Objectives and Nature To enhance the environmental awareness and knowledge of
the citizens and promote green living, funding is provided to schools and organisations to install green facilities to demonstrate green technology and organize related education activities
In order to enrich the education elements in new applications, ECF proposes “Environmental Education Demonstration (EED) Projects” instead of the former “Minor Works Projects”. Official name, scope, invitation period and funding reserved for the category will be announced later
Thematic programme area may be specified and announced during the invitation for funding applications. Priority would be given to applications in the thematic programme area

Past Approved Projects (Formerly Minor Works Projects)
As at 31 December 2013, a total of $328 million was granted to 1,099 projects
Approved projects include: Green roof / Urban cultivation
Small-scale food waste composter
Renewable energy facilities
Energy saving items
Po Leung Kuk Pak Tam Chung Holiday Camp
St. Stephen's Girls College
Canossa Primary School
CNEC Lee I Yao Memorial Secondary School

Who may apply?
Local non-profit making organisations, such as -
Schools, including private kindergartens/schools &
international schools
Community bodies
Green groups
Projects must be non-profit making in nature

Funding Limits The maximum amount of approved funding will generally
be $500,000. Request of budget variation for additional funding after project approval will not be considered
Under the new mode of operation, each school/premises should has only one on-going project. If the school/NGO has any on-going EED Project (or formerly Minor Works Project), it is advised to submit its new application after the Completion Report(s) of on-going project(s) have been endorsed by the Vetting Sub-committee

When to submit application?
Invitations will be sent out periodically and applications
will be accepted annually (tentative). After invitation, ECF
will only process applications received by the deadline as
specified.

Vetting Procedures (1) Upon receipt of an application, an interim reply will be sent
to the applicant to acknowledge receipt of the application
Where necessary, the applicant will be requested to provide clarification or supplementary information
(Note: Applicants should provide the best and fullest information in their applications, and the Vetting Sub-committee is not obliged to request additional information from applicants)
The application will be considered at the Vetting Sub-committee meeting

Vetting Procedures (2) The maximum amount of approved funding will
generally be $500,000
For funding applications exceeding HK$2,000,000, the Vetting Sub-committee will either recommend the application for consideration by the ECF Committee or reject it
The Secretariat will inform applicants of the decision of the ECF Committee/Vetting Sub-committee

Vetting Mechanism
The Vetting Sub-committee will assess all applications received by the application deadline according to the marking criteria. Taking into account the budget reserved for the round of invitation, applications with meritorious output will be selected for funding support

Basic Score – Education activities listed in the application form (e.g. number of activities to be organised and expected rate of student participation)
Additional Score – Education activities designed specifically for the project (e.g. creativity and expected effectiveness)

Maintenance plan for the installed items (e.g. maintenance fee and manpower involved)
Long-term education plan for the installed items after project completion

Past performance
Past performance of all previous projects of the applicant will be considered

Project Evaluation Aim of evaluation To facilitate self-assessment on the effectiveness of demonstration
projects
Kindergartens will have a simplified questionnaire
Other schools/organisations will have to complete both pre-test and
post-test questionnaires
Recipient organisations are recommended to keep use the
questionnaires at regular intervals after project completion for
continuous improvement

Project Evaluation Scope of assessment: The daily habits/behaviour, attitudes and environmental
knowledge of assessee
Education activities organised by schools/ NGOs
Education activities joined by the students/participants
When the questionnaires should be done? Pre-test: before commencement of work
Post-test: in regular intervals (e.g. half yearly) after the education activities are conducted

Summary – Major Changes No longer accept applications throughout the year.
Applications will be invited annually
Completed application form should be submitted to the Secretariat by the application deadline as specified in each round of the invitation exercise. Incomplete and/or late applications will not be processed
The approved budget of each application will generally not more than $500,000. Request of additional funding after project approval will not be considered
New applications will only be considered after the completion of all on-going EED/formerly minor works projects
