Background-

Integrated Child Development Program -

Shishusder Jonno is implementing with a slogan “All

children of Meherpur will learn with their full

potential”. Science 2007 the program is

implementing with different partners supported by

Save the Children. This is a sponsorship funded

program. Now the program is implementing by

Palashipara Samaj Kallayan Samity (PSKS). The

program has different sup program and different

modality. All the programs are for the children. To

ensure quality education, learning environment and

a child friendly socio-culture condition for children

are expected outcome. Shishuder Jonno program

thinks only the program could not go for a long

journey. This is why the community engagement is

very essential. To build an active community SJ

program designed Community Core Group under

Community Mobilization component. One CCG is

for 250 households. The CCG has specific

activities. SJ program foundation to till today is

giving support closely thus the CCG could be a

CBO. And the stream of the program‟s objective

remains at a stack. This is why different

intervention has taken by the program. Different

skill development training, lobbing, involvement and

learning visit are one of them. As per Annual

Implementation plan there is a budget in CM in

head of Exposure visit.

Logical Strength:

Budget line in DIP 09.1.13. Organize exposure visit for

CCGs chairperson to gather knowledge & practical

experience from others which would be used in our SJ

program for improvement of program quality and point

view of sustainability.

Selection Criteria-

Community Mobilization Unite of the Shishuder

Jonno Program thinks in two different dimensions

to cover the program ideology.

First one was in a Federation. A federation is a

community based organization. The federations are

built with community people for well beings of the

community such as ensure primary to all and

promote higher education in poor families,

eradicate extreme hunger, social safety and

security, empower of women, not a child marriage

slogan, empower of the poor community in local

government, earning generating activities,

economic empowerment, tree plantation, youth

development, modern technology and

communication, agriculture development, human

rights etc. The federations are now established on

their own platform. The federations act as

Community Core Group (CCG) which is a

modality and component of Shishuder Jonno

Program. Shishuder Jonno program desires such a

functional community action that would boost such

utility to the program and the will of the program

every children of Meherpur will learn with their full

potential will run for forever without support of SJ.

The key person of CCG belongs with the team.

Visiting sites, assets, interviewing and assuming

cultural aspects of the federation, the team would

get learning, mustering knowledge, ways of being

strength, ideologies of being functional, how

achievements make gladiolus for more

performance.

Second one was in a Model Primary School.

Shibrampur Govt. Primary School is a role model

of Govt. Primary school of Banglades. It is a brand

of primary school not only to ensure primary

education for all children surrounding the locality

but also throughout the country. The school is

situated at the northern part of Bangladesh in

poverty prone area. Where there is poverty is a

fact of living. Frequently aggression of Natural

calamities makes the area vulnerable by economy.

In this difficult context, 100% ensuring quality

primary education for all children is a miracle

triumph. The school has different co-curriculum

activities, 100% govt. text book‟s syllabus following,

special care of children over school time, more less

record of absence of children, use of educational

materials, learning elements, child safety and

security environment, educational environment,

cultural modification and socialization etc. All

characteristics are the elegances of Primary

education. The CCG member visited the school to

resume the needs to build up such architecture to

elaborative input for full potential of the children in

Meherpur.

Federation Visit

Goal of Federation

Create locally strength and stander living in society

of behind families.

Objectives of Federation

Social, Economic, Moral, Political, Cultural

promotion of livelihood of federation members and

the others, establish a progressive social structure

on proper justice. To develop economic

conditions, promote social dignity of the poor

through regular income generation initiatives.

Core discipline of Federations-

There are 6 disciplines of federations.

History of Federation

Rangpur Dinajpur Rural Services (RDRS) designed

a program to organize the ultra-poor people for

fighting against poverty and hunger socially. In

grater Rangpur three district Rangpur, Kurigram

and Lalmonirhat Economically poor this is why

hunger, poverty, illiteracy, injustice and so on were

the real picture. Mostly, poor families lost all

belong to the local loan

borrowers in a high

rate and open bondage.

The illiterate and

innocent people

commonly oppressed

by very few influent

people differently. In

this circumstances,

RDRS thought that, it

could be rooted the

bud by empowering

and strengthening the

people. Thus the

community could grow

their self-strength. Frist, RDRS took a study on it

and designed that it would have few local groups

within 15-20 members whom would receive

different technical training like agriculture,

domestic animal raring etc. As the economy of

northern part of Bangladesh is agriculture based,

agriculture development would be best weapon.

1972, RDRS formatted different little group within

a union of Kurigram, Lalmonirhat and Rangpur

District and given different technical training like

agricultural extension training. At the beginning

RDRS supported economically to borrowed land,

fertilizer and other necessities within service

charge only. Later, the financial support was not

needed the federations. In 1992, the entire little

group within the union bond in a one group named

„Federation‟.

The federation had different plans. At the initial

stage Federation started „Rice Bank‟ is a

remarkable example of Federation. During the

cultivation, federation members reserved rice for

the session of Monga (time of scarcity, Mongar is a

local dialect of northern part of Bangladesh). They

started weekly saving installment for economic

growth.

RDRS thought that how the federation would have

its own strength thus federation would stand on its

own palate. This is why; RDRS managed different

short term projects for federation and gave

support liked tree plantation besides road sides. A

portion of benefit got the federation from the

implement cost. There was two things, one is the

member got a job in lean period & a payment.

Gradually, RDRS managed different local found

from development donors for federation.

RDRS assisted and supported federations

technically to create different sub project of the

federation of its own. RERS designed different

income generating activities for federation which

will be managed

from local wealth

within its member.

The duo income opportunity gradually made the

federations well established. On a stage, RDRS

followed that federations have capacity and they

would be an organization for themselves. RDRS

changed its strategy. Only technical support is

needed the Federations. Finally, Federations are

nourished as development partner of RDRS. At

present, RDRS does not support extensively or

exclusively but donor managing, collaboration,

coordination and technical support remains.

Different national and international organization

donates for its sustainability. Locally federations are

well established organization and pressure group.

Federations have representative in different local

government body. And the federations think in

district and national level representative to raise

voice and rights of poor people.

Structure of Federation-

The federation has different unites and

committees. It has a governing body consist of 12

members whom are all elected. The federation

consists with a chairman, secretary, different unit

leader, different group leader, different team leader

and other. Every unit and person bears their own

responsibility.

Governing Body of Federation

Governing body members came from election after

2 years. To ensure fair election, upazila election

office, UNO office, union parishad are invited to

conduct election. The governing body becomes

deactivate within a general meeting. The general

meeting delegates election power to an instant

formatted ad hoc committee. A three member

consisting committee delegates power to finalize

Voter list. All active members of the federation,

sub group members of the federation, unit

members of the federation become voter. Only

who are over 6 (six) month and above registered

membership with federation would be a valid voter

for cast vote in federation election. Different units

head, group leader and other responsible people

will be elected through the election.

for bring maximum opportunity for federation

members.

At a glance of present federation

RDRS and Federation

RDRS was the father of Federation. The child

organization gradually becoming matured and the

relation are being such a father and son.

Now, RDRS does not support closely but technical

support remains. On the other hand Federations

are the development partner of RDRS.

Future Plan of Federation-

Federation seeks for long distinction standing on 6

(six) pillar. The member of the federation is well

organized. They respect Federation and respect

any decision. It is a federal democratic

organization. Everybody has a right to, place an

opinion. Other than, financial transparency,

accountability and control are acceptable to its

members. This is why, the member of federation

believe that it will be as long as Bangladesh.

Federation tries to collect big budget program to

implement and networking for partnership with

more organization. Chairman of Federation is as

important person of the locality as union parished

chairman. This is an example of the future of

federation. Federation has different level

representative in local government. Now, they plan

to create representative in upazila and district level

elective committee. Federation manages fund for

meritorious student for higher education within its

members. They plan an independent education

committee will form to operate educational

support for its members. At the beginning of the

federation, all its members were paid duty for free

in TEAM approach and the altogether earnings got

divided among them equally. Now, Federation has

paid volunteer. Federation now thinks to recruit

more people to collaborate program.

CCG vs Federation

CCG- Community Core Group (CCG) is a

committee consists of 13-15 members for 250

household. The CCG is functioning as an action

group in a view to ensure child development and

protection. The modalities are parallel with the aim

of the Shishuder Jonno Program. And Program

seeks; the CCG will be a functional group to lead

post activity ending the program period. The

members of CCG are selected as local elite, policy

maker, educated, local leader etc.

Federation- Federation is a group of people who

are illiterate and poor. It is also a development

group viewing social reform and empower. It may

define as a cooperation of social fighter people; as

none of them are well educated. At the beginning,

the members of Federation were full illiterate.

The visiting team adopted discussion oriented

approach with the governing body member, unit

head, beneficiary and personnel of RDRS. The

visiting team asked few structural questions for

gaining knowledge and learning. The team quires

the below questions-

Visit in JANATA MAHENDRANAGAR FEDERATION

On August 26, 2015 visiting team visited JANATA

MAHENDRANAGAR FEDERATION. The

federation is situated at 6 km. south of

Lalamonirhat town, 1 km. away from Burirbazar,

Shingadar village, besides the road to Barabari

bazar of Sadar Upazila under Lalmonirhat district.

In 1972, RDRS formatted ward wise small group.

The small ward groups received different income

generating training from RDRS. The groups started

Rice Bank and it is functioning under federation. It

was very useful but was difficult to stand on a

strong base. In 1992, the

words groups formatted in a

union group and named

JANATA

MAHENDRANAGAR

FEDERATION. The

federation got different sub

project from RDRS like tree

plantation besides road side.

And draw 50% payment from

benefit. Federation reformed

in different committee and

forum. Now, Janata

Mahendranagar Federation

has 41 different groups and

870 members. The group

member has a monthly

savings installment. New

member will be including

with a condition. The

federation got registration from upazila social

welfare department on 2005; Reg. No.-

Lal/Sadar/225/05. Federation started Seed

Processing & Seed business on 2008. The

enterprise has a share of 144. Every share is not

over BDT-500. A member could buy not over 5

shares. Their beginning capital was only BDT-

72,000 and 23 share holder. Now, the shareholder

is 167, total share 495. Present capital is BDT-

247500, total benefit BDT-419686. Every share is

for 5 years. The benefit will divide equally per

share among the shareholders. Federation has its

own building on 0.26 decimal land, a pre-school,

social development center, IT service etc. which

are being operated by the installment of the

federation member. Federation has 9000 wooden

tree of 3 year aged its market prize about BDT-

1800000. Federation has a national donor

organization, NGO Foundation and implements

IGA development program. Federation provided

300 Travel Pumps among the poor farmer for

cultivation. 2 women representatives and one man

representatives are

Lesson learnt from federation visit

Federation is a social organization formatted with

ultra-poor people in the geographically poverty

prone in northern part of Bangladesh. Life of

people in this area is very difficult. Socio-Economic

condition is literally known as Monga. Social

discrimination, injustice, oppression, domination

and harassment are common accident parted by

few local affluent, land lord and political leader. The

federations are those social organization

established by the support of RDRS, Bangladesh in

a view to the socially behind people will have a

power to stay in safe and secure from such

aggression and will raise their strong hand against

inhuman mentality. This is a long revolution by

community people to make the social condition

equal distributed, equal utility, rights for all and

security for everybody. Poor will fight against

poverty, will gain economical security/ strength;

education, protection and sustainability. Federation

has now a strong base in multi dimension and

support from RDRS, Bangladesh. Now federation is

a sustainable organization. Even, it is a strong union

in the locality. Now-a-days, RDRS does not

monitor the Federations as did before 4 years.

Every stage of organization tree/ life cycle model,

RDRS supports the federations.

CCG is a social action group with a dream to

become a Community Based Organization. But,

CCG has contextual and ideological difference

from Federation. The geographical context,

formation and aim of the federation never comply

with CCG. But, theoretically both are formatted

for a long run revolution to change a naïve

community. Both are structured by the supported

of a stander origination. The mother organization

seeks purposeful success and achievement of the

child organization. Optimal nourishing and care

such a child by mother always remains to the child

organization. Tree model life cycle is a useful

method to measure the necessity and scarcity of

the child organization. RDRS, Bangladesh cares

such maternity to the federation. Shishuder Jonno

Program also cares to CCG.

The case study of Janata Mahedranagar

Federation/ Federation visit deserves positive

impact in the visiting CCGs member and also the

visiting Shishedr Jonno Program staff. CCG

members got a structural behavior to becoming

functional organization. They found how much

dedication is needed for and how much

responsibility is needed to form a structural

Community Based Organization. Activities and

present strength of the federation would make a

dream of the CCG members potentially. The

learning of the visit will be a stander method of

CCG assessment both CCG members and the SJ

staff. CCGs got learning that how they use

community wealth for its sustainability.

The visit will give a clear concept and planning

messes to the Community Mobilization Team over

next activities or intervention for the CCG

development like structural, financial, activities and

design. The role of RDRS behind federations and

the role of SJ behind the CCG would give a

comparative criticism to CM team. What will be

the role and responsibility SJ program vs CCG? SJ

program thinks active community group to multiply

Purpose of the visit

Shibrampur Government Primary School is situated

at Shibrampur village in Shudarganj Uapzila of

Gaibandha district. The school is operating by an

active SMC and active community people. The

education environment and teaching technique are

remarkable in child development. The school has a

reputation and it is famous for its education quality

in the northern part of Bangladesh. Different

educational institution, person and organization

come to visit the school for learning. Shishuder

Jonno Program is working for the people of

Meherpur focusing quality education. SJ seeks an

active SMC and united community will create a

quality education environment in Government

Primary Schools for their children. Ensuring Quality

Basic education for all is a slogan of Bangladesh

government. SJ program is on the road and works

with community people. Community Core Group

will be such active community people whom have

role and responsibility in primary education. For

this purpose, CCGs are formatted under the

modality of SJ. Shibrampur GPS visit would give a

lesson the CCG members, that how it would be

possible to give a prize to their children. How the

SMC works, what is the role of Community

People, What is the source of wealth, What is the

role of Government and visible objects will give

them pleasure and an ambition also.

History of Shibrampur

Shibrampur School is a very old primary school. A

Hindu queen donated the land property of the

school to situate the school. She was very soft

hearted to the children.

Nurul Alam, the legend of the brand of

Shibrampur, the Ex Head teacher of the school

retired 3 year ago is only Secondary School

Certificate. The industrious man is the man of

education. He always thought about school,

children and way forward of education. He thought

that where does children find enjoyment in

learning. He is a man of child teaching philosopher,

never rested for a long without school morning to

night. He had no rest and no excuse.

The present head teacher is a student of Abul

Hossain Sir and gladly was a colleague describes

about the legend. Dear Abul Hossain Sir went to

village with sack to collect Rice, Money, Bamboo,

Vegetables to feed the children and for buying pen,

pencil, exercise book etc. After school, all students

bound to attend afternoon class and evening

lesson. All infrastructure designed by him.

At the beginning stage, community people criticized

him and forbidden him differently. But, he had

strong philosophy that once he will be able to

make understand the people about the discovery.

The stoic adventure becomes true in his tenure

and brought identification throughout the country.

Now, the strange of the school is in shape. The

SMC chairman is in power, the students are in class

& resident, a colleague-cum-student is head teacher

and other co-fighters are in work but the man is on

only in a portrait for showing honor, looks and

looks and looks, not any directive words! Silent

atmosphere, proud and success shins in eyes. The

portrait is for school and to all whom come to visit

Shiprampur GPS.

Welcome Speech-

In welcome Speech, Md. Benozir Ahmed, Head

teacher of the school, 2 Assistant teachers

described different strategic plans and

achievements. They emphasized on the role of

school teacher, the role of SMC members, and the

role of community people and over all a dream of a

good school. Masud Haider Hillol, Assistant

teacher (English) explored the expectation of the

visiting CCG members. The CCG members expect

a school like a garden as shibrampur. Than Masud

Rana, Teacher of Elementary Math said there is not

a “Na” (impossible) in industrious dictionary. It is

you, who should have a dream. An active SMC and

Community can create an education family in

school. The teachers were asked different

questions by the visiting CCG members.

Visiting Areas-

After welcome speech visiting team visited

assembly at school ground before starting class.

Different form of arts in assembly was displayed by

the students conducted by sports teacher. The

student displayed an event of independent period

1971 of Bangladesh. It was extra ordinary

composition by the student.

Class visiting-

The visiting team observes a class conducted by

teachers. The ways of teaching, following NCTB

syllabus, teacher‟s role, student‟s participation,

material use, class environment, knowledge level of

student etc. were the observation points.

Example- In English Language class, the teacher

conducts class by speaking English and the students

are able to understand their teacher and answer to

teacher. The different dimension and technique of

teacher adopt in class to make student understand.

Demo session with material make more alive and

interesting the lesson and the student prepares

their topics. As a result no doubts are in student.

They fell easy, comfortable, confident and

achievable.

Museum visit-

The school has a museum preserving different

learning elements. The museum is visited by

student twice a week and there is an examination

on the museum. The museum decorated with class

lesson also.

ECCD corner-

There is an ECCD corner in the school. The

corner is full of ECCD materials. Most of the

materials are made of local elements. Not any

bought form market.

Science lab visit-

The school has a science lab also. It was visited by

the team.

School campus and other-

At last visit is the school campus. It has two

different campuses in two buildings. Both building

has class room. After visiting the campus, the team

visited student resident.

Cultural program-

The student of Shibrampur displayed different

kinds of cultural program. „Bhaowia‟ is popular

local song of northern part of Bangladesh. The

student sang 10 Bhaowia and a short drama. The

art and culture was joyful. It was an excellent

performance, nobody could not believe if does not

see own eyes.

Specialization of the School

The school has about 1700 students from Pre-

School to grad five. The school has two shifts. And

additionally it operates afternoon and evening class.

Every student must attend in afternoon class. And

evening class is for only the resident student.

There are part time teachers who take class

afternoon and evening class. Payment of the part

time teacher is the contribution of community

people, guardian and SMC. Residential students pay

an amount for a month. From the payment,

residential teachers are paid.

This is a developed system of the school. As a

result students do not have extra teacher at home

and every students can prepare daily lesson. As

result no student remain weak in lesson. Every

student does well in examination. The past result

show different national achievement in a display

board.

It is special and excellence of the school. Eevery

student learns the correct sounds of letters,

alphabets and correct form of hand writing. Hand

writing of the students is such as printing letters.

The school has a cultural curriculum. Students

learn singing song, drama, acting etc.

Speech of SMC chairman-

Adul Jalil Akand, SMC Chairman met with visiting

team and specked few words. He paid all credit to

Ex. Head Teacher Nurul Alam. He is about 70

years but sound in creativity continues for 15 years

in the same position. He is a man of letter. He

boosted that the ambition and target will make you

a success human. He described a short about the

history and present condition of the school. The

treasury, income and other charitable activities are

taken by the school. Though it is a Govt. Primary

School but they think community assets and

community people has a great involvement in

school. The managing committee tries to manage

local wealth. He said in proud that different level of

high official of government, different INGO/NGO

visited the school. Every Year, the school stands

first in position and few students got national

awarded. A display board shows great achievement

of the school.

Lesson learnt form the school visit

Government Primary School (GPS) a mass

education program of the government. Though it is

supported by government, SMC and community

initiative are much needed. The visiting teams

understand that what will be their role. Head

teacher of Shibrampur GPS argues that about 95%

people are educated surrounding the casement

area. In Shibrampur there is no dropout rate, less

absence in class and remarkable result. And

additionally, children from different part of

Bangladesh admit in the school and the school has

about 400 students‟ residential capacity. The below

learning are acquired from Shibrampur visit-

Remarks

Shishuder Jonno Program gets learning from the

visit that CCG will be such action group as

Federation. And SJ program has to go for a long

with CCG and nursing the CCGs. CCG must be

well organized and will have capacity. CCG needs

comprehensive and functioning action plan and

need to change supporting strategy and

reformation. CCG needs a constructive

assessment and find out lacking. After assessment,

what will be the role of SJ staff should customize.

Viewing long run sustainability of the CCG, CCG

member would dream. There is a learning that how

could community people be involved to ensure a

quality education and education for all.

Conclusion-

Community Mobilization is a vital component of

Shishuder Jonno Program. CCG is its focus area.

For CCGs sustainability after SJ is a time of talk.

Exposure visit in federation and Shibrampur GPS is

relevant to make aware the CCGs and to seek a

dream. It is a relevant approach of CM.
