FOREWORD

AIBOBOA believes in equipping officers with knowledge about their service conditions and entitlements.

We are presenting an updated position covering the recent changes and improvements in our service conditions, benefits and facilities. The most significant is the Historic Settlement on Salary Revision and Second Option for Pension agreement signed between IBA & UFBU on 27.04.2010. One of the salient features of the Agreement is the provision to extend another option to join the existing Defined Benefit Pension Scheme to about 3,60,000 existing and retired workmen employees and officers.

Service Conditions of officers in BANK OF BARODA is governed by BANK OF BARODA (OFFICERS) SERVICE REGULATION 1979

Officers Employees conduct, Discipline and Appeal are regulated by BANK OF BARODA OFFICER EMPLOYEES (Conduct) REGULATIONS 1976 & BANK OF BARODA OFFICER EMPLOYEES (Discipline and Appeal) REGULATION 1976.

The details of above are recorded in our Head Office publication no. 76.

1. SCALE OF PAY (w.e.f 01/11/2007) BCC/BR/102/147 Dated 26.05.2010:

Scale I = Rs. 14500 -600 /7 - 18700 - 700/2 - 20100 - 800/7 - 25700

Fitment :

Fitment shall be stage to stage i.e. on corresponding stages form Ist stage onwards and the increments shall fall on the anniversary date as usual.

For details refer Salary revision circular No. BCC:BR:102/147 Dated 26.05.2010 applicable w.e.f 01.11.2007

Stagnation :

a Officers in JM Grade Scale I who have moved to scale of pay for MMG Scale II in terms of regulation 5(b) after reaching maximum of the higher scale shall be eligible for four stagnation increments for every three completed years of service of which first two shall be Rs.800 each and next two Rs.900/ each.

Provided that officers who have completed three years or more after receipt of the second stagnation increment as on 01.11.2007 will get the third stagnation increment on 01.11.2007 and another stagnation increment on or after 01.11.2008 on their completion of six years after receipt of second stagnation increment.

b Officers in MMG/S II who have moved to scale of pay for MMG/S III in

Terms of Regulation 5(b) after reaching maximum of higher scale shall be eligible for three stagnation increments of Rs.900/- each for every three completed years of service.

Provided that officers who have completed three years or more after receipt of the first stagnation increment as on 01.11.2007 will get the next stagnation increment with effect from 01.11.2007 and a subsequent stagnation increment on or after 01.11.2008 on their completion of six years after receipt of the first stagnation increment.

Provided further those officers in substantive MMG/S III i.e. those who are recruited in or promoted to MMG/S III shall be eligible for four stagnation increments of Rs.900/- each for every three completed years of service. Those who have already received two stagnation increments and completed more than three years of service after receipt of second stagnation increment as on 01.11.2007 will get the third stagnation increment on 01.11.2007 and the fourth stagnation increment, on or after 01.11.2008 on their completion of six years after receipt of second stagnation increment.

2. Dearness Allowance:

On and from 01.11.2007,, Dearness Allowance shall be payable for every rise or fall of 4 points over 2836 points in the quarterly average of the All India Average Working Class Consumer Price Index (General) Base 1960 = 100 at 0.15 % of Pay.

3. House Rent Allowance (w.e.f 01/11/2007)

Provided that if an officer produces a rent receipt, the House Rent Allowance payable to him / her shall be the actual rent paid by him/her for the residential accommodation in excess over 1.20 % of pay in the first stage of the Scale of Pay in which he / she is placed with a maximum of 150 % of the House Rent Allowance payable as per aforesaid rates mentioned in Column II above.

Note: The claims of officer employees for House Rent Allowance linked to the cost of their ownership accommodation shall also be restricted to 150 % of House Rent Allowances as hitherto.

4. City Compensatory Allowance (w.e.f 01.11.2007):

Note : (i) FPP as indicated in C above shall be payable to those officer employees who are provided with banks accommodation.

(ii) FPP for officers eligible for HRA shall be A + B plus HRA payable on the last increment of the relevant scale of pay..

(iii) The increment component of FPP shall rank for superannuation benefits.

6. PQP (w.e.f 01/11/07) :

(A) Officers shall be eligible for professional qualification pay as under :

(i) Those who have passed only CAIIB - Part I / JAIIB

Rs. 410/- p.m. one year after reaching top of the scale

(ii) Those who have passed both parts of CAIIB -

(a) Rs. 410/- p.m. one year after reaching top of the scale

(b) Rs. 1030/- p.m. two years after reaching top of the scale

(B) An officer employee acquiring JAIIB/CAIIB (either or both parts) qualifications after reaching the maximum of the scale of pay, shall be granted from the date of acquiring such qualification the first installment or PQP and the release of subsequent installments of PQP shall be with reference to the date of release of first installment of PQP.

Provided further that in a case where an officer, as on the date of this Joint Note, has already acquired any of the above said qualifications and has not earned any

Increment or PQP on account of acquiring such qualification/s, he may be, with effect from 1st November,2007 or the date of acquiring such qualification/s, which ever is later , released PQP as provided herein above.

7. Mid Academic year transfer allowance:

W.e.f 01.05.2010 it is payable @ Rs.700/- per month subject to other conditions.

8. Deputation Allowance:

On and from 1st May 2010, Deputation Allowance shall be at the following rates :

A)An officer deputed to serve outside the bank - 7.75% of pay with a maximum of Rs2300/- p.m.

B)An officer deputed to an organization at the same place or to the training establishment of the bank - 4% of Pay with a maximum of Rs 1200/- p.m.

9. Hill and Fuel Allowance (w.e.f. 01/11/2007):

10. Special Area Allowance (w.e.f. 01/11/2007):

At places where special area allowance is payable in terms of regulation 23(ii) of Officers Service Regulations, 1979/1982, the said allowance shall be payable at rates as specified in BCC:BR:102/147 dated 26.05.2010.

11. Project Area Allowance(01.11.2007)

Project Area Compensatory Allowance shall be payable at the

following rates:

Project Areas falling in Group A - Rs 290/- p.m.

Project Areas falling in Group B - Rs 255/- p.m.

12. Split Duty Allowance01.11.2007)

Split Duty Allowance shall be payable at Rs 165/- p.m.

13. Provident Fund (w.e.f. 01/11/2007):

(a) While the officers who are presently covered under the Pension Scheme and those who will join the Pension Scheme in terms of option being made available under joint note dated 27th April,2010 shall continue to contribute 10% of the pay towards Provident fund, there shall be no matching contribution.

(b) Officers who are presently covered under Contributory Provident Fund Scheme who do not opt for Pension Scheme being made available under Joint Note dated 27th April,2010 shall continue under the contributory Provident Fund Scheme as hitherto.

There shall be no Provident Fund to officers joining the services of banks on or after 1st April,2010. They shall be covered by a Defined Contributory Pension Scheme, where the officer will contribute 10% of pay plus Dearness Allowance and the Bank of Baroda will make a matching contribution. The scheme shall be

Governed by the provisions of the Contributory Pension Scheme as introduced for employees of Central Government w.e.f. 1st January 2004 and modified from time to time.

Pension :

All existing officers who have joined Bank of Barodas service prior to 01.04.2010 and who have not opted for pension earlier, can exercise their option for Pension scheme under Bank Employees Pension Regulation, 1995 dated 29th September 1995/26th March1996.

1 The terms of the Bank Employees Pension Regulation,1995 dated 29th Sept.1995/26th March1996 shall not apply to the officers who join the services of Banks on or after 1st April 2010; and they will be covered by Defined Contributory Pension Scheme, which shall be governed by the provision of the Contributory Pension scheme introduced for officers of the

Central Govt. w.e.f. 01.01.2004.

2 With effect from 1st May 2005, the pension of officers who retired or died while in service during the period 1st April 1998 to 31st Oct.2002 will be re-fixed based on the definition of Pay as defined in clause 5 of the joint Note dated 14th Dec.1999. No arrears of pension and commuted value of

Pension will be payable on account of such re-fixing of pension.

3 With effect from 1st May 2005, the pension of officers who retired or died

While in service during the period 1st November 2002 to 30th April 2005 will be re-fixed based on the definition of Pay as defined in clause 6 of the Joint Note dated 2nd June 2005. No arrears of pension or commuted value of pension will be payable on account of such re-fixation of pension.

Implementation of Defined Contributory Retirement Benefit Scheme (DCRBS) instead of the present Defined Benefit Pension Scheme for those who are joining the services of the Bank on or after 01.04.2010 : (Circular BCC:BR:102/96 dated 25.03.2010)

The scheme shall be one as governed by the Contributory Pension Scheme introduced for employees of central Government w.e.f. 1st January 2004.

14 Non refundable withdrawal from Provident fund

All confirmed employees and regular member of PF Trust of the Bank who have

Completed 10 years of Service and against whom no disciplinary action has been initiated /pending as on date of application. Purpose and quantum of non-refundable withdrawal are

15. Medical Aid ( w.e.f. 01.11.2007)

On and from Ist Nov. 2007, reimbursement of medical expenses shall be as under:

A) Officers in JMG & MMG Scales - Rs. 5100/-p.a.

B) Officers in SMG & TEG Scales - Rs. 6320/- p.a.

16. Hospitalization Expenses ( w.e.f. 01.05.2010)

It shall be in terms of the Hospitalization Scheme laid down under Bipartite settlement dated 27th April, 2010 for workmen employees, subject to following limits: -

Self - Rs. 900/- per day

Family - Rs 675/- per day

(ii) Other charges - At the scale of 150% of the limits laid down under the hospitalization scheme applicable to workmen employees

For other charges refer to circular No. BCC/BR/102/147 dated 26.05.2010.

Medical expenses incurred in following disease, which need domiciliary treatment shall be deemed as hospitalization expenses for reimbursement from the bank -Cancer, Leukemia, Thalassemia, Tuberculosis, Paralysis, Cardiac Ailment, Pleurisy, Leprosy, Kidney ailment, Epilepsy, Parkinsons Disease, Psychiatric disorder, Diabetes, Hepatitis-B, Hepatitis-C, Hemophilia, Myasthenia gravis, Wilsons disease, Ulcerative Colitis, Epidermolysis bullosa, Venous Thrombosis (not caused by smoking), Aplastic Anemia, Psoriasis and Third Degree Burns.

Besides above special packages are also reimbursed by the bank to the extent of entitlement for getting specialized treatment for diseases pertaining to heart, kidney, coronary etc.

Ambulance charges from residence to hospital and back or from one hospital to another is reimbursable in full.

Actual expenses incurred on conveyance by mode other than ambulance shall be reimbursed subject to the maximum as under:

(i)By public taxiActual subject to maximum Of Rs 150/- per trip.

(ii)By auto rickshawActual subject to maximum Of Rs 75/- per trip.

Bank do also provide Wall-in Walk-out facility in some specified hospitals at major centers in India Like Delhi, Mumbai, Ahmedabad, Jaipur, etc. keeping reserved bed for employees and their dependent family members.

AT Patna arrangement of hospital beds for staff and their eligible dependents on actual occupancy basis under Walk-in-Walk-out facility is made at Magadh Hospital, Patna. (Refer R.O. circular RO/BIHAR/HRM/W-1/3151 dated 04-09-2006.

Bank does also provide reimbursement of Hospitalization Expenses incurred on treatment abroad in exceptional cases for the ailments for which treatment in India is not yet widely established.

17. Medical Check up scheme for the employees of 45 years of age and above.

Full time confirmed employees of 45 years of age and above are eligible for medical check up once in 2 years in the approved diagnostic centre. Maximum amount payable for medial check up is Rs.1000/-. In Bihar Region following 2 centres are identified.

(i) M/s Harsh Advance Diagnosis and Research Centre, Patna.

(ii) M/s Apollo Clinic,Patna.

18. Ex-gratia Medical Aid:

For details refer to HO/BR/95/112 dated 12.06.2003 & HO/BR/96/174 dated 23.08.2004. The Ex-gratia Medical Aid Scheme has been rationalised. A maximum cap of expenditure has been specified for amount reimbursed under BPS/BOBSOR and Exgratia Medical Aid taken together. Ex-gratia Medical Aid will be sanctioned only for serious ailments (specified) involving high cost. For any Life threatening ailment, which is not specified, sanction to be obtained from GM/DGM (HRM), BCC, Mumbai.

19. Housing Accommodation :

Housing Accommodation is provided to officers on lease basis with following ceiling w.e.f 01.11.2007 (BCC/BR/99/335 Dated 03/11/07):

24. Reimbursement of Conveyance Expenses:

All officers are entitled to get reimbursement of conveyance expenses. Reimbursement of conveyance expenses is made to officers as per actual expenses incurred by them and so declared while claiming reimbursement or the monthly limits as specified under the scheme whichever is lower (Refer BCC:BR:101/57 dated 20.02.2009.

Claim can be made within 3 months from the month it become due on declaration basis. The limit to the monetary entitlement of the officers calculated on the basis of the high octane petrol rate (premium, power etc) prevailing on the last day of the month for the eligible litres of petrol.

33. Brief case to Officer:

One brief case with a cost ceiling of Rs. 1500/- (including tax) can be claimed by every officer in Scale I, II and III, once in two years on declaration basis w.e.f. 01.03.08 (Reference BCC:BR:100/67 dated 10.04.2008).

Executive in Scale IV can claim one brief case with a cost ceiling of rs.2000/- once in two years and one executive attach with a cost ceiling of Rs.4000/- once in three years.

34. Compensation on Transfer ( BCC:BR:101/129 dated 29.04.2009 :

An officer on transfer will be eligible to draw a lump sum amount, as indicated below, for the expenses connected with packaging, local transport, insurance etc.

Where an officer on transfer transports his baggage by Lorry, for the purpose of reimbursement of actual charges, the maximum Limit in cases where full wagon is applicable shall normally be 60 quintals by goods train. However, where the expenses incurred are beyond such maximum, the bank may, keeping in mind the hardship involved to the officer concerned, reimburse the actual expenses incurred on the basis that the maximum charges for transport of goods in an -8- wheeler wagon would be 120 quintals provided the baggage is transported through approved transport operators. 36. Halting Allowance :

In terms of the guidelines from the Govt. Of India, reimbursement of maximum 15 days halting allowance is permissible in case no residential accommodation is made available by the bank to officer at the new place of posting.

37. Mode of Travel and Expenses on Travel( w.e.f. 01.05.2010)

The following provisions shall apply wherever an officer is required to travel on duty :

I An officer in JMG is entitled to travel by Ist class or AC 2 - tier sleeper by train. He may, however, travel by air (economy class) if so permitted by competent authority, having regard to the exigencies of business or public interest.

II An officer in MMG is entitled to travel by Ist class or AC 2 - tier sleeper by train. He may, however, travel by air (economy class) if the distance to be covered is more than 1000 kms. May travel for shorter distance if so permitted by competent authority.

III An officer in Senior management is entitled to travel by AC Ist class by train or air (economy class)

IV Any other officer may be authorized by the Competent Authority, having regard to the exigencies of business, to travel by his own vehicle or by taxi or by the Bank of Barodas vehicle.

38. Joining Time on Transfer:

I An officer shall be eligible for joining time on one occasion, not exceeding seven days, excluding the number of days spent on travel.

II An officer may be permitted to avail joining time in maximum two installments provided he avails the same within 12 months from the date of his reporting to the new place of posting and the total joining time does not exceed 7 days. On both the occasion the joining time should be for the purpose of shifting family / goods and other incidental activities connected with shifting / transfer and not any other purpose.

III Officer is eligible for diem allowance for the period of days spent on travel when he is reporting for the first time to the new place of posting.

IV No joining time is admissible when an officer on transfer does not shift their residence to the new place of posting. Refer to circular CO/BR/95/145 dated 21.04.2003.

39. Leave Travel Concession(w.e.f. 01.05.2010)

During each block of 4 years an officer shall be eligible for leave travel concession for travel to his place of domicile once in each block of two years. Alternatively, he may travel in one block of two years to his place of domicile and in another block of two years to any place in India by the shortest route.

I The mode and class by which an officer may avail LTC shall be same as the officer is normally entitled to travel on transfer and other terms and conditions subject to which the LTC may be availed of by an officer, shall be as decided by the Board from time to time. Provided that w.e.f. 01.05.2010 an officer in JMG/S I while availing LTC will be entitled to travel by air in the lowest fare of economy class in which case the reimbursement will be the actual fare or the fare applicable to AC 1st Class fare by train for the distance traveled whichever is less. The same rules shall apply when an officer in MMG/S II and MMG/S III while availing LTC where the distance is less than 1000 kms.

II LTC encashment -- An officer by exercising option any time during a 4 year block or two year block surrender and encash his LTC (other than travel to place of domicile) upon which he shall be entitled to receive an amount equivalent to 75% of the eligible fare for the class of travel by train to which he is entitled up to a distance of 4500 kms (one way) to and fro journey total 9000 kms for officers in JMG Scale I and MMG Scale II & III and 5500 kms (one way) to and fro journey total 11000 kms for SMG IV and above. For encashment of LTC facility the entitled class of travel by train by officers in JMG and MMG may be taken as AC II Tier sleeper. I AC II Tier fare for 4500km is ` 2596.00 as on 01/07/2011

III An officer in Senior Management or Top Executive Grade is entitled to travel by AC Ist class by train or by Air (economy class).

IV The facility of encashment of privilege leave while availing of Leave Fare Concession is also available while encashing the facility of LFC.

V Definition of family: For the purpose of LTC concession Family of an officer shall mean an officers spouse, wholly dependent unmarried children (including dependent step children and legally adopted children), physically challenged brother/sister with 40% or more disability, and wholly dependent parents ordinarily residing with and wholly dependent on the officer.

The term wholly dependent child/parent shall mean such member of

family having a monthly income not exceeding of Rs. 3500/ p.m..

If the income of one of the parents exceeds Rs.3500/- p.m. or

the aggregate income of both the parents exceeds Rs.3500/- p.m,

both the parents shall not be considered as wholly dependent on

the officer.

VI Please note that LTC for travel to the place of domicile (Home Town) is not encashable. Railway grant concessional fare to Senior Citizens of 60 year of age and above, hence encashment will be considered on the basis of concessional fare only.

VII.If an officer eligible to travel by air on LTC traveled by Air)economy class), the economy air fare should be taken into account for reckoning the entitlement, irrespective of the fact whether the airline allowed any complimentary facility, including visit to an overseas place, within the economy class fare. However, on traveling by apex /concessional fare, which is normally less than the economy fare, the eligibility would be actual fare.(Refer Circular No.BCC:BR:101/133 dated 05.05.2009).

40. Festival Advance to officers:

An officer is eligible for Festival advance up to one month emoluments or maximum Rs.30000/- in one calendar year w.e.f 28.01.2009. Refer BCC/BR/10/38 dated 04.02.2009.

41. Various Staff Loans:

Refer to Master circular No BCC/BR/97/103 dated 20.04.2005 for all Staff Loans excluding Staff Housing Loan and Clean Overdraft facility for staff.

a) Take over of educational loan availed by Campus Recruitees :

Bank of Baroda has decided to offer to take over educational loan of officers recruited from campus on or after 01.01.2009.(Refer Circular No.BCC:BR:101/285 dated 16.09.2009.

It is mandatory for all employees to take prior permission of the Bank for availing of any loans from outside sources.

46. Scheme for Encouraging Employees to Pursue Professional and Computer Education, through Correspondence, Part-time & Distance Learning:

47. Preferential Interest Rates on Deposits:

The Bank may allow one per cent additional rate of interest over its ruling rate of interest on fixed deposits, saving deposits and recurring deposits in the name of an officer, individually or jointly with any member of his family.

48. Issuance of BobCard:

For the officers in scale I to IV BOBCARD Exclusive or BOBCARD Gold is issued free of cost.

49. Online Trading Facility- Baroda e-Trading-Special Rates for Staff:

For concessions refer to circular no BCC:BR:99/261 dated 31.08.2007.

50. Online Promotion Test:

Refer to circular no BCC:BR:98/292 dated 19.10.2006. Bank has advised to its staff to become computer literate and also planning to implement online test for Bank staff for promotion.

51. Reimbursement of Kit Allowance for Overseas Visits

54. Leave:

Refer to Master circular No. BCC:BR:96/284 dated 05.08.2004 on leave, special leave, leave for going abroad, unauthorized absence.

Maternity Leave (w.e.f. 01.05.2010) :

a Maternity leave, which shall be on substantive pay, shall be granted to a female employee for a period not exceeding 6 months on any one occasion and 12 months during the entire period of her service.

b Within the overall period of 12 months, leave may also be granted in case of miscarriage/abortion/MTP

c Within the overall period of 12 months, leave may also be granted in case of hysterectomy up to a maximum of 45 days.

55. Unauthorized Absence:

56 Sanction of Leave and Permission to go abroad and issue of No Objection Certificate for obtaining/renewing Passport:

57. Compensatory Leave:

In case of working on exigencies officers may be sanctioned Compensatory Leave subject to sanction by an executive. Reference BCC/BR/97/352 dated 14.12.2005.

58. Scheme for grant of Sabbatical Leave to Employees:

Refer to circular No. BCC:BR:98/113 dated 02.05.2006 for sabbatical leave to employees. The scheme is kept under abeyance with immediate effect vide circular No.BCC:BR:101/54 dated 10.02.2009.

59. Promotion Policy: (Circular No.BCC:BR:102/94 dated 15.03.2010)

The service eligibility for promotion to a higher scale has been reduced for most of the scales in the normal channel, the total time span is now reduced by 7 years from the current 25 years to 18 years and for the fast-track channel, the total time span is reduced by 4 years from the current 18 years to 14 years. This is one of the fastest service eligibility prescribed for promotion of officers in the entire Banking industry.

d) Transparency in marks secured : With a view to bring about more transparency in the marks secured by officers in the written test, it has been decided to intimate to all officers the written test marks immediately after declaration of the results of the written test.

e) The performance marks are also made open from this year.

60. Assets Liability Return:

Submission of Assets and Liabilities Statement as on March every year is mandatory to be submitted by all officers by June end through HRNES.

61. Terminal Benefits:

The payment of Gratuity Act has now been amended by an Act of Parliament which received the Presidential assent on 17th May 2010. Accordingly, the ceiling on the amount of gratuity payable under Section 4 sub section (3) of the Payment of Gratuity Act 1972 has been raised from Rs. Three lacs fifty thousand to Rs.Ten lacs with effect from 24th May,2010.

62.Encashment of Privilege leave on retirement :

When an officer retires/expired while in service, he shall be eligible to be paid a sum equivalent to the emoluments of any period, not exceeding 240 days, of privilege leave that he/she had accumulated/credit as on date of retirement/death.

63.Additional Retirement Benefit :

An officer who was in Banks service as on 01.07.1979, on retirement/voluntary retirement will gets 6- months emoluments as additional retirement benefit if he has rendered at least 25- years of service..

64. Pre-mature Retirement of Officer:

The Bank can consider per-mature retirement of an officer under BOBOSR. It would be done once in a year after the officer completes the age of 55 years or completion of 30 years of total service, whichever is earlier. Refer to circular no BCC:BR:98/243 dated 29.08.2006.

65. Scheme for Payment of Ex-gratia Financial Relief/Appointment to the dependents of deceased employees on Compassionate Grounds:

Refer to circular No BCC/BR/99/347 dated 12.11.2007 & BCC/BR/98/21 dated 02.02.2006 for all death cases occurred on or after 04.10.2005.

66. Issuance of Service Certificates to Retired Employees:

On receipt of application from the retired employee along with the photograph, the Competent Authority prescribed in the circular No CO/BR/92/40 dated 21.03.2000 may issue such Service Certificate cum Identity Card to employees who have retired on super annuation or have opted for any type of voluntary retirement from the Banks services. For details refer to HO/BR/94/157 dated 13.08.2002 and HO:BR:100/180 dated 24.06.2008.

67. Staff Welfare:

68. Bank of Baroda Contributory Medical Assistance Scheme for Retired Employees:

Under this scheme financial assistance is provided to retired employees and his/her spouse only on superannuation to meet the medical expenses incurred. To acquire the membership, employee shall have to make one time lump sum contribution towards membership fees i.e. Equal to 50% of (the basic pay, last drawn) + special pay (if applicable). Refer to HO/BR/92/317 dated 11.09.2004.

Further, w.e.f. 1st April,2010 it has been further improved as under :

(a)The membership of Bank of Baroda Contributory Medical Assistance Scheme for Retired Employees will be extended to all retired employees for self and spouse irrespective of whether they are in gainful employment or not provided they enroll by paying the membership fees.

(b)If the employee / spouse are in employment and the establishment extends/provides any medical aid/assistance then they will be eligible only for the unsettled portion of the claim i.e. such members have to first apply for reimbursement of their medical expenses to their current employer and the remaining unsettled amount only will be considered under the Contributory Medical Assistance Scheme for Retired Employees.(Circular No.HO:BR:102/34 dated 16.03.2010)

76. DISCIPLINARY MATTERS

Officers conduct and disciplinary matters are governed by BANK OF BARODA OFFICER EMPLOYEES (CONDUCT) REGULATIONS, 1976 & BANK OF BARODA OFFICER EMPLOYEES (DISCIPLINE AND APPEAL) REGULATIONS, 1976.

Officers working in the pay scale from JMG/S-I to MMG/S-III in the matter of Vigilance & Non-Vigilance cases Disciplinary Authority is concerned Zonal Head (not lower than the rank of Deputy General Manager), Appellate Authority is Executive Director and Reviewing Authority is CMD.

AUTHORITY TO INSTITUTE DISCIPLINARY PROCEEDING AND IMPOSE PENALTIES

(1) The Chairman cum Managing Director or any other authority empowered by him by general or special order may institute or direct the Disciplinary Authority to institute disciplinary proceedings against an officer employee of the bank.

(2) The disciplinary authority may himself institute disciplinary proceedings.

(3) The disciplinary authority or any authority higher than it, may impose any of the penalties specified in regulation 4 on any officer employee.

APPEAL

(i) An officer employee may appeal against order imposing upon him any of the penalties specified in regulation 4 or against the order of suspension referred to in regulation 12. The appeal shall lie to the Appellate Authority.

(ii) An appeal shall be preferred within 45 days from the date of receipt of the order appealed against. The appeal shall be addressed to the Appellate Authority and submitted to the authority whose order is appealed against. The authority whose order is appealed against shall forward the appeal together with its comments and the records of the case to the Appellate Authority.

REVIEW

The Reviewing Authority may at any time within six months of the date of the final order, either on his own motion or otherwise review the said order, when any new material or evidence which could not be produced or was not available at the time of passing the order under review and which has the effect of changing the nature of the case, has come or has been brought to his notice and pass such orders thereon as it may deem fit.

81.Scheme for legal & Financial Support :( Circular No.BCC:BR:101/370 dated 12.12.2009)

Draft formulated by IBA to extend legal and financial support to officers of Banks against whom motivated false complaint has been made by people/agencies outside the Bank of Baroda, has been approved by the Board of Directors.

Objective : To enable officer to initiate legal action against outsiders/private parties who with a malafide intention make baseless allegation, pass derogatory remarks, lodge motivated complaints on matters arising out of bonafide execution of Banks work. The scheme shall not be applicable in case of complaint/allegation made by an employee of the Bank of Baroda.

Applicability : This scheme shall cover all officers in the regular rolls of the Bank including officers who are on deputation to joint ventures, subsidiaries and other institutions and officers retired from the Bank of Baroda.

For retired officers, the scheme will be applicable only in respect of bonafide execution of bank work while in service.

82.HR Resourcing Policy : (Circular No.BCC:BR:102/72 dated 06.03.2010)

The policy stipulates detailed guidelines, processes, criteria and procedures for carrying out the following types of recruitment.

External Resourcing :

Under this policy, there are some major changes in the terms of employment :

The probation period for all directly recruited officers reduced from the existing 2 years to 1 year. The probation period for internal candidates who are confirmed employees but who are recruited afresh in a higher scale shall be 6 months.

Localized Recruitment Bank may initiate as and when required, localized

Recruitment exercise for Probationary officers to meet the requirement of

Officers of specific deficit zones/areas.

New recruits in officers cadre may be given an option to join either on regular scales or on a CTC based compensation package.

83.Schemes Managed by Association

1. Employees Scheme Of Contribution Of Rupees Ten ( ESCORT ) :

The greater consolation for the loss of the dead is found in the thinking of the living left behind. With this noble philosophy our association has introduced this scheme w.e.f. 01.01.95. Under the scheme every participating officer is called upon to contribute Rupees 10/- when an officer dies while in service. Members can participate in the scheme by submission of irrevocable Letter of authority which authorizes the bank for necessary deduction from salary. Today association is able to provide such bereaved families a timely help of Rs. 1,25,000/-.

2. All India Bank of Baroda Officers Welfare Fund ( AIBOBOWF ):

Our Association has launched a Welfare Fund in the year 1986 with the objective of undertaking welfare measures for the officers and their family members who joins the scheme with a one time membership fee of Rs. 1000/- (Rupees One thousand). It is named as ALL INDIA BANK OF BARODA OFFICERS WELFARE FUND. It undertakes following activities

I Financial help of Rs. 20000/- to the family of the officer who dies while in service.

II Merit award of Rs. 500/- to children of members who secure highest percentage of marks in S.S.C, H.S.C., Graduation and Post-Graduation including Engineering and Medicine in the annual examination. Each zone is given 18 awards, SSC - 6, HSC - 6 and Degree - 6
