• A Framework to foster 1Malaysia digitally via appropriate use of technology through

IC CITIZEN Training & Certification

• Program started on 15 August 2011 for the duration of 2 years (24 months)

• Allocation: 80,000 students from all IPTA & selected IPTS.

Overview of Program

The Certificate • A Global Certification Program to prepare users for a society full of technology without misusing and abusing them.

• It lays down rules of acceptable ‘netiquette’ or behaviour that must be applied when operating digital devices and accessing the internet within an organization and society.

Objectives • to produce digitally literate and responsible citizens

• to globally promote ‘good behavior’ when communicating and foster ‘unity’ and ‘collaborative culture’ in the digital world

IC CITIZEN 8 Modules

The measures and best practices for Netizens to guard their personal safety and the security of their networks. It teaches them 2P – Predators & Pornography.

4. e-Safety

The privileges and responsibilities of all users, ethical behavior and expectations that come with it. It also include credibility & integrity of online content and critical thinking about what is true/false.

8. e-Accountability 5. e-Interaction & Collaboration The learning highlights the exchange and sharing of information using digital systems or tools. Include humility, loyalty and respect for other when communicating.

Understanding the privilege to use electronic information in society as well as the rights to an equitable, secure and reliable access.

1. e-Access 2. e-Literate

The level of capabilities to use technology and knowing when, when not and how to use it appropriately. It highlights how online behavior will have major offline consequences.

6. e-Enterprise

The business conducted online using any of the Internet-based Applications . The concept of ‘common sense’ is also key.

Governing communication and technology use. This includes respect for ownership & authorship.

• Involves all 20 IPTAs and selected IPTS, to be identified by MOHE

• 2 main stages involved:

– Training of Trainers (TOT) Session for Lecturers & Staff

– IC CITIZEN Training and Certification Session for Students

• Online Courseware is available via Prestariang’s Training & Learning Management System (TLMS)

• Session includes on-line examination

• Participants are required to submit their Portfolios

• Participants will receive IC CITIZEN Certificate and Certificate of Attendance (CoA)

• All information are captured in 1CiTiZEN Database System.

Responsible to administer the operation of training

Responsible to arrange lab for training and examination sessions

Responsibilities 1. Assist 1CITIZEN Certified Trainer in preparation and conduct of IC CITIZEN class

2. Arrange computer labs to conduct class and perform examination – lab should comply to Prestariang’s minimum Lab Technical Requirements.

• Ensure computer lab readiness, for 2 days usage per class in session

• Ensure network availability and provide technical support

• Provide back-up and disaster recovery measures

• Ensure on time opening and closing of the computer lab door, as needed for the session

3. Invigilate exam during exam session – proctoring

4. Update data into TLMS – attendance, book recipient status and exam score

5. Submit class documents to Program Coordinator.
