ITALIAN EUROPA STAMP WITHCOLOR MIS-REGISTRATION -Figure 10 in the next column has threethings wrong with it. Can you identifythem? First, the yellow-brown color isset off so far to the top of the stamp thatit actually goes into the selvedge. Sec-ond, the C.E.P.T. logo and the word“EUROPA” should be at the top of thestamp. In this example, the offset hascaused the logo and the word “Europa”to appear at the bottom. The upwardmis-registration has also caused the logoand word to be printed in the uppwerselvedge. This next cover has a special cachetcommemorating 100 years of cruising byships named Europa. Again, the dates ofcommemoration are hard to read butappear to be 1850-1950. The addresseeinformation on this cover is also ob-scured.

NATO, THE U. S. ATAMP OF 1952 -Many of you know that I collect the U.S. NATO stamp of 1952, Scott #1008. Ihave in my collection, many of the pre-production items, varieties and the like.I also have numerous first day coverslisted in the Mellone Catalogue andmany that are not listed. For years, onehole has remained in my collection. It isthe one that was hand-painted by a ladyin Rhinebeck, New York named DorothyKnapp. There are no records that indi-cate how many covers she prepared.Best estimates put the production ofhand-painted covers at around 8 for theissues she commemorated. I have goneyears without seeing a Knapp cover formy stamp. A first day cover dealernamed Doug Weiss, called my in lateSeptember with an interesting discovery. He had purchased a collection of firstday covers and among them were a num-ber of covers for different issues that hadbeen hand-painted by Dorothy Knapp. One of the covers he purchased was theFirst day cover of the U.S. 3¢ NATOstamp of 1952. The dealer told me thatthe covers were unique in that they werenot the regular covers we have come toexpect by Ms. Knapp. While the coverswere hand-painted by her, they are on #5size envelopes. First day covers of thatsize are often attributed to another firstday cover dealer named Adam Burt. Infact, the smaller covers hand-painted byMs. Knapp appear to be new to the mar-ket. In other words, no one knew they

existed. Figure 43 is a scan of the“Adam Burt-sized” envelope with thecachet hand-painted by Dorothy Knapp.

Here is what I have been told about thiscover. It seems that the addressee, Mr.W. E. Jarrett had a standing order withMr. Adam, Burt for serviced first daycovers. Mr. Jarrett then commissionedDorothy Knapp to produce hand-paintedcachets on those covers. I decided topurchase this cover even though it took avery large “chunk” out of my stampbudget. After all, it is a cover frankedwith the stamp I collect on with a beau-tiful hand-painted Dorothy Knapp cover. Then a week later, Doug Weiss called. He had purchased another first day covercollection. Much to his (and my) sur-prise, that collection contained the“regular” Dorothy Knapp hand-paintedcover. I purchased that cover as well. A

scan of it is at figure 44. This cachet islisted in the Mellone Catalogue as num-ber 1008-15. It is the rarest of all of the

cachets listed in Mellone for the U. S. 3¢NATO stamp of 1952. In fact, theKnapp hand-painted cachets are usuallythe rarest of all the cachets regardless ofwhich stamp is on the first day cover. Icannot tell you how happy I am to addthese two covers to my collection.“Caching-Caching.”

MONACO, EUROPA PROOFS - Seenrecently on EBay were a number ofproofs of Europa stamps, issued byMonaco. Below are a few examples ofperforated and imperforate proofs. Some of them were listed with an open-ing bid of about $75. This is a heftyincrease over their original price whenthey were available from the MonacoPostal Administration.

EUROPA 1956, GERMAN PLATENUMBERS - In this next figure are 4examples of bottom left corner stamps ofthe 40 pf value of Germany’s 1956 Eu-ropa set. What makes these stamps in-teresting is that they all bear plate num-bers in the bottom selvedge. The num-bers are 1 through 4. This implies that 4plates were used to print the stamps.

FRANCO-BRITISH EXHIBITIONOF 1908 - This postcard bears a specialcancel used at the Franco-British exhibi-tion of 1908. It is dated on July 24th ofthat year. This cancel is listed in theD’Urso Europa catalogue as number V1awith a rarity factor of 10.

SAINT BENEDICT, ON FRENCHMAXI CARD - The Europa stamp onthis French maximum card commemo-rates Saint Benedict, the Patron Saint ofEurope. The picture, cancel and stampare all in concordance.

RENE CASSIN, EUROCRAT ONFRENCH MAXI CARD - The Europastamps on this French maximum cardcommemorate Rene Cassin who wasinstrumental in creating the EuropeanCharter of Human Rights. The picture, cancel and stamp are all in concordance.

EUROPA 1965, ISLE OF SOAY-ISLE OF SKYE - The set of stampsbelow is from the Isle of Soay/Isle ofSkye. They are not stamps in the truesense of the word. Why? Because theycannot be used for postage anywhereelse, except on the island. That makesthese “stamps” carriage labels. In anyevent, the labels featuring different kindsof birds, was overprinted “Europa 1965.Each label has a brown interior sur-rounded by the mail colors as follows:1d orange, 3d green, 6d yellow, 1/pink,1/6 light blue and 2/6 aquamarine.

SPACE, LANCER ROCKET - Theitem at figure 55 in the next column isthe picture side of a postcard showingthe European Space Agency’s LancerRocket. The rocket is on a launch pad atKourou, the French launch sire for ESArockets.

CAESAR, AUGUSTUS, ITALIANAIRMAIL - I ran across the stamp atfigure 56 while I was “surfing” on EBay.The seller was asking for an opening bidof close to $100 for this M-NH copy.

COUNCIL OF EUROPE, 10TH AN-NIVERSARY - The service cover be-low is franked with the 25F Council ofEurope stamp. That was the correct ratefor a letter posted to an address inFrance. The stamp bears a special can-cel commemorating the 10th anniversaryof the Council of Europe.

CHARLEMAGNE, ILE BARBE LA-BELS - These labels were produced toadvertise the Ile Barbe restaurant ionFrance. They depict Charlemagne. Ihave shown some of then in the EuropaNews before. However, the new addi-tion is to come across three of the labelsthat are overprinted for “airmail” ser-vice.

EUROPA 1978, ANDORRA - I sawthis Andorra stamp on EBay. The sellerwas asking for an opening bid close to$22. Not too bad for a Europa stamp.

EUROPA 1956, FRENCH COVER -Many of you know how much I like cov-ers franked with Europa stamps. To me,there is nothing better than a good 1956cover. The cover below works for me.It is franked with three 15F stamps andone 30F stamp, making the correct rateof 75 F to send a registered letter fromFrance to the United States. The coverbears two etiquettes. One indicates thatthe letter was “passed free” through cus-toms. The second one indicates that 10¢should be collected as postage due. There is a U.S. 10¢ postage due in theupper left corner of the cover. It ismanuscript canceled. I assume that thepostage due was applied because theregistered letter had to be forwarded to adifferent address. Enjoy!

EUROPA 1994, GERMAN BOOK-LET - This item is the cover of a Ger-man booklet. It was issued in 1994 andit contained 10-100 pf Europa stamps. The original price of the booklet was10DM.

EUROPA 1969, SWISS COVER - Thecover in the next column is franked withboth values of Switzerland’s 1969 Eu-ropa stamps. They pay the correct rateof 80c for a letter going from Switzer-land to England.

EUROPA 1968, SWISS STAMP ONPAGE - The item at figure 63 was de-scribed by its EBay seller as “Europapublicity definitives used on pages.” Idon’t know what that means but to methey are merely Swiss stamps (lots ofused 1968 Europas), affixed to a pagewith stamp hinges.

EUROPA 1956, NETHERLANDSFIRST FLIGHT - The cover in the nextcolumn is franked with the 10¢ value ofthe Netherlands 1956 Europa set. Whatmakes the cover especially interesting isthat it was posted in Amsterdam but wasplaced aboard an East German first flightfrom Berlin to Moscow. Normally, theEast Germans were quite sensitive to theuse of Europa stamps or cancels thatthey felt were propaganda.

50TH ANNIVERSARY OF THEC.E.P.T. - This next item is a block offour as a souvenir sheet. It is from Peruand it commemorates the 50th anniver-sary of the C.E.P.T. That is technicallyincorrect as the C.E.P.T. did not start“issuing” Europa stamps under its aus-pices until 1960. From 1956 to 1959,Europa stamps were issued under theauspices of the European Coal & SteelCommunity.

EUROPA 1967, FRENCH MAXICARD - Figure 66 is a maximum cardfranked with France’s 1967 Europa setof two stamps. Depicted is the Legendof the Goddess Europa and the Bull (theGod Zeus). The card has three points ofconcordance in the the stamp, cancel andpicture are all related.

EARLY ISSUES FOR THE COUNCIL OF EUROPEBY

Stephen Luster

On May 5, 1949 in St James's Palace,London, the Foreign Ministers of Bel-gium, Denmark, France, Ireland, Italy,Luxembourg, the Netherlands, Norway,Sweden and the United Kingdom signedthe Treaty establishing the Council ofEurope.

The Council of Europe is the continent'soldest “modern” political organization,as it was founded in 1949. The Councilof Europe is distinct from the 25-nationEuropean Union, but no country has everjoined the Union without first belongingto the Council of Europe. It is headquar-tered in Strasbourg, France.

The Council was set up to defend humanrights, parliamentary democracy and therule of law, develop continent-wideagreements to standardize member coun-tries' social and legal practices, and pro-mote awareness of a European identitybased on shared values and cuttingacross different cultures.

From May 5, 1949 until 1958, officialmail from the Council of Europe wasfranked with French stamps. Frenchpostal rates also applied. Then, on Janu-ary 14, 1958, France overprinted a stamp“Conseil De L’Europe (Council ofEurope).

The stamp overprinted in France wasScott #854, carmine rose and lake, de-picting the Rouen Cathedral. A scan ofthis stamp is shown below. 122,000,000of these stamps were printed.

Here are examples of the stamp that wasoverprinted on January 14, 1958. Notethat they bear the thin and thick over-prints.

From the 122,000,000 stamps printed ofScott #854, only 1,040,000 were over-printed for official use by the Council ofEurope. The Michel Catalogue assigns#1 to this official stamp. D’Urso assigns#801 to the stamp and Scott assigns thenumber 101.

The D’Urso Europa Catalogue lists sev-eral varieties of the stamp. First, thestamp comes on plain and phosphores-cent paper (801A); as a deluxe proof(801B); with a thicker over print (801C);with the overprint misplaced (801D andas a first day cover. It is to be noted thatthe “real” first day cover for this stampshould have a type IV machine cancel, and should be on an official envelopefrom the Council of Europe. The typeIV machine cancel was only used onJanuary 14, 1958. Below are scans ofthe type IV cancel, and the corner of aCouncil of Europe official envelope. Thescans were taken from the D’Urso Cata-logue.

In October 1958, the “first” officialstamps printed for the Council of Europewere issued. These stamps were issuedon three different dates, October 10 (8Fr), October 11 (20 Fr) and October 13

(35 Fr). Two other stamps, consideredby some people as a part of this set, con-sisted of two other values. They werenecessitated by changes in French postalrates. Those stamps were denominatedat 25 Fr (issued on May 29, 1959) and50 Fr Issued on May 29, 1959. Cata-logues do not recognize any varieties ofthese 5 stamps.

The 8 Fr stamp paid the printed matterrate; the 20 Fr stamp paid for a first classletter within France; and, the 35 Fr ratewas for first class letters outside ofFrance (e.g., Europe). When the rateschanges the 25 and 50 Fr stamps paid theinland and Europe rates for first classletters.

Let’s look closer at the council ofEurope “flag stamps.” They were de-signed and engraved by J. Decanis onwatermarked paper, perforated 13 x 13.All of the stamps were recess printed b7the Atelier de Fabrication de timbrePoste, Paris, in sheets of 50 stamps.

Each of the stamps comes in slightlydifferent colors. The F is listed as vio-let, blue and orange. The 25 F stamp islisted as Ochre, blue and yellow. The 35F stamp is listed as rose and dark blue. The 25 F stam,p

Of note is the fact that the 12 stars in theflags on the stamps are all white. In ac-tuality, the stamps are all yellow.

The D’Urso Catalogue lists severalphilatelic items and varieties for thesestamps. The 8, 20 and 35 F stam,ps areprinted on regular paper but they werealso printed on phosphor coated paper. The 8, 20 and 35F stamps also come inimperforate condition. There are alsodeluxe proofs ad collective deluxe proofsfor these stamps, a perforated deluxesheetlet, artists proofs. Color plateproofs are known for the 35 Fstamp.Varieties exist on the 20 F stampwhich could have a colorless numeral“2” in the value. The 35 F could also beprinted in pale blue.

There are many first day covers for thesestamps. For example FDCs exist foreach of the stamps singly. The coversalso exist with all three stamps on them. They also exist in combination with theearlier overprinted “Council of Europe”stamp. Finally, due to abuses by the pub-lic when the overprinted stamp was is-sued, the post tightened up the rules forservicing first day covers. Collectorswere allowed to receive a first day can-cel by the hand-back (over the counter)but only on stamps affixed to a smallfragment of paper. In other words, onlya single stamp from the set, on a smallfragment of paper, would be machinecanceled on the first day of issue

The small pieces of paper were called“Papilion” which translates as the wordbutterfly. Some enterprising people hadthe “butterflies” made on each of thefirst day of issue as seen above. Otherstook the three “butterflies and furtherenhanced them by affixing then to sou-venir covers or a card, as seen below.

As these stamps were printed by theFrench State Printing Works, the usualtypes of philatelic material can be ex-pected. For example, in both perforatedand imperforate condition as seen previ-ously and in the next column.

Here is the set in imperforate conditionwith each stamp coming from a lowersheet margin copy.

Here are the next two values comprisingthe set, als0 im imperforate condition. These stamps both come from the rightsheet margin copy and both display thefiligree design in the selvedge.

Several varieties of the 50 Fr stamp arenoted in D’Urso. First the letters “E”and “I” have been damaged. Second, theflag staff has been sharpened. Whatfollows are illustrations scanned fromthe D’Urso Catalogue.

In 1955 Switzerland issued a rare set of18 stamps of the “Landscape” series. Each stamp was overprinted with theletter “T” in a circle. The overprintedstam,ps are listed in the Zumstein Cata-logue as numbers 2012 to 2035. This setis now very scarce. After a few yearsthe “T in Circle” handstamp was re-introduced. It was used on the“building” series and other stamps in-cluding Europa stamps. The first Europastamps noted with this cancel were the1959 “chain link” stamps, 30c and 50c,issued in 1959, Scott #374/375.

The next issue that can be found with thehand-stamp was issued in 1960. It is the“circle of 19 spokes, Scott #400/401.

There then followed many other Swississues with the “T in Circle” hand-stamp.These were issued in 1961 (19 dovesflying as one), Scott #410/411.

In 1962 it was the 19 leaves on the tree,Scott #416/417.

In 1963 it was the intertwined linesaround the letters “CEPT.” Scott #429.

In 1964 it was the “Daisy” with a petalfor each CEPT member country., Scott#438/439.

In 1965 it was the CEPT on a branch,Scott #469.

In 1966 it was the sailboat, Scott#477/478.

In 1967 it was the cogwheel, Scott#477/478.

In 1968 it was the key, Scott #488.

These stamps are sought after by bothSwiss and Europa collectors. The Zum-stein Catalogue lists the stamps withhigh prices.

I ran across these two items recently and I thought that they might be of interest to you.

The first item is from the Calf of Man/Isle of Man. It is strip of five “Churchill” stamps, overprinted for Europa 1967. What makesthe item interesting has to do with the perforation type and the stamp’s color. Rather than regular perforations and a blue color, these stamps are roulette perforated and are in a light blue color.

This second item is also from the Calf of Man/Isle of Man. It is a horizontal strip of two stamps. The left stamp is in red and theright stamp is in blue. What makes these stamps interesting is that while the right stamp is overprinted for Europa 1973, the leftstamp does not have an overprint.
