Tipperary SR County Enterprise Board continues to

recognise the importance of small business to the

economic prosperity of South Tipperary.

1.0 Background provided valuable assistance towards the

retention of jobs in many enterprises that have

encountered difficulties.

At a conference on participation of small and

medium sized enterprises in EU funded

programmes for the period 2007–2013,

Commissioner Huber stressed the critical role of

SMEs in the successful delivery of the new

cohesion policy programmes. A minimum of

60-75% of the 350 billion cohesion policy

budget would be spent on programmes and

initiatives that contribute directly to growth

and employment. This is an important

opportunity for Europe’s 23 million SMEs,

which account for 99% of all enterprises in

Europe and already provide around 75 million

jobs. Against this background, the Tipperary SR

County Enterprise Board continues to recognise

the importance of small businesses to the

economic prosperity of South Tipperary. The

strategic Plan outlines the constraints and

challenges been faced by small businesses and

shows how the Enterprise Board will work with

small businesses to surmount these issues

during the period 2007 – 2013.

1.1 Mission Statement

To promote an enterprise culture that fully

releases the economic potential of industry in

South Tipperary. To provide a comprehensive

service in the areas of Enterprise, Education,

Training and Development from concept

through to Implementation.

1.2 Objectives

• To stimulate and promote local enterprise

culture and entrepreneurship;

• To assist new business start ups,

particularly through the provision of

financial assistance;

• To assist the expansion and growth of

existing small business through a range of

measures including the provision of

financial assistance;

• To promote and facilitate greater levels of

product and process innovation within

small businesses particularly through the

promotion of innovation, management

development and use of R&D;

• To encourage and facilitate higher levels of

exporting businesses;

• To grow significant number of companies

for entry to the EI portfolio;

• To develop the management capability of

promoters of small business.

The Tipperary SR County Enterprise Board was

established in 1993 at a time of high national

unemployment (15.1%) and limited opportunity for

business development. The Business birth rate in

Ireland at the time was 6.9% compared to 10.9% in

the EU and business confidence generally was

extremely low. Job creation at all levels of the

economy was a priority. The Enterprise Boards were

established to “fill the gap in the support services

for local enterprises” and “to develop indigenous

potential and stimulate economic activity at local

level primarily through the provision of financial

and technical support for the development of small

enterprises”. (OP for Local Urban and Rural

Development, 1994-1999).

In the interim period 1994-2003 the Enterprise

Boards have been the singularly most successful

business initiative developed by Government.

During this time, the Enterprise Boards have:

• Provided financial assistance to 16,222

projects

• Assisted in the creation of 30,095 new jobs

• Provided incentives at an average cost per

job of circa €4,600

• Provided training / mentoring in small

business to 72,987 participants.

In addition, the Enterprise Boards have also

• While in general the economic

opportunities open to people in South

Tipperary improved significantly during the

1990s, with the influx of inward investment

and improved economic activity, issues

around social exclusion and unbalanced

development throughout the county still

exist. The present status of the South East

region is that it consists of low incomes

and low economic growth. Tipperary South

has total income per person of 87

compared to North Tipperary of 96. The

National average index is 99. The South

East has an unemployment rate of 5.1%

compared to a National average of 4.4%.

South Tipperary employment rate is

currently running at 5.3%, with highest

concentration levels in the towns of

Carrick on suir (20%) and Tipperary town

(7.6%). There is relatively low labour force

participation contributed to by the lack of a

Third Level University in the region. The

limited broadband access negatively affects

many businesses through the county and

inhibits the development of tourism and

teleworking related businesses.

• To date, the focus of the enterprise

support agencies has been on

manufacturing companies and those

engaged in internationally traded services.

This focus is clearly correct, as these

companies are the most significant wealth

generators for the Irish economy. However,

as service companies trading on the local

market are such a vital part of the overall

economy and as developed economies

across the world now typically derive 70%

of their wealth from the service sector, it

is now essential to ensure that the service

sector including that part of it that trades

domestically, performs optimally and that

it maximises its contribution to the

economy. Since 1995 the number of small

businesses in Ireland has grown by more

than 50%, and employment in small

businesses has grown by approximately

79%.

• Business start ups and businesses that are

growing experience a range of issues that

can adversely effect the incubation and

development of their business. The main

areas of concern are continual difficulty in

- accessing finance

- weak management capability

- lack of innovation

- under exploitation of Informationand Communications Technology

- burdensome and costly administrativeregulations

- poor access to information and advice

- inadequate infrastructure and lack of a

systematic approach to entrepreneurship

• The County Enterprise Boards (CEBs) have

the primary responsibility for the promotion

of entrepreneurship and development of

micro-enterprise at local levels. While most

CEB interventions are targeted on a

gender-neutral basis, the CEBs have

recognised the need to complement their

mainstream activities with specific

strategies aimed at addressing the

particular issues facing women

entrepreneurs. CEB programmes in this area

have been designed to provide potential

women entrepreneurs with support systems

that will enhance their self-confidence and

actively encourage their participation in

greater numbers in new business

generation and investment. The CEB

“Women in Business” initiative, which has

proved very popular across the country, is

specifically focused on this objective.

• South Tipperary is part of the South East of

Ireland. The population of South Tipperary

has risen consistently from 2002 with a

growth of 5.2% in 2006.

South Tipperary still has a strong

agricultural base but this has been

counterbalanced in recent years by the

growth of other sectors, notably the

pharmaceutical and medicare sectors that

are now significant contributors to the local

economy. Whilst manufacturing accounts

for approximately 15.7% per cent of all

employment in the county, there has been

minor growth in the provision of jobs in this

sector over the 1996 -2006 period. This

sector is particularly strong in the Clonmel

region where a cluster of medicare and

pharmaceutical companies now exist.

Food and drink is also a significant

manufacturing employer within the county.

Executive Summary In view of the changing and challenging micro and macro environment, the Tipperary SR County

Enterprise Board decided to engage in a strategic planning process with a view to developing a

strategic plan for the period 2007 – 2013
