Marine Research Key Policy drivers:

Integrated Maritime Policy for the Union (“The Blue Book”)

Marine Strategy Framework Directive (MSFD)

Commission Decision on Good environmental Status (GES)

Key finding (recital 4): substantial need to develop additional SCIENTIFIC understanding for assessing GES in coherent and holistic manner

Innovation Union Flagship Initiative and H2020

Examples:

• Descriptor 1 biodiversity

• Descriptor 2 non-indigenous species (e.g. development of indicators on bio-pollution indexes)

• Descriptor 3 fish stocks (e.g. research to address that biomass corresponding to MSY may not be achieved for all stocks due to interactions)

• Descriptor 4 food webs (e.g. indicators on predator prey relations, on species at top of the web, etc.).

• And so on (impacts of chemicals, underwater noise, marine litter and micro-plastics, etc.)

DEVelopment Of innovative Tools for understanding marine biodiversity and assessing good Environmental Status: indicators for a healthy ocean

DEVOTool (a help for stakeholders): a database >557 entries on biodiversity indicators, non-indigenous species, food-webs, sea floor-integrity

Some functionalities:

• Several analyses (e.g. on most promising indicators for Marine Policies or most promising operational indicators to be used in environmental assessment programmes) can be performed and basic statistics obtained

• Selecting indicators in a given marine area

PERSEUS Partnership • 21 countries • 53 partners (>300 scientists)

65 Institutes & Universities • 2 Subcontractors

• Helps the SES countries on the implementation of the MSFD

• Develops a strategy for “Smart Monitoring” concept (traditional monitoring-observing systems-Models)

• Supports adaptive policies for measures on GES (APF Toolbox)

• Promotes the MSFD Principles to the non-EU to countries in SES

FP7 STAGES support action

• Identify, extract and synthesise the knowledge generated through EU and national research-funded activities relating to the MSFD, and make this information widely accessible to policy-makers and MSFD stakeholders.

• Conduct a thorough mapping of existing research efforts and consult with Member State experts and DG ENV to establish where are further research needs, to improve the scientific knowledge underpinning implementation of the MSFD.

• Provide pragmatic and ready-to-use recommendations to establish an effective European science-policy platform to support GES research and implementation of the MSFD so that in the future there is no gap between scientific advice and policy implementation.
