Northeast Delta HSA developed the Faith Partnership Initiative as a way to engage faith-based communities in our efforts to combat mental illness and addiction in northeast Louisiana. As a common refuge for individuals dealing with these issues, faith leaders and their congregations are uniquely positioned in society to help further our agency’s efforts to stabilize traditional mental health services.

Along with reaching out to citizens through faith-based approaches, we want clergy leaders to better understand their own challenges, in addition to those faced by members of their congregations. We know that faith can offset hopelessness, and with coordinated resources, we will be able to help our region grow and prosper to its full potential.

As a state agency, our reach is limited. The challenge, then, is to find a way to connect individuals with our services in a meaningful way. In short, we have to meet them where they are. Collaborating with local houses of worship allows us to connect these individuals with the resources and tools available to help them. It ’s a natural longstanding social support system.

Our Faith Partnership Initiative provides opportunities for faith leaders to learn how to address issues of mental illness and substance abuse within their own families, congregations, and communities. This initiative has launched a series of training sessions to help faith leaders develop and sustain congregational ministry teams, and provide them the tools to make it easy. All faith traditions are encouraged to participate.

The Board of Directors of the Northeast Delta Human Services Authority is very pleased that you are here taking advantage of

this great opportunity for learning and collaboration of government and faith communities regarding the issues of addiction and mental illness in our state and across the nation.

While addressing this problem will be complex, we hope this event will be a catalyst for finding solutions to this widespread public health issue. We encourage you to be a part of that solution as we move forward with future initiatives, including our Faith Partnership Initiative for those congregations here in northeast Louisiana.

Northeast Delta HSA provides programs in the areas related to addictive disorders, behavioral health and developmental disabilities. I encourage you to explore the wide variety of services available to the citizens of our 12-parish northeast Louisiana region. REVEREND DR. MONTEIC A. SIZER serves as Executive Director of Northeast Delta Human Services Authority. Northeast Delta HSA is a regional provider of mental health, addiction, prevention, and developmental disabilities services located in northeastern Louisiana. He joined the organization in May 2013 as its first Executive Director.

Dr. Sizer’s vision for transforming Northeast Delta HSA into an innovative entity has already begun with the integration of previously disparate mental health, developmental disability, and addictive disorder services. Under his leadership, Northeast Delta HSA is increasing efficiencies for improved clinical accessibility, centralized operations, organizational accountability, and improved partner and provider relationships.

Dr. Sizer has established three tenets for Northeast Delta HSA and its partners: to provide excellent customer service, greater access to services, and competent, quality care.

Before his Northeast Delta HSA appointment, Dr. Sizer served as President and CEO of Strategies International, a boutique leadership, organizational development, and public policy firm. Dr. Sizer also served as a National Consultant and Subject Matter Expert for the U.S. Department of Health and Human Services. Additionally, Dr. Sizer has extensive professional experience in organized philanthropy, politics, educational reform, and has been the leader of several large health and human services organizations. Dr. Sizer is a consultant and sought after keynote speaker. His expertise enables him to speak practically about relevant policies, procedures, and programs needed to help advance causes on behalf of the poor, working-class, and other vulnerable Americans.

Dr. Sizer’s academic research and clinical experiences serving poor and underserved populations in educational settings, community-based mental health centers, prisons, and forensic hospitals, have given him a profound knowledge of administrative, systems, and public policy solutions on how to positively serve poor and working-class citizens. Some of Dr. Sizer’s academic research examined the correlation between home, school, and community influences on academic achievement. He has also researched African American homicide, juvenile delinquency, and the causes of community instability. Dr. Sizer is a thought leader in the areas of behavioral and primary healthcare integration, and faith-based community change strategies.

Dr. Sizer is a 2010 Leadership Louisiana graduate, a Leadership Fellow with the Effective Leadership Program at the Center of Leadership and Public Values at Duke University and the College of Business at Southern University (Baton Rouge), and a Political Fellow and former member of the Board of Directors of the North Carolina Institute of Political Leadership. He also participated in the Executive Training Institute at Vanderbilt University and the Leadership in Non-Profit Management Program at the University of North Carolina at Charlotte.

Dr. Sizer earned a Ph.D. in Clinical-Community Psychology from the University of South Carolina. He completed his clinical residency at William S. Hall Psychiatric Institute. He holds a Bachelor of Science (Summa Cum Laude) degree in Psychology and Criminal Justice from Pfeiffer College and an Associate degree in Applied Science from Central Piedmont Community College.

Rev. Dr. Monteic A. SizerDr. Matthew S. StanfordMATTHEW S. STANFORD, PH.D. is CEO of the Hope and Healing Center & Institute in Houston, TX and adjunct professor of psychiatry at Baylor College of Medicine and Houston Methodist Hospital Institute for Academic Medicine.

Stanford earned his doctoral degree in behavioral neuroscience at Baylor University and completed a post-

doctoral fellowship in cognitive psychophysiology at the University of Texas Medical Branch at Galveston. Professionally

he has worked with a variety of mentally ill and brain-injured individuals, including those with aggression, personality disorders, posttraumatic stress disorder, stroke, substance dependence, bipolar disorder, schizophrenia, and traumatic brain injury.

A fellow of the Association for Psychological Science he is the author of over 100 peer-reviewed journal articles in psychology, psychiatry, and neuroscience. His research on the interplay between psychology and issues of faith has been featured in such national publications as The New York Times, USA Today, and Christianity Today, as well as many news websites including Fox, MSNBC, Yahoo, and US News & World Report. Dr. Stanford is also the author of several mental health related books including, Grace for the Afflicted: A Clinical and Biblical Perspective on Mental Illness, Revised and Expanded and Grace for the Children: Finding Hope in the Midst of Child and Adolescent Mental Illness.

30thLouisiana ranks 30th in the nation for deaths due to injury from drug addiction, 30th in the prevalence of mental illness and 45th in access to mental health care.

27%According to research by evangelical polling organization Lifeway, only 27 percent

of churches have established plans to help families affected by mental illness.

Bishop Joseph W. Walker, 111BISHOP JOSEPH WARREN WALKER, III, is the senior leader of the historic Mt. Zion Baptist Church of Nashville, Tennessee. He was born in Shreveport, Louisiana to Deacon Joseph and Mrs. Rosa Walker.

Bishop Walker received a Bachelor of Arts degree from Southern University in Baton Rouge, Louisiana; a Master

of Divinity degree from Vanderbilt University and a Doctor of Ministry degree from Princeton Theological Seminary. He

holds three honorary Doctorates from Meharry Medical College, Southern University, Kentucky State University, respectively.

Dr. Walker currently serves on the Board of Directors for Meharry Medical College and Citizens Savings Bank & Trust. In October 2016, he was appointed by former TN Governor Bill Haslam to serve as Chairman of the Board of Trustees for the Tennessee State University, where he has since been unanimously re-elected in 2019. He is also a member of the Omega Psi Phi Fraternity and the Kappa Kappa Psi Band Fraternity.

Bishop Walker currently serves as the International Presiding Bishop in the Full Gospel Baptist Church Fellowship. In July 2013, he was chosen to succeed the founding International Presiding Bishop Paul S. Morton, Sr.

In 1992, at the age of 24, Bishop Walker began his pastorate at Mt. Zion with 175 members. Presently, the ministry has grown to over 30,000 and continues to grow at a phenomenal rate of over 1,000 souls per year. Under his leadership, Mt. Zion has expanded beyond its original location on historic Jefferson Street to eight weekly services in three physical locations and also includes a worldwide virtual church location, www.mtzionanywhere.tv, which ministers to millions around the world, as well as a weekly broadcast on that reaches 15 million viewers worldwide.

A prolific writer, Dr. Walker is a best-selling author of twelve books. Restored at the Root, his latest literary piece, shows you how to deal with life issues not just from a spiritual perspective but a practical landscape. This book goes a step further by discussing the intersection between spiritual authority and clinical spiritual counseling. That way, you can identify the underlying issues at work, which can help save your life, marriage, and family. He and his wife, Dr. Stephaine, coauthored a book together entitled, Becoming A Couple of Destiny.

His inspirational messages make him a sought-after university commencement speaker and orator in diverse spaces. Bishop Walker is a regular guest on the Rickey Smiley Radio Show as well as a host of other nationally syndicated radio shows that reach millions across the United States. He also has been a guest on CNN, Politics Nation with Al Sharpton on MSNBC, The CBS Morning News, CBN, the 700 Club, Sister Circle, The Roland Martin Show and authors a monthly Op-Ed in the Tennessee Tribune, entitled, Reset.

He is married to the former Dr. Stephaine M. Hale, a health & beauty entrepreneur who recently retired as an Assistant Professor of Pediatrics and Neonatology at Vanderbilt University. Both agree that their most joyous accomplishments to date have been the birth of their daughter, Jovanni Willow, who was born in May 2012, and their son, Joseph Warren Walker, IV, born February 2018.

DREW BROOKS is the Executive Director of Faith Partners, a non-profit organization providing leadership, training, and consultation for a congregational addiction team ministry model. The Faith Partners (FP) team approach is an evidence-based intervention with hundreds of trained congregational teams from 22 different faith traditions throughout 28 states. He has worked with Faith Partners since 1999 in the roles of Program Manager and Minnesota Area Coordinator. He also has been involved with congregational leadership in music, youth, caring, small group, and addiction ministries.

Drew’s graduate studies were in psychological services and he was certified as a chemical dependency practitioner. Drew has worked in the prevention, treatment, and public health fields for over thirty-five years with Hazelden, Johnson Institute and other organizations providing training and consultation to faith communities, schools, and community organizations across the country. He has worked with community groups to focus on developmental asset-building and environmental prevention strategies for underage drinking and marijuana use. He has co-authored four curricula on topics, such as; stress management, raising resilient children, group facilitation skills, and addiction team ministry.

He recently served as co-chair of the Austin Recovery-Oriented Systems of Care (ROSC) Initiative, a member of the Texas Recovery Initiative (TRI), and a member of the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) twelve person team to assist the State of Texas in designing and implementing recovery-oriented supports, services, and systems.

DR. AVIUS CARROLL oversees regional prevention and wellness programs aimed at reducing social determinants to healthcare and promoting better health outcomes through our innovative integrated healthcare network and services.

Dr. Carroll is a certified ACE (Adverse Childhood Experiences) trauma trainer and a strong advocate of health literacy. As a public health practitioner, she understands the importance of population health and its impact on communities. Dr. Carroll is a Leadership Ouachita graduate, member of NAACP, and Alpha Kappa Alpha Sorority, Inc. She was awarded Regional Prevention Specialist of the Year for her work as a licensed prevention professional. She is passionate about community health and improving the lifestyles of individuals through research, promotion, and prevention.

Dr. Carroll holds a Bachelor of Arts degree from Louisiana Tech University, a Master of Arts degree from Grambling State University. She received her doctorate in Public Health from Jackson State University.

LA-RENE Delta HSA’s Louisiana Reentry Program (LA-Re) was established to give nonviolent, mentally ill and addicted offenders an opportunity to get the help they need post-incarceration to avoid the high individual, family, community, and societal costs of recidivism. Additionally, LA-Re was established as a pilot program to evaluate how NE Delta HSA’s award-winning integrated healthcare model might positively impact the lives of those living with mental illness and addiction being released back to Northeast Louisiana communities from Louisiana’s prisons and jails. This initiative is in partnership with Goodwill of North Louisiana.

LA-Re participants will be matched with case managers prior to their release who, in turn, will work with incarcerating facilities to establish individualized treatment and life plans at least two to three months prior to the offender being released. Treatment and life plan options include being connected to one of NE Delta HSA’s seven outpatient mental health and addiction clinics, or one of three inpatient addiction service providers supported by NE Delta HSA. Additionally, LA-Re participants will have access to NE Delta HSA’s tobacco cessation, gambling, developmental disability, prevention, and workforce training and placement services. Participants may also be referred to one of NE Delta HSA’s many regional primary healthcare partners for medical, dental, and vision care.

Northeast Delta HSA InitiativesBEHAVIORAL HEALTH AND PRIMARY CARE INTEGRATION Behavioral health and primary healthcare integration is a progressive approach to reaching the best outcomes in caring for people with multiple healthcare needs. Improving the physical health status of people with mental illnesses and addictions is one of our objectives here at the Northeast Delta Human Services Authority. Primary care settings have become the gateway to the behavioral health system. Primary care and behavioral care partnerships succeed when proper supports and resources to screen and treat individuals with behavioral and general healthcare needs are shared between entities.

Integrating primary and behavioral healthcare benefits our systems and our citizens through:

• Improved access to primary care services• Improved prevention, early identification, and intervention to reduce the incidence of

serious physical illnesses, including chronic disease• Increased availability of integrated, holistic care for physical and behavioral

disorders• Better overall health status of clients• Reduction in unmanaged healthcare cost• Association with a cutting-edge healthcare practice with shared benefits and the

first and the first of its kind in Louisiana

COORDINATED CARE FOR PEOPLE IN CRISISNE Delta HSA is aiming to catalyze and improve coordinated care for people in crisis who suffer from mental health issues and addictive disorders. With this goal in mind, we are engaging law enforcement leadership and hospital systems to address the need for increased psychiatric inpatient hospital care and improve protocols for people in crisis who come in contact with police or enter emergency rooms. We are also working with judicial systems and rural hospital representatives to find innovative ways to use existing resources and further improve coordination of care, which in turn will improve services for some of our highest-need citizens.

Northeast Delta HSA InitiativesPIE supports individuals with developmental disabilities with job training, counseling and placement. Further, it utilizes a person-centered approach to help meet individual participant needs, wants, desires and goals to ensure positive programmatic outcomes and increased participation levels.

SOWSNE Delta HSA Second Opportunity Workforce Solutions (SOWS) program provides supportive employment services to citizens who are clients of NE Delta HSA and its integrative behavioral and primary healthcare network, including citizens who are non-violent criminal offenders and those who are being released from incarceration. This program addresses access to employment, which is a social determinant that significantly affects a person’s health and ability to thrive in society. SOWS uses evidence-based practices to develop Individual Outcome Plans which reinforce a client’s treatment progress. Job readiness skills will be provided to assist participants in achieving and maintaining employment in their community of choice.

SOWS was developed to help reduce prison recidivism and improve treatment outcomes. This program works in conjunction with the behavioral health treatment a citizen receives within the NE Delta HSA clinics and provides job readiness skills and active support for finding employment. SOWS will enhance a citizen’s ability to thrive and live a healthy life within the community.

U-ACT (UNION PARISH ALLIANCE FOR COMMUNITY TRANSFORMATION)Stemming from a DHH Louisiana Partnership for Success fund award, Northeast Delta HSA recently managed the formation of a collaborative coalition to address underage drinking and prescription pill use in Union Parish. The U-ACT Coalition (Union Parish Alliance for Community Transformation) will be working to reduce the incidence of underage drinking and other data-driven priorities in Union Parish. This award not only targets substance abuse, but also aims to have an indirect positive impact on depression, suicide, teen pregnancy, school failure and violence. Staff at The Children’s Coalition of NE LA and Louisiana Tech are assisting with this coalition initiative.

Northeast Delta HSA InitiativesOPERATION GOLDEN YEARSNortheast Delta HSA has launched a new initiative, Operation Golden Years, to provide increased awareness, support, and services for those sixty and above in our 12-parish region. Our vision is to enable often overlooked seniors to not just survive, but rather thrive through the “golden years” of their lives.

More than 850,000 Louisianans are over the age of 60 (nearly 19 percent of the total population). In the days ahead, we aim to leverage our services in support of enabling this population in our region to live longer, more active lives. As part of Operation Golden Years, Northeast Delta HSA offers:

• Education in the Proper Use and Disposal of Prescription Medications• Specialized Services for Elderly Dealing with Addictive and Mental Health Disorders• Medical Advocacy for Elderly with Intellectual/Developmental Disabilities• Opportunities to Make a Difference in the Community

OPPORTUNITY ZONEThe NE Delta HSA Opportunity Zone is a strategic initiative designed to help transform fragile south Monroe communities. This initiative seeks to increase access to NE Delta HSA services and promote healthy community behaviors. The NE Delta HSA Opportunity Zone grew out of the agency’s regional faith-based mental health community summits. The Opportunity Zone is one of several NE Delta HSA-initiated regional coalitions that aim to reduce mental health and addiction prevalence, improve primary healthcare outcomes, reduce crime rates, enhance school and academic performance, equip faith and community leaders, increase job opportunities and establish and support public policies.

PARTNERS IN EMPLOYMENTPIE is a developmental disability workforce initiative. Partners in Employment (PIE) is an employment-based program aimed at addressing the lack of employment opportunities for persons with developmental disabilities during and after graduating from high school. PIE seeks to combat this structural inequity so that everyone who is willing to work can.
