Initial Environmental Examination (IEE) of Budhiganga 132kV Transmission
Line
(Date of First Publication: 21st September, 2016)
1. As per the annual program for fiscal year 2073/74, the Government of Nepal (GoN),
Department of Electricity Development (DoED), Budhi Ganga Hydropower Project (BHP)
invites Expression of Interest (EoI) for the purpose of short-listing the eligible, qualified and
experienced Consultants for Initial Environmental Examination (IEE) of Budhiganaga 132
kV Transmission Line.
2. Expressions of interest (EoI) for consulting services are requested from interested and
experienced Consultant or Joint Venture (JV) between them, called hereinafter "the
Consultant". The Consultants are not allowed to enter into more than one JV for the same
work.
3. The Consultant eligible to provide consultancy services upon submission of an application
letter may obtain EoI document free of cost during office hours prior to the deadline for
submission of the documents or can be downloaded from the website
http://www.bhp.gov.np. The instructions to consultant, prescribed formats, evaluation
criteria, scope of work, duration of study and other details of the projects are mentioned in
the EoI document.
4. Duly completed EoI documents in hard copy should be submitted to the address mentioned
below clearly mentioning the name of the project in sealed envelopes at or before 12:00
(Nepal Standard Time) of 16th
day of the first date of publication of this notice :

5. If the deadline specified herein falls on a government holiday, the deadline shall be extended
automatically to the next working day at the same hour.
6. Duly completed EoI documents received after the due date and time, shall not be considered
for evaluation.
7. The EoI submitted by the Consultant received by due date and within specified time will be
opened at 14.00 (NST) on the last date of submission in the presence of the Consultants or
their authorized representatives whosoever wish to attend. Absence of the Consultants or
their authorized representatives, however, shall not obstruct or prevent the opening of the
EoI in any way.
8. The EoI documents submitted by the Consultants will be evaluated on the basis of the
approved evaluation criteria. Only six top ranked Consultants obtaining at least 50 % marks
in the EoI evaluation process shall be listed as qualified consultants.
9. The list of Consultants qualified in EoI process will be notified in due course of time for the
submission of Technical and Financial proposals. The Consultant shall be selected in
accordance with Quality and Cost Based Selection (QCBS) procedure.
10. BHP reserves the right to accept or reject any or all EoI documents with or without giving
any reason whatsoever.
11. Further information on the EoI can be obtained from BHP during office hours on all
working days prior to deadline of submission of completed EoI.

1. INSTRUCTIONS TO CONSULTANTS
1.1. INTRODUCTION
1.1.1. Scope of Qualification
1. The Budhi Ganga Hydropower Project (BHP) intends to prepare a list of competent local
consulting firms to conduct consulting service "Initial Environmental Examination (IEE) of
Budhiganaga 132 kV Transmission Line”. The invitation for EoI is made to invite
applications from interested and eligible local consulting firms registered in Nepal under
GoN rules and regulations and/or their joint ventures separately for the job.
2. The Consultant intending to file an application in response to this EoI should submit an
application together with the duly completed EoI document providing all the information
required therein at the address mentioned in EoI document within the time period
specified in this EoI document.
3. The EoI documents submitted by the Consultants shall be evaluated on the basis of the
approved evaluation criteria. Only six top ranked Consultants obtaining at least 50 %
marks in the EoI evaluation process shall be listed as qualified Consultants.
1.1.2. Definition of Terms
Unless otherwise specified, the following terms used in this EoI have the following
meanings:
“AAT” means average annual turnover of the Consultant(s).
“Authorized Representative” means an individual authorized by the Consultant as the duly
authorized legal entity to the EoI process, is the authorized signatory to the process, and is
the point of contact for BHP in connection with the process.
“Bidder” means successful Consultant shortlisted by this EoI process and who submits
Technical and Financial proposals in response to the Request for Proposal (RFP).
“DoED” means the Department of Electricity Development.
"BHP" means the Budhi Ganga Hydropower Project.
"IEE" means Initial Environmental Examination.
“EIA” means Environmental Impact Assessment.
“ESIA” means Environmental Impact Assessment including Social Impact Assessment.
"EPA" means Environment Protection Act, 1997 and its revisions
"EPR" means Environment Protection Regulation, 1997 and its revisions
“GoN” means Government of Nepal.
“IT” means Income Tax.
“JV” means Joint Venture.

“Lead Consultant” means an individual consulting firm that is the authorized leader of a
team comprising the Lead Consultant and its constituents to submit the EoI and perform the
assignment.
“EoI” means Expression of Interest.
“MoEn” means Ministry of Energy.
“NST” means Nepal Standard Time
“PPA” means Public Procurement Act, 2063 and its Amendment.
“PPR” means Public Procurement Rules, 2064 and its Amendment.
“RFP” means a Request for Proposal.
"T/L" means Transmission Line.
“TOR” means Terms of Reference.
“VAT” means Value Added Tax.
1.2.REQUEST FOR EXPRESSION OF INTEREST
1.2.1. Clarification on EoI Documents
A prospective Consultant requiring any clarification of this EoI Invitation and scope of the work
may contact BHP during office hours on all working days prior to the deadline for submission
of EoI application at the address hereunder.

1.2.2. Amendment to EoI Documents
1. At any time prior to the deadline for the submission of the EoI application, BHP may
amend the EoI, for any reason, whether on its own initiative or in response to a
clarification requested by the Consultant.
2. All Consultants shall be notified in writing about the amendments. All Consultants shall
be bound by the amendments. Consultants shall be required to acknowledge the receipt of
any amendment within three business days of such receipt. Otherwise, BHP shall assume
that the information contained in the amendment is taken into account by the Consultant
in its application.

1.3.2. Submission of EoI in Joint Venture
The Consultants submitting EoI in Joint Venture shall furnish duly signed Joint Venture
Agreement stating the responsibilities of each partner in the Joint Venture and name of the
authorized signatories through power of attorney signed by each Consultant. In any case, the
firms are not allowed to enter into more than one joint venture.
1.3.3. Cost of Preparation of EoI and Liability
Consultant shall bear all costs associated with preparation and submission of the completed EoI
document. BHP shall, in no case, be responsible or liable for these costs, or have any other
liability to any Consultant, regardless of the conduct or outcome of the EoI process. BHP shall
have no obligation to any Consultant to reimburse any costs incurred in preparing a response to
this EoI.
1.3.4. Confidentiality of the Document
If a Consultant believes that any portion of the submittal is to be treated in confidence, he/she
shall identify such information clearly in the submittal. BHP shall make every effort to treat
such documents in confidence as far as possible.
1.4.SUBMISSION OF EXPRESSION OF INTEREST (EOI)
1.4.1. Number of Copies of the EoI Application
The Consultant shall submit an original and one (1) extra hard copy of the completed EoI
application clearly mentioning Original and Copy and name of the project. In the event of any
discrepancy between the original and the copy, the original shall govern.
The Consultant may also submit an electronic copy of the completed EoI application in addition
to the hard copy. However, the evaluation of the EoI document shall only be based on the hard
copy of the EoI application submitted by the Consultant.
1.4.2. Sealing and Marking
1. The Consultant shall seal the original and copy of the completed EoI in separate
envelopes, duly marking the envelopes as “Original” and “Copy”. These envelopes shall
then be sealed in an outer envelope and marked as “Expression of Interest”. The inner as
well as outer envelope shall clearly mention the name of assignment.
2. The inner and the outer envelopes shall be addressed to:

3. The envelopes should also clearly indicate the name and address of the Consultant for
identification purposes.
1.4.3. Deadline for Submission
1. Duly completed EoI documents should be submitted to the address specified in Section
1.4.2 by 12 Noon (NST) of 16th
day from the first date of publication of this notice.
2. The completed EoI application received by BHP after the deadline set forth in Section
1.4.3 (1) shall be considered late and shall be summarily rejected and returned un-
opened.
3. If the deadline specified herein falls on a government holiday the deadline shall be
extended automatically to the next working day at the same hour.
1.4.4. Withdrawal of EoI Application
A Consultant shall not be permitted to withdraw the EoI Application that has been submitted.
1.5. PUBLIC OPENING OF EOI APPLICATIONS
The EoI applications received by the due date and within the time specified in Clause 1.4.3 shall
be opened at 2.00 pm NST on the last date for the submission of EoI application in the presence
of the Consultant or its authorized representatives, whosoever wishes to attend. Absence of the
Consultant or its authorized representatives, however, shall not obstruct or prevent the opening
process in any way. The Consultant’s designated representative must bring a letter from the
Consultant stating that he/she is authorized to represent the Consultant for the public opening of
the EoI application. The Consultant or its authorized representatives who are present at the time
of opening shall sign in a register evidencing their presence.
During the opening, an authorized representative of BHP will read out the names of the
Consultants who have submitted the EoI applications and then will start opening submitted EoI
envelopes.

1.6.EVALUATION OF EOI
1.6.1. Eligibility of EoI
Evaluation Committee shall carry out evaluation of the EoI applications based on the approved
evaluation criteria. Anything not mentioned in this document regarding the evaluation of EoI
shall be governed by the prevailing rules and regulations of Nepal (Public Procurement Act,
2063 and Public Procurement Regulation, 2064) and their amendments
The basic criteria for the eligibility of the Consultant are shown in Form: A-5.
1.6.2. Evaluation of EoI
After fulfilling all the above basic criteria, the EoI documents shall be evaluated as mentioned
in Annex 1.
1.6.3. Clarification during Evaluation by BHP
1. During the evaluation, BHP may request the Consultant for any clarification that may be
needed. The Consultant shall furnish the necessary clarifications expeditiously by
post/courier/fax/e-mail or by any other rapid means of communication to BHP at the
address given in Clause - 1.4.2.
2. Failure to provide information essential to evaluate the Consultant’s qualifications, or to
provide timely clarifications or substantiation of the information furnished, BHP would
be at liberty to declare such application as non-responsive and reject the particular EoI
application.
1.6.4. Rejection of EoI Document of the Consultant
1. BHP reserves the right to accept or reject any or all EoI proposals with or without giving
any reason whatsoever and is not liable for any losses to the Consultant due to such
rejection.
2. Furnishing of false or wrong information, document or evidence in the EoI application by
any Consultant may result in rejection of the EoI application of the Consultant.
1.7. NOTICE OF RESULT OF EVALUATION
All Consultants, whether qualified or disqualified in the EoI process, will be notified in writing
indicating the result of qualification. Consultants listed in the short-list shall be considered as

qualified Consultants and shall be invited to participate in the “Request for Proposal” (RFP)
process.
1.8. APPLICATION IN JOINT VENTURE
By submitting an EoI in joint venture, the Consultant represents that, if qualified and if awarded
the contract after the RFP process, the Consultant with its constituent members shall be jointly
responsible to perform the obligations of such contract.
1.9. SCOPE OF WORK & DURATION OF STUDY
The scope of work and the duration of study of the projects are as mentioned in the Annex 2.
1.10. GENERAL INFORMATION ON THE PROJECTS
The information regarding the projects and project area is provided in the Annex 3.
2. CONTENT OF THE EOI DOCUMENT AND INSTRUCTIONS
TO THE CONSULTANT
2.1. PREPARATION AND COMPLETENESS OF THE EOI APPLICATION
The EoI document shall be structured in accordance with the outline given in the EoI forms and
must contain accurate and complete information as required by the EoI application. The EoI
Document shall have no interlineations or overwriting, except as necessary to correct errors
made by the Consultant itself. Any such correction must be initialed by the person authorized to
sign the application and stamped with the Consultant’s seal.

Evaluation Criteria for Screening & Evaluation of
EoI

Screening and Evaluation of EoI
The evaluation of EoI documents will be done in two stages (i) Screening of EoI documents
of all firms; and (ii) Evaluation of EoI document of eligible firms
STAGE I: Screening of Consultants
In this stage, a preliminary screening of received EoI document will be done. The consultants
shall be evaluated on 'Pass' or 'Fail' basis. Each Consultant must 'pass' each and every
criterion mentioned below; any Consultant not complying with any one of these criteria is
disqualified from further evaluation. The basic criteria for the eligibility of applicants are as
follows:

Experience of the Consultant and (iii) Qualification & Experience of Professional proposed
for the study. The criteria for detail evaluation are:

While evaluating the EoI document based on the evaluation criteria mentioned above, the following
shall be considered
In case of joint venture, evaluation of capability (Average Annual Turn Over) and
experience of firm will be done collectively. For this purpose the relevant
figures/numbers of the each members of joint venture shall be added together to arrive at
the joint venture’s figures/numbers. However, evaluation of year of experience will be
done individually.
The experience of the firm shall be supported with evidence/proof of experience/
completion certificates showing date of completion of the project/assignment. The
consultant must submit approval letter from competent authority for the evidence of
experience in EIA and IEE. The experience of the firm without evidence of experience
shall not be considered for evaluation.
For the evaluation of the Consultant's financial capability, audit reports of the last ten
fiscal years shall be examined. The financial capability of the Consultant shall not be
considered for evaluation if not supported by copies of audit reports.
Marks will be given only to the key personnel listed in details of professional staffs to be
deployed for the study. If same professional is proposed for more than one designation,
the marks will be given for only one designation. Similarly, if same professional is
proposed by more than one consulting firms, no marks corresponding to the proposed
professional shall be given to all consulting firms proposing the same professional.
The Professional hired from outside or part time will be evaluated with only 80 %
weightage for evaluation marks obtained. Key Professionals working with the Firm(s)
for at least one year since the last date of submission of the EOI will be considered as
full time employee if not specified in their respective CVs.
Employee of Government (Public) or Semi Government or Government affiliated
institution's employee needs to submit official no objection letter to provide consultancy
services. Failure to submit no objection letter will not be evaluated.
The information furnished by the Firm(s) in EOI document should be realistic. If any
discrepancies/faults are found, legal action shall be taken as per prevailing rules and
regulations.
Applicants obtaining at least 50 % marks in the EoI evaluation process shall be
shortlisted in accordance with the Public Procurement Act, 2063 and Public
Procurement Regulation, 2064 of GoN. The shortlisted consultants will be notified in
due course of time for the submission of Technical and Financial proposals during the RFP Process. The Quality and Cost Based Selection (QCBS) procedure will be used for
final selection of the consultant.

Annex - 2 SCOPE OF WORKS
General Scope
The scope of the consulting service is to carry out IEE study of Budhiganga– Lamki or
Pahalmanpur 132 kV Transmission Line and provide base line information for land and property
acquisition so as to ensure sustainable development by avoiding or minimizing impacts of the
proposal implementation and operation on the physical, biological and socio-economic and
cultural environments. The IEE Study shall be conducted as per EPA (1997), EPR (1997) and
requirement of donor agencies. The scope of works shall, but not limited to the following
activities:
1. Collect and review secondary data, spatial data, previous study reports, layout map of
project, cadastral map of the study area etc.;
2. Identify all important physical, chemical, biological, socio-economic and cultural
baseline conditions in the project affected areas;
3. Conduct the survey for acquisition of the lands and other properties along the alignment
viz. standing crops, trees, buildings etc. Identify permanent and temporary land
requirement for project components and facilities;
4. Classify the affected land by different components of project (such as khet, bari, kharbari
etc. or any other appropriate classification);
5. Identify the plot number (kitta no.), area, name of owner & their background and rate of
land in legal documents as well as in prevailing practices and recommend the areas and
the rates of lands based on land type required for the transmission line project;
6. Identify the other properties located in each plots of land, name of owner & their
background and estimate the unit rates based on prevailing practices and recommend the
appropriate unit rates;
7. Draw the transmission line alignment and other components along the transmission line
in the digital/ scanned cadastral maps;
8. Identify and adequately document potential adverse and positive environmental impacts
due to project implementation and operation for different project alternatives selected
and select the best alternative in terms of environmental and social impacts including
acquisition of land and properties;
9. Propose appropriate, practical and effective mitigation measures to avoid or minimize or
compensate adverse impacts and capitalize maximum positive impacts of the selected
alternative;
10. Consult with local people, stakeholders and affected people, conduct social awareness
program and take consent from affected owners / affected VDCs before selecting the best
alternative alignment and location of other structural component of transmission line;
11. Develop a social safeguard action plan for the acquisition of required land and properties.
12. Prepare basic environmental mitigation including a monitoring and auditing plans
associated with project construction and operation of the selected alternatives;

13. Prepare separate Reports on
i. Base Line information for Properties Evaluation and Resettlement &
Rehabilitation Action Plan;
ii. Environmental Management Plan;
iii. Social Management Plan; and
iv. Initial Environmental Examination Report
Duration of the study
The duration of the study shall be seven months.

DESCRIPTION OF THE PROJECT

DESCRIPTION OF THE PROJECT
Budhi Ganga Hydropower Project (BHP) aims at contributing to the social and economic
development of Nepal through increasing electricity generation capacity of the country which
will help to meet the load demand and reduce the load shedding by developing the Budhi
Ganga Hydroelectric Power Project. The Project is a peaking run-of-river type that lies
within the Achham and Bajura districts on the Budhi Ganga River, a major tributary to the
Seti River and is located in the Far Western Development Region approximately 830 km
west of the capital Kathmandu.
The objective of the proposed transmission line is to evacute the power generated by the
proposed Budhi Ganga Hydropower project (20 MW) and other small hydro power projects
in the Budhi Ganga river as well as in vicinity of BHP.
As a component of the Project, the Nepal Electricity Authority has been completed detailed
survey of Budhi Ganga- Punyapata – Lamki 132 kV Transmission Line project. The length
of the transmission line along this route is approximately equal to 96 km. Moreover,
interconnection point at Pahalmanpur instead of Lamki at Kailali District has also been
identified as another option for evacuating the power from the project to the National Grid.
Both the options have been under consideration for detailed design by Budhi Ganga
Hydropower Project. In both the cases, the transmission routes pass through the mountainous
regions of Achham and Surkhet and proposed to connect at either at Lamki sub station or at
Pahalmanpur sub-station in Kailali district.
