Temple City’s 71st annual CamelliaFestival celebrating youth, families andcommunity will take place Feb. 20, 21and 22.

The theme for this year’s event is Fes-tival, Family and Fun. The annual paradewill take place at 10 a.m. Saturday, Feb.21, over a 1.5-mile march on Las TunasDrive starting at Sultana Street and fin-ishing at Kauffman. Floats will be on dis-play in Temple City Park until 5 p.m.Saturday.

“Overall, I’m proud to say the Citycontinues to enjoy a solid financial fore-cast at a time when many cities, despitean improved statewide economy, are stillfacing severe challenges. Temple City hasbeen prudent in its finances and now hasresources to invest in its future.”

The Mayor explained how this invest-ment covered many areas including thedowntown revitalization (“There is noreason why Temple City cannot trans-form Las Tunas Drive into an excitingretail and dining district.”), communitypreservation, a home improvement pro-gram, new housing, and the graffiti re-moval program.

Titled “A Team Effort,” Mayor Blum’sremarks addressed “what we have ac-complished, not as individualCouncilmembers or Mayors, but as ateam that has reenergized this city.”

The Mayor acknowledged the manyplayers on this team beginning with keycity staff such as new City ManagerBryan Cook, Community DevelopmentDirector Michael Forbes, the City Com-missioners, “personnel from the Countyof Los Angeles Sheriff ’s and Fire depart-ments; Temple City Unified School Dis-trict; and Temple City Chamber of Com-merce.”

He further acknowledged members ofthe business community, religious insti-

tutions, private schools and educationalcenters, youth sports leagues and scout-ing programs, Sister Cities, and serviceorganizations such as Kiwanis, Blue StarBanner Program, Temple City ChineseAmerican Association and the AmidaSociety.

“I apologize if I’ve missed anyone inthe audience,” said the Mayor, “but Ithink you get the picture on what it takesto be a city. ”

In his remarks, Mayor Blum coveredmany areas including a look back to2009 and the corruption scandal that re-sulted in the City Council’s transition toa new team of leaders with a proactiveapproach to governance that successfullyrebuilt trust in local government.

The 50th Anniversaryin 2010 allowed the Cityto both celebrate the past50 years and plan for thenext 50, “a clean slate for

progress, innovation, and citizen engage-ment” resulting in a “a high performancecity.”

Mayor Blum highlighted recent suc-cesses such as the Rosemead BoulevardProject, the Parks and Open Space Mas-ter Plan, the Citizen’s Academy, and co-operation with the local Sheriff ’s teamon the Neighborhood Watch Program.

He cited the many studies which re-sulted in a comprehensive Strategic Planand new General Plan (the last GeneralPlan update was 1987), and the success-ful creation of “a culture of citizen par-ticipation that hasn’t existed in TempleCity for decades.”

Displaying the generous spirit thatmany recognize as his outstanding char-acteristic, Mayor Blum shared the spot-light with his fellow Councilmembers,citing the work of Vincent Yu on the Bi-cycle Master Plan, Fernando Vizcarra onthe Farmer’s Market, and Mayor ProTem Tom Chavez on the Youth Commit-tee.

“I fully expect a former Youth Com-mittee member to be standing here giv-ing the State of the City Address some-time in the not-too-distant future. “

Fiscally, the City is in great shape,noted the Mayor, but the Council takes“its stewardship of taxpayer dollars as aserious responsibility.”

Challenges include cultural diversityand engagement within the communityand with the greater San Gabriel Valley,funding for aging infrastructure androadways, pollution, paying for em-ployee retirement benefits, and, last, butnot least, good governance.

Mayor Blum concluded by statingthat “the future of Temple City has neverbeen brighter. But it didn’t happen over-night and we need to continue beingproactive. What’s important is that theTemple City we all love continues toimprove and evolve.”

The annual search for the Royal Court for the71st Annual Temple City Camellia Festival tookplace Jan. 10 when first grade boys and girls par-ticipated in the Royalty Play Day Contest at theLive Oak Park Community Center under the di-rection of the Temple City Parks & Recreationand Camellia Festival Committee.

The King and Queen were to be announced atthe Royalty Coronation and Reception, Jan. 30,after Temple City Life went to press.

The duties of the Royal Court and Banner Car-riers include visits to Temple City service clubs,event appearances, and of course, reigning overthe 71st Camellia Festival Feb. 20-22.

Participants were judged on the following cri-teria: attention span, interaction with other firstgrade children, following directions, general ap-pearance, poise and personality.

Chamber hosts successful E-Waste recycling eventPartnering with Attan Recycling, a California State approved electronic waste re-

cycler, the Temple City Chamber of Commerce hosted a free e-waste recycling eventin the parking lot of Super A Foods, Jan. 17-18. A parade of cars dropped off their oldand broken TVs, computers, microwaves and electronics to be disposed of in an en-vironmentally safe manner that is not harmful to the planet. The Chamber will hosttheir next E-Waste event in a few months. It will be publicized in Temple City Life.

The victim was exiting her garage andwas approached by two male black adults (ap-proximately 20 years old, 6’0, 165 pounds,wearing white hooded sweatshirts, blackjeans) who forcibly took her personal prop-erty. The suspects fled on foot out of view.

1-14-15: A residential burglary occurredbetween 6:40-8 p.m., in the 9400 block of Em-peror Avenue. The victim said someone en-tered his residence and stole personal prop-erty. Entry was made through an unlockedbedroom window.

1-14-15: A possession of a controlled sub-stance arrest of a 47-year-old Hispanic malewas made at 2:48 a.m., at Londen Avenue andOak Avenue. The suspect was detained for avehicle code violation and possessed narcot-ics. The suspect is a resident of Temple City.

1-15-15: A vandalism occurred between

8:30 p.m. Jan. 14 and 5:45 a.m. Jan. 15, in the10600 block of Live Oak Avenue. The victimsaid someone smashed her vehicle sunroof.

1-16-15: A residential burglary occurredbetween 3-10:45 p.m., in the 9500 block of Ol-ive Street. The victim said someone forciblyentered his residence through the rear doorand stole his personal property.

1-16-15: A drunk in public arrest of a 63-year-old white male was made at 9 p.m., at LasTunas Drive and Camellia Avenue. Deputiesobserved the suspect (Temple City resident)staggering as he was walking and determinedhe was intoxicated and unable to care for him-self.

1-17-15: A vehicle burglary occurred at 3p.m., in the 5400 block of Hart Avenue. Thevictim said someone smashed his driver’s sidevehicle window and stole his personal prop-erty. There was a reported witness.

1-17-15: A drunk in public arrest of a 32-year-old white male was made at 5 p.m., inthe 9400 block of Las Tunas Drive. Deputiescontacted the suspect who displayed the signsand symptoms of a person under the influ-ence of alcohol intoxication and unable to care

for himself.1-18-15: A residential burglary occurred

at 2 a.m., in the 5600 block of Noel Drive. Thevictim heard someone outside tamperingwith her bedroom window and discovereddamage to the exterior window.

1-19-15: A vehicle burglary occurred be-tween 10 p.m. Jan. 18 and 10:30 a.m. Jan. 19,in the 6400 block of Oak Avenue. Someone

forced open the rear hatch of the victim’s ve-hicle and stole his third row seat.

1-19-15: An indecent exposure occurredat 12:30 p.m., in the 5600 block of CloverlyAvenue. The victim saw a male white adultstopped on a bicycle, exposing himself inap-propriately. There was a witness and videosurveillance.

About two years ago, I met a new pa-tient.

Jessica was a sweetheart; she carriedthe kind of positive energy that just hadto put a smile on your face. Jessica wasbright, funny, and (as we would learn)had a beautiful caring and generousheart. Jessica didn’t take vacations; shedid missions to the Philippines. If therewas one thing about Jessica that showedthe slightest hint of posturing, it was hersmile.

Jessica was 27 years old, had gaps be-tween her teeth she didn’t like and it wasclear she’d declared it was time to dosomething about it.

Jessica had two congenitally missingfront teeth; the result was five large gaps.Long story short: we provided Invisaligncare, closed three of the spaces, and re-placed the two missing teeth with beau-tifully restored dental implants.

The result was stunning. Jessica’s caretook slightly more than two years. With

only a few months to go, Jessica sharedshe was a trained vocalist. I wonderedhow Jessica’s new look would impact hersinging. I really had no idea.

A month or so went by when a Disneypackage arrived. I found a note and someDisney goodies inside.

Jessica shared she couldn’t stop smil-ing ... and she’d left Disney and wouldsoon begin a six-month engagement asa torch singer, singing jazz and blues atthe Grand Hyatt ... in Hong Kong.

These days, I get to follow Jessica’ssuccesses on Facebook; couldn’t beprouder.

Sometimes I wonder about what mylife would have been like had I chosenanother career path.

But when I think about my opportu-nity and privilege to serve patients likeJessica and then share their stories, there’sreally no room left for doubt ... and that’swhy it’s awesome being a dentist.

Q. Emmy, what does thealpha and beta mean whenevaluating a mutual fund?

A. The alpha and the betaare two important investmentrisk indicators of mutualfunds, stocks or bonds. Theyare rather esoteric measure-ments for a financial product’srisks and rewards. I’ll try todefine them without toomuch jargon:

Let’s begin with the beta.The beta coefficient comparesthe volatility of a specificproduct, for example OfficeDepot stock, with the volatil-ity of the stock market as awhole. If an investment’s betais 1.0, that investment’s valuefluctuates exactly as the mar-ket does. This rarely happens.

If an investment’s beta isgreater than one, it is morevolatile than the overall mar-ket. If the beta is less than one,that investment is less volatilethan the market average.

The alpha first factors inthis beta coefficient for vola-tility, then measures the dif-ference between aninvestment’s actual perfor-mance with its predicted per-

formance. If the alpha is zero,then everything went exactlyas expected. Again, not a com-mon occurrence. When thealpha is greater than zero, thatinvestment performed betterthan predicted. For example,if a mutual fund has an alphaof five, then that fund per-formed five percent betterthan expected. A negative al-pha indicates that the invest-ment is performing worsethan anticipated.

Additionally, the alpha mayindicate the portion of aninvestment’s gain, or loss,which can be attributed to thefinancial manager’s skill ratherthan the market’s movementon its own.

I’d like to close by offeringan invitation to a few upcom-

It’s that time of year ... taxseason. When most of us thinkof tax season, we think of ourindividual and business tax re-turns since these are the mostcommon tax forms.

Most of us do not think ofthe tax obligations relating totrusts, but many of us should.

Many of my clients are sur-viving widows or widowerswho had trusts drafted with aspouse a number of years inthe past.

Today, the estate tax ex-emption per person is $5.43million. This means that youcan have $5.43 million in as-sets when you pass away with-out your estate paying estatetaxes on your behalf.

However, a number ofyears ago, the estate tax ex-emption was significantlylower. For instance, the ex-emption was only $675,000 in2001. As a result, many estateplanning attorneys commonlydrafted A-B Trusts for clients.When the first spouse passedaway, the trust became splitinto two components: thesurvivor’s trust and thedecedent’s trust.

In 2001, the A-B Trust al-lowed the survivor to fund thedecedent’s trust with assets topreserve the decedent’s$675,000 exemption limit.This was important becausemany more people were pay-ing estate tax back then withlower exemption limits thanpeople pay now with a $5.43million exemption.

Nowadays, an A-B Trustdoes not make sense for most

of my clients. The biggest dis-advantage of an A-B Trust isthat when one spouse passesaway, the A-B Trust must besplit into two trusts: thedecedent’s trust and thesurvivor’s trust. Thedecedent’s trust becomes anentity like a corporation andbecomes irrevocable, whichmeans the trust cannot bechanged. This means the sur-viving spouse must managetwo trust instead of one.

Additionally, many surviv-ing spouses should likely filea trust tax return for thedecedent’s trust. As an entity,the decedent’s trust shouldhave a tax return if it has in-come above $600.

Without going into toomuch legalese, if you are a sur-viving spouse you shouldspeak to an attorney or taxprofessional about your taxobligations. If you are cur-rently married and have anolder trust, you should speakto an attorney about poten-tially having your trust re-drafted. With the change inthe exemption limits, attor-neys have changed the waythey draft trusts.

Each week, the Temple City Kiwanis Club recognizes outstanding students and their teachers from Cloverly, Emperor, Longden and the Dr. Doug Sears Learning Center.

Kiwanis treats students and their teacher to lunch. Students receive a certifi cate, a letter for their parents, a bumper sticker, a gift certifi cate from Th e Hat restaurant and a photograph of them receiving their award. Lancer, 17, is in Mr. Rios’ class. He has two younger sisters and a brother. Lancer said the best things about DDSLC are the great teachers, the work ethic, and staff .” Th e best thing that ever happened to him was winning a football game. If he could change one thing, it would be to have better lunch food at school. His goals are to become a member of the LAPD and then become a FBI agent.

Maryann Karim, and Kaithlyn Wu, three outstanding students from Emperor Elementary School, Jan. 13. Attending with the students was long-time TCUSD teacher and recent bride Mrs. Mary Ann Geis.

Alexa,11, is in Mrs. Geis’s class. She has a younger sister and enjoys playing the piano and singing. Alexa said the best things about Emperor are “the great teachers and Principal Westgate.” Th e best thing that ever happened to her was her parents getting her interested in music. If she could change one thing, it would be to not have any violence in the world. If she could build one thing it would be a machine to help with

math. Her goals are to do better in math, to be remembered for something good, and volunteer as much as she can.

Maryann, 11, is in Mrs. Scanlan’s class. She has an older sister and enjoys singing, swim-ming, art, and camping. Mary-ann said the best things about Emperor are the great teachers and staff , the teaching methods they use, and the people you go to school with.” Th e best thing that ever happened to her was fi nding her best friends in the world – they are always by her side. If she could change one thing, it would be to let kids take lessons for free for things they might want to do for a career. If she could build one thing it would be an enormous building for homeless people. Her goals are to help the envi-ronment, help the less fortu-nate, and become a professional singer.

Kaithlyn, 11, is in Mr. Gi-angregorio’s class. She has three older sisters and enjoys snow-boarding, running, tetherball, and laser tagging. Kaithlyn said the best things about Emperor are how we are encouraged to persevere, and we have help-ful clubs that help people in need.” Th e best thing that ever happened to her was going to Emperor where she met her best friends. If she could change one thing, it would be to help starv-ing children. If she could build one thing it would be a shelter to help homeless people main-tain a healthy life. Her goals are to study hard, get good grades, get a job when she is a junior in high school, and become a doc-tor and cure diseases.

Longden Elementary School Th e Kiwanis Club of Temple City honored Raquel Gar-

cia-Correa, Jackson Kelley, and Lou Tan, three outstanding students from Longden Elementary School, Jan. 27. Attending with the students was their teacher Mr. Greg Shahoian.

Raquel, 11, has a brother and sister. She enjoys reading, writing, and drawing. Raquel said the best things about Long-den are “the amazing staff , the nicest people go to my school, and I really like the subjects this year.” Th e best thing that ever happened to her was seeing her cousin from Mexico that she has not seen since fi rst grade. If she could change one thing, it would be to have homeless people no longer be homeless. If she could build one thing, it would be an orphanage. Her goals are to become better at math, become a vegan one day, and to become a writer.

Jackson, 11, has fi ve brothers and sisters. He enjoys playing baseball. Jackson said the best things about Longden are “my teacher Mr. Shahoian, the Principal, and recess.” Th e best thing that ever happened to him was winning the championship in baseball in 2011. If he could change one thing, he would like to be smarter. Jackson would like to build a machine that would do his homework. His goals are to play more baseball, be smarter, and become an Eagle Scout.

Lou, 11, has an older sister. He enjoys playing LEGO® and Roblox. Lou said the best things about Longden are my teach-ers, friends, and art work.” Th e best thing that ever happened to him was having an Xbox 360 and some games. If he could change one thing, he would like to get better grades. If he could build one thing it would be a map made out of LEGO®. His goals are to build a tower in Minecraft, have his own iPhone, and get good grades.

Make Valentine’s Dayspecial for Weebo

Weebo is a miniature pinscher/spaniel mix about 3 years old and weighs 15 pounds. Weebo came to the shelter in 2012 in a very fearful state of mind. He was found in dirty living conditions, tied to a bed. He was very hand shy, timid with people and nervous around loud noises and a lot of activity. Volunteers have spent many hours working with Weebo to reduce his anxiety levels. He has come a long way and has learned to trust the people he sees often. He has always gotten along well with his kennel mates and enjoys playing with them.

He loves to go on walks, and if you sit down with him on the grass or in his kennel, he will snuggle up close and ask for a belly rub. He is a very loving little dog who just wants some love and security.

It will take someone special to adopt Weebo. He needs someone with patience who will take the time to get to know him better and give him the extra attention he needs. He would do better in a quiet home where there is not too much activity. He would enjoy a nice yard to play in and going for daily walks. He would do well with another dog in the home.

Please come in to meet Weebo. He currently resides at the San Gabriel Valley Humane Society located at 851 E. Grand Avenue in San Gabriel. We are located off San Gabriel Blvd., north of Mission and south of Las Tunas. To arrange a Meet and Greet with Weebo, please stop by any time from 10 a.m. to 4:30 p.m. Tuesday-Sunday.

His adoption fee is $120 which includes his neuter surgery, a microchip, fi rst vaccinations and a free wellness check-up at a participating veterinarian. For more information on Weebo, phone 626-286-1159.

Temple City High School held its seventh annual Iron Chef Culinary Cook-off , Jan. 21-22.

Nearly 100 students in Kim Allen’s Small Business Manage-ment with Food ROP classes planned, prepared, and served culinary creations for their fi -nal exam.   

Each of the 21 teams select-ed and prepared recipes they could execute well enough to win.

Some groups used restau-rant recipes while others used family recipes that were writ-ten down for the fi rst time. 

Students have a 1½ hour time limit to prepare three dishes for judging.
