The Dataset
• At what level of detail should the data be described? database or individual items of data. Up to the data provider
• Precise enough to allow all types of users (from the general public to policy makers to researchers) to identify datasets. And also allow flexibility in the future
• Not too precise that it becomes a burden for data providers to enter metadata

Preparing to enter metadata
Time consuming Prepare all information beforehand It is tempting to think “I will finish that element off later when I have
found the right information”, but the chances are that you will forget all about it and go and do something else. So find the information before opening the EFIS metadata entry system. You can come back and edit the metadata if necessary, but it is better to finish a complete record in one session.
Check to see if a record has already been entered for the resource

Entering metadata
To enter metadata you must have EFIS Node Administrator or EFIS Administrator rights. Each element is described together with its qualifiers.
Currently only one copy of each metadata Element can be defined. In future versions multiple elements will be supported. ??

these guidelines should be developed

Title
Mandatory Definition: A name given to the resource. Comment:Typically, Title will be a name by which the resource is formally known. Alternative title (e.g. title in alternative language)?? Subtitles given as part of title??

Creator Mandatory Definition: An entity primarily responsible for making the content of the resource Comment: Examples of Creator include a person, an organization, or a service.
Typically, the name of a Creator should be used to indicate the entity. Organizations – For national organizations give name in the original language e.g.
Inventaire Forestier National. Person (give surname first followed by comma and a space, and then full forename if
given, or the initial letter).

Subject Mandatory Definition: A topic of the content of the resource. Comment: Typically, Subject will be expressed as keywords, key phrases or
classification codes that describe a topic of the resource. Recommended best practice is to select a value from a controlled vocabulary (input from WP2) or formal classification scheme (e.g. Global Forestry Decimal Classification).

Description Mandatory Definition: An account of the content of the resource. Comment: Examples of Description include, but is not limited to: an abstract, table of
contents, reference to a graphical representation of content or a free-text account of the content.

Publisher Mandatory Definition: An entity responsible for making the resource available Comment: Examples of Publisher include a person, an organization, or a service.
Typically, the name of a Publisher should be used to indicate the entity. At the moment EFIS also allows you to input a date type

Contributor Optional Definition: An entity responsible for making contributions to the content of the
resource. Comment: Examples of Contributor include a person, an organization, or a service.
Typically, the name of a Contributor should be used to indicate the entity.

Date Mandatory Definition: A date of an event in the lifecycle of the resource. Comment: Typically, Date will be associated with the creation or availability of the
resource. Recommended best practice for encoding the date value is defined in a profile of ISO 8601 [W3CDTF] and includes (among others) dates of the form YYYY-MM-DD.

Type Mandatory Definition: The nature or genre of the content of the resource. Comment: Type includes terms describing general categories, functions, genres, or
aggregation levels for content. Recommended best practice is to select a value from a controlled vocabulary (for example, the DCMI Type Vocabulary [DCT1]). To describe the physical or digital manifestation of the resource, use the FORMAT element.
The following types are defined in EFIS:Collection, dataset, image, interactive resource, service, software, sound, document, EFIS user
Detailed type: Statistical; raster/vector; maps; metadata
GFIS: text, image, physical object, sound, software, data, interactive, node, project,
collection

Type … cont.Collection: A collection is an aggregation of items. The term collection means that the resource is described as a group; its parts may be separately described and navigated.Dataset: A dataset is information encoded in a defined structure (for example, lists, tables, and databases), intended to be useful for direct machine processing.Event: Metadata for an event provides descriptive information that is the basis for discovery of the purpose, location, duration, responsible agents, and links to related events and resources. Image: An image is a primarily symbolic visual representation other than text. For example - images and photographs of physical objects, paintings, prints, drawings, other images and graphics, animations and moving pictures, film, diagrams, maps, musical notation. Note that image may include both electronic and physical representations.Interactive resource: An interactive resource is a resource which requires interaction from the user to be understood, executed, or experienced. For example - forms on web pages, applets, multimedia learning objects, chat services, virtual reality.
Service: A service is a system that provides one or more functions of value to the end-user. Examples include: a photocopying service, a banking service, an authentication service, interlibrary loans, a Z39.50 or Web server.Software: Software is a computer program in source or compiled form which may be available for installation non-transiently on another machine. For software which exists only to create an interactive environment, use interactive instead.Sound: A sound is a resource whose content is primarily intended to be rendered as audio. For example - a music playback file format, an audio compact disc, and recorded speech or sounds.Document:EFIS User:

Format Mandatory Definition: The physical or digital manifestation of the resource. Comment: Typically, Format may include the media-type or dimensions of the resource. Format
may be used to identify the software, hardware, or other equipment needed to display or operate the resource. Examples of dimensions include size and duration. Recommended best practice is to select a value from a controlled vocabulary (for example, the list of Internet Media Types [MIME] defining computer media formats).

Identifier Optional Definition: An unambiguous reference to the resource within a given context. Comment: Recommended best practice is to identify the resource by means of a
string or number conforming to a formal identification system. Formal identification systems include but are not limited to the Uniform Resource Identifier (URI) (including the Uniform Resource Locator (URL)), the Digital Object Identifier (DOI) and the International Standard Book Number (ISBN).

Source Optional Definition: A Reference to a resource from which the present resource is derived. Comment: The present resource may be derived from the Source resource in whole
or in part. Recommended best practice is to identify the referenced resource by means of a string or number conforming to a formal identification system.

Language Mandatory Definition: A language of the intellectual content of the resource. Comment: Recommended best practice is to use RFC 3066 [RFC3066] which, in conjunction with
ISO639 [ISO639]), defines two- and three-letter primary language tags with optional subtags. Examples include "en" or "eng" for English, "akk" for Akkadian", and "en-GB" for English used in the United Kingdom.
At the moment EFIS gives you the option to choose from 10 European languages.

Relation Optional Definition: A reference to a related resource. Comment: Recommended best practice is to identify the referenced resource by
means of a string or number conforming to a formal identification system.

Coverage Optional Definition: The extent or scope of the content of the resource. Comment: Typically, Coverage will include spatial location (a place name or
geographic coordinates), temporal period (a period label, date, or date range) or jurisdiction (such as a named administrative entity). Recommended best practice is to select a value from a controlled vocabulary (for example, the Thesaurus of Geographic Names [TGN]) and to use, where appropriate, named places or time periods in preference to numeric identifiers such as sets of coordinates or date ranges.
Spatial coverage: EFIS allows you: – to choose from a drop down list of the world’s countries, plus EUROPEAN UNION
and GLOBAL– to enter point coordinates– to enter limits for a box Temporal coverage: Enter date or date range (just years at the moment??). Enter in
format 1990 OR 1991-1992 OR 12/02/2002-12/11/2002??

Rights Mandatory Definition: Information about rights held in and over the resource. Comment: Typically, Rights will contain a rights management statement for the
resource, or reference a service providing such information. Rights information often encompasses Intellectual Property Rights (IPR), Copyright, and various Property Rights. If the Rights element is absent, no assumptions may be made about any rights held in or over the resource.
In EFIS choose from drop down list: N/A [not applicable], [Access] Public, [Access] Limited, [Access] Restricted - need to
purchase, [Access] Restricted - need to be a member, [Access] Restricted - need to register as a user.

Quality Optional Definition: EFIS metadata element defined as a statement on the quality of the
information resource. Comment: Quality is a notoriously difficult attribute to define and is one that can be
expressed in a variety of different ways. In the demonstration version of EFIS, quality was expressed in two ways. The user
may choose which is the most appropriate for the resource in question. – percentage scale – simple qualitative scale.
There has been some discussion about whether this is a useful way to describe quality. The question is whether it is better to express quality in this way or leave users to determine quality using the other elements (e.g. creator, publisher, source, description).
