Page 7: EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

Hurrah, hurrah ! Here is the new possibility to get EU money !

.

.

DG Regional Policy: three NO-s

No new legislation… …because of the Danube Strategy

No new institution … …because of the Danube Strategy

No extra money… …for the Danube Strategy

.

Still it goes on…

EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

Page 8: EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

So what was the Danube Strategy for the different countries?

A promise to Germany to reinforce its economic positions in the area

A promise to Austria on a better cooperation within its old Empire

A promise to Slovakia to become a huge inland navigation hub between the Baltic Sea, the Black Sea and the North Sea

A promise to Hungary to achieve a leading role in a not really defined European cooperation

A promise to Croatia and Serbia about a faster accession to the EU

A promise to Romania and Bulgaria to build the missing infrastructure elements (roads, bridges, railways)

…that is the Danube Strategy is a dream-collector: all interested groups can hang the dreams on

Page 9: EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

The Danube Strategy as a macro-region of Europe

What is a Macro-Region? "There is no standard definition for a macro-region [...]. The definition applied here, developed during the preparation of the European Union Strategy for the Baltic Sea Region, will be “an area including territory from a number of different countries or regions associated with one or more common features or challenges.” Source: Macro-regional Strategies in the European Union - published on the Website of DG Regional Policy

…this organizational framework does not necessarily correspond to conditions of other geographical areas where “it may be necessary to set up a capability to monitor and facilitate progress on the strategy as a whole” (European Commission, 2009: &

Stocchiero, Andrea (2010) Macro-Regions of Europe: Old Wine in a New Bottle? )

Macro region: Co-operation of countries having a similar cohesion background (From an early paper of the Hungarian Foreign Ministry Dec. 2009)

EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

Page 10: EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

Still, are there supporting arguments for the Danube region too?

(1) An almost complete set of EU countries with different cohesion background : a longitudinal section of the oldest, the old, the newer and the future EU member countries. (A concentrated pattern of the EU cohesion and enlargement problems)

(2) Symbolic meaning of the Danube: Rhine was a symbol of the EC of the old EU founders – Danube as a symbol of the extended EU

Interconnection between differently developed economies is necessary but not sufficient tool or guarantee for the caching up of the less developed regions: the impact may also be an increasing gap.

Page 39: EU STRATEGY FOR THE DANUBE REGION: EXPECTATIONS AND REALITIES

The general EU-level objectives are important, nobody has any objection against (liberté, égalité, fraternité) – but they are too general and uniform to lead to regional actions

The two-years preparation of the EUDRS missed to make a clear analysis of the EU level problems of the region, and also missed the elaboration of the strategic answers on those problems

Bottom-up collection of projects is very democratic, – but without a clear strategy behind, it becomes the collection of old project-dreams rather than the creation of projects built on programs to achieve the targets of the strategy
