Safety Initiatives – what is it?
• Various initiatives and alerts coming from different originators
with the goal to raise awareness on specific safety related issueswith the goal to raise awareness on specific safety related issues
• There is no legal enforcement to actually do what is recommended, BUT
– Most of these initiatives describe important and useful flight safety information of mutual interest to aviation stakeholders
– Therefore, Norwegian Civil Aviation Authority implemented 1. April 2014 a new internal method on assessment and follow-up of Safety Initiatives

CAA Norway has contacted the Norwegian Petroleum Authority (PTIL) and Norwegian Coastal Administration regarding this safety issue. A meeting is Norwegian Coastal Administration regarding this safety issue. A meeting is scheduled to discuss what can be done with this challenge.
CAA is assessing possible means of mitigation:
• Primarily a ban inside Norwegian territorial water, and as far as practical along thehelicopters routes in the North Sea
• If this is not possible, CAA wants a ban inside Norwegian territorial water
• If these options are impossible to implement, CAA wants obstacle marking on the Sky sails and/or altitude restrictions, in combination with notification of use (NOTAM, use of transponder etc) Flyoperativt Forum 2014

• Concerns about the hazards to aviation caused by the use and misuse of lasers in navigable airspace (in particular for pilots during critical flight phases) date back to the 1990s.
• More recently, however, some Air Navigation Service Providers (ANSP) have also reported that ATC Towers (TWR)) have been illuminated by lasers.
• Lasers can easily be obtained via the Internet, even those that are recommended for professional use only. The devices are not inherently dangerous; however, when misused they may cause optical discomfort/injury and thus could compromise aviation safety.

• CAA Norway, the Ministry of Transport and Communications, the Ministry of Health and Care and the Radiation Protection Authority are in a process of Health and Care and the Radiation Protection Authority are in a process to change the Radiation Protection Regulation in such a way that a ban will be put on selling, buying and using laser pointers. This was supported by the Norwegian Government in March 2014.
• The Radiation Protection Authority, in corporation with primary and secondary schools, initiated a PR campaign in order to inform (children/teenagers) about the risks in using laser. 2013 shows a decrease in laser reports compared to 2012.

EAP AI follow-up by CAA:
• CAA-N has arranged five annual meetings with stakeholders since 2010 related to the follow-up of EAP AI
• Questionnaires regarding stakeholders follow-up of proposed actions and recommendations in the EAP AI was distributed autumn 2013 and and recommendations in the EAP AI was distributed autumn 2013 and feedback collected in February 2014
• CAA-N is assessing the feedback and in the final stage of producing the national “Action Plan implementation verification report” in accordance with ESSIP SAF 10
• CAA-N will further assess how to continue national arrangements related to the Airspace Infringement initiative

EAP RE - under consideration by the CAA
Regulators should actively support and promote the European Action Plan for the Prevention of Runway Excursions as part of the State Safety Program activities. Although the action plan is guidance material and contains recommendations only, regulators should ensure that it is given a continuous priority in its oversight activities wherever possible by:
• Promoting awareness of the European Action Plan for the Prevention of Runway Excursions guidance material;
• Conducting a gap analysis to ensure that all recommendations are implemented where possible;
• Ensuring that runway safety and the prevention of runway excursions are addressed in regular audit inspections;
• Ensuring that the recommendations arising from audits are implemented wherever possible.

New CAA-N procedure regarding Safety Initiatives
• From 1. April 2014 Civil Aviation Authority has implemented a new structured way on how Safety Initiatives and various safety related information and initiatives received by the CAA will be assessed and if information and initiatives received by the CAA will be assessed and if relevant followed up
• The procedure defines responsibilities and actions inside the CAA, and will result in a better overview and documented follow-up of these initiatives, including:
- relevant information will be published on CAA web
- when appropriate, information will be disseminated to stakeholders
- if relevant, information will be included in audit programs
