioguard (or

similar) regular tiles to general areas.

2.5 Floor finishes

Floor finishes shall be 2mm Polysafe, (or similar), non-slip flooring. The operating

room vinyl will also be anti-static. The floor / wall junction shall be formed using a

continuous coved section to allow ease of cleaning. All vinyl joints will be fully

welded to prevent water ingress.

2.6 Doors

External doors shall consist of powder coated aluminium construction and framing

system with 24mm double glazed units, complete with weatherseals.

Internal clinical doors shall be constructed from non-porous reinforced polyester

resin encapsulating a core of expanded PVC or fire resistant insulation. Stainless steel

frame sets and ironmongery will be provided. All other internal doors will be Koto

Veneer (or similar).

The doors into and out of the anaesthetic room shall be provided with door

automation. A digital lock shall be provided to the door leading to the staff

4 . E n g i n e e r i n g S e r v i c e s

4.1. Air handling

The air-handling unit is to be located in plant room (supplied by others) and

supply/extract ductwork will be taken to serve the various areas in the facility.

Partitions will be fitted as appropriate with pressure relief/stabiliser dampers. Air will be

admitted to the theatre through the use of ceiling supply diffusers.

4.1.1 The theatre suite will comply, and be installed in accordance with the

requirements of HTM 03/1 as a stand-alone facility.

4.1.2 Assume and cost for a separate extract fan without any heat reclaim

from the extracted air.

4.1.3 Motorised pressure relief dampers shall be provided within the air-

handling unit supply and extract ductwork.

4.1.4 Include and cost for foil faced fibreglass ductwork insulation.

4.2 Heating Medium shall be LPHW.

The following temperatures have shall be used for the purposes of costing.

Summer: 30°C DB/20°C WB

4.3 DX Cooling

DX cooling is to be provided to serve the air handling unit cooling coil from

multiple condensers located on the roof adjacent to the plant-room.

The coil is to be connected to each condensing unit via systems of

refrigerant pipe-work. Include and cost for foil faced fibreglass pipe

insulation, supplied to comply with building regulation standards to be

applied to pipe-work within the false ceiling and pipe-work enclosures,

insulation to be covered with PIB where installed externally.

4.4 UCV Canopy Specification

A UCV Canopy will be provided to the operating theatre. The canopy is to be

precision manufactured from mild steel, finished powder coated white to

provide a hard durable finish. Fabricated in four separate sections to house

the following

Fans: Direct driven single-phase centrifugal type with curved forward

impeller. Variable speed motors.

Silencers: Large supply and return silencers built into each of the

four modules, incorporating acoustic flame retardant foam panels Class

‘O’ fire rating and finished with a PVC membrane.

Pre-filters: Disposable type 50mm thick glass fibre media 95%

efficient to 5 micron.

Main filters: Minipleat glass fibre HEPA type housed in 60mm deep

extruded aluminium frame with protection grids on both sides. Gel seals

system. Efficiency 99.997 to 5 micron.

Diffusers and air grilles: Removable perforated air diffusers

manufactured from mild steel and powder coated brilliant white to

match the main body. Removable type return grilles mounted flush on the

underside of the Ultra Flow Canopy.

Servicing and access requirements: Four quick release panels on

underside of main unit provide simple access to the fans and pre-filters.

Canopy side walls: Clear acrylic panels housed in rigid extruded

aluminium frame, without exposed fastenings. Powder coated white to

match unit

4.5 The Ultra Clean Canopy shall be supplied to provide for the following:-

Power supplies and control wiring to all plant and equipment shall be installed

to BS 7671: 2008 17th Edition.

4.6.1. Distribution

Three phase type ‘b’ distribution boards and main panel board. Electrical

wiring shall be supplied in twin and earth within recessed plastic or metal

conduit.

4.6.2. IPS / UPS

Bender (or similar) IPS and UPS systems shall be provided and located in the

plant-room.

4.6.3. Voice / Data Installation Containment shall be provided.

4.6.4. Lighting

Recessed IP54 sealed Fluorescent fittings to all areas, generally prismatic

controlled, cat 2 and dimmable to theatres.

4.6.5. Emergency lighting

3 hour Conversions to general lighting with exit signs to escape doors and

external bulkhead fittings to escape doors. Local test key switches to all

emergency fittings.

4.12 Hot and Cold Water Services

All pipe-work shall be copper, joints will be either compression or capillary solder

joints.

Each item of equipment shall be fitted with a ball type valve for isolation.

A return pipe shall be connected all hot tap outlets to ensure hot water is readily

available to all draw off points.

All concealed pipe-work and pipe-work in the roof space and in the plant room will be

insulated with foil faced glass fibre or pre-formed expanded foam thermal insulation

to building regulation standards as Class ‘O’ Armaflex, to the thickness to comply with all

relevant regulations and specifications.

On completion all hot and cold water systems will be chlorinated to BS 6700.

4.13 Sanitary ware

Bidders to include for the supply and installation of all sanitaryware as follows:-

Male staff changing: 1 No. Male shower unit + 1 No. w/c with wash-hand basin

Female staff changing: 1 No.1 Female shower unit + 1 No. w/c with wash hand

basin

4.14 Soil and Waste Systems

The sanitary pipework system would be installed utilising a system of plastic

pipework with solvent welded fittings all in accordance with statutory and public health

requirements.

Intumescent fire collars will be installed on 50mm pipe and greater, where crossing

building fire compartment walls.

The whole facility shall be deep cleaned - duct access will be incorporated nominally

every two metres to allow this.

The facility shall be fully commissioned and set to work, inclusive of all balancing and

witnessed testing.
