As you have noticed I have made copies to Mr. Arellano because I want city managers office to be aware of this email. I am part of the CTTC (Community Technology and Telecommunication Commission) from District 1. I am leading the workgroup for Cellular Phone Activities in city of Austin. It was formed under the Commissions supervision. Workgroups are quasi legislative bodies and act independently within the boundaries if city laws. Once they have been formed through commission voting they are not to be interfered with. I have faced steep resistance from the Chairman of the Commission and Mrs. Hawkins to move forward including harassment in commission. Example: The city is building a comprehensive telecommunication plan and the Commission has not been asked to get involved even though it is mandated by the city ordance # 20111208073 which is the backbone of CTTC. Doing a complete new cellular phone plan for city without any assistance from city is quite difficult. I was asked in the city commission meeting to contact the 3 large carriers to understand some basic technology and cellular city planning ideas. I did accordingly after ensuring from your emails that they are not in the nocontact list. To my surprise I have come to realize that Mr. Lemuel Williams have contacted this people without my consent (I have email to prove that). He has threatened the people of Verizon with false statements in order to cancel these meetings behind my back. I do believe couple of city employees are involved because he has also invoked Mrs. Hawkin's name to Verizon when they initially refused to cancel the meeting. This is unethical at so many levels that it makes me angry. Mr. Williams has been appointed by Mr. Zimmerman and he did not authorize this activity. I have already spoken to him. the city Ethics Committee or other Ethics body as may be applicable because if there is aninterference with a Commissions work then it creates a great conflict of interest. I ammaking copies to  Mr. Arellano to ensure that you understand the gravity of the situation.Please treat this confidentially.

Hello Mr. Arellano,

I am writing to you as a commissioner of the city. We have talked before regarding codecompliance issues. Commissions are independent bodies and Mrs. Hawkins and Mr. JohnSpiers (working for her) are not allowing the CTT commission to operate independently. Thecommission has not even  been allowed to get involved in the development of city's"comprehensive telecom plan" which various departments are working on and the basicduty of the commission. I find the relationship between city employees and the cablecompanies very strange to say the least. When I brought up issues of cable companiesdestroying utility poles I was completely shut off. Improving the cellular infrastructure of thecity hurts the cable companies and this hurts city revenue. But Cellular telecommunication ismore important than city revenue. As you know I am a rational person who is extremely whocomes to conclusion based on analysis and not emotion. I am requesting you to takenecessary action to change the situation if possible. Lets not compromise the basic ethicssystem of the city. I am looking at this more from a whistle blower standpoint because Ibelieve there is more to it than just cancellation of a meeting.

As a note in last 8 months we have not been able to produce a correct by­law document ­ allwe had to do was cut and paste 1.5 pages of paper and that was done wrong. This showsthe level of apathy toward the commission ­ http://www.austintexas.gov/edims/document.cfm?id=250271
