The Metropolitan Manila Development Authority (MMDA) will re-implement on April 15 its “no-contact apprehension

policy” on erring motorists on the major roads of Metro Manila, including EDSA, the C-5 Road and Commonwealth Avenue. MMDA chairman Emerson Carlos said the no-contact apprehension policy would cover drivers of private and public utility vehicles.

Carlos said passenger bus drivers and operators have initially expressed opposition to the policy after fearing that the policy would only be directed against buses. “Reluctant sila kasi hindi pa nila alam sa una yung process. Hindi lang naman bus ang covered nito. Lahat ng vehicles covered. Akala nila mga bus lang,” he said. Carlos said the MMDA would be making

use of closed circuit television cameras (CCTVs) positioned on the roads and on cameras held by traffic enforcers in catching images of erring motorists. He cited the success of the no-contact policy in the MMDA’s drive against speeding motorists along Commonwealth and Diosdado Macapagal avenues in 2011. “There had been piles of summons regarding the violations caught with the no-contact policy on my desk which proved its effectiveness,” the MMDA chair said. Carlos added that the traffic violation receipt for the MMDA’s no-contact policy had never been questioned before the courts. He said the MMDA’s no contact policy was shelved during the time of former MMDA chief Bayani Fernando because apprehended motorists were required to first pay their fine first before they are allowed to contest the apprehension during adjudication. “But with the new guidelines, we let the motorists to contest the violations,” Carlos said. He added that all of the motorists who received the summons have not questioned apprehension. Meanwhile, the MMDA has installed additional CCTV cameras in strategic areas in Metro Manila for its no-contact apprehension operation. It would be recalled that the MMDA had previously implemented the no-contract policy during Fernando’s term as the “Non-Contact Traffic Apprehension Program (NCTAP).” The NPCP was approved

under Fernando’s term for a six-month experimental run starting July 23, 2009. It was revived during the time of then MMDA chairman Francis Tolentino to catch speeding motorists along Commonwealth and Diosdado Macapagal avenues. According to Carlos, the no-contact policy aims to prevent extortion in the ranks of traffic enforcers. Under the policy, an erring motorist caught by the CCTV camera will be sent a notice by the MMDA giving him or her seven days from receipt to pay his or her corresponding fines or file an appeal of the apprehension for review. The MMDA’s notice contains the image or photo clip of the vehicle of the erring driver while in the act of violating traffic rules. The notice will also detail the date, time, location and the nature of the traffic infraction. After the lapse of the seven-day period and the notice has not been settled, the MMDA will then send the motorist a final notice informing him or her to immediately settle his or her citation ticket. The MMDA will then forward the driver’s license number of the motorist to the Land Transportation Office (LTO) if payment has not been made after the receipt of the final notice. The non-paying motorist will not be able to renew his or her driver’s license with the LTO in the future until he or she has paid his traffic dues. —Philstar

As of last March, a total of 252,176 hectares of agricultural land nationwide have been affected by the extreme heat, according to the Department of Agriculture (DA). The DA added that this resulted in a loss of 383,743 metric tons in agricultural production, equivalent to P5.53 billion.

A senior Philippine diplomat was elected to a top United Nations post for the protection of migrant workers, the Department of

Foreign Affairs (DFA) said on April 19 Tuesday. Former Foreign Affairs Undersecretary for Special and Ocean Concerns Jose S. Brillantes was unanimously voted last week as Chairman of the UN Committee on the Protection of the Rights of All Migrant Workers and Members of their Families (CMW) at committee’s 24th session in Geneva, Switzerland. Brillantes, who also served as Philippine Ambassador to Malaysia and Canada, will serve as committee chairman until December 31, 2017. “It is a recognition of the high priority the Philippines places on protecting the rights and promoting the welfare of Filipino migrant workers,” Philippine Permanent Representative to the UN in Geneva Cecilia Rebong said in a statement sent to the Home Office in Manila. “This is an honor not only to Undersecretary Brillantes but also for the Philippines,” she added. The committee is composed of 14 independent experts that monitors implementation of the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families by its State parties. The Philippines is one of the world’s top labor-exporting nations with about 8.6 million skilled and unskilled workers scattered abroad, exposing them to abuses, unfair labor practices, and in some cases, civil strife in conflict-torn nations. Remittances from Filipino migrant workers constitute a significant source of the country’s foreign exchange as they send home over $20 billion per year.

Ople urges DoF, BSP to protect OFW remittances amid

FBI probe into casino heist The Department of Finance and Bangko Sentral ng Pilipinas are being prodded to come up with a contingency plan and mitigation measures to protect the legitimate OFW remittance industry from the fallout of the $81-million cyber heist involving stolen Bangladeshi funds laundered in Philippine banks and casinos. The call was made by Susan Ople, a former labor undersecretary and OFW advocate, who had first flagged the harm done to OFWs that are at the receiving end of restrictions as a result of the scandal. Ople noted, as the Senate held its fourth hearing on the case, that that prior to the discovery of the stolen Bangladesh funds, 17 countries and territories had in fact already closed down the bank accounts of Philippine-owned remittance companies, including government banks such as the Development Bank of the Philippines. The situation for OFWs could worsen as the cyber heist investigation continues, she said. “Such closures have led to higher

remittance costs for our OFWs because of higher transaction costs and a less favorable conversion rate. The government of Bangladesh had already requested help from the US government to investigate the money laundering scam. It is extremely

important that the FBI-led investigative team receives the full cooperation of the various entities involved otherwise we might end up in the FATF blacklist, next to Iran and North Korea. Millions of OFWs will end up suffering because of this scam,” Ople pointed out. Countries and territories that closed down the bank accounts of Philippine-owned remittance companies and banks offering remittance services prior to the scam were: Hong Kong, Australia, Canada, United Kingdom, Italy, New Zealand, USA, Singapore, Papua New Guinea, Brunei, Austria, Cyprus, Saipan, France, Germany, Spain and Ireland. Six-day Lunar New Year holiday in 2017

People in Taiwan will have 116 days off in 2017, three fewer than in 2016, according to the initial plan of the Directorate General of Personnel Administration. The time off, which

consists of national holidays and weekends, will feature six extended holidays, including a six-day Lunar New Year holiday from Jan. 27 to Feb. 1. There will be four four-day holidays for 228 Memorial Day (Feb. 25-28), Tomb Sweeping Day (April 1-4), the Dragon Boat Festival (May 27-30), and Double Ten National Day (Oct. 7-10). The only other long holiday will be a three-day break for the new year, from Dec. 31, 2016 to Jan. 2, 2017. Because another major holiday, the Mid-Autumn Festival, falls on Oct. 4 in 2017, a Wednesday, it will not be celebrated as a long weekend but rather as a single day off.

Taipei MRT lines, stations to get new coding system

Taipei’s Mass Rapid Transit (MRT) system unveiled a new coding system for its metro lines and stations aimed at helping foreigners to navigate the system more easily. The

new system, which was announced by the Taipei City Government in November last year and underwent public consultation, introduces a color-coded system for each line to replace the number-coded system in use since November 2014. Line 1 (Wenhu Line), the first line that entered service, is to be officially called the “Brown Line,” as it has been known throughout the MRT system’s 20-year history. The other four lines are also to be renamed in the same manner.An alphanumeric code is to be assigned to each station, which currently is only distinguished by the station’s name in Chinese and English, MRT operator Taipei Rapid Transit Corp (TRTC) said. Taipei Mayor Ko Wen-je and TRTC president Yen Pang-chieh pledged to introduce a coding system for the stations after Democratic Progressive Party Taipei City Councilor Lee Chien-chang said during a council session in November last year that foreigners are often confused by the station names, since many of them are romanizations of Chinese names. Lee cited the metro systems in Seoul and Mexico as examples of how station codes makes it easier for foreigners to find their way around. According to the new system, New Taipei City’s Xindian District, the terminal station on the “Green Line” (Songshan-Xindian Line), is to be coded “G01,” a combination of a prefix to indicate the line color and a number. Two codes are to be assigned to stations where two lines meet, such as Taipei Main Station, which will be coded “R10” and “BL12,” as the “Red Line” (Tamsui-Xinyi Line) and the “Blue Line” (Bannan Line) intersect. The codes for the stations on the “Orange Line” (Zhonghe-Xinlu Line are to have the prefix “O,” while those on the Wenhu Line (Brown) will have the prefix “BR.” The number of each station would increase from south to north and from west to east, TRTC said. Once the new coding system is approved by Ko, TRTC said it plans to complete updating the maps and signage in the stations, which will cost NT$30 million (US$926,268), before the Summer Universiade opens on Aug. 19 next year. The new coding system is the same as the one adopted by Kaohsiung’s metro system since it began operations in 2008. It is also used for all metro and tram lines in Taiwan during planning stages, when no station names have been designated.

Kaohsiung police nab 5 in death of Philippines fishery worker

The Kaohsiung Harbor Police Department said it has arrested five Indonesian migrant workers on a foreign fishing boat docked at a wharf in Cijin, on suspicion of links to the

death of a Philippines fishery worker. Police searching for other suspects are investigating a possible homicide after a body was found drifting in the sea in front of the shipyard of a shipbuilding company in Cijin on April 16. The dead man, who appeared to be a foreign national and about 30 years old, suffered three puncture wounds to his abdomen and had bruises on his head. The possibility of murder cannot be ruled out, police said. After an investigation, police further discovered that Indonesian workers on the Vanuatu-registered fishing boat which docked at the wharf were suspected of attacking Philippines crew members from another vessel with knives, fishing hooks and wine bottles on April 15 Friday night, resulting in one death and injuries to two Philippines workers. Police said that the dead body was that of a missing Philippines fishery worker who was to work on a newly built fishing boat berthed in front of the shipyard. The Filipino arrived in Taiwan on April 14 and was preparing to work on the new boat. The Filipino and five other Indonesian fishing workers on the same boat headed to another fishing boat docked nearby to drink and socialize with other Philippines fishery workers on the boat. They then unexpectedly came under attack by more than 10 Indonesian crew members at the scene, which led to the death of the Filipino and two others injured, police added. The case has been sent to the prosecutor’s office and police are searching for other suspects at large, according to a police report.

“Arnie,” the story of a Philippine fisherman filmed by a Taiwanese director with a Filipino mother, has made the final list of

“short and medium-length films” competing in International Critics’ Week from May 12-20 at the Cannes Film Festival. Rina Tsou said she shot the film in Cianjhen fishing port in Kaohsiung to record a day in the life of Arnie, whose fishing boat was docked at the port after weeks of battling waves on the high seas. Her film will be up against nine other entries in the category at Critics’ Week, a parallel

competitive section of the Cannes Film Festival dedicated to giving young directors exposure and discovering new talents. “Arnie” will also be featured at this year’s Kaohsiung Film Festival along with 11 other “shot-in-Kaohsiung” films subsidized by the city government. The last time a Taiwanese young director caught attention at International Critics’ Week in Cannes was in 2005, when Ho Wei-ting’s 15-minute film “Respire” won the best short film award. Taipei Railway Station can now download an app developed by the Taiwan Railways Administration (TRA), the agency said. In addition to the TRA system, Taipei Railway Station houses the main station for the Taipei MRT system, the high-speed rail system and soon-to-be-launched Airport MRT system. The station is also home to the Taipei City Mall, and people can walk to the Taipei Bus Station through the passages in the mall. Taiwanese and foreigners alike often get lost inside the station due to the multitude of transport systems and facilities. The TRA said that the TRA EZ Go, developed by TRA technician Chang Chi-lun, uses neither GPS nor blue-tooth technology. katao? Kung nais mabago ang iyong pag-katao? Ano ang dapat malaman at gawin? Una, kailangan mong maunawaan kung paano nahubog ang iyong pagkatao. Ang pag-katao (identity) ay ang tanggap mo kung sino ka sa sarili mo. Kasama na rito ang iyong pa-kiramdam sa iyong sarili. Tatlong bagay kung paano nahuhubog ang iyong pagkatao. Ang identity o pagkatao ay maaaring…. Hinubog ng kultura at tradisyon. Na-kakarami sa mga tao ay hinubog ng kultura o tradisyon kung saan pamilya siya ipinan-ganak, lumaki, naging sapat sa gulang. Ang pagkaunawa sa sarili ay may kinalaman sa bayan, katutubo, relihiyon, pamilya at sosyo-dad na kinalakhan, katayuan sa kabuhayan (economic status), edukasyon at lokalidad kung saan nakatira. Bawat kultura at tradi-syon ay may kanya-kanyang patakaran sa paghubog ng kani-kanilang mamamayan. Sa Pilipinas, karaniwan, inaasahan ang tatay ang tatayong ulo ng tahanan at kakayod para sa pamilya. Ang nanay naman ang inaasahan sa pangangalaga ng tahanan at mga anak. Ang mgaanak ay inaasahan sumunod sa paman-tayan ng tradisyong kinakalakhan. Binibigyan halaga ng mga Pilipino ang magandang asal, ang pagiging masunurin, respeto sa matatan-da, pagsama sa relihiyon, ang pag-aaral at pagsasakripisyo para sa kapamilya. at anong pagkatao ang gusto para sa sarili. Ang pagpapahalaga sa sarili ay nasasa pam-amantayan lamang ng sarili. Maging sa relihiy-on, sila ang pipili ng kanilang paniwala kung gusto nila o hindi. Hindi sila puedeng puwer-sahin ayon sa tradisyon o ng ibang tao. Malaya sila sundin ang sariling panaginip. Kaya kung maabot nila ang sariling adhikain, masaya’ na sila. Ang motto, “Life, Liberty, Pursuit of happiness. Kung pumalpak, sarili lamang ang sisihin nila. Ang problema sa hinubog ng tradisyon o nang Sarili ay parehong nakakadurog sa pagkatao. Paano? Parehong silang nakasandal sa pagganap ng mga bagay na inaasahan. Ang hinubog ng TRADISYON o KULTURA ay inaasahan na tuparin ang mga ito. Ang hindi makaganap ay mapapahiya sa pamilya at sa komunidad. Maaaring itakwil o kamuhian. Gaya ng isang OFW sa Taiwan na nakilala ko ay kauntik ng magpakamatay gawa ng hindi lamang siya makapagpadala ng pera. Pinag-papaliban kasi ng boss na suwelduhan siya. Sinabi ng nanay niya na kapag hindi pa siya nagpadala, itaktakwil na siya. Matindi ang pagkadurog ng puso ng OFW na ito kaya ti-nangkang magpakamatay. Tungkol naman sa mga anak, inaasahan ang mga anak na mag-

bayad ng utang na loob. Kapag hindi ginawa ay babansagang walang utang na loob. Sa mga hinubog naman ng SARILI ay umaasa na maitaguyod ang sariling identity o pag-katao. Kapag hindi nakamtan ang nais sa sar-ili, self condemnation ang resulta. Sinisisi ang sarili. Sa mga natupad ang ninanais para sa sarili ay natatagpuang hindi pa rin kontento at masaya. May mga kilalang tao na bagamat naabot na nila ang tugatog ng tagumpay sa sarili ay hindi pa rin kuntento. Sa Biblia, ang tinawag ng Diyos sa kanyang pamilya ay binabago ang pagkatao (loob at labas). Sa Lumang Tipan, binago ng Diyos ang pagkatao ni Abraham (Genesis 12). Binago si Jacob (Genesis 35:10), si Moses ( Exodus 3), si Haring Saul (1 Samuel 10:6), si Haring David (2 Sam. 7)at si Haring Solomon (1 King 3). Sa Bagong Tipan, binago si Apostol Pedro ( John 1:42) at si Apostol Pablo na dating Saulo (Acts 13:9) at iba pang alagad. Pinapalitan ng Diyos ang kinalakhang pagkatao na hinubog ng tradisyon, relihiyon o sarili at binibigyan ng bagong pagkatao (identity) galing sa Diyos. Anyo na hinuhubog ng Banal na Espirito. Kapag tinawag ka ng Diyos at tumugon ka, bibigyan ka ng bagong pagkatao kung saan Diyos na ang mamumu-hay at gagawa sa pagkatao mo. Maliwanag na sinabi ito sa Biblia ni Apostol Pablo sa 2 Cor. 5:17, “Kaya nga, kung ang sinuman ay na kay Cristo, siya ay bago nang nilalang. Ang mga dating bagay ay lumipas na, narito, ang lahat

ng bagay ay naging bago.” Ano ang kailangang gawin upang mahubog ng Diyos? Sinabi ng Biblia na kailangan kilalanin at aminin na ang dati mong pagkatao ay nasa ilalim ng pagka-makasalanan (Roma 3:23). Dapat na unawain na ang pagkakahubog sa iyo ng tradisyon, relihiyon mo man, o pinag-aralan (disente o hindi, mabait a o hindi, walang utang o may utang, responsable o hindi) ay walang kinala-man at kapangyarihan baguhin ang kaibutur-an ng iyong pagkatao sapagkat nasa ilalim ng sumpa at alipin ng kasalanan ang lahat ng tao (Ps. 51:5; Roma 3:10; 5:12,19; Gal.3:10;1 John 1:10). Ang ginawa ni Jesus sa krus ang nagp-awalang bisa sa sumpa ng kasalanan. Ganito ang sabi ng Biblia sa Gal. 3:13, “…si Cristo ay naging sumpa nang dahil sa atin, tinubos niya tayo mula sa sumpa ng kautusan…” Kaya nga sinabi sa Roma 6:6-7, “Nalalaman natin na ang ating dating pagkatao ay kasama niyang napako sa krus upang mapawalang-bisa ang katawan ng kasalanan. Dahil diyan hindi na tayo magiging alipin ng kasalanan. Ito ay sa-pagkat siya na namatay ay pinalaya na mula sa kasalanan.” Take note na hindi tradisyon, relihiyon, edukasyon, kabaitan ang namatay sa krus. Ang namatay sa krus at nabuhay muli ay si Jesus. Siya lamang ang may kapangyari-han baguhin ang iyong pagkatao mula sa pag-kamakasalanan. Kaya nga, sinabi ng Biblia, “ Datapuwat ang lahat ng tumanggap sa kaniya ay binigyan niya ng kapamahalaan maging mga anak ng Diyos. Sila ay ang mga sumam-palataya sa kaniyang pangalan. Ipinanganak sila hindi sa dugo, ni sa kalooban ng laman, ni sa kalooban ng tao. Sila ay ipinanganak mula sa Diyos” (Juan 1:12-13). Mararanasan mong mahubog sa bagong pagkatao mula sa Diyos sa pamamagitan ni Jesu Cristo. Kapatawaran at kapayapaan ang tatamuhin sa ano mang kalagayan sa buhay, magpakailanman. Nais mo bang manatili sa pagkakahubog sa iyo ng tradisyon, ng relihiyon, ng sarili, o ng Diyos mismo? Kung nais mong baguhin ng Di-yos ang iyong pagkatao, tumawag ka ngayon sa Diyos. Humingi ka ng tawad sa makasalanang pagkatao mo at angkinin ang bagong pagkatao kay Jesu Cristo ngayon din. supply of electricity and potable water during a severe long dry spell brought by El Niño. Palace Communications Secretary Herminio Coloma Jr. said the government has put in place several measures that aim to soften impact of the dry season on electricity and water, especially in Metro Manila, which gets its drinking water from the “evaporating” Angat dam. The Palace official doused fears that the continuous evaporation of water in the dam will result in water shortage in Metro Manila.“We have prepared for the drought, and

The number of Filipino children suffering from chronic malnutrition continues to

increase, recent data showed, despite government efforts to address hunger and poverty through a conditional cash transfer (CCT) program. Data from the 2015 Updating of the Nutritional Status of Filipino Children by the Food and Nutrition Research Institute (FNRI) showed that the chronic malnutrition rate among children aged 0 to 2 years old is now at 26.2%. The lowest chronic malnutrition rate in recent years was recorded in 2008, at 20.9%.Chronic malnutrition has been said to be the primary cause of stunting among children, according to a report by Save the Children. “Save the Children knows that the first 2 years of life is considered the critical ‘window of opportunity’ for a child’s optimal growth and development. Any damage caused by stunting or chronic malnutrition during this period is irreversible,” said Dr. Amado

Parawan, the group’s health and nutrition advisor, in a statement. Overall chronic malnutrition among children under 5 years old has also significantly increased to 33.5% from 30.5% in 2013. Health Assembly and Sustainable Development Goals) cannot be achieved without sustained political will and increased nutrition investments in the ‘First 1000 Days,’” said Ned Olney, the group’s country director. Save the Children recently launched a Community-based Management of Acute Malnutrition (CMAM) project in Metro Manila, which aims to treat and rehabilitate children suffering from severe and moderate acute malnutrition. The group stresses the need enhance the delivery of quality nutrition interventions in the first 1,000 days of life to prevent stunting among children. It also calls for focus on maternal nutrition, noting that mothers need as much health care as the child before, during and after childbirth. “Save the Children is renewing its call to end this unacceptable reality. We are calling future leaders of the country to tackle and commit to the issue of child hunger and malnutrition,” the group added.

State-owned Pag-IBIG Fund has declared more than

P14 billion in dividends, the highest payout in the 35-year history of the agency. “This year, we declared dividends worth P14.24billion. This is the highest amount the Pag-IBIG has ever declare since it opened its doors three and half year ago. This will be credited directly to the accounts of our members within the first quarter of 2016,”said Pag-IBIG Chairman Atty. Chito M. Cruz. Every year, Pag-IBIG Fund credits dividends to member’s accounts. This year’s dividens is more than 25 percent, or P2.89 billion, higher compared to the P11.35 billion declared last year. A research institution focusing on women’s issues expressed concern over the infamous remarks made by

leading presidential candidate and Davao City Mayor Rodrigo Duterte on the rape and murder of an Australian lay missionary in 1989 which drew flak from various sectors. The Center for Women’s Resources (CWR) said that under the current administration, the number of recorded rape cases increased by 92 percent: from 5,132 in 2010 to 9,875 in 2014. This meant that a woman or a child was raped every 53 minutes. The center also revealed that seven in 10 victims of violence were children and that violations of Republic Act No. 9262 or Anti-Violence against Women and their Children Act have jumped by 200 percent from 2010 to 2014. “Reducing the issue of rape to ridicule is alarming because the reality shows that every 53 minutes, a woman or child is raped. Everybody cringes with such information. Every woman or girl feels unsafe,” said CWR executive director Jojo Guan. She said Duterte’s proclamation at a campaign sortie that he should have been first to rape 36-year-old Jacqueline Hamill was not the first instance that rape was trivialized. Guan hit the Aquino administration for supposedly fostering an environment where victims could not obtain justice as the perpetrators enjoyed impunity. “Government records showed that of the

They were brought to the Arakan parish, and from there they are expected to go home.The protesters were arrested by the police after they were violently dispersed on April 1 for blocking the Davao-Cotabato Highway, leaving three people dead and dozens

wounded. Some farmers who refused to face the camera for an interview revealed that they do not want to go home yet because they do not have food to eat and they fear for their security. Drought continues to devastate agricultural crops in North Cotabato, leaving farmers with nothing to eat. Some residents in Sitio Kamarag Barangay Malibatuan in Arakan were forced to eat banana, wild yam and exotic animals such as bats and rats. But even these kinds of food have been

scarce. The farmers have been calling on the government for assistance after their crops were destroyed by the drought, thus the series of protest actions. Meanwhile, the family of slain protester Darwin Sulang had already left their home after they observed some unknown persons, whom they believed are members of the military’s intelligence community, near their house at night. Another accused, Bryan Icnad of Sagkungan, President Roxas, also complained that unknown persons frequently visit their house at night.

Defense lawyer Atty. Dionisio Alave said he also wanted the farmers to return home but cannot do anything if they refrain from doing so. Alave, who is also the president of Integrated Bar of the Philippines (IBP) North Cotabato chapter, appealed for the farmers’ psycho-social treatment to be postponed for at least two days so farmers can go home.Reports earlier said organizers of the rally are preventing the protesters, majority of them farmers, from going home. Kilusang Magbubukid ng Pilipinas (KMP-North Cotabato) Spokesperson Lito Roxas denied the allegations. “Anytime na pwede sila umuwi, meron talaga silang escape… Nanawagan pa nga kami na kung gusto nila umuwi, andyan naman si Atty. Acosta na pwedeng sumama,” Roxas said. (Translation: “They can go home anytime, they really have an escape. We even announced that if they want to go home, Atty. Acosta is there to accompany them.”) But Roxas said most of the farmers decided to stay in the center while waiting for their court hearing on April 25. He added that immediate family members of the accused farmers are also free to visit and join them inside the center. A Taipei Department of Health inspection of melamine tableware used at five hot-pot chain stores

showed that six of the nine items leached melamine into the food, with two items exceeding legally acceptable maximum limits.The department conducted a random survey of nine melamine tableware used at five popular hot-pot chains, and six were found to leach, Democratic Progressive Party (DPP) Taipei City councilors Wang Wei-chung and Kao Chia-yu said. “To test them for heat resistance, the health department placed them in hot water for 30 minutes — although most people usually take two to three times longer to finish a hot-pot meal,” Wang said. “The melamine chopsticks came with labels advising users not to ‘wash them using scouring pads,’ but we do not know how these chopsticks are washed at hot-pot stores,” Wang said. Wang said they hoped the department could use stricter testing standards to ensure that people are not taking in toxic substances when they eat at hot-pot restaurants. The department said that the nine

items tested between 80.7oC and 89.9oC for heat resistance — lower than the maximum tolerable level suggested for dishwashers (about 110oC to 130oC). Moreover, six of them leached melamine, with concentration levels ranging from 0.9 to 5.4 parts per million (ppm). The acceptable maximum level of melamine dissolved from melamine tableware is 2.5ppm. Food and Drug Division Director Wang Ming-li said that the two restaurants found using poor melamine tableware have changed their tableware on a second review. “We will advise companies [restaurants] to stop using melamine chopsticks,” she said.However, the WHO does not recognize melamine as a toxic substance that cannot be used for tableware, because it can be discharged through urination within 24 to 48 hours, and the department cannot force the companies to stop using them, she said. The department urged hot-pot restaurants to refrain from or stop using melamine dishware, replace tableware that are damaged or scratched with new ones, and provide stainless steel tongs for people to put meat into hot pots.

Tests show risks of melamine leach at hot-pot diners

There will soon be more “eyes” monitoring illegal transactions at the Bureau of Customs with the

allocation of P20 million for the installation of closed-circuit television (CCTV) cameras at ports and BOC offices nationwide. BOC Commissioner Alberto Lina said that he intends to continue the program of his predecessor, John Phillip Sevilla, to install the additional CCTVs. Lina said that beefing up security and monitoring at the BOC offices would be done nationwide. “We will just first concentrate on nearby ports and the big ports where there is a large volume of imports,” he said. The new monitors would be set up at the BOC main office in Port Area in Manila, the Manila International Container Port, Port of Manila (POM), Port of Batangas, Port of Cebu, Port of Davao and Port of Cagayan de Oro. He would also require the “off docks” such as private container yard/ container freight station to install CCTVs in their warehouses that are used by the BOC to store imported goods. They should also put a monitoring screen at the BOC to enable the government agency to ensure that nothing would be stolen. Lina said they would pursue the CCTV program even if there had been reports that Rommel Francisco, president of the BOC Employees Association (BOCEA)-POM, is against it. Lina said only a court order could stop him from proceeding with the installation of the CCTVs.He noted that in his previous meetings with

the BOCEA, the members were aware of the plan to install CCTVs and did not raise any objection.The issue concerning Francisco stemmed from a news story triggered by the statement of Sen. Francis Escudero during the vice presidential debates wherein he mentioned that one of the measures that could be done to minimize corruption is to remove pockets from BOC personnel’s uniforms, remove drawers from the tables and install CCTV cameras. In the interview, Francisco reportedly said he is against the installation of CCTVs.“They should try raising our salaries and giving us the right benefits. Do they think we will still keep doing those things?” Francisco said in Filipino. BOC Deputy Commissioner for Revenue Collection and Monitoring Group Arthur Lachica said that the case of Francisco would go through proper procedures. “We are endorsing the case to our Intelligence Group (IG) that will conduct the investigation, then if warranted a case might be filed against Rommel,” said Lachica. Francisco might face an administrative case of grave misconduct but that “really depends on the findings of the IG on the basis alone on the statement wherein he said that ‘if they would increase our salary, would we still do it’, this could have several interpretations which might not necessarily mean that they did it (corruption, accept bribe). Even if he said that statement, the evidence that we are looking for is did they really do it. It will depend on the findings of the investigation,” Lachica added.

The Ministry of the Interior’s proposed amendments to the Nationality Act would fail to guarantee the

naturalization rights of foreign nationals, civic groups, demanding the full repeal of discriminatory provisions. About 20 campaigners from the Taiwan International Family Mutual Help Association, Taiwan TransAsia Sisters’ Association and other immigrant advocacy groups gathered outside of the Legislative Yuan, shouting for the legislature to remove the “shackles” migrants face when naturalizing. “The current law allows for our citizenship to be stripped at any time within the first five years for any kind of a police record — even a speeding ticket,” the Taiwan TransAsia Sisters’ Association’s Yadrung Chiu said. “Government discretion to strip our citizenship is not fair because we have already gone through an extremely rigorous review process, including proving that we had no criminal record in the past,” she said. “A citizen is a citizen — if the government does not have the right to strip native Taiwanese of their citizenship, we should not be treated differently.” Because foreign spouses are required to give up their native citizenship before naturalizing, being stripped of Taiwanese citizenship makes them stateless, leaving them in an administrative “black hole” if their relationship with their Taiwanese spouse ends because of death or divorce, she said. A woman originally from Thailand named Tiponda said she had been stripped of citizenship after the broker who arranged

her marriage was accused of fraud in cases involving other couples, and that she had forfeited her only opportunity to appeal because she did not understand that the appeal had to be filed within a week. The death of her husband the same year ended any possibility of renaturalizing, she said. “When I go to the Thai representative office, they say they cannot help me because I am Taiwanese now, but when I go to the National Immigration Agency, they say I am Thai,” she said, adding that she could only extend her resident rights in three month increments, making it nearly impossible for her to find stable employment, as well as making her ineligible for National Health Insurance. Wong Lennon, the director of the Serve the People Association’s service center and shelter for migrant workers, blasted the draft legislation for giving the government the right to strip new citizens of legal residency, as well as citizenship, if they fail to prove they have given up their original citizenship within a year, saying that the legislation perpetuated double standards on dual citizenship. “The Taiwanese government in practice allows for dual citizenship by Taiwanese nationals, but still refuses to allow foreigners to maintain their original citizenship,” he said. “We have to spend five years before getting a national ID card, but even after we get it, we still do not have the same rights as Taiwanese,” said Melisa Huang, originally from Indonesia, criticizing draft legislation for failing to drop requirements that naturalized citizens wait 10 years before standing for public office.

Amendments fail to protect naturalization, groups say

There will be no pay hike for workers on Labor Day.The Department of Labor and

Employment (DOLE) ruled out the possibility of granting salary increases within the next two weeks. Labor Secretary Rosalinda Baldoz said the wage board must follow procedures in resolving a petition for salary hike. “Based on the process, the wage board will have to issue notice of hearing and they may not be able to come out with a decision on or before May 1,” Baldoz said. She said conducting a public hearing in resolving a petition for salary increase is required by law. Baldoz said representatives of DOLE, Department of Trade and Industry, National Economic and Development Authority and employers would decide the petition.

“If ever the board decides to grant a petition for wage increase, it would probably be after Labor Day,” she said. Baldoz ordered the National Wages and Productivity Commission and Regional Tripartite Wages and Productivity Board (RTWPB) to hasten the process and come out with a decision by May. There are two pending petitions for salary increase filed before the RTWPB in the National Capital Region. Meanwhile, Baldoz said they have yet to receive a copy of a Supreme Court order requiring the department to comment on a petition to implement a national minimum wage and close down all RTWPBs. She said it is unlikely to enforce a fixed minimum wage because of the different socio-economic conditions in the country’s 17 regions. Baldoz said only Congress could change the current regional minimum wage.

Comelec moves random manual audit of polls to canvassing centers

The conduct of the Random Manual Audit (RMA) for the results of the 2016 polls will be moved from the polling precincts to the municipal canvassing centers, according to the

Commission on Elections. “Ang tingin namin maging mas manageable ang proseso kapag nasa isang lugar na mas maayos,” Comelec Commissioner Luie Guia told reporters. Around 715 polling precincts will be subjected to Random Manual Audit to verify the accuracy of poll results. The law mandates that RMA will be done in at least one polling precinct per legislative district. This year, Guia said that each district may have until four or five precincts that will be subjected to RMA, based on the number of clustered precincts. The commissioner said the municipalities will be decided through random selection, either at the Comelec main office or the National Canvassing Center in the morning of Election Day. The specific polling precincts, meanwhile, will be determined later in the afternoon. “Alam naman natin sa presinto pagkatapos ng transmission masyado nang madilim at malalayo yun. Nagka-problema din kami sa nakaraang election doon sa deployment ng mga mag-RMA. May mga iba na hindi nakapagsimula agad dahil hindi nakarating agad. Indonesia wants joint maritime patrols with Philippines, Malaysia after kidnappings

Indonesia has called for joint maritime patrols with the Philippines and Malaysia after a spate of kidnappings in waters near Mindanao by suspected militants, a military spokesman

said Tuesday. Around 14 Indonesians and four Malaysians have been abducted in recent weeks by groups with suspected links to the Abu Sayyaf group. “We are trying to set up cooperation on coordinated patrols between Malaysia, Indonesia and the Philippines,” Indonesian military spokesman Tatang Sulaiman told Reuters. “If there is some kind of disturbance or security threat, it could be overcome in (our) respective areas,” Sulaiman said, adding Indonesia had already sent two warships to the area. Abu Sayyaf, known for kidnappings, beheadings, bombings and extortion, is one of the most hardline militant groups in Mindanao. The group is holding other foreigners, including one from the Netherlands, one from Japan, one from Norway and two from Canada. The Philippine military has said the militants have been targeting foreign crew of slow moving tugboats because they can no longer penetrate resorts and coastal towns in Malaysia’s eastern Sabah state due to increased security.

Members assured of refund amid Palace order to abolish AFP-RSBS

Soldier-members of the Armed Forces of the Philippines’ Retirement Separation and Benefits System (AFP-RSBS) have been assured of refund following Malacañang order for

the agency’s abolition. “Actually, if you look at the finances of the AFP-RSBS, our total assets is more than P17 billion,” said RSBS president Norman Legaspi in a press briefing on Tuesday. “The refundable amount, including the accrued interest, is more or less P15 billion to P16 billion.” Malacañang, through Memorandum Order 90 dated April 8, ordered the abolition of the RSBS, which was established in 1973 under then-President Ferdinand Marcos. The agency was provided with a P200-million seed money and was envisioned to provide the pension for the soldiers after attaining self-sufficiency — a target it failed to hit, forcing the government to fund the soldiers’ pension. Legaspi said soldiers should not be alarmed by Malacañang’s order to abolish the RSBS. “This is just a terminology so that we can start the liquidation process and we can actually orderly close down the RSBS and also ensure the preservation of its assets and be able to give what is due the soldiers,” he said. Legaspi added that said RSBS has P6.5 billion in cash and cash equivalents but expressed confidence that “we’ll be able to raise the total amount for refund when we start liquidating our assets.” In Malacañang’s order, the RSBS Board will act as Board of Liquidators. The disposal of the RSBS’ assets will be guided by the Governance Commission for Government Owned and Controlled Corporations, Legaspi said. Rules and regulations of the Commission on Audit will be followed. The soldiers’ monthly contribution is equivalent to five percent of their salary and earns and interest of six percent per annum. “Hopefully, we will be able to refund everything before finally RSBS will close,” Legaspi said.

Low turnout of OFW voters causes concern

A senior official of the Department of Foreign Affairs (DFA) has expressed concern over the low turnout of the estimated 1.3 million overseas Filipino workers (OFWs) allowed to

vote in the coming May 9 presidential election. “I will make an inquiry with the diplomatic posts with low voters’ turnout and ask them why,” said Seguis, the head of the DFA Overseas Voting Secretariat, who admitted the turnout remained low at 66,378 or less than 10 per cent more than a week after the voting started on April 9. This was especially true in the Americas and Europe where a low voters’ turnout was noted, according to Seguis. In Europe which has a total of 161,718 registered voters, only 7,635 qualified voters have so far cast their ballots, with Rome in Italy topping the list with 1,025, Seguis reported. The month-long voting for OFWs started on April 9 and is to end on May 9 in which they are to elect the president, vice president, 12 senators and party-list group members who are to promote and defend of “under-represented” sectors in the House of Representatives like government and private pensioners such as teachers and policemen as well as farmers, fishermen and small businessmen. In the Americas, Seguis said the Philippine embassies in Chile and Mexico have zero and one voter turnout, respectively. Since the voting started, only 1,601 of the total 275,729 qualified OFWs in the Americas including the US and Canada, showed up at the Philippine diplomatic outposts such as embassies and consulates, Seguis said. Seguis noted that compared to the country’s other diplomatic outposts, OFWs in the Middle East particularly Saudi Arabia and the United Arab Emirates have shown enthusiasm in casting their ballots. He cited the example of 4,864 OFWs who cast their ballots in Dubai in the UAE, followed by Riyadh in Saudi Arabia with 4,700. The same was true for OFWs in Asia and the Pacific who heeded the plea of the DFA and the Commission on Elections (Comelec) to vote early. The highest OFW voter turnout in the region, Seguis said, was in Singapore with 9,149 ballots cast as of April 17.
