Non-EUR States Participation in OPT

The following Non-EUR region states have participated to one or more OPT test session:

� Barbados, China, Grenada, Hong Kong, India, Jordan, Kenya, Laos,Lebanon, Mauritius, Pakistan, Seychelles, Thailand, Trinidad and Tobego, United Arab Emirates, Uganda, Vietnam

� Two types of training application were made available� Complete Training Module – received 13,112 visits since April� Quick Reference Guide – received 36,382 visits since April (13% from

mobile devices)

� FPL2012 accounted for almost 90% of accesses during Oct-Nov period

� Old format not accepted from 15th Nov

Transition Issues

� Two airlines reported on 12th the need to revert to Old format due to configuration problems in comms centre and/or local ARO

� Netherlands and Maastricht both reverted to Old format having switched on 12th but switched again on 13th and 15th respectively

� Some switch settings in IFPS Environment data reverted to default setting (16th) during AIRAC

� Wrong format for certain flights lasting several hours after a transition

� Missing Field 18 in associated messages

� One airline unable to send New format on 15th.

� Reduction of DOF to 24hrs limited the ability to test AIRAC change

� Lebanon published NOTAM on 13th indicating non-acceptance of Old format!

� China acceptance of New only from 15th delayed the switch for some AOs

� Use of STS/ HAZMAT, MARSA, ALTRV, FFR in EUR

� Use of ATFMX and other exemptions globally

� CNS & PBN Qualifications� Understanding of “Approval” versus “Certification”� Flight capabilities and FPL indications inconsistent� Approach approvals specific to airport and/or runway

� FPL content and AO systems unable to cope � Seemingly redundant or duplicate indications

� ‘ADS-B Out’ indicated via both ADS and Transponder (with extended squitter) indications

� LPV approach and GNSS with NAV/SBAS� What capability qualifies as ‘D-FIS’ e.g. D-ATIS only?

� Complete Field 22/18 in ACH messages

Summary

� Transition successfully achieved for the 56 EUR States as planned

� 13 States continue to receive an IFPS interface assistance or translation service

� No significant problems with FPL in New format

� Clarification needed concerning some New content, regionally and, preferably, globally.
