ITS that time of the year again which
means that in the Free State its time for the
Bloem Show, one of Mzansis biggest and
most-entertaining family-friendly expos.
Lovers of this exhibition should brace
themselves for another exciting pro-
gramme that includes music and other fun
activities.
The annual show starts tomorrow and it
will run until Saturday, 4 May, at the
Bloemfontein Showgrounds.
We are privileged to present the Bloem
Show for the 130th time this year. The first
Bloem Show took place on 25May 1883. This
event survived the First World War and in
1917 the first tractor was exhibited at the
show, Elmarie Prinsloo, CEO of Bloem
Show, said during the official launch of the
Bloem Show 2013 at Bloemfontein Show-
grounds last Wednesday.
This show came to a stand still during
the Second World War. After the war, the
first show took place in 1947 and since then
has gone from strength to strength. Today
the Bloem Show is acknowledged as one of
the largest shows in South Africa, she add-
ed.
According to Prinsloo, more than 120 000
people visited the Bloem Show 2012 over a
period of 10 days.
Some 65% of these visitors was from out-
side Bloemfontein/Mangaung. About 60%
of the almost 450 exhibitors was also from
outside Mangaung, Elmarie said.
She added that visitors and exhibitors at
the Bloem Show had a direct impact on the
economy of Bloemfontein/Mangaung and
the greater Free State.
Businesses like guesthouses, hotels, the
advertising industry, restaurants, shop-
ping centres, the entertainment industry
and filling stations benefit greatly from the
extra visitors to theCity of Roses every year
during the Bloem Show, said Prinsloo.
Well-known acts such as Kurt Darren,
Bobby van Jaarsveld, Dr Victor and Rasta
Rebels, SteveHofmeyr, Sipho HotstixMa-
buse, Zahara and local up-and-coming art-
ists will perform during the festival.
The gates open at 09:00 until 20:00 daily,
except for Sunday where gates will close at
17:00.
Tickets cost R60 for adults, for children
under 12 and pensioners R20 and entrance
is free for pre-school children. For more in-

MEC unhappy with
conditions at Phekolong

These were the words of Benny Malako-
ane, the new Free State MEC for Health,
talking to one of the officials who accom-
panied him during a surprise visit to the
Dihlabeng Regional Hospital and the
troubled Phekolong Hospital in Bethlehem
last Tuesday.
Malakoane said this after he had found
that the ear, nose and throat set (ENT)
and a suction machine at Phekolong were
not working. The nurses at the hospital
failed to show the MEC that these things
were in working order and they ended up
pointing fingers at one another.
We cannot tolerate such things in our
hospitals. Next time when I find these
things not working whoever is responsi-
ble, must voluntarily resign, because he
or she wants to go home, he said.
Soon after he had said this, Shelly-Ann
Danster, the nursing head, said: I will
resign.
Malakoane said to her: You see, now
you are laughing about it, but when we
come, we will send you home.
Malakoane was unhappy with many
things at Phekolong.
He also pointed out that they could not
keep people in the passageway and calls
to admission waiting and said people
should not be kept long. It was established
that people wait long while staff have to
search for their files in a small, dark back
room which Malakoane was also not
happy with.
There has to be an improvement in the
IT system to avoid this. This is an old
style of filing and we cannot still be using
it in 2013, he said.
Malakoane also pointed out that tea
time must be abolished because it is being
abused. He said he was going to investi-
gate whether it was a condition of
employment.
If it is not, we should stop it immedi-
ately. You will find nurses ignoring people
in the queues and going on a tea break
and that is unacceptable, he said.
The MEC did not have many concerns
about the Dihlabeng Regional Hospital of
which a part is under construction.
We should get more contractors so that
they can finish the process as soon as
possible, he said.

NCOP disappointed with
state of projects

THE National Council of
Provinces (NCOP)
expressed their disap-
pointment at the state of
projects in the Thabo
Mofutsanyana District
Municipality after
finding a road contractor
using a Primus stove to
heat tar and used
wheelbarrows to trans-
port construction
material to the road.
These shocking
findings were found
during last weeks
service delivery over-
sight in the Free State.
The NCOP delegation
leader, Mbuyiselo
Jacobs, said the commit-
tee was depressed at
the snails pace which
the municipality was
taking to finish projects
initiated as far back as
2006.
The NCOP ANC
delegate, Aaron Mnguni,
said they were shocked
to find one of the road
constructors using the
old-fashioned stove to
heat up tar and wheel-
barrows to transport
construction material
during their oversight
visits in the municipali-
ty.
Mnguni said the
contractor said he had
not been paid any money
since being given the
tender in November last
year.
The council was
further aggrieved when
both the municipal
manager and mayor of
the district failed to
pitch to account for
multi-million rand
projects that had gone
stale and instead
delegated a member of
the mayoral committee
responsible for finance,
Mamoroanyane Mositi,
who was grilled by the
committee.
Altogether R1,8
million down the drain,
Jacobs said referring to
the Maluti Dairy Farm
project which has lost
numerous dairy cattle to
theft and alleged corrupt
deals. This is a waste of
tax payers money,
Jacobs added.
The council was
concerned that the
project manager could
not account for remuner-
ation made from the
project.
Jacobs said he had
heard rumours of
farmers selling their
farms to the Thabo
Mofutsanyana District
Municipality only to be
later sold back to the
original owners at a
higher price.
The DA NCOP delegate
member, Arthur Worth,
said the Qwaqwa Lodge
initiated in 1996 was in
shambles.
Building of the lodge
was started in 1996, it is
2013 and it has still not
been completed, Worth
said.
The Setsoto municipal
manager, Sugar Ramaka-
rane, admitted to the
council that his munici-
pality was facing a
serious sanitation and
water challenge.
Spillage flowing into
the Caledon River
remains a problem we
cant handle on our
own, Ramakarane
admitted.
Ramakarane said the
municipality has spent
R21 million on new bore-
holes and installing a
water pipe that will be
able to handle the
capacity of water
demanded.
The NCOP Cope
delegate, Dennis Bloem,
said he was concerned
about the R53 million
spent on consultants.
Bloem said this showed
that the people hired at
municipalities lacked the
necessary skills to do
their job.
During the sitting it
was revealed that 45% of
irregular, unauthorised
and fruitless expenditure
of the province came
from the Matjhabeng
Municipality. The
council congratulated the
Phumelela and Dihla-
beng Municipalities for
being exemplary munici-
palities for the good
work they were doing.

Magashule to
lead celebration

THOUSANDS of Free Staters
are expected to fill the Free
State Cricket Stadium in
Bloemfontein on Friday,
where Premier Ace Ma-
gashule is expected to address
the audience on Freedom
Day.
This years celebrations
will take place under the
theme Mobilising society to-
wards consolidating our de-
mocracy and freedom.
The celebrations will rec-
ognise and celebrate the
strides that have been made
since 1994 aswe head towards
20 years of freedom and de-
mocracy, acknowledging that
SouthAfrica is a far better so-
ciety than it was before 1994,
the Department of Sport,
Arts, Culture and Recreation
said in a statement.
Uppermost in the celebra-
tion will be the promotion of
unity and a common agenda
of building a united and pros-
perous South Africa. Activi-
tieswill promote theNational
Development Plan as a long-
term vision which should
serve as a basis for partner-
ships across society to attain
the South Africa that is arti-
culated in the Constitution
and historic national docu-
ments such as the Freedom
Charter of 1955. Communities
from across the racial spec-
trum are invited to be part of
this provincial celebration,
it reads.
This annual event is being
held as part of celebrating the
countrys freedom and com-
memorates the first post-
apartheid elections held in
1994.
On the weekend, South Af-
rica will mark the 19th anni-
versary of taking to the polls
in the countrys first demo-
cratic elections.
For the past 19 years, South
Africa has celebrated the
achievement of freedom and
democracy on 27 April, but
this years event will be held
on 26 April.
Since 27 April 1994, South
Africans fromdifferent politi-
cal stances aged 18 and older
have had the right to vote for
the political party of their
choice close to 20 million
South Africans voted.
Fridays event starts at
10:00.

day not to be forgotten.

South Africa.

Enjoy visit from the king
ROYAL VISIT: The Shoprite division for the Free State,
Northern Cape, Botswana, Lesotho and the North-West
province in Bloemfontein was recently visited by King Let-
sie III of Lesotho. This was to see how fresh products are
grown and processed. The king believes that these meth-
ods can also be applied in Lesotho, because Freshmark,
part of the Shoprite group of South Africa, already supplies
fresh fruit and vegetables to Shoprite and U-save outlets

Molemela turns 80
}

PETRUS MOLEMELA, Bloemfontein Cel-
tics honorary lifetime president, celebrated
his 80th birthday last Tuesday.
The White Head, as Molemela is affection-
ately known in football circles, is no longer
actively involved in the game after selling
the club to current owner Jimmy Augousti
in 2002.
He bought the 44-year-old club in 1975 from
founders Norman Mathobisa, Victor Maha-
tanya, Andrew Ntake, Moses Mabule, Gabri-
el Rabayi and Charles Guild.
I enjoyed every minute of my birthday. It
was great to celebrate it with the people of
Bloemfontein. Imgrateful toGod for keeping
me alive to today, an elated Molemela said.
Khumbulani Konco, Celtic CEO, said:
Ntate Molemela has been a vital part of a
lasting football legacy and his contribution
to soccer, to Celtic and to his friends and
family is almost too hard to put into
words.
I still have somuch respect for him today.
He was Mr Celtic for many, many years and
he has been a great ambassador for soccer in
our region, he said.

Molemela all the best. We salute him! he
added.
Molemela is now involved in the construc-
tion business in the Free State, but on a
smaller scale.

Thanks for good service

come a mumbling and grumbling
nation and based on this, we no long-
er recognise and appreciate the good
things in life and in our country.
The reason why Im saying this is
because day in and day out when you
read the newspapers, listen to news
on the radio or watch news on televi-
sion people are complaining about
poor service delivery in their muni-
cipalities and even how government
is failing them on many occasions.
And Imust saymost of those griev-
ances are genuine, but today let me
take this opportunity to give credit
where it is due.
In February, I lost my drivers li-
cence and the idea of queuing for
the application of a new drivers li-
cence was a nightmare, because I
knew how straining it was to get ex-
cellent service in most of our traffic
departments, especially in my home
provinces of Mpumalanga and Lim-
popo.
But I couldnt believe how quickly
I was assisted at the Mangaung Traf-
fic Department; it didnt even take 30
minutes to apply for a new drivers
licence and to get a temporary li-
cence.
The level of professionalism and
commitment from the clerks, cash-
iers and officers was so amazing.
That was batho pele at its best and I
just want to congratulate the man-
agement and the entire staff at the
Mangaung Traffic Department for a
job well done and to keep it up.
I am also appealing to other traffic
departments to visit that traffic de-
partment on a fact-findingmission to
ask how they get it right, because all
South Africans deserve that kind of
service in all our municipalities.

She was raped five times in two
different places. Her ordeal final-
ly came toanendafterpolice offic-
ers sawher in the vehiclewith the
hijackers and became suspicious.
The cops chased after the hi-
jackers and shots were fired. The
bakkie drove into a fence and the
hijackers jumped out and fled.
The young University of the
Free State (UFS) student said the
police officers had saved her life.
She is suffering from night-
mares and is receiving counsel-
ling following the attack.
Her friend remains in hospital
and has had an operation on his
hand. He also has injuries from
beingassaultedwithahammeron
his head and body.
A Free State police spokesper-
son said the hijackers and rapists
are still at large.
The UFS expressed shock at the
incident and said it was offering
support to the student.

Not good enough houses go down

hails from Bluegumbosch in
Qwaqwa,criedasshewatchedher
two-room house being demol-
ished when Ace Magashule, the
Free State premier, assisted by a
bulldozer driver, destroyed it on
Wednesday.
However, Mofokeng said she
was not hurt at all, but that those
were just tears of joy.
I am happy that our govern-
ment is going to build a house for
me, she said.
Mofokeng said the two-room
house was not enough for her and
the family as she had to share a
room with the children.
We have been promised a
house with two bedrooms then
I would have my privacy. They
said it would take two months for
the house to be completed, she
said.
The demolishing of the two
houses inBluegumboschwaspart
of the Operation Hlasela out-
reach, planned to ensure that
services reach the intended bene-
ficiaries and that the government
yields the expected results from
the service delivery programmes
it has embarked on since it came
into office in 2009.
OllyMlamleli, theMECofCoop-
erative Governance, Traditional
Affairs and Human Settlements
for the Free State, said they have
allocated R54 million which
would be used to build houses in
the province.
She said the premier stated dur-
ing his State of the Province Ad-
dress that they should come up
with a strategy to get rid of all the
two-room houses in the province.
We have prioritised some of
the areas where those houses
were found in the province and
Bluegombosch is one of them. We
have found that there were 3 400
one door (two-room) houses in the
area, she said.
She said she was not in a posi-
tion to say how many houses
would be built in Qwaqwa and
added that they would have to
wait for the two contractors who
have requested to build two show
houses.
We have two contractors here
who have requested us to do the
showhouses.Wehave given them
a chance, as we want to see what
kind of houses they would build
and after that we will determine
how many houses would be built
in that place. After having built
those houses wewill again call on
the community and get their
views so that we can continue,
she said.
The MEC said those houses
where identified by the premier
during his door-to-door campaign
which was aimed at finding out
how people have been living.
I like it because it brings us to
the people who entrusted the pro-
vincial government to us. When I
arrived here I was not happywith
one of the houseswhere twodoors
from a bedroom and bath room
where coming straight to the
kitchen. I asked myself where the
dignity of our people was.

THE National Council of Provinces (NCOP)
complained about the lack of cooperation re-
ceived from the Free State Legislature mem-
bers.
This follows a week-long service delivery
oversight visit in the province.
At the Free State Legislature, Mbuyiselo
Jacobs, NCOP delegation leader, suggested
to the house that no parallel programmes
should be held during the committees pro-
vincial week.
Jacobs mentioned that Premier Ace Ma-
gashule and his executive cabinet ran a par-
allel programme and did not attend any of
the committees sittings.
While the committee did oversights, Ma-
gashule, MECs and councillors held an Op-
eration Hlasela outreach programme in
Bluegumbosch, Qwaqwa, over the week.
There is a lot of disjuncture, Jacobs
said.
They are not taking the council serious-
ly, NCOP Cope delegate Dennis Bloem said.
NCOP ANC delegate Aaron Mnguni said
the committee struggled during oversight
visits at the various projects, because there
were no councillors to brief the committee
on progress made on the projects.
We were left on our own, Mnguni said.
Discussing recommendation challenges
encountered on the various projects visited
by the delegation, Bloem said parliament
should bemore strict on allegations of cor-
ruption in municipalities.
Where there are allegations of corruption
in municipalities, the special investigative
unit (SIU) and Hawks should investigate,
Bloem said.
Bloem said findings of such investigations
should come with heavy consequences for
those found guilty.
This follows the auditor generals concern
over the R1,3 billion accumulated due to un-
authorized expenditures in the province.
Jacobs called for an investigation into the
R1,8 million pumped into the Maluti Dairy
Farm project which has been non-operation-
al since 2010 after the initial visit by parlia-
ment.
The committee was informed by a deputy
director from the Department of Agricul-
ture, a MJ Malate, that the project had gone
stale. The Maluti-a-Phofung Municipality
told beneficiaries there were no funds for
training.
NCOP DA delegate Arthur Worth recom-
mended an investigation into the financial
mismanagement and lack of control at the
QwaQwaLodge projectwhichhas beenwith-
out progress over the years.

The match kicks off at
19:10.
The Cheetahs confi-
dence levels may be sky
high going into this
encounter after defeating
the Sharks 12-6 in Durban
at the weekend, register-
ing their sixth Super
Rugby out of seven
matches.
The perennial bottom-
half side, Cheetahs, have
been a revelation this
season.
They have won five of
their last six outings
three on tour and have
turned a number of
problem areas into success
in the past few weeks.
And what the Cheetahs
will want to do this
Saturday is pick up right
where they left off against

However, the Bloemfon-
tein-based rugby franchise
should be very wary of

Coach Clinton Larsens men
wasted dozens of clear-cut
scoring opportunities before
managing a last-minute goal
against Golden Arrows, whom
they beat 1-0 in Bloemfontein
on Sunday.
Joel Mogorosi, who scored
the only goal of the match,
said they were sharpening
their finishing at training and
he was confident there would
be an improvement against
Downs who defeated them 1-0
in the first round at the Free
State Stadium.
A game is won by putting
the ball in the back of the net
and on Sunday we did every-
thing right but score. We need
to go back to the training field
and work on our finishing. We
should have killed the game in
the first half, but it never
happened as we missed dozens
of chances, Mogorosi said.
Credit must go to all the
players who continued to push
hard for a goal that we needed
so much. We never gave up. In
the end, we were happy to
have collected three important
points.
Every point is like gold at
this stage of the season.
We just need to soldier on
and keep on working hard.
Without hard work there is no
success. Goals will eventually
come.
Its just a matter of luck.
Luck seems to have deserted
us. We try our level best to get
goals, but finishing remains
our main problem.
If luck is not on your side,
you can do anything but score
goals. We should take heart
from the fact that we create a
lot of opportunities in every
game.
Larsen said he was working
around the clock to perfect his
players shooting at training.
Most of the players are
frustrated, because they are
working tirelessly at training
on the final part of our game
that is missing. But well keep
plugging away.
Our failure to score goals is
a combination of a few factors.
I think it is positioning,
composure and one or two
other things. Well continue to
work hard at training to get
things right.
The recenly signed striker
Roderick Mutuma may have
missed three good opportuni-
ties, but Larsen said he was
happy about his contribution.
Roderick is a special player.
He may have failed to touch
the net (against Arrows), but
his all-round contribution was
very good.
Its just a matter of time for
him to start finding the back
of the net quite regularly, the
coach said.
Celtic are eighth on the log,
on 34 points, from 26 matches.
We are looking to our next
game and we hope to collect
another three points. The more
we get them, the more well
move up the table.
If we fail to win, well drop
to the bottom half of the table
again. Well have to work hard
to cement our position in the
top eight, Mogorosi said.
