It is essential that the technical and scientific b asis for regulatory decisions reach the highest level of qua lity and

reliability.

TSOs contribute to this objective by providing regu lators with a profound knowledge-based expertise in the field o f

nuclear and radiation safety and security through t raining and tutoring provided by ENSTTI.

Recent IAEA conferences highlighted the roles, func tions and value of technical and scientific support organizations in e nhancing nuclear and

radiation safety as well as nuclear security.Challenges Faced by Technical and Scientific Support Organizations in Enhancing Nuclear Safety: Int. Conf. Aix-en- Provence, 2007, Int. Conf. Tokyo, 2010

Why are TSOs so important?

THE NUSHARE PROJECT ‘Sharing & Growing Nuclear Safety Competence’

A EURATOM education, training and information initi ativeObjective:Develop and implement training schemes with the aim to share and grow safety culture, including security aspects;

Target Groups (TG) at higher education level :

1. TG1 Policy and decision makers: governments, emer gency management teams, including international organizations;

2. TG2 Staff of Nuclear Regulatory Authorities (NRAs ) and Technical Safety Organisations (TSOs)

3. TG3 Managers and operators in the nuclear industr y, system suppliers and energy providers.

NUSHARE WP3 Draft Standard Syllabus

June 2013

ENSTTI follows the Recommendation of the European Parliament and of th e Council on the establishment of the European QualificationsFramework for lifelong learning and applies a ‘learning outcome approach’ for developing the Standard Syllabus of the Basic Training Scheme for TSOs and NRAs.

‘LEARNING OUTCOMES’means statements of what a learner knows, understands and is able to do on completion of a learning process, which are defined in terms of knowledge, skills and competence ;

Learning outcomes must be capable of being assessed (through the use of assessment criteria and assessment methods) and open to the possibility of being demonstrated by learners which is the evidence that the trainee has gained the desired competences gained and is able to apply them.

www.enstti.eu19

European Credit system for Vocational Education and Training (ECVET): an instrument for mobility and recognition

Validation/recognition of non-formal and informal learning is a major challenge

Outcomes of non-formal learning processes are not s tandardized and could be diverse or even multidimensional

Transparent methods and instruments need to be used to identify, assess and attribute recognition of non-f ormally and informally acquired learning outcomes;

ENSTTI will apply the European Credit system for Vocational Education and Training (ECVET)

ECVET is based on concepts and processes used in a systematic way to establish a common and user-frien dly language for transparency, transfer and recognition of learn ing outcomes.

What can facilitate international cooperation on training?

June 2013

Key Factors

Mutually recognized training curriculum

Joint effort involving main stakeholders to produce relevant and effective training tailored to the audience

Transparency through clearly defined learning outco mes assessed the way that trainees can demonstrate the gained competencies

Mutually recognized certification

e.g. ECVET, personal transcripts

Learning Agreements or MoU

How can ‘Embarking & Experienced Countries’ benefit from NUSHARE WP 3?

June 2013

Upon request, ENSTTI can:

Tailor the Basic Training Scheme to needs of TSOs and NRAs in embarking countries

Qualify national instructors through ‘Training of Trainers’ for the delivery of the Basic Training Scheme at the national level

Assist in the development of instructional material applying latest teaching approaches

Assist in training & tutoring evaluation
