Project Proposed Tasks Completed Activities
EcoBiz Outreach
Promote Pollution Prevention (P2) practices and EcoBiz Certified Landscapers to property management companies, homeowners associations, and multifamily housing complexes.
PPRC contacted and provided technical assistance to four (4) property management companies.
Provide technical assistance for businesses and organizations interested in stormwater management improvements, and connect them with resources, grants, and information.
PPRC promoted RiverHealth Grants to staff at Sunnyside Elementary and North Clackamas School District.
PPRC engaged the non-profit Depave. Staff met with on three occasions to discuss partnership opportunities, identify potential project sites, and promote funding through the RiverHealth Grant. Depave did not choose to move ahead with projects in CCSD1.
One property owner, referred by CCSD1 staff, was provided with grant information, along with a information on properly maintaining a private water quality facility and removing invasive plants.
Contact non-EcoBiz certified landscapers and auto shops operating within the district and provide EcoBiz certification services and technical assistance. Provide twenty (20) targeted technical assistance visits to businesses.
PPRC contacted and offered technical assistance to nine (9) automotive shops and twenty three (23) landscape contractors. Most of landscapers contacted received an outreach letter offering free technical assistance and EcoBiz Certification.
Develop a new outreach tool which covers non-structural P2 best management practices (BMP) for commercial and industrial businesses.
PPRC created the Carli Creek Outreach Flyer, which included practical BMP’s for businesses. The flyer was developed with cooperation from WES staff. See appendix B for the flyer.
Coordinate PPRC’s outreach activities with local and regional partners including the Clackamas River Water Providers, Sustainable Clackamas County, and the Pollution Prevention Outreach (P2O) Team.

IntroductionThe Pacific Northwest Pollution Prevention Resource Center provides outreach and technical assistance on behalf of local government agencies and manages the Eco-Logical Business Program (EcoBiz) Certification. EcoBiz is a voluntary, third party verified certification for businesses and public agencies that reach high standards in environmental protection. To become certified, participants must demonstrate industry best management practices to reduce and prevent air, water, and hazardous waste pollution. Certification is available to automotive service business, including auto repair, car washes, radiator repair, and body shops, throughout the state of Oregon, and landscaping firms within the Portland Metro Region. Public agencies, such as parks departments and fleet maintenance operations, are also eligible for certification.
Project OverviewDuring the 2015-2016 fiscal year PPRC contracted with Clackamas River Water Providers (CRWP) to provide technical assistance to businesses within Clackamas County Service District #1 (CCSD1). Funds supported a work plan developed in cooperation with Clackamas County Water Environment Services (WES), who arranged for a separate outreach and technical assistance contract totaling $10,000.
The following table outlines project tasks and completed activities. See appendix A for a summary of business interactions.

Project Proposed Tasks Completed Activities
Carli Creek Outreach
Conduct targeted outreach to property owners and businesses located within the Carli Creek watershed in CCSD#1 on behalf of WES, (1) emphasizing pollution prevention practices to improve stormwater runoff quality, (2) preventing illicit discharges of wastewater, and, (3) preventing and promptly responding to spills.
PPRC worked with WES to develop a map of the Carli Creek stormwater basin, which included property lines, storm features, storm pipes, storm ponds, sanitary features, and sanitary features. Outreach staff used this map, along with the Carli Creek Outreach Flyer, to help discuss the Carli Creek project with businesses.
PPRC visited and offered technical assistance to thirty one (31) businesses within the Carli Creek Watershed. Every business visited was provided with a copy of the outreach flyer.
Include education about the importance of spill notification to DEQ and WES or CCOM.
PPRC included this information in the Carli Creek Outreach Flyer.
Distribute WES-approved educational materials to property owners and businesses.

P2 ImprovementsPPRC promoted a number of business practices designed to prevent stormwater pollution, conserve water, reduce the use of toxic chemicals, and save money. The following is a summary of practices adopted by businesses:

Clackamas Auto Repair
Replaced leaking sink faucet. PPRC provided faucet ($25), business installed.
65,700 gallons. Notes: Faucet on utility sink had a continuous leak. To measure savings, PPRC filled a one gallon jug of water in 8 min = 7.5 g per hour, 8,760 hours per year, 65,700 gallons per year saved. (87.82 cubic feet).
$204.62 saved. Notes: Clackamas River Water - Commodity Charge for Direct Service Customers Per 100 Cubic Feet Multi-family, Commercial & Industrial (all sizes & billings): $2.33 X 87.82 cubic feet. of water.
Clackamas Auto Repair
Switched from single use to bulk brake cleaner. PPRC provided Sure Shot Sprayer
170 pounds of solid waste reduced24 pounds of CO2 reduced$792 saved per year
Notes: Estimate for two techs. Assume single use, 14 oz, non-chlorinated brake cleaner, 5.75% carbon dioxide composition, $3.50 per can, .375lb can. Replaced by 5 gallon bulk non-chlorinated brake cleaner, $95 or $19 per gallon, can 1lb, used with compressed air and refillable containers.

Added vehicle spill kit
4 oz. of transmission fluid cleaned up after staff deployed spill materials in the field.

Added Oil Only Boom around storm drain near fueling station. PPRC provided.
128 oz. of (2 gallons) petroleum products. Boom has capacity to collect up to 6 gallons, and is UV rated for one-year of outdoor use.
Additional Activities
On Tuesday April 5, PPRC staff toured the Carli Creek project area. WES staff Andrew Swanson and Leah Johanson provided site history and project background to help PPRC in their outreach efforts.
On Tuesday April 26, 2016 PPRC staff reported two illicit discharges to WES. The first appeared to be coming from Pacific Seafood’s facility, into a private storm drain. The incident was investigated by Ed Gilmore, Source Control Specialist, and the company took immediate corrective action. The second incident was a discharge of hydro-seeding material on SE Capps Road.
CRWP contributed to an EcoBiz Landscape advertisement in All Things Real Estate, promoting EcoBiz Certified Landscapers. The campaign ran for three months, and was funded in part by City of Gresham, Clean Water Services, City of Lake Oswego, and WES. PPRC created an advertisement promoting EcoBiz Certified Landscapers for the spring edition of Clackamas County’s Citizen News. See appendix C for EcoBiz Advertisements.
PPRC developed a memo encouraging public agencies to include EcoBiz Certification as a preference or requirement when awarding landscaping or automotive contracts. Metro Regional Government has added EcoBiz as a third party certification to their internal purchasing guidelines. City of Gresham and Eugene Water and Electric Board have both successfully used EcoBiz contract language in recent requests for service. See appendix D for a copy of the memo.

Protect Carli Creek and the Clackamas River
Carli Creek is a small urban stream running from the industrial area south of Highway 212 to the Clackamas River. Starting in spring/summer 2017, Water Environment Services (WES) on behalf of Clackamas County Service District No. 1 (CCSD#1) will begin construction of a regional stormwater quality treatment facility. The facility will reduce negative impacts of high storm flows, by removing and treating pollutants before they enter the creek. The project will also restore and enhance approximately 3,000 feet of instream habitat for fish and wildlife.

Reduce the use of pesticides; add smart controllers to irrigation systems to reduce water use; remove invasive species by hand or via mechanical means; plant native and drought tolerant plants; hire EcoBiz Certified Landscapers - ECOBIZ.ORG
SECONDARY CONTAINMENTWhen storing hazardous liquids, consider adding secondary containment to reduce the risk of spills. Common equipment includes: spill pallets, double walled tanks, and containment berms.
COVER WASTE & CONTAINERS Uncovered scrap metal, used tires, garbage cans and dumpsters can be sources of stormwater pollution. Covering or moving these materials inside will reduce stormwater pollution.
REPORTSPILLS If you become aware of a significant spill or discharge of wastewater into a storm sewer system, contact Water Environment Services at 503-742-4567 from 7:30am - 5:30pm Monday through Thursday. After hours, call the county’s dispatch center 503-655-8211 (non-emergency number) or 911 (hazard/emergency), and ask the dispatcher to notify WES.

KEEP WASH WATER OUT OF THE STORM DRAINSWhen washing vehicles and equipment, diverting wastewater to the sanitary sewer is the best option. If possible, take vehicles to a car wash, sweep with a broom and avoid hosing down floors and equipment, and dispose of mop water in a sink or toilet.
SPILL KITS Place spill kits where liquids are stored or transferred. Train your staff in spill response annually. Contact WES to receive a free spill kit.

Re: Including EcoBiz Certification in Contract Specifications
Background The Eco-Logical Business certification (EcoBiz) was established to recognize businesses and public agencies in Oregon that go above-and-beyond legal requirements and industry best practices to protect the environment. Certification is free, and available to commercial landscapers, auto repair facilities and body shops, car washes, and public agencies. The Pollution Prevention Outreach Team (P2O), whose members represent Oregon DEQ; Clean Water Services, Washington County; Clackamas County Water Environment Services; Clackamas River Water Providers; and the City of Portland Bureau of Environmental Services; administers EcoBiz in the Portland Metro Region. Pacific Northwest Pollution Prevention Resource Center (PPRC) provides outreach and technical assistance to program applicants. Program Standards To gain EcoBiz certification, businesses must meet program and legal requirements developed by government and industry partners. Standards evolve over time to include current best management practices. All EcoBiz certified businesses meet legal requirements, protect stormwater, reduce toxic chemicals, properly store waste and products, train employees in spill response, and follow local requirements for washing vehicles and equipment. Landscapers adopt the principles of Integrated Pest Management, reduce pesticide use, save water, and promote environmentally friendly practices to their customers. Final certification includes inspection by the local government partners and the Oregon DEQ. Certified businesses and agencies are listed on the program website (ecobiz.org), included in promotional advertisements, and may use the EcoBiz logo and name in their own promotions. Expanding Support for EcoBiz PPRC encourages public agencies to include EcoBiz Certification in contract specifications. Requiring certification can help to ensure that businesses receiving public contracts:
• Exceed industry standards and best management practices; • Take steps to protect their employees, customers and the environment; • Reduce the use of toxic chemicals; • Safely store and handle hazardous materials; and • Protect stormwater.
Precedents To date, two public agencies, Eugene Water & Electric Board and City of Gresham, have included EcoBiz Certification in contract specifications.

EWEB - Purchase, Installation, and Repair of Fleet Truck Bodies, Components, and Accessories: “Have the product(s) that you are bidding/proposing been certified by a third-party organization, such as Green Seal, [ECOBIZ], or ENERGY STAR. If yes, detail which ones and the relevant third party certification?”
Compliance with Oregon QRF Program The State of Oregon Department of Administrative Services maintains a list of Qualified Rehabilitation Facilities, and a list of goods and services determined suitable for procurement by state and local governments, school districts and other taxpayer-supported agencies. One of the services included in this program is “Grounds Maintenance,” a service included in EcoBiz Landscape Certification. When procuring a service, public agencies describe the “appropriate specifications” needed to complete the service requested. After contacting DAS staff, and reviewing the state laws regarding public contracting, PPRC believes it is reasonable for public agencies to include EcoBiz Certification as a contract specification:
“ORS 279.850 Procurement of product or service - agreements for procurement (1)If any public agency intends to procure any product or service on the procurement list, that public agency shall, in accordance with rules of the Oregon Department of Administrative Services, procure such product or service, at the price established by the department, from a qualified nonprofit agency for individuals with disabilities, provided the product or service is of the appropriate specifications and is available within the period required by that public agency.”
